Tại phiên họp Chính phủ thường kỳ tháng 3/2019, Chính phủ đã thống nhất than cốc và dầu tái sinh không thuộc đối tượng chịu thuế bảo vệ môi trường; số tiền thuế đã nộp đối với than cốc và dầu tái sinh kể từ thời điểm Luật Thuế bảo vệ môi trường có hiệu lực thi hành được xác định là số tiền thuế nộp thừa và được xử lý theo quy định của pháp luật về quản lý thuế.
Về việc thực hiện gửi, nhận văn bản điện tử, Chính phủ yêu cầu các bộ, ngành, địa phương ký số các văn bản điện tử gửi và nhận trên Trục liên thông văn bản quốc gia. Thí điểm không gửi văn bản giấy đối với văn bản điện tử đã ký số. Thời gian thực hiện thí điểm từ 03/04 đến 03/05/2019; báo cáo Chính phủ trước 10/05/2019.
Bên cạnh đó, Chính phủ cũng thống nhất thông qua dự án Luật sửa đổi, bổ sung một số điều của Luật Kinh doanh bảo hiểm và Luật Sở hữu trí tuệ. Bộ Công Thương được giao chủ trì phối hợp với các Bộ để hoàn thành dự thảo.

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 3 năm 2019, tổ chức vào ngày 02 tháng 4 năm 2019,
QUYẾT NGHỊ:
1. Về tình hình kinh tế - xã hội tháng 3 và 3 tháng đầu năm 2019, tình hình triển khai thực hiện Nghị quyết số 01/NQ-CP, 02/NQ-CP của Chính phủ
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội tháng 3 và quý I năm 2019 đạt kết quả khả quan trong điều kiện thế giới và trong nước có nhiều khó khăn. Tổng sản phẩm trong nước (GDP) quý I năm 2019 ước tăng 6,79%. Khu vực công nghiệp và xây dựng tăng 8,95%, trong đó ngành chế biến, chế tạo tiếp tục là động lực tăng trưởng chính. Tổng cầu tiếp tục tăng cao; tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng tăng 12%; khách quốc tế đến Việt Nam đạt trên 4,5 triệu lượt người, tăng 7%. Kinh tế vĩ mô ổn định; lạm phát được kiểm soát, chỉ số giá tiêu dùng bình quân tăng 2,63% so với cùng kỳ; các cân đối lớn của nền kinh tế được bảo đảm; mặt bằng lãi suất, tỷ giá, thị trường ngoại hối ổn định; dự trữ ngoại hối tiếp tục tăng; thị trường chứng khoán phát triển tích cực. Thu ngân sách nhà nước (NSNN) đạt khá, tăng 13,2%. Tổng vốn đầu tư toàn xã hội tăng 8,8%; thu hút vốn đầu tư nước ngoài ước đạt 10,8 tỷ USD, tăng 86,2%, đạt kỷ lục về vốn đầu tư đăng ký trong 3 năm qua, trong đó vốn góp, mua cổ phần đạt 5,68 tỷ USD. Xuất khẩu duy trì tốc độ tăng trưởng và tiếp tục xuất siêu. Môi trường đầu tư kinh doanh tiếp tục được cải thiện, số doanh nghiệp đăng ký thành lập mới tăng 6,2%, số vốn đăng ký tăng 34,8%; số doanh nghiệp quay trở lại hoạt động tăng 78,1%. Các lĩnh vực văn hóa, xã hội, lao động, việc làm, giảm nghèo, bảo đảm an sinh xã hội, thể dục thể thao, dân tộc, thông tin truyền thông được quan tâm. Tỷ lệ thất nghiệp giảm, còn khoảng 2%. Đời sống của Nhân dân tiếp tục được cải thiện. Quốc phòng, an ninh, trật tự an toàn xã hội được giữ vững. Công tác đối ngoại được chú trọng, triển khai hiệu quả, khẳng định vị thế của Việt Nam trên trường quốc tế.
Bên cạnh những kết quả tích cực, vẫn còn tiềm ẩn nhiều rủi ro và những khó khăn, thách thức từ cả quốc tế và trong nước, tác động bất lợi đối với phát triển kinh tế - xã hội của nước ta. Kinh tế toàn cầu được dự báo hạ mức tăng trưởng, căng thẳng thương mại còn hiện hữu, tiến trình Brexit phức tạp, giá cả hàng hóa thế giới diễn biến phức tạp, thương mại toàn cầu có dấu hiệu sụt giảm rõ nét... Trong nước, ngành nông nghiệp đang phải đối mặt với dịch bệnh, thời tiết bất lợi, nhất là dịch bệnh tả lợn Châu Phi và nắng nóng, hạn hán ở khu vực Tây Nguyên và Đông Nam Bộ; khu vực công nghiệp và dịch vụ tăng chậm lại. Lạm phát đang chịu áp lực lớn; giải ngân vốn đầu tư công còn chậm; môi trường kinh doanh còn nhiều rào cản; doanh nghiệp còn chịu nhiều chi phí không chính thức; số doanh nghiệp giải thể, ngừng hoạt động còn lớn. Một số quy định pháp luật chưa sát thực tế, khó thực hiện, vẫn còn tình trạng nợ đọng văn bản. Một số cán bộ, công chức làm việc thiếu tinh thần trách nhiệm, công việc còn chậm trễ, trì trệ; nhiều bộ, cơ quan chưa thực hiện quyết liệt, chưa có giải pháp cụ thể triển khai Nghị quyết số 01/NQ-CP và 02/NQ-CP của Chính phủ; công tác phối hợp xử lý công việc giữa một số bộ, ngành, địa phương, cơ quan, đơn vị còn yếu. Chưa có biện pháp mạnh mẽ ứng dụng thành quả của Cách mạng công nghiệp lần thứ tư. Tai nạn giao thông, cháy nổ, thông tin giả và một số vụ việc nổi cộm trong lĩnh vực văn hóa, giáo dục gây bức xúc trong nhân dân.
Thời gian tới, Chính phủ yêu cầu các bộ, ngành, địa phương, tập đoàn kinh tế, tổng công ty nhà nước quyết liệt thực hiện các mục tiêu, nhiệm vụ kế hoạch năm 2019, tiếp tục ưu tiên ổn định kinh tế vĩ mô, kiểm soát lạm phát, kiên định mục tiêu tăng trưởng theo mục tiêu đề ra; đồng thời quan tâm giải quyết toàn diện các vấn đề xã hội, đặc biệt là văn hóa ứng xử, đạo đức; chú trọng triển khai đồng bộ, hiệu quả các nhiệm vụ, giải pháp đề ra tại các Nghị quyết số 01/NQ-CP, 02/NQ-CP của Chính phủ ngày 01 tháng 01 năm 2019; Chỉ thị số 09/CT-TTg ngày 01 tháng 4 năm 2019 của Thủ tướng Chính phủ về các giải pháp tập trung tháo gỡ cho sản xuất kinh doanh, bảo đảm mục tiêu tăng trưởng năm 2019; trong đó tập trung thực hiện một số nội dung sau:
- Các bộ, cơ quan, địa phương theo chức năng, nhiệm vụ được giao tiếp tục đẩy mạnh cơ cấu lại nền kinh tế theo hướng thực chất, hiệu quả, thúc đẩy đổi mới sáng tạo và ứng dụng khoa học công nghệ; triển khai thực hiện quyết liệt, hiệu quả những giải pháp tạo động lực thúc đẩy tăng trưởng năm 2019, tập trung vào: (1) Tháo gỡ khó khăn, thúc đẩy sản xuất, xuất khẩu nông, lâm, thủy sản; (2) Tăng cường tận dụng cơ hội từ Hiệp định thương mại tự do, nhất là CPTPP, đa dạng hóa thị trường xuất khẩu, giảm nhập siêu; (3) Thúc đẩy phát triển ngành công nghiệp chế biến, chế tạo, theo dõi sát tình hình hoạt động của doanh nghiệp, các dự án lớn để tháo gỡ kịp thời các vướng mắc; (4) Đẩy mạnh phát triển dịch vụ, nhất là những ngành dịch vụ bán buôn, bán lẻ, logistics, du lịch, công nghệ thông tin, tài chính, ngân hàng; (5) Đẩy nhanh tiến độ, phấn đấu giải ngân 100% vốn đầu tư công; (6) Tiếp tục cải thiện mạnh mẽ, thực chất môi trường đầu tư, kinh doanh, nhất là một số văn bản quy định pháp luật đang gây vướng mắc, ảnh hưởng đến sự phát triển.
- Ngân hàng Nhà nước Việt Nam tiếp tục điều hành chính sách tiền tệ chủ động, linh hoạt, góp phần kiểm soát lạm phát, ổn định vĩ mô và hỗ trợ, thúc đẩy tăng trưởng. Chỉ đạo các tổ chức tín dụng thực hiện các giải pháp tăng trưởng tín dụng có hiệu quả đi đôi với kiểm soát chất lượng tín dụng, tập trung vào những lĩnh vực ưu tiên, thúc đẩy sản xuất kinh doanh, phát triển lành mạnh tín dụng tiêu dùng, tạo điều kiện thuận lợi tăng khả năng tiếp cận tín dụng chính thức, góp phần hạn chế tín dụng đen. Đẩy mạnh cơ cấu lại tổ chức tín dụng gắn với xử lý nợ xấu theo Nghị quyết số 42/2017/QH14 của Quốc hội và Quyết định số 1058/QĐ-TTg của Thủ tướng Chính phủ; đẩy nhanh tiến độ cơ cấu lại các tổ chức tín dụng yếu kém. Hoàn thiện Chiến lược tài chính toàn diện quốc gia.
- Bộ Tài chính thực hiện nghiêm kỷ luật tài chính, NSNN, cơ cấu lại NSNN theo hướng tăng tỷ trọng thu nội địa, tăng tỷ trọng chi đầu tư phát triển, giảm tỷ trọng chi thường xuyên. Đẩy mạnh cổ phần hóa, thoái vốn doanh nghiệp nhà nước theo theo kế hoạch, lộ trình đề ra. Đánh giá cụ thể các chính sách thuế, xem xét khả năng mở rộng cơ sở thuế phù hợp với yêu cầu thực tế; đồng thời tăng cường công tác tuyên truyền các chính sách thuế, tạo đồng thuận; tích cực triển khai hóa đơn điện tử; quản lý, chống thất thu thuế, nhất là trong khu vực kinh tế phi chính thức. Khẩn trương phối hợp với các bộ, cơ quan liên quan hoàn thiện, trình các dự thảo: Nghị định sửa đổi, bổ sung Nghị định số 20/2017/NĐ-CP, Nghị định về xử lý tài sản công thanh toán cho nhà đầu tư theo hình thức BT; Quy chế bảo lãnh tín dụng cho doanh nghiệp nhỏ và vừa.
- Bộ Kế hoạch và Đầu tư khẩn trương cập nhật kịch bản tăng trưởng quý II, 6 tháng, 9 tháng và cả năm 2019 để các bộ, ngành, địa phương có giải pháp điều hành phù hợp. Khẩn trương hoàn thiện Đề án Định hướng hoàn thiện thể chế, chính sách, nâng cao chất lượng, hiệu quả thu hút và sử dụng đầu tư nước ngoài đến năm 2030; dự thảo Nghị định hướng dẫn tổ chức, hoạt động của Quỹ phát triển doanh nghiệp nhỏ và vừa. Chủ trì, phối hợp với các bộ, ngành, địa phương báo cáo Thủ tướng Chính phủ tình hình chậm trễ của các dự án đầu tư công, đề xuất biện pháp xử lý. Chủ trì, phối hợp với các bộ, ngành, địa phương đề xuất giải pháp tháo gỡ vướng mắc liên quan đến việc triển khai thực hiện Luật Quy hoạch, báo cáo Thủ tướng Chính phủ; phối hợp với Văn phòng Chính phủ rà soát, hoàn thiện, trình Chính phủ dự thảo Nghị định quy định chi tiết thi hành một số điều của Luật quy hoạch.
- Các bộ, cơ quan, địa phương đẩy nhanh tiến độ thực hiện, giải ngân các dự án, công trình trọng điểm, có quy mô lớn, tạo sức lan tỏa để đóng góp cho tăng trưởng. Các bộ, cơ quan lập danh mục dự án đầu tư công thuộc lĩnh vực quản lý, phân công lãnh đạo bộ, cơ quan phụ trách đôn đốc triển khai dự án trọng điểm thuộc lĩnh vực quản lý. Các địa phương phân công Bí thư, Chủ tịch tỉnh, Phó Chủ tịch tỉnh trực tiếp chỉ đạo, đôn đốc, tháo gỡ vướng mắc, khó khăn, đẩy nhanh tiến độ từng dự án, công trình trọng điểm trên địa bàn, kể cả đầu tư công và đầu tư của doanh nghiệp.
- Bộ Nông nghiệp và Phát triển nông thôn tiếp tục triển khai quyết liệt Nghị quyết 26-NQ/TW của Hội nghị Trung ương 7 (Khóa X) về nông nghiệp, nông dân, nông thôn; đẩy mạnh cơ cấu lại nội ngành theo hướng nâng cao giá trị gia tăng, hiệu quả và ứng dụng công nghệ cao; tập trung thực hiện đồng bộ các giải pháp phòng, chống dịch bệnh, nhất là bệnh dịch tả lợn Châu Phi, ngăn chặn, không để phát sinh trên diện rộng; thường xuyên cập nhật tình hình, báo cáo Thủ tướng Chính phủ; đồng thời có giải pháp khôi phục chăn nuôi, bảo đảm đáp ứng nhu cầu thực phẩm phục vụ đời sống người dân.
- Bộ Công Thương chỉ đạo thực hiện đồng bộ, hiệu quả các giải pháp phát triển thị trường trong nước; đẩy mạnh xuất khẩu; phối hợp với Bộ Nông nghiệp và Phát triển nông thôn thực hiện các giải pháp tháo gỡ khó khăn cho xuất khẩu nông sản, nhất là ở các thị trường lớn; tập trung chỉ đạo quyết liệt, đẩy nhanh tiến độ các dự án công nghiệp quy mô lớn, đóng vai trò động lực tăng trưởng; tiếp tục có giải pháp tháo gỡ khó khăn, vướng mắc, thúc đẩy các dự án thua lỗ, yếu kém đi vào hoạt động; tuyên truyền, phổ biến cho các địa phương, hiệp hội, doanh nghiệp cơ hội, thách thức của Hiệp định CPTPP.
- Bộ Giao thông vận tải rà soát lại công việc, khẩn trương đẩy nhanh tiến độ triển khai, thi công các dự án, công trình hạ tầng giao thông quan trọng để sớm đưa vào sử dụng, thúc đẩy phát triển kinh tế - xã hội; tổ chức kiểm tra, đôn đốc thực hiện việc thu phí không dừng.
- Bộ Tài nguyên và Môi trường khẩn trương hoàn thiện báo cáo phục vụ giám sát của Quốc hội về tình hình thực hiện chính sách, pháp luật về quy hoạch, quản lý, sử dụng đất đai tại đô thị từ khi Luật đất đai năm 2013 có hiệu lực đến hết năm 2018. Xây dựng dự thảo Chỉ thị của Thủ tướng Chính phủ để tăng cường thực hiện các giải pháp phòng, chống rác thải nhựa; phát động phong trào, vận động toàn xã hội tham gia, hưởng ứng, đặc biệt là thế hệ trẻ; xây dựng quy hoạch và định hướng công nghệ xử lý rác thải, lựa chọn nhân rộng mô hình hiệu quả; phối hợp với Bộ Văn hóa, Thể thao và Du lịch, Đoàn Thanh niên cộng sản Hồ Chí Minh và các cơ quan, tổ chức đẩy mạnh vận động nhân dân tham gia các phong trào, chương trình giảm thiểu rác thải, nhất là rác thải nhựa. Phối hợp với Bộ Tài chính, Bộ Y tế đề xuất sửa đổi, bổ sung chính sách thuế đối với sản phẩm có hại cho sức khỏe và môi trường sống.
- Ủy ban quản lý vốn Nhà nước tại doanh nghiệp khẩn trương hoàn thiện cơ cấu tổ chức, tuyển dụng cán bộ, triển khai tích cực các chức năng, nhiệm vụ được giao, đẩy mạnh công tác cổ phần hóa, thoái vốn nhà nước, xử lý các doanh nghiệp yếu kém, thua lỗ; tập trung cơ cấu lại toàn diện, nâng cao hiệu quả hoạt động của các tập đoàn kinh tế, tổng công ty nhà nước theo đúng chủ trương của Đảng, chính sách, pháp luật của nhà nước.
- Bộ Lao động - Thương binh và Xã hội nghiên cứu, đề xuất giải pháp nâng cao chất lượng giáo dục nghề nghiệp, đẩy mạnh tự chủ của các cơ sở giáo dục nghề nghiệp; đẩy mạnh đào tạo cấp chứng chỉ nghề cho lao động; phân luồng liên thông dạy văn hóa cho học sinh trong các cơ sở giáo dục nghề nghiệp nhằm đẩy nhanh quy mô đào tạo và số lao động có chứng chỉ. Chủ trì, phối hợp với Bộ Giáo dục và Đào tạo kiểm tra, có giải pháp ngăn chặn, xử lý nghiêm các hành vi bạo lực, xâm hại trẻ em; khẩn trương hình thành mạng lưới bảo vệ trẻ em cấp cơ sở và các giải pháp đã được Chủ tịch Ủy ban Quốc gia về trẻ em kết luận tại cuộc họp của Ủy ban ngày 22 tháng 3 năm 2019.
- Bộ Giáo dục và Đào tạo phối hợp với các địa phương rà soát, sắp xếp lại các điểm trường, thống kê số lượng giáo viên, xác định lại định mức số học sinh/lớp, bố trí biên chế giáo viên phù hợp với từng cấp học và điều kiện thực tế của địa phương, vùng miền; xây dựng đề án, gửi Bộ Nội vụ thẩm định, bảo đảm nơi nào có học sinh phải có giáo viên đứng lớp. Chỉ đạo biên soạn sách giáo khoa mới theo đúng lộ trình Quốc hội đã thông qua; tổ chức kỳ thi tốt nghiệp trung học phổ thông quốc gia bảo đảm nghiêm túc, trung thực, khách quan, không để tái diễn tiêu cực. Đẩy mạnh các hoạt động giáo dục đạo đức, văn hóa, kỹ năng cho học sinh; ban hành quy tắc văn hóa ứng xử trong trường học. Tăng cường kiểm tra, giám sát các địa phương, bảo đảm an ninh, an toàn trường học, phòng, chống bạo lực học đường, sắp xếp lại các trường sư phạm, bảo đảm tinh gọn, hiệu quả. Các địa phương theo phân cấp quản lý chịu trách nhiệm bảo đảm an ninh, an toàn trường học, phòng chống bạo lực học đường tại địa phương; chủ động kiểm tra, rà soát, xử lý nghiêm khắc người đứng đầu cơ sở giáo dục để xảy ra phạm.
- Bộ Văn hóa, Thể thao và Du lịch tăng cường quảng bá, xúc tiến du lịch tại các thị trường trọng điểm; thực hiện đồng bộ các giải pháp đa dạng hóa các sản phẩm du lịch, nâng cao chất lượng du lịch, bảo đảm mục tiêu tăng lượng khách du lịch đã đề ra. Phối hợp với các bộ, ngành, địa phương có giải pháp cụ thể để phát huy giá trị đạo đức, văn hóa trong xã hội, trong đó chú ý về nếp sống văn minh, giữ gìn vệ sinh môi trường, ứng xử nơi công cộng, khi ra nước ngoài. Khẩn trương đề xuất cơ chế phát triển đồng bộ nền bóng đá Việt Nam, trong đó lưu ý cơ chế để các câu lạc bộ chuyên nghiệp được tạo điều kiện có sân vận động, tiệm cận mô hình ở các nước có nền bóng đá phát triển.
- Bộ Y tế tập trung chỉ đạo tiêm chủng, phòng, chống dịch bệnh, nhất là các dịch bệnh theo chu kỳ. Tăng cường chỉ đạo chấn chỉnh kinh doanh phân phối thuốc, kết nối các nhà thuốc, gắn với bán thuốc theo đơn bác sĩ. Tập trung chỉ đạo ứng dụng công nghệ thông tin trong khám chữa bệnh, lập hồ sơ sức khỏe, phổ biến kiến thức y học trên Hệ tri thức Việt số hóa.
- Bộ Khoa học và Công nghệ hoàn thiện, đẩy mạnh triển khai Đề án Hệ tri thức Việt số hóa. Phát huy vai trò Quỹ phát triển khoa học và công nghệ để hỗ trợ và thúc đẩy đổi mới công nghệ, tinh thần đổi mới sáng tạo của doanh nghiệp, khơi thông nguồn lực đầu tư của doanh nghiệp cho hoạt động khoa học, công nghệ và đổi mới sáng tạo.
- Bộ Nội vụ thúc đẩy việc sắp xếp, tổ chức bộ máy thực chất, hiệu quả; đổi mới cơ chế tuyển dụng, bổ nhiệm, cơ chế lương theo vị trí chức danh, việc làm, đánh giá cán bộ. Phối hợp với Bộ Giáo dục và Đào tạo, Bộ Y tế và các địa phương sắp xếp phù hợp biên chế sự nghiệp giáo dục và cán bộ y tế.
- Bộ Công an đẩy nhanh tiến độ xây dựng cơ sở dữ liệu quốc gia về dân cư. Chủ trì, phối hợp với Bộ Quốc phòng và Bộ Thông tin và Truyền thông chủ động có giải pháp cụ thể bảo đảm an toàn, an ninh mạng; đồng thời theo dõi, cung cấp, cập nhật thông tin cho các tổ chức quốc tế, bảo đảm công khai, minh bạch.
- Bộ Thông tin và Truyền thông tăng cường thực hiện các giải pháp thu hút đầu tư của các công ty công nghệ hàng đầu. Phối hợp với các bộ, ngành, địa phương có giải pháp tăng cường ứng dụng công nghệ thông tin trong quản lý; xây dựng chính quyền điện tử. Giải quyết dứt điểm tình trạng các doanh nghiệp viễn thông cố tình gây khó khăn trong việc thuê bao chuyển mạng giữ nguyên số; phối hợp với Ngân hàng Nhà nước Việt Nam xây dựng phương án cho các doanh nghiệp viễn thông triển khai thí điểm dịch vụ thanh toán điện tử không qua tài khoản ngân hàng; tổ chức đấu giá cấp phép băng tần 2.6 GHz; hoàn thiện Đề án chuyển đổi số quốc gia; Khung Kiến trúc Chính phủ điện tử Việt Nam (phiên bản 2.0); tổ chức tốt Diễn đàn quốc gia về Phát triển doanh nghiệp công nghệ Việt Nam 2019.
- Các bộ, ngành, địa phương quán triệt, tổ chức thực hiện nghiêm túc Quyết định số 362/QĐ-TTg ngày 03 tháng 4 năm 2019 của Thủ tướng Chính phủ về phê duyệt quy hoạch phát triển và quản lý báo chí toàn quốc đến năm 2025, bảo đảm phát triển báo chí đi đôi với quản lý theo hướng cách mạng, chuyên nghiệp. Bộ Thông tin và Truyền thông chủ trì cùng các cơ quan quản lý báo chí tích cực chỉ đạo thông tin tuyên truyền về những tấm gương người tốt, việc tốt, niềm tự hào dân tộc, giá trị truyền thống, đạo lý, định hướng tư tưởng và thẩm mỹ, nâng cao dân trí, khơi gợi niềm tin, khuyến khích lao động; đấu tranh, phản bác những thông tin độc hại, ngăn chặn lan truyền thông tin mang tính bạo lực, lối sống lệch lạc, thiếu văn hóa; nghiên cứu, có biện pháp xử lý thông tin giả trên mạng, báo cáo Thủ tướng Chính phủ trước tháng 8 năm 2019.
- Các bộ, cơ quan theo phân công tích cực chuẩn bị các đề án phục vụ Hội nghị Trung ương 10 và kỳ họp thứ 7 Quốc hội khóa XIV. Yêu cầu các đồng chí lãnh đạo các bộ, ngành, địa phương tập trung chỉ đạo, khẩn trương xử lý, giải quyết đối với các ý kiến, kiến nghị và các vấn đề mà các vị đại biểu Quốc hội, Mặt trận Tổ quốc Việt Nam, cử tri và nhân dân cả nước quan tâm, nhất là những vấn đề bức xúc, ảnh hưởng đến sản xuất và đời sống.
2. Về báo cáo đánh giá bổ sung kết quả thực hiện kế hoạch phát triển kinh tế - xã hội năm 2018 và tình hình triển khai kế hoạch phát triển kinh tế - xã hội năm 2019
Bộ Kế hoạch và Đầu tư tiếp thu ý kiến thành viên Chính phủ, hoàn thiện Báo cáo đánh giá bổ sung kết quả thực hiện kế hoạch phát triển kinh tế - xã hội năm 2018 và tình hình triển khai kế hoạch phát triển kinh tế - xã hội năm 2019. Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo các cơ quan của Quốc hội và Quốc hội theo quy định; chịu trách nhiệm về số liệu báo cáo.
3. Về Báo cáo đánh giá bổ sung tình hình thực hiện ngân sách nhà nước năm 2018, tình hình triển khai dự toán ngân sách nhà nước năm 2019
Bộ Tài chính tiếp thu ý kiến thành viên Chính phủ, hoàn thiện báo cáo đánh giá bổ sung tình hình thực hiện ngân sách nhà nước năm 2018, tình hình triển khai dự toán ngân sách nhà nước năm 2019. Giao Bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo các cơ quan của Quốc hội và Quốc hội theo quy định; chịu trách nhiệm về số liệu báo cáo.
4. Về Báo cáo quyết toán ngân sách nhà nước năm 2017
Bộ Tài chính tiếp thu ý kiến thành viên Chính phủ, hoàn thiện Báo cáo quyết toán ngân sách nhà nước năm 2017. Giao Bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ trình Quốc hội Báo cáo này và chịu trách nhiệm về số liệu báo cáo.
5. Về Báo cáo kết quả kiểm tra của Tổ công tác của Thủ tướng
Yêu cầu các bộ, cơ quan thực hiện nghiêm túc các kiến nghị của Tổ công tác; trong đó tập trung thực hiện một số nội dung sau:
a) Về việc thực hiện Nghị quyết 01/NQ-CP và 02/NQ-CP của Chính phủ
- Bộ trưởng, Chủ tịch UBND các tỉnh, thành phố quyết liệt thực hiện các nhiệm vụ giao tại Nghị quyết 01/NQ-CP và Nghị quyết 02/NQ-CP, coi đây là một nhiệm vụ ưu tiên hàng đầu. Tiếp tục chỉ đạo rà soát, trình Chính phủ bãi bỏ, đơn giản hóa các điều kiện kinh doanh không rõ ràng, không cụ thể, không khả thi.
- Các bộ quản lý, kiểm tra chuyên ngành đối với hàng hóa xuất nhập khẩu đẩy mạnh thực hiện cải cách một cách thực chất, toàn diện và kết nối Cổng thông tin một cửa quốc gia; chỉ giao một đầu mối duy nhất thực hiện thủ tục kiểm tra chuyên ngành đối với một sản phẩm, hàng hóa.
- VCCI, Hiệp hội doanh nghiệp nhỏ và vừa Việt Nam và các Hiệp hội doanh nghiệp, ngành hàng theo dõi, đánh giá, có ý kiến độc lập và báo cáo, kiến nghị kịp thời với Chính phủ, Thủ tướng Chính phủ các giải pháp thực hiện có hiệu quả các Nghị quyết số 01/NQ-CP và 02/NQ-CP của Chính phủ.
b) Về tiến độ ban hành các văn bản quy định chi tiết
- Các bộ, cơ quan khắc phục ngay việc chậm trễ, đặc biệt là do nguyên nhân chủ quan; khẩn trương hoàn thiện, trình ban hành và ban hành theo thẩm quyền. Thực hiện nghiêm Quy chế làm việc của Chính phủ trong phối hợp, xử lý các công việc có tính chất liên ngành. Khi được hỏi ý kiến phải trả lời đúng hạn, trúng vấn đề, rõ quan điểm, không trả lời chung chung. Tuyệt đối không đẩy trách nhiệm lên Chính phủ, Thủ tướng Chính phủ.
c) Về những vướng mắc đối với sản xuất, kinh doanh, tăng trưởng trong lĩnh vực nông nghiệp
- Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với Bộ Y tế khẩn trương ban hành quy định về ngưỡng MRPL (giới hạn hiệu năng phân tích tối thiểu) của các chỉ tiêu hóa chất, kháng sinh cho hàng thủy sản tiêu thụ nội địa, hoàn thành trong tháng 6 năm 2019.
- Bộ Khoa học và Công nghệ khẩn trương ban hành Thông tư hướng dẫn Nghị định 43/2017/NĐ-CP về ghi nhãn hàng hóa, hoàn thành trong quý II năm 2019.
d) Về việc thực hiện gửi, nhận văn bản điện tử
- Bộ trưởng, Thủ trưởng cơ quan, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố tập trung chỉ đạo bố trí nguồn lực, bảo đảm hạ tầng kỹ thuật, hoàn thiện hệ thống quản lý văn bản, tích hợp giải pháp dịch vụ ký số của Ban Cơ yếu Chính phủ, phục vụ gửi, nhận văn bản điện tử có ký số trên Trục liên thông văn bản quốc gia.
- Các bộ, ngành, địa phương thực hiện ký số các văn bản điện tử gửi, nhận trên Trục liên thông văn bản quốc gia (trừ văn bản thuộc danh mục bí mật nhà nước); thí điểm không gửi văn bản giấy đối với các văn bản điện tử đã ký số. Thời gian thực hiện thí điểm từ ngày 03 tháng 4 năm 2019 đến ngày 03 năm 5 năm 2019; báo cáo đánh giá tình hình triển khai, gửi Văn phòng Chính phủ trước ngày 10 tháng 5 năm 2019 để tổng hợp.
- Bộ Nội vụ tập huấn, triển khai thực hiện Thông tư số 01/2019/TT-BNV và 02/2019/TT-BNV trước ngày 15 tháng 4 năm 2019.
- Giao Văn phòng Chính phủ chủ trì, phối hợp với Bộ Thông tin và Truyền thông, Bộ Nội vụ và các cơ quan liên quan rà soát, nghiên cứu, đề xuất sửa đổi, bổ sung các quy định pháp luật có liên quan để thực hiện gửi nhận văn bản điện tử có ký số, không gửi văn bản giấy, báo cáo Thủ tướng Chính phủ trước ngày 15 tháng 5 năm 2019.
6. Về việc lựa chọn phương án hoàn thiện Dự án Bệnh viện chuyên khoa Sản Nhi Long An
Chính phủ thống nhất:
- Giao UBND tỉnh Long An chịu trách nhiệm toàn diện về việc đã đầu tư Dự án Bệnh viện chuyên khoa Sản Nhi Long An và việc quyết định lựa chọn phương án hoàn thiện Dự án Bệnh viện chuyên khoa Sản Nhi Long An theo hình thức cho thuê quyền khai thác kết cấu hạ tầng.
- Giao Chủ tịch UBND tỉnh Long An phê duyệt, chịu trách nhiệm về việc phê duyệt và thực hiện Đề án cho thuê quyền khai thác tài sản là kết cấu hạ tầng y tế đối với công trình Bệnh viện Sản Nhi Long An. Tiếp thu ý kiến của các bộ, cơ quan liên quan trong quá trình phê duyệt và triển khai thực hiện Đề án. Trong quá trình phê duyệt và triển khai thực hiện Đề án phải bảo đảm thực hiện đúng quy định của pháp luật, công khai, minh bạch (bao gồm cả việc lựa chọn nhà đầu tư và xác định giá khởi điểm); bảo đảm quyền lợi của nhân dân trong khám bệnh, chữa bệnh, đặc biệt là các đối tượng bảo hiểm y tế, đối tượng chính sách được tiếp cận, sử dụng các dịch vụ y tế kỹ thuật cao, chi phí hợp lý và thuận tiện nhất như mục tiêu của Dự án; bảo toàn vốn, tài sản, quyền sở hữu của nhà nước; bảo đảm quyền và lợi ích hợp pháp của cán bộ, nhân viên y tế tự nguyện chuyển từ khoa Sản Nhi - Bệnh viện Đa khoa tỉnh sang Bệnh viện mới.
- Giao Bộ Tài chính chịu trách nhiệm hướng dẫn tỉnh Long An trong quá trình phê duyệt và triển khai thực hiện Đề án. Chủ trì, phối hợp với Bộ Y tế nghiên cứu, đề xuất trình Chính phủ xây dựng văn bản quy định pháp luật về việc sử dụng tài sản công vào mục đích cho thuê, liên doanh, liên kết trong lĩnh vực y tế.
- Giao các Bộ: Y tế, Kế hoạch và Đầu tư, Tư pháp và các bộ, cơ quan liên quan theo chức năng, nhiệm vụ, thẩm quyền chủ động hướng dẫn tỉnh Long An và xử lý những vấn đề vướng mắc phát sinh trong quá trình phê duyệt, thực hiện Đề án.
7. Về đề nghị xây dựng Nghị định sửa đổi, bổ sung một số điều của Nghị định số 59/2012/NĐ-CP của Chính phủ về theo dõi tình hình thi hành pháp luật
Chính phủ thống nhất thông qua Đề nghị xây dựng Nghị định sửa đổi, bổ sung một số điều của Nghị định số 59/2012/NĐ-CP của Chính phủ về theo dõi tình hình thi hành pháp luật nhằm hoàn thiện khuôn khổ pháp lý chặt chẽ, khắc phục những vướng mắc, bất cập, nâng cao hiệu lực, hiệu quả công tác quản lý nhà nước về theo dõi thi hành pháp luật. Giao Bộ Tư pháp chủ trì xây dựng Nghị định này, trình Chính phủ trong tháng 9 năm 2019.
8. Về việc thuê đất có mặt nước ven biển của dự án Nhà máy Nhiệt điện BOT Vân Phong 1
Chính phủ thống nhất với đề nghị của Bộ Tài nguyên và Môi trường về việc áp dụng quy định pháp luật về đất đai và pháp luật có liên quan để cho thuê đất, đất có mặt nước ven biển đối với diện tích khu vực biển của Nhà máy nhiệt điện Vân Phong 1. Giao Bộ Tài nguyên và Môi trường tiếp thu ý kiến thành viên Chính phủ, hướng dẫn Ủy ban nhân dân tỉnh Khánh Hòa triển khai, bảo đảm dự án khi thực hiện tuân thủ các quy định pháp luật có liên quan.
9. Về dự thảo Báo cáo kết quả thực hiện Luật thực hành tiết kiệm, chống lãng phí năm 2018
Bộ Tài chính tiếp thu ý kiến thành viên Chính phủ, hoàn thiện Báo cáo kết quả thực hiện Luật thực hành tiết kiệm, chống lãng phí năm 2018. Giao bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, trình Quốc hội theo quy định.
10. Về Thuế bảo vệ môi trường đối với than cốc và dầu tái sinh
Chính phủ thống nhất: Than cốc, dầu tái sinh không thuộc đối tượng chịu thuế bảo vệ môi trường theo Luật thuế bảo vệ môi trường; số tiền thuế bảo vệ môi trường đã nộp đối với than cốc, dầu tái sinh (nếu có) kể từ thời điểm Luật thuế bảo vệ môi trường có hiệu lực thi hành được xác định là số tiền thuế nộp thừa và thực hiện xử lý theo quy định của pháp luật về quản lý thuế theo đề nghị của Bộ Tài chính.
Giao Bộ Tài chính chủ trì, phối hợp với các bộ, ngành liên quan đánh giá toàn diện và kiến nghị cụ thể việc bổ sung các hàng hóa khi sử dụng, thải bỏ gây ô nhiễm môi trường vào đối tượng chịu thuế khi sửa đổi, bổ sung Luật Thuế Bảo vệ môi trường, trong đó có việc xem xét, nghiên cứu đối với than cốc và dầu tái sinh.
11. Về các Báo cáo: tình hình thực hiện Nghị quyết số 35/NQ-CP và Chỉ thị số 26/CT-TTg về hỗ trợ và phát triển doanh nghiệp đến năm 2020; công tác thanh tra, giải quyết khiếu nại, tố cáo và đấu tranh phòng, chống tham nhũng; tình hình thực hiện Chương trình xây dựng luật, pháp lệnh của Chính phủ và tình hình ban hành văn bản quy định chi tiết thi hành luật, pháp lệnh; công tác cải cách hành chính quý I năm 2019.
Giao các bộ, cơ quan chủ trì xây dựng các Báo cáo: Kế hoạch và Đầu tư, Thanh tra Chính phủ, Tư pháp, Nội vụ theo chức năng, nhiệm vụ được giao tiếp thu ý kiến thành viên Chính phủ, hoàn thiện Báo cáo, ban hành theo thẩm quyền, tổ chức thực hiện hiệu quả các nhiệm vụ đề ra.
12. Về dự án Luật kinh doanh bảo hiểm, Luật sở hữu trí tuệ
Chính phủ thống nhất thông qua dự án Luật sửa đổi, bổ sung một số điều của Luật kinh doanh bảo hiểm, Luật sở hữu trí tuệ. Giao Bộ Công Thương chủ trì, phối hợp với Bộ Khoa học và Công nghệ, Bộ Tài chính, Văn phòng Chính phủ nghiên cứu, tiếp thu ý kiến thành viên Chính phủ; chỉnh lý, hoàn thiện dự thảo Luật. Giao Bộ trưởng Bộ Công Thương thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Quốc hội dự án Luật này./.

RESOLUTION
The Government’s regular meeting on March 2019

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in March 2019, held on April 04, 2019,
RESOLVES
1. Regarding the socio-economic situation in March and the first three months of 2019, the implementation of the Government’s Resolutions No. 01/NQ-CP and 02/NQ-CP
The Government agreed that the socio-economic situation in March and the first quarter of 2019 achieved positive results in the context the world and the country facing many difficulties. Gross domestic product (GDP) in the first quarter of 2019 was estimated to increase by 6.79% over the same period last year. Industry and construction sector augmented by 8.95% compared with the same period last year, mainly fueled by processing and manufacturing growth. Total demand continued to rise; total retail sales of goods and consumer services increased by 12%; the number of international visitors to Viet Nam reached over 4.5 million people, a rise of 7% compared with the same period last year. Macroeconomic conditions were relatively stable; inflation was kept under control, the average consumer price index increased by 2.63% over the same period. Key economic balances were guaranteed; interest rates, exchange rates and foreign exchange markets were relatively stable; foreign exchange reserves continued to augment; the stock market witnessed positive developments. State budget revenue recorded decent results, up 13.2% compared with the same period last year. Total social investment capital upsurged by 8.8%; foreign direct investment inflows valued at US$ 10.8 billion, up 86.2% compared with the same period last year, reaching the highest recorded registered investment capital in the last three years, of which total contributed capital and/or share purchase reached US$ 5.68 billion. Export maintained growth momentum and trade surplus was maintained. Business investment environment continued to improve, the number of newly registered enterprises increased by 6.2%, total registered capital increased by 34.8%; the number of enterprises returning to operation increased by 78.1% compared with the same period last year. The fields of culture, society, labor, employment, poverty reduction, social security, sports, ethnic minorities affairs, and communication received due attention. Unemployment rate dropped to about 2%. People s lives continued to improve. Defense, security, social order and safety were maintained. Foreign affairs received due attention and were implemented effectively, affirming Viet Nam s position in the international arena.
In addition to the above positive results, there remained internal and external potential risks, difficulties and challenges, posing adverse impact on the socio-economic development of the country. Global economy was forecasted with lower growth than expected along with ongoing trade tension, complicated Brexit process, complicated developments of the world commodity prices, and sharp decline of the global trade, etc. In the country, the agricultural sector faced with diseases and unfavorable weather conditions, especially African swine fever, hot weather and droughts in the Central Highlands and Southeast region; slower growth of industrial and service sectors. Inflation was under great pressure; disbursement of public investment capital remained slow; business environment had many barriers; enterprises were subject to many informal costs; the number of dissolved or decommissioned enterprises was still large. A number of law provisions were still not close to reality, difficult to implement, and the promulgation was still pending. Some cadres and civil servants still lacked a sense of responsibility, creating delays and stagnation to their duties; many ministries and agencies had not yet either drastically implemented nor had specific solutions to implement the Resolutions No. 01/NQ-CP and 02/NQ-CP of the Government; coordination among a number of ministries, branches, localities, agencies and units remained weak. There were no strong measures to promote the effective adoption of the Fourth Industrial Revolution. Traffic accidents, fire and explosion, false information and a number of outstanding cases in the fields of culture and education raised concerns among the people.
In the coming time, the Government required ministries, branches, localities, state-owned groups and corporations to drastically implement the objectives and tasks of the 2019 plan, continue to prioritize maintaining macro-economic stability, inflation control, ensuring achievements of growth targets; at the same time, attention must be paid to comprehensively solving social issues, especially issues related to moral behavior and culture; attach importance to synchronously and effectively implementing tasks and solutions set out in the Government s Resolutions No. 01/ NQ-CP and 02/NQ-CP dated January 1, 2019; Directive No. 09/CT-TTg dated April 1, 2019 of the Prime Minister on measures to tackle obstacles for business and production to ensure the growth target in 2019; in which attention should be paid to the implementation of some of the following contents:
- Ministries, agencies and localities shall, according to their assigned functions and tasks, continue to step up economic restructuring in a practical and effective manner, promote science and technology innovation and application; drastically and effectively apply solutions to create a driving force for growth in 2019, and focus on: (1) Removing difficulties and promoting the production and export of agricultural, forestry and aquatic products; (2) Strengthening opportunities from free trade agreements, especially the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) to diversify export markets and reduce trade deficit; (3) Promoting the processing and manufacturing sectors, closely monitoring the operation of large enterprises and projects to promptly resolve their obstacles; (4) Promoting service development, especially wholesale, retail, logistics, tourism, information technology, finance and banking services; (5) Speeding up and striving to disburse 100% of public investment capital; (6) Continuing to improve strongly and substantially the investment and business environment, especially the promulgation of a number of legal documents that are causing obstacles, affecting the development of businesses.
- The State Bank of Viet Nam shall continue to regulate actively and flexibly monetary policies, contributing to inflation control, macroeconomic stabilization and growth support and promotion. It shall direct credit institutions to implement effective credit growth measures in parallel with credit quality control with focus on priority areas, promote business production, develop healthy consumption credit, and create favorable conditions to increase access to formal credit to contribute to limiting black credit. It was requested that the State Bank of Viet Nam step up the restructuring of credit institutions in association with bad debt handling according to the National Assembly s Resolution No. 42/2017/QH14 and the Prime Minister s Decision No. 1058/QD-TTg; accelerate the restructuring of weak credit institutions; and complete a National Financial Inclusion Strategy.
- The Ministry of Finance shall strictly enforce disciplines on the state budget and finance, restructure the state budget in the direction of increasing the proportion of domestic revenues, increasing the proportion of expenditures for development investment and reducing the proportion of regular expenditures; promote equitization and divestment of state-owned enterprises according to the set plan and roadmap; conduct specific assessment of tax policies, consider the expansion of tax bases in alignment with practical requirements; at the same time strengthen the communication of tax policies to create social consensus; actively apply electronic invoices and fortify the management and prevention of loss to tax collection, especially tax from the informal economic sector. The Ministry of Finance shall expeditiously coordinate with relevant ministries and agencies to finalize and submit the draft Decree amending and supplementing Decree No. 20/2017/ND-CP and Decree on the settlement of public assets paid to investors of Build-Transfer (BT) projects; and Decree on credit guarantee for small and medium enterprises.
- The Ministry of Planning and Investment shall urgently update the second quarter, 6-month, 9-month and 2019 growth scenarios for ministries, branches and localities to adopt appropriate management solutions; quickly finalize the Scheme on Orientation to institutional and policy improvement and enhancing the quality and efficiency of foreign investment attraction and use till 2030, and a draft Decree guiding the organization and operation of the Small and Medium Enterprise Development Fund (SMEDF). The Ministry shall assume the prime responsibility for and coordinate with related ministries, branches and localities in reporting to the Prime Minister delays of public investment projects and proposing handling measures; assume the prime responsibility for and coordinate with related ministries, branches and localities in proposing solutions to remove problems in the implementation of the Law on Planning, and reporting to the Prime Minister; coordinate with the Government Office to review, finalize and submit to the Government a draft Decree detailing the implementation of a number of articles of the Law on Planning.
- Ministries, agencies and localities shall speed up the implementation and investment capital disbursement of key projects and large-scale projects to create spill-over effects, positively contributing to the national growth. Ministries and agencies shall make lists of public investment projects in the fields of their authority and assign competent ministerial leaders and agencies in charge to urge the implementation of key projects in their fields of management. Provincial Party Secretaries, Chairmen and Vice Chairmen shall have to directly direct the removal of obstacles and difficulties, and accelerate the progress of each key projects and works in their respective localities, including projects invested by public and private sectors.
- The Ministry of Agriculture and Rural Development shall continue to drastically implement Resolution No. 26-NQ/TW adopted at the 7th plenum of the 10th Party Central Committee on agriculture, farmers and rural areas; promote sectoral restructuring in the direction of improving added value, efficiency and high technology application; focusing on the synchronous application of measures to prevent and control diseases, especially the African swine flu, prevent disease outbreaks on a large scale; regularly update the situation, report to the Prime Minister; and at the same time, identify solutions to restore livestock production, ensuring to meet the demand for food serving the people s life.
- The Ministry of Industry and Trade shall direct the synchronous and effective application of measures to develop the domestic market and boost exports, coordinate with the Ministry of Agriculture and Rural Development to implement solutions to remove difficulties for agricultural exports, especially exports to big markets; focus on directing and speeding up the progress of large-scale industrial projects to create impetus for growth; continue to take measures to solve difficulties and obstacles, accelerate deficient and weak projects into operation; foster communication and information dissemination to localities, associations and enterprises about the opportunities and challenges of the CPTPP.
- The Ministry of Transport shall review their work, urgently accelerate the deployment progress and construction of important transport infrastructure projects and works to soon put them in use and promote socio-economic development; and inspect and urge the application of non-stop toll collection service.
- The Ministry of Natural Resources and Environment shall urgently finalize the report for the National Assembly s supervision on the application of policies and laws on urban land use planning and management since the adoption of the Law on Land in 2013 until the end of 2018; develop a draft Directive of the Prime Minister to strengthen the application of measures to prevent and fight plastic waste; launch the movement and mobilize the participation and action-taking of the whole society, especially the young generation; develop planning and orientation of waste treatment technology, select effective models for replication; coordinate with the Ministry of Culture, Sports and Tourism, the Ho Chi Minh Communist Youth Union, agencies and organizations to step up the mobilization of the people to participate in waste reduction movements and programs, especially plastic waste. The Ministry of Natural Resources and Environment shall coordinate with the Ministry of Finance and the Ministry of Health to propose amendments and supplements to tax policies for products harmful to human health and the environment.
- The Committee for Management of State Capital (CMSC) shall urgently complete the organizational structure, recruit staff, actively deploy the assigned functions and tasks, promote the equitization and divestment of state capital, dealing with weak enterprises creating loss to the state budget; focus on comprehensive restructuring, improving the operational efficiency of economic groups and state corporations in accordance with the Party s guidelines, policies and laws of the state.
- The Ministry of Labor-Invalids and Social Affairs shall study and propose solutions to improve the quality of vocational training, promote autonomy of vocational training institutions; encourage vocational training and certificate granting for workers; allow the transition from general education to vocational training for students in vocational training institutions to speed up the training scale and the number of certified workers. The Ministry of Labor-Invalids and Social Affairs shall assume the prime responsibility for and coordinate with the Ministry of Education and Training in examining and taking measures to prevent and strictly handling acts of violence and abuse of children; urgently formulate a child protection network at grassroot level and adopt solutions concluded by the Chairman of the National Committee for Children at the meeting of the Committee on March 22, 2019.
- The Ministry of Education and Training shall coordinate with localities in reviewing, re-arranging school sites, enumerating the total number of teachers, re-determining the number of students per class and arranging a suitable number of teachers by each level of education and practical conditions of localities and regions; develop a project and submit to the Ministry of Home Affairs for appraisal, ensuring an adequate number of classroom teachers. The Ministry of Education and Training shall direct the compilation of new textbooks according to the roadmap passed by the National Assembly; organize the national high school graduation examination to ensure its earnest, honesty and objectiveness, prevent the recurrence of negative practices; promote moral and cultural education and skill building for students; promulgate rules of behavior at school; strengthen the inspection and supervision of localities, ensuring school security and safety, and school violence prevention; rearrange pedagogical schools to ensure their lean operation and efficiency. Localities, according to management authority, shall hold responsibility for ensuring school security and safety, preventing school violence in the locality; actively inspecting, reviewing and strictly punishing heads of educational establishments where violations occurred.
- The Ministry of Culture, Sports and Tourism shall promote the communication and promotion of tourism in key markets; synchronously adopt measures to diversify tourism products, improve tourism quality, ensure to reach the growth targets in the number of tourists as planned. The Ministry of Culture, Sports and Tourism shall coordinate with ministries, branches and localities to identify specific solutions to promote social moral and cultural values, paying attention to promoting a civilized lifestyle valuing environmental sanitation and public behaviors, especially when travelling abroad. The Ministry shall promptly propose a mechanism to promote the synchronous development of Vietnamese football, in which attention shall be paid to a mechanism for professional clubs to be facilitated with stadiums in close proximity to models of developed football countries.
- The Ministry of Health shall focus on directing vaccination activities, disease prevention and control, especially periodic epidemics; strengthen direction to improve drug distribution, connect pharmacies in association with prescription drug selling; concentrate on directing the application of information technology in medical examination and treatment, making health records, and dissemination of medical knowledge on the digital Vietnamese Knowledge System.
- The Ministry of Science and Technology shall complete and promote the implementation of the Scheme on the digital Vietnamese Knowledge System; bring into play the role of the Science and Technology Development Fund to support and promote technological innovation and the innovation spirit of enterprises, clear up investment resources of enterprises for scientific and technological activities and innovation.
- The Ministry of Home Affairs shall promote the arrangement and organization of a practical and effective apparatus; renovate mechanisms on staff recruitment and appointment, salary and remuneration by position and employment as well as staff evaluation. The Ministry of Home Affairs shall coordinate with the Ministry of Education and Training, the Ministry of Health and local authorities to arrange an appropriate number of staff and workers in education and health care fields.
- The Ministry of Public Security shall speed up the development of a national population database; assume the prime responsibility for, and coordinate with the Ministry of Defense and the Ministry of Information and Communications in, proactively taking specific measures to ensure network safety and security; and at the same time monitoring, providing and updating information for international organizations while ensuring publicity and transparency.
- The Ministry of Information and Communications shall strengthen the adoption of solutions to attract investment of leading technology companies; coordinate with ministries, branches and localities to identify solutions to enhance the application of information technology in management and development of the e-Government; completely resolve the situation of telecommunication enterprises deliberately causing difficulties to subscribers in switching provider without changing their number; coordinate with the State Bank of Viet Nam in developing plans for telecommunications enterprises to pilot the e-payment service not through bank accounts; organize the auction for licensing the 2.6 GHz band; complete the National Mobile Phone Number Transform Project; the Viet Nam e-Government Architecture Framework (version 2.0); and properly organize the Viet Nam Forum on Technology Enterprise Development 2019.
- Ministries, branches and localities shall strictly comply with and organize the stringent application of the Prime Minister s Decision No. 362/QD-TTg dated April 03, 2019 on approving the national planning on press development and management by 2025, ensure to attach journalism development to management in a revolutionary and professional manner. The Ministry of Information and Communications shall collaborate with press management agencies to actively direct information and communication about good people, good deeds, national pride, traditional and moral values, orientation of ideologies and aesthetics, improving intellectual standards, encouraging beliefs, encouraging labor; fighting and denying harmful information, preventing the spread of violent information, deviant and barbarous lifestyles; study and take measures to handle online communication of false information, and report to the Prime Minister before August 2019.
- Ministries and agencies, based on their assigned roles and responsibilities, shall actively prepare proposals for the 10th Party Central Committee and the seventh session of the 14th National Assembly. Leaders of ministries, branches and localities shall focus on directing and urgently handling and resolving comments, proposals and concerned issues of the National Assembly deputies, the Viet Nam Fatherland Front, voters and people throughout the country, especially pressing issues affecting production and people’s life.
2. Regarding the Report on additional assessment of the implementation results of the socio-economic development plan in 2018 and the implementation of the socio-economic development plan in 2019
The Ministry of Planning and Investment acknowledged the Government members comments and had completed the Report on additional assessment of the implementation results of the socio-economic development plan in 2018 and the implementation of the socio-economic development plan in 2019. The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly’s agencies and the National Assembly according to regulations and hold responsibility for the reported data.
3. Regarding the Report on additional assessment of the state budget disbursement in 2018, and the state budget disbursement in 2019
The Ministry of Finance acknowledged the Government members’ comments and had completed the Report on additional assessment of the state budget disbursement in 2018 and the state budget disbursement in 2019. The Minister of Finance was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly’s agencies and the National Assembly according to regulations and hold responsibility for the reported data.
4. Regarding the State Budget Final Report in 2017
The Ministry of Finance acknowledged the Government members’ comments and had completed the State Budget Final Report in 2017. The Minister of Finance was authorized by the Prime Minister to submit the Report on behalf of the Government and hold responsibility for the reported data.
5. Regarding the Report on the inspection results of the Prime Minister s Working Group
Ministries and agencies were requested to strictly adopt recommendations of the Working Group; in which attention must be paid to deploying some of the following contents:
a) Regarding the implementation of the Government s Resolutions No. 01/NQ-CP and 02/NQ-CP
- Ministers and Chairmen of the People s Committees of provinces and cities shall radically deploy the tasks assigned in Resolutions No. 01/NQ-CP and 02/NQ-CP, considering this a top priority; continue to direct to review and report to the Government to abolish and/or simplify unclear, unspecific and unfeasible business conditions.
- Ministries specialized in managing and inspecting import and export goods shall promote reforms in an actual and comprehensive manner and the connection of the Portal of the National Single Window; there should be only one focal point to carry out specialized inspection procedures for a product or goods.
- The Viet Nam Chamber of Commerce and Industry (VCCI), the Viet Nam Association of Small and Medium-sized Enterprises and business and industry associations shall monitor, evaluate, provide independent opinions and timely report and propose to the Government and the Prime Minister measures to effectively implement Resolutions No. 01/NQ-CP and 02/NQ-CP of the Government.
b) Regarding the promulgation progress of documents detailing regulations
- Ministries and agencies shall immediately overcome delays, especially delays due to subjective causes; urgently finalize, submit and promulgate according to its competence; strictly adopt the Working regulations of the Government in coordination and handling of interdisciplinary work. Upon receiving requests, they are requested to provide answers in due time and in a straightforward and clear manner, not to give a general answer nor pushing responsibility to the Government and the Prime Minister.
c) Regarding problems in production, trading and development in the agricultural sector
- The Ministry of Agriculture and Rural Development shall preside over and coordinate with the Ministry of Health to urgently issue regulations on Minimum Required Performance Limit (MRPL) of chemicals and antibiotics used in aquatic products for domestic consumption in June 2019.
- The Ministry of Science and Technology shall urgently issue a Circular guiding Decree No. 43/2017/ND-CP on labelling in the second quarter of 2019.
d) Regarding the sending and receiving of electronic documents
- Ministers, heads of agencies, Chairmen of the People s Committees of provinces and cities shall focus on directing the allocation of resources, ensuring technical infrastructure, improving the document management system, integrating digital signing service solutions of the Government Cipher Committee in sending and receiving of electronic documents with digital signatures on the National Document Axis.
- Ministries, branches and localities shall adopt digital signatures for documents sent and received on the National Document Axis (except for documents on the list of state secrets); piloting the application of paperless for digitally signed electronic documents. The pilot period is from April 03, 2019 to March 03, 2019; the implementation situation shall be reported to the Government Office before May 10, 2019 for synthesis.
- The Ministry of Home Affairs shall provide training on and deploy Circular No. 01/2019/TT-BNV and 02/2019/TT-BNV before April 15, 2019.
- The Government Office was assigned to assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Home Affairs and concerned agencies in, reviewing, studying and proposing amendments and supplements to relevant legal provisions on sending and receiving electronic documents with digital signatures, not sending paper documents, and reporting to the Prime Minister before May 15, 2019.
6. Regarding the selection of a plan to complete the Long An Paediatric Gynaecology Hospital Project
The Government agreed to:
- Assign Long An Provincial People s Committee to take full responsibility for investing in the Long An Paediatric Gynaecology Hospital Project and deciding on the option to complete the Long An Paediatric Gynaecology Hospital Project in the form of leasing infrastructure exploitation rights.
- Assign the Chairman of Long An Provincial People s Committee to approve and be responsible for the approval and implementation of the Project on leasing property rights on medical infrastructure exploitation of the Long An Paediatric Gynaecology Hospital; collect comments of relevant ministries and agencies during project approval and implementation. In the process of approving and implementing the project, compliance with legal provisions, publicity and transparency must be ensured (including the selection of investors and determination of fall-back prices); ensuring the people’s rights in medical examination and treatment and rights to access and use high-tech medical services at a reasonable costs and in a convenient manner, especially for those with health insurance and policy beneficiaries as set by the Project’s target; preserve the state capital, property and ownership; ensuring the legitimate rights and interests of health officials and workers voluntarily transferring from the Department of Paediatric Gynaecology of the Provincial General Hospital to the new Hospital.
- Assign the Ministry of Finance to guide Long An province in the process of approving and implementing the Project. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Health in studying and proposing the Government to elaborate legal documents on the use of public properties for the purposes of leasing and/or investment in joint ventures and associates in the health domain.
- Assign Ministries of Health, Planning and Investment, Justice and related ministries and agencies to, based on their functions, tasks and authority, actively guide Long An province and handle any problems arising in the process of approving and implementing the Project.
7. Regarding the proposal to develop a Decree amending and supplementing a number of articles of the Government s Decree No. 59/2012/ND-CP on law enforcement monitoring
The Government agreed to approve the proposal to develop a Decree amending and supplementing a number of articles of Decree No. 59/2012/ND-CP of the Government on law enforcement monitoring to improve the legal framework, overcome its current obstacles and shortcomings, improve the effectiveness and efficiency of state management on law enforcement monitoring. The Ministry of Justice was assigned to preside over the development of this Decree and submit it to the Government in September 2019.
8. Regarding lease of land with coastal water surface of Van Phong 1 BOT Thermal Power Plant
The Government agreed with the proposal of the Ministry of Natural Resources and Environment on the application of regulations on land use and relevant regulations on leasing of land and land with coastal water surface to the marine area of the Van Phong 1 BOT Thermal Power Plant. The Ministry of Natural Resources and Environment was assigned to collect comments of the Government members, guide Khanh Hoa Provincial People s Committee in the implementation and ensure the project’s compliance with related legal regulations.
9. Regarding the draft Report on the implementation of the Law on Thrift Practice and Waste Prevention in 2018
The Ministry of Finance shall collect comments of the Government members and complete the Report on the implementation of the Law on Thrift Practice and Waste Prevention in 2018. The Minister of Finance was authorized by the Prime Minister to submit the Report to the National Assembly on behalf of the Government according to regulations.
10. Regarding environmental protection tax for coal coke and regenerating oil
The Government agreed that coal coke and regenerating oil are not subject to environmental protection tax under the Law on Environmental Protection Tax; the paid environmental protection tax amounts for coal coke and regenerating oil (if any) from the effective date of the Law on Environmental Protection Tax is determined as the overpaid tax amounts, and shall be processed according to current regulations on tax administration, as proposed by the Ministry of Finance.
The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with concerned ministries and branches in conducting a comprehensive assessment and proposing in detail the additional lists of goods which could cause environmental pollution when using and disposing, to taxable subjects under the revised Law on Environmental Protection Tax, in which additional review and study on the case of coal coke and regenerating oil shall also be required.
11. Regarding Reports on the implementation of Resolution No. 35/NQ-CP and Directive No. 26/CT-TTg on enterprise support and development by 2020; inspection, complaints and denunciations resolve and fighting against corruption; the implementation of the Program on law-and ordinance-making of the Government and the issuance of documents detailing laws and ordinances; administrative reform in the first quarter of 2019.
Leading ministries and agencies including the Ministry of Planning and Investment, the Government Inspectorates, the Ministry of Justice and the Ministry of Home Affairs were assigned to, according to their assigned functions and tasks, develop Reports, collect the Government members comments, complete and issue the aforementioned Reports according to their authority, and organize the effective fulfilment of assigned tasks.
12. Regarding the Law on Insurance Business and the Law on Intellectual Property
The Government agreed to approve the Law amending and supplementing a number of articles of the Law on Insurance Business and the Law on Intellectual Property. The Ministry of Industry and Trade was assigned to assume the prime responsibility for and coordinate with the Ministry of Science and Technology, the Ministry of Finance and the Government Office in studying and collecting comments of the Government members; and revise and complete the draft Law. The Minister of Industry and Trade was authorized by the Prime Minister to report this Law to the National Assembly on behalf of the Government./.
