Bãi bỏ một số lệ phí trong công tác thú y

Ngày 07/08/2015, Bộ Tài chính đã ban hành Thông tư số 113/2015/TT-BTC sửa đổi Thông tư số 04/2012/TT-BTC ngày 05/01/2012 quy định chế độ thu, nộp, quản lý và sử dụng phí, lệ phí trong công tác thú y.
Theo đó, từ ngày 08/08/2015, một loạt các mức phí, lệ phí trong công tác thú y chính thức bị bãi bỏ. Trong đó, đáng chú ý là mức lệ phí 70.000 đồng/lần đối với cấp Giấy chứng nhận vùng, cơ sở an toàn dịch bệnh; cấp Giấy chứng nhận kết quả kiểm nghiệm thuốc thú y, thuốc thú y thủy sản; Giấy chứng nhận phòng xét nghiệm đủ tiêu chuẩn xét nghiệm bệnh động vật đối với 01 bệnh, thời hạn 02 năm; Giấy chứng nhận lưu hành thuốc thú y, thuốc thú y thủy sản; Giấy chứng nhận mậu dịch tự do (FSC) để xuất khẩu; mức lệ phí 40.000 đồng/lần đối với cấp Giấy chứng nhận kiểm dịch vận chuyển qua bưu điện, hàng mang theo người (không phụ thuộc số lượng, chủng loại) và Giấy chứng nhận vệ sinh thú y với cửa hàng, quầy sạp kinh doanh sản phẩm động vật (hạn 02 năm)...
Cũng theo Thông tư này, lệ phí cấp Giấy chứng nhận kiểm dịch động vật, sản phẩm động vật quá cảnh, tạm nhập tái xuất, chuyển khẩu là 70.000 đồng/lần.
Thông tư này có hiệu lực thi hành kể từ ngày 08/08/2015.

QUY ĐỊNH CHẾ ĐỘ THU, NỘP, QUẢN LÝ VÀ SỬ DỤNG PHÍ, LỆ PHÍ TRONG CÔNG TÁC THÚ Y

Căn cứ Luật ban hành văn bản quy phạm pháp luật số 17/2008/QH12 ngày 03/6/2008;

Căn cứ Nghị định số 215/2013/NĐ-CP ngày 23/12/2013 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Tài chính;

Theo đề nghị của Vụ trưởng Vụ Chính sách thuế,

Bộ trưởng Bộ Tài chính ban hành Thông tư sửa đổi Thông tư số 04/2012/TT-BTC ngày 05/01/2012 của Bộ Tài chính quy định chế độ thu, nộp, quản lý và sử dụng phí, lệ phí trong công tác thú y, như sau:

Điều 1. Bãi bỏ các điểm 1, 2, 4, 5, 8, 9, 11, 12, 13, 14, 15, 16, 17 phần I Phụ lục 1; các điểm 5, 6, 7, 8 Phụ lục 2; các điểm 2.1, 2.2, 2.3, 2.4, 2.5, 2.10, 2.21, 2.24 phần II và các điểm 1.2, 1.3, 1.4, 1.5 phần III mục A; các điểm 6, 7 mục C; mục D; mục E; mục F Phụ lục 4 Biểu phí, lệ phí trong công tác thú y ban hành kèm theo Thông tư số 04/2012/TT-BTC.

Điều 2. Sửa đổi điểm 3 phần I Phụ lục 1 như sau: Lệ phí cấp giấy chứng nhận kiểm dịch động vật, sản phẩm động vật quá cảnh, tạm nhập tái xuất, chuyển khẩu: 70.000 đồng/lần.

(Danh mục các khoản phí, lệ phí bãi bỏ, sửa đổi kèm theo).

Điều 3. Thông tư này có hiệu lực thi hành kể từ ngày 08/08/2015.

Điều 4. Trong quá trình triển khai thực hiện, nếu có vướng mắc, đề nghị các tổ chức, cá nhân phản ánh kịp thời về Bộ Tài chính để nghiên cứu, giải quyết./.

Circular No.113/2015/TT-BTC dated August 07, 2015 of the Ministry of Finance amending a number of articles of the Circular No. 04/2012/TT-BTC dated January 05, 2012 of the Ministry of Finance providing for the collection, payment, management and use of fees and charges in veterinary services

Pursuant to the Law on promulgation of legislative documents No. 17/2008/QH12 dated 03/6/2008;

Pursuant to the Decree No. 215/2013/ND-CP dated December 23rd 2013 by the Government defining the functions, tasks, entitlements and organizational structure of the Ministry of Finance; At the request of the Director of the Tax Policy Department,

The Minister of Finance promulgates Circular amending to Circular No. 04/2012/TT-BTC dated 05/01/2012 by the Ministry of Finance providing for the collection, payment, management and use of fees and charges in veterinary services as follows:

Article 1.Points 1, 2, 4, 5, 8, 9, 11, 12, 13, 14, 15, 16, 17 part I Appendix 1; points 5, 6, 7, 8 Appendix 2; points 2.1, 2.2, 2.3, 2.4, 2.5, 2.10, 2.21, 2.24 part II and points 1.2, 1.3, 1.4, 1.5 part III section A; points 6 and 7 section C; section D; section E; section F of Appendix 4 enclosed with Circular No. 04/2012/TT-BTC.

Article 2.Point 3 part I of Appendix 1 is amended as follows: Fees for issuance of the certificate of quarantine of animals/animal products that are transited or temporarily imported: VND 70,000 per time.

(The List of fees/charges that are annulled/amended is enclosed herewith).

Article 3. This Circular takes effect on August 08, 2015.

Article 4. Any difficulties arising in the course of implementation of this Circular should be reported to the Ministry of Finance for solution./.
