On major tasks and solutions guiding the realization of the socio-economic development plan and the State budget estimate in 2021
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the National Assembly’s Resolutions No. 124/2020/QH14 dated November 11, 2020 on the socio-economic development plan in 202; 128/2020/QH14 dated November 12, 2020 on the State budget estimate in 2021,
In 2020, in the context of many difficulties and challenges, especially the serious impacts and effects of the Covid-19 pandemic and natural disasters, storms and floods, but thanks to the active participation and high determination of the whole political system, the drastic, timely and effective direction and administration of the Government, the Prime Minister and the efforts of all levels, sectors, people and enterprises under the leadership of the Party, Vietnam has achieved impressive and comprehensive results in all fields, successfully implementing the "dual goal" in both preventing and controlling the Covid-19 pandemic, and for socio-economic recovery and development, ensuring the social security and people's life and health. Our economic growth has reached 2.91%, which is one of the few economies with positive growth in the world and the region, while maintaining macroeconomic stability, controlling inflation, ensuring the major economy. Defense and security are strengthened; social safety and order are guaranteed; Vietnam’s position and prestige in the international arena continued to be raised. The people's belief in the Party and State has been strengthened, creating an atmosphere of excitement in the whole society. The year 2020 is considered a more successful year than 2019 and is the most successful year in the past 5 years with exceptional results and achievements, contributing to highlight the achievements of the entire 2016-2020 term.
The year 2021 has special important implications for Vietnam. It is the year that the XIIIth National Party Congress, the XVth National Assembly election and the People’s Councils election at all levels are held. It also is the first year of implementing the ten-year socio-economic development strategy for the 2021 - 2030 period and the five-year socio-economic development plan for the 2021 - 2025 period according to the Resolution of the Party and National Assembly. It is forecasted that the international and regional situation will continue to develop complicatedly and unpredictably, strategic competition between a number of countries and partners in the world and in the region. The Covid-19 pandemic may not end soon, the negative impacts may last long, affecting many industries and fields, especially investment, trade, services, tourism, and air transport. For Vietnam, in addition to the opportunities, advantages and inheritance of important achievements of 35 years of innovation, impacts of epidemics, climate change, natural disasters, droughts, saltwater intrusion continue to be complicated; the requirements for investment development, prevention and control of natural disasters, epidemics, response to climate change, ensuring social security and strengthening national defense and security are great while resources are limited. New trends in investment, trade, digital transformation, along with rapid changes in business models, production methods, consumption, social communication, science and technology, etc. is both an opportunity and a challenge, which requires us to be absolutely non-subjective, continue to innovate our development mindset, act more drastically and effectively, turn challenges into opportunities with high determination to successfully comprehensively implement the goals and tasks of the plan for 2021, reinforce the confidence of people and enterprises, create a solid foundation for the country to develop rapidly and sustainably in the coming time according to the Resolutions of the Party and National Assembly.
