A roundup of key new policies and regulations taking effect in October 2026, covering banking, social policies, taxation, investment, and other areas of interest to individuals and businesses.

Social assistance standard increased to VND 540,000 per month from October 5, 2026

The Government has issued Decree No. 335/2026/ND-CP on social assistance policies, which takes effect on October 5, 2026.

According to Article 4 of Decree No. 335/2026/ND-CP, the social assistance standard is officially increased from VND 500,000 per month to VND 540,000 per month.

The social assistance standard serves as the basis for determining social assistance allowances, financial support for care and nurturing, care and nurturing at social assistance establishments, elderly care establishments, disability care establishments, child care establishments, and other care and nurturing establishments (collectively referred to as social assistance establishments), as well as other social assistance levels.

Monthly social assistance allowance: The allowance is equal to the social assistance standard of VND 540,000 per month multiplied by a corresponding coefficient ranging from 1.0 to 3.0, depending on each specific beneficiary.

From October 5, 2026, people can report and denounce fake news through VNeID

This content is stipulated in Decree No. 328/2026/ND-CP on the prevention and control of fake news and false information. The Decree takes effect from October 5, 2026.

According to Clause 2, Article 13 of the Government’s Decree No. 328/2026/ND-CP, the reporting, denunciation, and provision of feedback concerning information showing signs of being fake or false shall be carried out through one of the following forms:

  • Direct contact;
  • Hotlines;
  • Portals of agencies, ministries, commissions and sectors;
  • The VNeID application;
  • Written documents sent to agencies and organizations in accordance with law.

Accordingly, from October 5, 2026, VNeID will officially become one of the channels through which individuals can report, denounce, and provide feedback concerning information showing signs of being fake or false.


From October 1, 2026, cadres, public servants, public employees, officers of the People's Army and officers of the People's Public Security may become public lawyers

The pilot implementation of the public lawyer regime is stipulated in Resolution No. 24/2026/QH16, which takes effect from October 1, 2026.

Specifically, Article 5 of Resolution No. 24/2026/QH16 provides that cadres, public servants, public employees, officers of the People's Army, officers of the People's Public Security, and employees working in state-owned enterprises who wish to become public lawyers must satisfy the following qualifications:

  • Having a firm political ideology, untainted professional ethics and integrity;
  • Meeting the qualifications of a lawyer prescribed in the Law on Lawyers;
  • Having at least 05 years of regular or direct working experience in the legal field, or experience in litigation, legal counseling, or resolution of complex legal cases as prescribed by the Government.

Changes to the criteria for the “Grassroots-level Emulation Fighter” title from October 1, 2026

According to Article 23 of the Law on Emulation and Commendation No. 06/2022/QH15, as amended and supplemented by Clause 7, Article 1 of the Law amending and supplementing the Law on Emulation and Commendation 2026 No. 06/2026/QH16, the “Grassroots-level Emulation Fighter” title shall be conferred to individuals satisfying one of the following criteria:

  • Having been assessed as having excellently accomplished their tasks;
  • Satisfying the criteria for the “Advanced Laborer” or “Advanced Fighter” title and having an initiative recognized at the grassroots level;
  • Satisfying the criteria for the “Advanced Laborer” or “Advanced Fighter” title and having a scientific, technological, and innovation task assessed as effective in accordance with the law on science, technology, and innovation;
  • Satisfying the criteria for the “Advanced Laborer” or “Advanced Fighter” title and having demonstrated resourcefulness and creativity in combat or combat support as recognized by the unit.

Previously, under Article 23 of the Law on Emulation and Commendation No. 06/2022/QH15, the “Grassroots-level Emulation Fighter” title was conferred to individuals satisfying the following criteria:

  • Meeting the criteria for the “Advanced Laborer” or “Advanced Fighter” title;
  • Having excellently accomplished their tasks, or having an initiative recognized at the grassroots level, or having a scientific research topic, scientific project, or science and technology work accepted, or having demonstrated resourcefulness and creativity in combat or combat support as recognized by the unit.


FDI enterprises that suspend business operations for more than 12 months without reporting may have their licenses revoked from October 18, 2026

The Government promulgates Decree No. 342/2026/ND-CP providing detailed regulations on goods purchase and sale activities of foreign investors and foreign-invested economic organizations in Vietnam.

According to Point d, Clause 1, Article 42 of Decree No. 342/2026/ND-CP, the business license of a foreign-invested economic organization shall be revoked if the organization terminates business in goods purchase and sale and related activities for more than 12 months without reporting to the licensing agency.

At the same time, for retail sales activities, the license for establishing a retail sales outlet shall be revoked if the retail sales outlet suspends operations for more than 12 months without reporting to the licensing agency.

Cities may apply congestion charges and restrict private vehicles from entering central areas

From October 1, 2026, the Law on Urban Development 2026 allows cities to apply various new measures to reduce traffic congestion, limit environmental pollution, and promote green transport.

Specifically, according to Point g, Clause 1, Article 14 of the Law on Urban Development 2026, the City People’s Council shall have the authority to prescribe policies and measures to restrict private means of transport from entering central areas of the City to reduce traffic congestion and emissions, and to apply traffic congestion charges.

Cities may also promulgate policies to support the conversion of means of transport from fossil fuels to clean energy and restrict the use of means of transport with emissions causing environmental pollution.
