Approving the overall master plan on Vietnam's seaport system development in the 2021 - 2030 period, with a vision toward 2050
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015, and the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Vietnam Maritime Code dated November 25, 2015;
Pursuant to the Law on Planning dated November 24, 2017;
Pursuant to the Law Amending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law dated November 20, 2018;
Pursuant to the National Assembly Standing Committee's Resolution No. 751/2019/UBTVQH14 dated August 16, 20219, on explanation a number of articles of the Law on Planning;
Pursuant to the Government's Decree No. 37/2019/ND-CP dated May 07, 20219, detailing a number of articles of the Planning Law and the Government's Decree No. 56/2019/ND-CP dated June 24, 2019, detailing the implementation of a number of transport-related articles of the Law Amending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law;
Pursuant to the Government’s Resolution No. 26/NQ-CP dated March 05, 2020, promulgating the Government’s overall plan and 5-year plan to implement Resolution No. 36-NQ/TW of October 22, 2018, of the eighth plenum of the Party Central Committee, the XIIth Congress, on the Strategy on sustainable development of Vietnam’s marine economy through 2030, with a vision toward 2045;
Pursuant to the Prime Minister’s Decision No. 77/QD-TTg dated January 13, 2021, approving the tasks of the overall master plan on Vietnam’s seaport system development in the 2021 - 2030 period, with a vision toward 2050;
At the proposal of the Ministry of Transport and the Report No. 68/BC-HDTDQH dated July 11, 2021, of the Council for Appraisal of the overall master plan on Vietnam’s seaport system development in the 2021 - 2030 period, with a vision toward 2050.
Article 1. To approve the overall master plan on Vietnam's seaport system development in the 2021 - 2030 period, with a vision toward 2050, with the following principal contents:
I. VIEWPOINTS AND OBJECTIVES
- Seaport is an important part of maritime infrastructure, socio-economic infrastructure, identified as one of the three strategic breakthroughs, which should be given priority in investment to ensure the harmony between socio-economic development and national defense - security and social security, adaptation to climate change; contributing to maintaining the independence and sovereignty of sea and islands, strengthening international cooperation on the sea, maintaining a peaceful, stable and sustainable environment.
- To develop synchronous and modern maritime infrastructure, ensure maritime safety and security, effectively connect modes of transport; promote the advantage of being the main method of transporting large volumes of goods, play an important role in international freight transport, contribute to reducing logistics costs.
- To promote the advantaged geographical position, associating with economic and urban development space; focus on developing international gateway ports capable of receiving large-tonnage ships traveling on long sea routes; take advantage of natural conditions, develop harmoniously and reasonably between seaports and urban development space; between the seaport and the inland clearance depot infrastructure, pontoon quays and anchorage zones for transshipment.
- To mobilize all resources, especially non-budget resources for synchronous and investment, with a focus on the maritime infrastructure system; prioritize state resources for investment in public maritime infrastructure, especially international gateway ports; continue to promote the efficiency of decentralization in terms of resource mobilization and implementation for the locality.
