Nghị quyết 54/NQ-CP về phiên họp Chính phủ thường kỳ tháng 4 năm 2018 đã được Chính phủ ban hành ngày 10/05/2018.
Nội dung nổi bật của Nghị quyết này là hướng dẫn về việc xử lý trường hợp tuyển dụng thừa viên chức so với chỉ tiêu được giao. Theo đó, trong trường hợp này, Chính phủ yêu cầu các địa phương phải đánh giá, rà soát lại, thực hiện điều chuyển, sắp xếp trong địa bàn huyện tỉnh, nếu không thể bố trí được thì tinh giản biên chế.
Đối với trường hợp ký hợp đồng lao động làm chuyên môn, nghiệp vụ, nếu còn chỉ tiêu biên chế thì thực hiện tuyển dụng vào viên chức; ưu tiên với người đã ký hợp đồng lâu năm, có năng lực, phù hợp với vị trí cần tuyển dụng. Sau khi đã tuyển dụng đủ số chỉ tiêu được giao vẫn dôi dư thì phải thực hiện chấm dứt hợp đồng.
Cũng tại Nghị quyết này, Chính phủ yêu cầu các bộ, ngành, địa phương phải giảm tinh giản biên chế đúng lộ trình; giảm biên chế gián tiếp, giảm số lượng lãnh đạo, quản lý, ưu tiên biên chế làm công tác chuyên môn, nghiệp vụ; thực hiện hợp đồng viên chức có thời hạn với trường hợp tuyển dụng mới.

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng, Chính phủ tại phiên họp Chính phủ thường kỳ tháng 4 năm 2018, tổ chức vào ngày 03 tháng 5 năm 2018,
QUYẾT ĐỊNH:
1. Về công tác chuẩn bị phục vụ kỳ họp thứ 5 Quốc hội khóa XIV
Thời gian qua, nhìn chung các bộ, cơ quan đã phối hợp chặt chẽ với các cơ quan của Quốc hội, Ủy ban Thường vụ Quốc hội trong việc dự kiến chương trình, chuẩn bị nội dung, hồ sơ tài liệu phục vụ các kỳ họp Quốc hội, phiên họp của Ủy ban Thương vụ Quốc hội. Thường xuyên phối hợp nâng cao chất lượng và tiến độ chuẩn bị các dự án, dự thảo các văn bản quy phạm pháp luật, các báo cáo, tờ trình theo dự kiến của chương trình kỳ họp. Tuy nhiên, vẫn còn tình trạng một số bộ, cơ quan trình hồ sơ, tài liệu còn sơ sài, chưa đáp ứng yêu cầu về chất lượng, thể thức, thủ tục và tiến độ.
Để nâng cao chất lượng các đề án, báo cáo phục vụ kỳ họp thứ 5 Quốc hội khóa XIV, Chính phủ yêu cầu:
- Các Phó Thủ tướng Chính phủ theo phân công chỉ đạo các bộ, cơ quan ngang bộ thuộc khối phụ trách khẩn trương hoàn thiện các báo cáo, tài liệu gửi Quốc hội, bảo đảm chất lượng và tiến độ.
- Các Bộ trưởng, Thủ trưởng cơ quan ngang bộ trực tiếp chỉ đạo và chịu trách nhiệm trước Chính phủ, Thủ tướng Chính phủ bảo đảm toàn bộ báo cáo, tài liệu gửi tới Văn phòng Quốc hội trước khi khai mạc kỳ họp Quốc hội. Văn phòng Chính phủ đôn đốc việc chuẩn bị, bảo đảm tiến độ gửi các báo cáo, tài liệu.
- Các bộ, cơ quan chủ trì soạn thảo các báo cáo, tài liệu trình kỳ họp thứ 5 Quốc hội khóa XIV chủ động tiếp thu, giải trình cụ thể ý kiến của Đại biểu Quốc hội, Đoàn Đại biểu Quốc hội về các nội dung liên quan.
- Các thành viên Chính phủ chủ động nắm bắt đầy đủ thông tin, kịp thời cung cấp hồ sơ, tài liệu liên quan, giải trình về những vấn đề mà các Đại biểu Quốc hội và cử tri quan tâm, nhất là những vấn đề nhạy cảm, nổi cộm liên quan đến ngành, lĩnh vực quản lý.
2. Về tình hình thực hiện Chương trình xây dựng luật, pháp lệnh; tình hình ban hành các văn bản quy định chi tiết thi hành luật, pháp lệnh
Chính phủ yêu cầu:
- Bộ trưởng, Thủ trưởng cơ quan ngang bộ trực tiếp chỉ đạo công tác xây dựng pháp luật, chịu trách nhiệm trước Chính phủ, Thủ tướng Chính phủ về chất lượng, tiến độ trình các dự án, dự thảo văn bản quy phạm pháp luật. Thực hiện nghiêm túc các chỉ đạo của Chính phủ, Thủ tướng Chính phủ về công tác xây dựng pháp luật, đặc biệt là ý kiến chỉ đạo của Thủ tướng Chính phủ tại Công thư số 160/LĐCP ngày 18/4/2018 về công tác xây dựng thể chế, đảm bảo hồ sơ trình các dự án luật theo đúng quy định của Luật ban hành văn bản quy phạm pháp luật.
- Các bộ, cơ quan ngang bộ chấn chỉnh công tác xây dựng pháp luật, củng cố, nâng cao năng lực của đơn vị, bộ phận pháp chế, các Ban soạn thảo, Tổ biên tập xây dựng văn bản quy phạm pháp luật. Không để tái diễn tình trạng chậm tiến độ, không bảo đảm chất lượng dự án, dự thảo văn bản quy phạm pháp luật. Phối hợp chặt chẽ với các cơ quan của Quốc hội trong suốt quá trình trình dự án, dự thảo văn bản quy phạm pháp luật.
- Trước ngày 15/5/2018, các bộ, cơ quan ngang bộ được phân công chủ trì xây dựng dự thảo văn bản quy định chi tiết thi hành các luật có hiệu lực từ ngày 01/7/2018 phải trình Chính phủ, Thủ tướng Chính phủ ban hành hoặc ban hành theo thẩm quyền để bảo đảm có hiệu lực cùng thời điểm hiệu lực của luật.
- Các Bộ: Tài chính, Y tế, Công Thương, Thông tin và Truyền thông, Công an, Lao động - Thương binh và Xã hội, Nội vụ, Kế hoạch và Đầu tư khẩn trương hoàn thiện hồ sơ, thủ tục theo quy định, trình Chính phủ, Thủ tướng Chính phủ ban hành hoặc ban hành theo thẩm quyền trước ngày 20/5/2018 đối với các văn bản quy định chi tiết thi hành các luật đã có hiệu lực nhưng còn nợ đọng.
- Bộ Tư pháp, Văn phòng Chính phủ tăng cường theo dõi, đôn đốc tình hình xây dựng và ban hành văn bản quy phạm pháp luật; kịp thời đề xuất, báo cáo Thủ tướng Chính phủ giải pháp chấn chỉnh khi cần thiết.
3. Về kết quả rà soát các luật, pháp lệnh, nghị quyết của Quốc hội, Ủy ban Thường vụ Quốc hội về tổ chức bộ máy cần sửa đổi, bổ sung hoặc ban hành mới để triển khai thực hiện Nghị quyết Trung ương 6 (khóa XII)
Giao Bộ Tư pháp chủ trì, phối hợp với Bộ Nội vụ và các bộ, cơ quan, địa phương khẩn trương xây dựng, hoàn thiện dự thảo Báo cáo kết quả rà soát, báo cáo Thủ tướng Chính phủ xem xét trước ngày 10/5/2018 để trình Quốc hội.
4. Về Đề nghị xây dựng dự án Luật đầu tư theo hình thức đối tác công tư
Chính phủ thống nhất thông qua các chính sách của Đề nghị xây dựng dự án Luật đầu tư theo hình thức đối tác công tư.
Giao Bộ Kế hoạch và Đầu tư tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm tra của Văn phòng Chính phủ, hoàn thiện Đề nghị xây dựng dự án Luật này; phối hợp với Bộ Tư pháp để trình Ủy ban Thường vụ Quốc hội xem xét, bổ sung dự án Luật này vào Chương trình xây dựng luật, pháp lệnh năm 2019. Xây dựng, hoàn thiện dự án Luật, trình Quốc hội khóa XIV cho ý kiến tại kỳ họp thứ 7 và xem xét, thông qua tại kỳ họp thứ 8.
5. Về dự thảo Báo cáo của Chính phủ về kế hoạch triển khai thi hành Luật đơn vị hành chính - kinh tế đặc biệt
Bộ Kế hoạch và Đầu tư tiếp thư ý kiến thành viên Chính phủ, hoàn thiện Báo cáo của Chính phủ về kế hoạch triển khai thi hành Luật đơn vị hành chính - kinh tế đặc biệt. Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ trình Quốc hội Báo cáo này tại kỳ họp thứ 5.
6. Về việc cấp đổi giấy phép hoạt động dịch vụ đưa người lao động đi làm việc ở nước ngoài cho Công ty cổ phần Simco Sông Đà
Chính phủ thống nhất với đề nghị của Bộ Lao động - Thương binh và Xã hội về việc thí điểm cấp đổi giấy phép hoạt động dịch vụ đưa người lao động đi làm việc ở nước ngoài cho Công ty cổ phần SIMCO Sông Đà.
7. Về việc quản lý và sử dụng viên chức, hợp đồng lao động trong đơn vị sự nghiệp công lập các ngành y tế, giáo dục
Chính phủ yêu cầu:
- Các bộ, ngành và địa phương căn cứ Nghị quyết số 19-NQ/TW ngày 25/10/2017 của Hội nghị Trung ương 6 (khóa XII), Nghị quyết số 08/NQ-CP của Chính phủ ngày 24/01/2018 nghiêm túc thực hiện tinh giản biên chế, sắp xếp tổ chức bộ máy, đơn vị sự nghiệp công lập, bảo đảm theo đúng tỷ lệ và lộ trình quy định; giảm biên chế gián tiếp, giảm số lượng lãnh đạo, quản lý, ưu tiên biên chế làm công tác chuyên môn, nghiệp vụ, đẩy mạnh tự chủ đối với đơn vị sự nghiệp công lập và xã hội hóa dịch vụ công; thực hiện hợp đồng viên chức có thời hạn đối với trường hợp tuyển dụng mới. Đồng thời, bảo đảm đáp ứng đầy đủ quyền lợi của người dân trong lĩnh vực y tế, giáo dục, nhất là vùng sâu, vùng xa.
Đối với trường hợp tuyển dụng thừa viên chức so với chỉ tiêu được giao, địa phương phải đánh giá, rà soát lại, thực hiện điều chuyển, sắp xếp trong địa bàn huyện, tỉnh. Nếu không thể bố trí được thì thực hiện giải quyết tinh giản biên chế theo Nghị định 108/2014/NĐ-CP. Đối với trường hợp ký hợp đồng lao động làm chuyên môn, nghiệp vụ, nếu còn chỉ tiêu biên chế thì thực hiện tuyển dụng vào viên chức, trong đó ưu tiên các trường hợp đã ký hợp đồng lâu năm, có năng lực, phù hợp với vị trí cần tuyển dụng. Sau khi đã tuyển dụng đủ số chỉ tiêu được giao vẫn dôi dư thì phải thực hiện chấm dứt hợp đồng.
- Bộ Nội vụ chủ trì, phối hợp với Bộ Y tế, Bộ Giáo dục và Đào tạo và các bộ, cơ quan liên quan nghiên cứu phương án phù hợp quy định về quản lý viên chức đối với lĩnh vực y tế, giáo dục trong quá trình sửa đổi, bổ sung các Nghị định liên quan về quản lý viên chức. Tổ công tác về kiểm tra công vụ khẩn trương triển khai hoạt động, trong đó tập trung kiểm tra việc quản lý, sử dụng biên chế của các bộ, ngành, địa phương.
8. Về một số vấn đề liên quan đến chính sách thị thực đối với người nước ngoài nhập cảnh Việt Nam
Chính phủ thống nhất gia hạn 03 năm kể từ ngày 01/7/2018 đến hết ngày 30/6/2021 về việc miễn thị thực đơn phương cho công dân các nước: Vương quốc Anh, Cộng hòa liên bang Đức, Cộng hòa I-ta-li-a, Cộng hòa Pháp, Vương quốc Tây Ban Nha với thời hạn tạm trú tại Việt Nam không quá 15 ngày kể từ ngày nhập cảnh, không phân biệt loại hộ chiếu, mục đích nhập cảnh trên cơ sở đáp ứng đầy đủ các điều kiện theo quy định của pháp luật Việt Nam.
Giao Bộ Công an chủ trì, phối hợp với Bộ Ngoại giao, Bộ Quốc phòng, Bộ Văn hóa, Thể thao và Du lịch, Bộ Tư pháp và các bộ, cơ quan liên quan đề xuất việc xây dựng dự án Luật sửa đổi, bổ sung một số điều của Luật nhập cảnh, xuất cảnh, quá cảnh, cư trú của người nước ngoài tại Việt Nam, báo cáo Chính phủ.
9. Về tình hình thực hiện nhiệm vụ và kết quả kiểm tra tháng 4 năm 2018 của Tổ công tác của Thủ tướng Chính phủ
Chính phủ đánh giá cao sự cố gắng và kết quả đạt được của các bộ, ngành, địa phương trong việc thực hiện nhiệm vụ được giao. Yêu cầu các bộ, cơ quan thực hiện các kiến nghị của Tổ công tác của Thủ tướng Chính phủ. Giao Tổ công tác tăng cường kiểm tra, đôn đốc việc thực hiện nhiệm vụ xây dựng, trình ban hành các văn bản quy phạm pháp luật.
10. Về tình hình kinh tế - xã hội tháng 4 và 4 tháng đầu năm 2018; tình hình triển khai thực hiện Nghị quyết của Chính phủ về nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành thực hiện Kế hoạch phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2018
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội tháng 4 và 4 tháng đầu năm 2018 tiếp tục chuyển biến tích cực và toàn diện, tạo không khí phấn khởi trong sản xuất kinh doanh, góp phần củng cố niềm tin thị trường, niềm tin của nhà đầu tư và nhân dân. Kinh tế vĩ mô ổn định; lạm phát được kiểm soát; mặt bằng lãi suất, thị trường ngoại hối ổn định. Các ngành, lĩnh vực chủ yếu tiếp tục phát triển. Sản xuất nông nghiệp phát triển khả quan. Sản xuất công nghiệp, nhất là công nghiệp chế biến, chế tạo tiếp tục là điểm sáng. Khu vực dịch vụ, du lịch phát triển khá, lượng khách du lịch quốc tế đến Việt Nam tiếp tục tăng cao. Xuất khẩu duy trì đã tăng trưởng và tiếp tục xuất siêu. Môi trường đầu tư kinh doanh tiếp tục được cải thiện. Công tác an sinh xã hội, giảm nghèo, dạy nghề, giải quyết việc làm có nhiều tiến bộ. Các lĩnh vực khoa học và công nghệ, giáo dục, đào tạo, văn hóa, xã hội, thông tin và truyền thông được quan tâm chỉ đạo. Công tác bảo vệ môi trường, phòng chống thiên tai, ứng phó với biến đổi khí hậu được tăng cường. Công tác giải quyết khiếu nại, tố cáo, thanh tra, phòng, chống tham nhũng được thực hiện quyết liệt. Quốc phòng, an ninh, chủ quyền quốc gia được giữ vững; trật tự an toàn xã hội được bảo đảm. Công tác đối ngoại được chú trọng và đạt nhiều kết quả tích cực.
Bên canh kết quả đạt được, nước ta còn phải đối mặt với nhiều khó khăn, thách thức: Năng suất lao động và sức cạnh tranh thấp; mức độ sẵn sàng thích ứng với cuộc cách mạng công nghiệp 4.0 còn hạn chế; nhu cầu đầu tư phát triển lớn trong khi nguồn lực hạn hẹp; giải ngân vốn đầu tư nguồn ngân sách nhà nước đạt thấp; còn nhiều chỉ số về môi trường đầu tư kinh doanh xếp hạng thấp; một số cơ chế, chính sách chưa đồng bộ và chưa thực sự tạo điều kiện cho phát triển; một số biểu hiện tiêu cực về đạo đức, lối sống, văn hóa ứng xử đang gây bức xúc trong xã hội; tình trạng ô nhiễm môi trường, phá rừng, tai nạn giao thông xảy ra còn nhiều; một bộ phận cán bộ, công chức, viên chức chưa nêu cao tinh thần trách nhiệm trước nhân dân, kỷ luật, kỷ cương hành chính tại một số cơ quan đơn vị chuyển biến chậm.
Chính phủ yêu cầu các cấp, các ngành, đặc biệt là các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương nhận thức rõ trọng trách là người đứng đầu quản lý ngành, lĩnh vực và địa phương, quán triệt sâu sắc tinh thần “Kỷ cương, liêm chính, hành động, sáng tạo và hiệu quả”; tiếp tục triển khai thực hiện quyết liệt, đồng bộ các nhiệm vụ, giải pháp đã đề ra trong các nghị quyết của Đảng, Quốc hội, Chính phủ; tuyệt đối không chủ quan trong chỉ đạo, điều hành, chủ động nắm sát tình hình trong nước và quốc tế, kịp thời có đối sách, giải pháp phù hợp; có khát vọng đổi mới và phát triển, sâu sát với thực tiễn và công việc, chủ động giải quyết các vấn đề phát sinh, tháo gỡ khó khăn, vướng mắc, khắc phục triệt để những tồn tại, hạn chế, yếu kém thuộc ngành, lĩnh vực quản lý; có chính sách, giải pháp phù hợp, thúc đẩy phát triển các ngành, lĩnh vực có tiềm năng, lợi thế, tạo động lực phát triển kinh tế - xã hội.
Chính phủ xác định nhất quán công tác xây dựng, hoàn thiện thể chế pháp luật, cải cách hành chính, cải thiện môi trường kinh doanh là ưu tiên hàng đầu trong năm 2018 và các năm tiếp theo. Yêu cầu các bộ, ngành, địa phương tập trung rà soát cơ chế, chính sách, quy định pháp luật, nhất là các quy định về đầu tư kinh doanh, quy hoạch, môi trường, đất đai..., bãi bỏ hoặc sửa đổi, bổ sung các quy định không còn phù hợp, cản trở hoạt động sản xuất, kinh doanh; cải cách toàn diện hoạt động kiểm tra chuyên ngành theo mục tiêu đã đề ra; tiếp tục rà soát, cắt giảm các thủ tục hành chính. Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Chủ tịch Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương tập trung chỉ đạo thực hiện quyết liệt, hiệu quả các nhiệm vụ về cải thiện môi trường đầu tư kinh doanh, coi đây là một nhiệm vụ trọng tâm, tạo chuyển biến căn bản, trong từng ngành, lĩnh vực, địa phương, nhất là các chỉ số đang có điểm số và xếp hạng thấp.
Các bộ, ngành, địa phương tiếp tục thực hiện hiệu quả mục tiêu ổn định kinh tế vĩ mô, kiểm soát lạm phát, thúc đẩy tăng trưởng kinh tế, theo dõi sát diễn biến giá cả, thị trường để thực hiện lộ trình điều chỉnh giá điện, giá dịch vụ y tế, giáo dục với mức độ và thời điểm phù hợp, không để ảnh hưởng lớn đến chỉ số giá tiêu dùng. Tiếp tục thực hiện các giải pháp cơ cấu lại nền kinh tế gắn với đổi mới mô hình tăng trưởng, nâng cao năng suất lao động. Theo dõi tình hình sản xuất, kinh doanh các mặt hàng, sản phẩm chiến lược thuộc ngành, lĩnh vực, địa phương quản lý, kịp thời có giải pháp tháo gỡ vướng mắc, thúc đẩy phát triển sản xuất, kinh doanh. Đồng thời, tập trung thực hiện một số nội dung sau:
- Ngân hàng Nhà nước Việt Nam điều hành thận trọng, linh hoạt chính sách tiền tệ, kết hợp chặt chẽ với chính sách tài khóa và các chính sách vĩ mô khác. Tiếp tục kiểm soát chặt chẽ tín dụng đối với những lĩnh vực tiềm ẩn rủi ro. Thực hiện hiệu quả các nhiệm vụ được giao tại Chỉ thị số 10/CT-TTg ngày 11/4/2018 của Thủ tướng Chính phủ về tăng cường kiểm soát các giao dịch tiền ảo.
- Bộ Tài chính tăng cường kỷ luật tài chính - ngân sách nhà nước; phát động phong trào ngành tài chính hành động liêm chính, nói không với tiêu cực, kiên quyết xử lý nghiêm các hành vi nhũng nhiễu tiêu cực trong lĩnh vực hải quan, thuế. Quản lý chặt chẽ tài sản công, công khai minh bạch theo giá thị trường, không để thất thoát, lãng phí; tăng cường đôn đốc, kiểm tra, thúc đẩy công tác cổ phần hóa, thoái vốn nhà nước.
- Bộ Kế hoạch và Đầu tư khẩn trương hoàn thành việc phân bổ và giao kế hoạch đầu tư công trung hạn 2016-2020; phối hợp với Bộ Tài chính và các bộ, ngành, địa phương đẩy nhanh tiến độ thực hiện và giải ngân vốn đầu tư công; tăng cường thanh tra, kiểm tra, nghiêm khắc kiểm điểm, làm rõ trách nhiệm của tổ chức, cá nhân gây chậm trễ trong việc thực hiện kế hoạch đầu tư công.
- Các cấp, các ngành tiếp tục tập trung đôn đốc, kiểm tra, đẩy nhanh tiến độ hoàn thiện các thủ tục đầu tư, đấu thầu, xây dựng, thanh quyết toán đối với các dự án đầu tư công; tăng cường các giải pháp thúc đẩy giải ngân vốn đầu tư công, khẩn trương hoàn thiện hệ thống phần mềm để công khai trên trang điện tử kết quả giải ngân vốn đầu tư công của các bộ, ngành, địa phương.
- Bộ Công Thương tiếp tục thực hiện các giải pháp phát triển hệ thống phân phối, bán lẻ, bảo đảm đồng bộ, lành mạnh, không để xảy ra tình trạng chi phối, lũng đoạn thị trường bán lẻ. Phối hợp với Bộ Nông nghiệp và Phát triển nông thôn có chương trình, kế hoạch kết nối đưa sản phẩm nông sản Việt Nam tham gia vào các kênh phân phối, bán lẻ. Đánh giá toàn diện tác động của việc thực hiện lộ trình cắt giảm thuế quan theo Hiệp định thương mại hàng hóa Việt Nam - ASEAN đối với Việt Nam và các chính sách bảo hộ thương mại của các nước, đề xuất giải pháp ứng phó, báo cáo Thủ tướng Chính phủ. Tập trung chỉ đạo đẩy mạnh phát triển công nghiệp hỗ trợ, có giải pháp kết nối giữa doanh nghiệp Việt Nam với doanh nghiệp đầu tàu của nước ngoài. Hoàn thiện thủ tục trình cấp có thẩm quyền phê chuẩn Hiệp định Đối tác toàn diện và Tiến bộ xuyên Thái Bình Dương (CPTPP).
- Bộ Nông nghiệp và Phát triển nông thôn chỉ đạo theo dõi chặt chẽ diễn biến của thời tiết, hướng dẫn địa phương có biện pháp phòng ngừa và ứng phó kịp thời, bảo đảm ổn định sản xuất và sinh hoạt của người dân. Đẩy mạnh triển khai thực hiện Chương trình mục tiêu quốc gia xây dựng nông thôn mới. Theo dõi tình hình dịch bệnh trên cây trồng và vật nuôi; chủ động phương án phòng chống kịp thời và tăng cường thông tin, tuyên truyền. Chỉ đạo, hướng dẫn, phối hợp kiểm tra, giám sát các địa phương ven biển thực hiện nghiêm quy định về đánh bắt và truy xuất nguồn gốc thủy sản, khắc phục tình trạng đánh bắt hải sản trái phép. Phối hợp với Bộ Công Thương và các địa phương triển khai các hoạt động xúc tiến thương mại, đẩy mạnh tiêu thụ các sản phẩm nông nghiệp, trong đó có nhãn, vải trong thời gian tới.
- Bộ Xây dựng chủ trì, phối hợp với các bộ, cơ quan liên quan khẩn trương hoàn thiện dự thảo Nghị quyết của Chính phủ về một số nhiệm vụ, giải pháp chủ yếu tháo gỡ khó khăn, vướng mắc về cơ chế, chính sách liên quan đến đầu tư xây dựng, trình Thủ tướng Chính phủ ký ban hành.
- Bộ Giáo dục và Đào tạo chủ trì, phối hợp với các bộ, ngành, địa phương tổ chức tốt kỳ thi trung học phổ thông quốc gia và xét tuyển sinh đại học, tuyển sinh đào tạo giáo viên năm 2018, trong đó, cần bảo đảm nâng cao chất lượng đầu vào và chỉ tiêu tuyển sinh đào tạo giáo viên gắn với nhu cầu sử dụng. Chỉ đạo các địa phương tổ chức đợt cao điểm tổng rà soát, đầu tư cải tạo, xây dựng nhà vệ sinh và cung cấp nước sạch trong trường học; chuẩn bị các điều kiện về cơ sở vật chất, trường lớp học để triển khai đổi mới chương trình, sách giáo khoa giáo dục phổ thông; tiếp tục đẩy mạnh thực hiện tự chủ đại học; sớm trình Thủ tướng Chính phủ ban hành quy định mới về tiêu chuẩn, thủ tục bổ nhiệm, miễn nhiệm chức danh giáo sư, phó giáo sư.
- Bộ Y tế chủ trì, phối hợp với các bộ, cơ quan và các địa phương tăng cường kiểm tra, kiểm soát an toàn thực phẩm. Chủ động thực hiện các giải pháp phòng chống các bệnh truyền nhiễm có khả năng bùng phát cao trong mùa hè. Nâng cao y đức trong khám, chữa bệnh; phối hợp với cơ quan chức năng xử lý nghiêm các hành vi bạo lực đối với bác sĩ, nhân viên y tế; huy động nguồn lực đầu tư cải tạo nhà vệ sinh trong bệnh viện. Tăng cường thanh tra, kiểm tra, xử lý nghiêm vi phạm về an toàn thực phẩm.
- Các bộ, ngành, địa phương tiếp tục đẩy nhanh tiến độ cổ phần hóa doanh nghiệp nhà nước, thoái vốn nhà nước theo kế hoạch đã được phê duyệt. Tạo chuyển biến căn bản trong xử lý các doanh nghiệp, dự án thua lỗ; tạo điều kiện cho khu vực tư nhân tham gia cơ cấu lại doanh nghiệp Nhà nước. Tập trung chỉ đạo, tăng cường kiểm tra, đôn đốc việc thực hiện Chương trình hành động của Chính phủ thực hiện Nghị quyết Trung ương về phát triển kinh tế tư nhân
- Bộ Lao động - Thương binh và Xã hội thực hiện tốt các chính sách ưu đãi với người có công, giảm nghèo bền vững, nhất là vùng sâu, vùng xa, đồng bào dân tộc thiểu số. Đánh giá tình hình thất nghiệp, nhất là trong thanh niên, sinh viên mới tốt nghiệp ra trường để có giải pháp thiết thực, hiệu quả. Triển khai hiệu quả Tháng hành động về an toàn, vệ sinh lao động năm 2018.
- Bộ Giao thông vận tải tăng cường kiểm tra, kiểm soát chặt chẽ công tác bảo đảm an ninh, an toàn hàng không. Khẩn trương hoàn thiện, trình Chính phủ ban hành Nghị quyết về đẩy mạnh triển khai các giải pháp nhằm giảm chi phí logistics, kết nối hiệu quả hệ thống hạ tầng giao thông.
- Bộ Tài nguyên và Môi trường rà soát, kiểm tra, đôn đốc, báo cáo về tình hình thực hiện các nhiệm vụ của các bộ, ngành, địa phương được giao tại Nghị quyết số 120/NQ-CP ngày 17/11/2017 của Chính phủ về phát triển bền vững Đồng bằng sông Cửu Long thích ứng với biến đổi khí hậu.
- Thanh tra Chính phủ chủ trì rà soát quy định pháp luật về thanh tra, kiểm tra; nghiên cứu, xây dựng cơ chế phối hợp giữa các cơ quan quản lý nhà nước, cơ quan chức năng trong thanh tra, kiểm tra doanh nghiệp; theo dõi, đôn đốc các bộ, cơ quan, địa phương thực hiện nghiêm túc Chỉ thị số 20/CT-TTg ngày 17/5/2017 của Thủ tướng Chính phủ về chấn chỉnh hoạt động thanh tra, kiểm tra. Cùng các bộ, ngành, địa phương triển khai đồng bộ các giải pháp phòng, chống tham nhũng.
- Các bộ, ngành, địa phương đề cao trách nhiệm người đứng đầu trong công tác tiếp công dân. Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trung ương chỉ đạo giải quyết kịp thời khiếu nại, tố cáo ngay tại địa phương, nhất là khiếu nại đông người liên quan đến đất đai. Tăng cường trách nhiệm quản lý nhà nước về hội, chấn chỉnh hoạt động trao tặng giải thưởng đối với các tổ chức, hiệp hội, doanh nghiệp, bảo đảm đúng mục đích tôn vinh, khích lệ, tránh để xảy ra sai sót, tiêu cực, vi phạm, nhất là việc bình xét, xếp hạng các sản phẩm không bảo đảm chất lượng.
- Bộ Nội vụ tăng cường thanh tra, kiểm tra công vụ, kỷ luật, kỷ cương hành chính. Nghiên cứu, sửa đổi, bổ sung quy định về tiêu chí đánh giá chỉ số cải cách hành chính gắn với sự hài lòng của người dân, bảo đảm công khai, minh bạch, phòng chống tham nhũng. Chủ trì, phối hợp với các bộ, cơ quan liên quan rà soát các Nghị định hiện hành quy định về chức năng, nhiệm vụ, tổ chức bộ máy của các bộ, cơ quan ngang bộ, trình Chính phủ trong quý II năm 2018 dự thảo Nghị định sửa đổi các Nghị định liên quan về cơ quan báo chí, phù hợp với Đề án quy hoạch Phát triển và Quản lý báo chí toàn quốc đến năm 2025 đã được Bộ Chính trị thông qua. Khẩn trương xây dựng, trình Chính phủ ban hành Nghị định quy định biện pháp thi hành về quản lý tổ chức xét tôn vinh danh hiệu và trao giải thưởng cho doanh nhân và doanh nghiệp; khẩn trương báo cáo Thủ tướng Chính phủ giải pháp xử lý đề nghị về nội dung này trong khi chưa ban hành Nghị định. Tăng cường công tác quản lý nhà nước về tôn giáo, phối hợp với các các cơ quan chức năng kịp thời chấn chỉnh, ngăn chặn các hoạt động lợi dụng tín ngưỡng, tôn giáo vi phạm pháp luật.
- Bộ Quốc phòng, Bộ Công an tiếp tục xây dựng, củng cố thế trận quốc phòng toàn dân, thế trận an ninh nhân dân; chủ động theo dõi sát tình hình thế giới, khu vực và trong nước, kịp thời tham mưu, đề xuất với Đảng, Nhà nước những chủ trương, giải pháp, phương án, kế hoạch ứng phó, giải quyết, không để bị động, bất ngờ.
- Bộ Ngoại giao tổ chức tốt các hoạt động đối ngoại cấp cao; chủ động, tích cực làm sâu sắc, thực chất hơn quan hệ với các nước và đối tác.
- Bộ Thông tin và Truyền thông tăng cường quản lý nhà nước về báo chí, cung cấp thông tin kịp thời, tạo đồng thuận xã hội. Quyết định ngay việc sắp xếp các cơ quan báo chí thuộc Bộ, các doanh nghiệp và các Hội thuộc lĩnh vực quản lý nhà nước của Bộ thành một cơ quan báo, một cơ quan tạp chí theo đúng Đề án Quy hoạch Phát triển và Quản lý Báo chí toàn quốc đến năm 2025 đã được Bộ Chính trị, Ban Chấp hành Trung ương khóa XI quyết định và chỉ đạo của Chính phủ tại các Nghị quyết số: 25/NQ-CP ngày 05/4/2015; 75/NQ-CP ngày 09/8/2017; 08/NQ-CP ngày 24/01/2018. Bộ trưởng Bộ Thông tin và Truyền thông quyết định tên cơ quan báo chí theo thẩm quyền.
- Các bộ, cơ quan liên quan phối hợp chặt chẽ với Văn phòng Chính phủ tiếp tục chuẩn bị nội dung để tổ chức các hội nghị chuyên đề năm 2018 theo kế hoạch.
11. Về phương án phân bổ kế hoạch vốn đầu tư công trung hạn giai đoạn 2016 - 2020 còn lại
Giao Bộ Kế hoạch và Đầu tư tiếp thu ý kiến thành viên Chính phủ, hoàn thiện phương án phân bổ kế hoạch vốn đầu tư công trung hạn giai đoạn 2016 - 2020 còn lại và dự thảo Tờ trình của Chính phủ, báo cáo Thủ tướng Chính phủ xem xét, thông qua. Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Ủy ban Thường vụ Quốc hội.
12. Về điều chỉnh tổng mức đầu tư các Dự án đường sắt đô thị Thành phố Hồ Chí Minh: tuyến số 1 (Bến Thành - Suối Tiên), tuyến số 2 (Bến Thành - Tham Lương)
Văn phòng Chính phủ phối hợp với Bộ Giao thông vận tải gửi Phiếu lấy ý kiến thành viên Chính phủ về dự thảo Tờ trình của Chính phủ về việc điều chỉnh tổng mức đầu tư các Dự án đường sắt đô thị Thành phố Hồ Chí Minh: tuyến số 1 (Bến Thành - Suối Tiên), tuyến số 2 (Bến Thành - Tham Lương).
Bộ Giao thông vận tải chủ trì, phối hợp với Văn phòng Chính phủ tiếp thu ý kiến thành viên Chính phủ, hoàn thiện dự thảo Tờ trình của Chính phủ, báo cáo Thủ tướng Chính phủ. Trên cơ sở đó, giao Bộ trưởng Bộ Giao thông vận tải thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Quốc hội tại kỳ họp thứ 5./.

ResolutionNo. 54/NQ-CP dated May 10, 2018 ofthe Government onthe Government’s Regular Meeting – April 2018
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in April 2018, held on May 03, 2018
DECIDES
1. Regarding the preparation for the 5th working session of the 14th National Assembly
Over the past time, ministries and agencies have cooperated closely with agencies of the National Assembly and the Legislature’s Standing Committee in designing agendas and preparing documents for the Legislature’s working sessions and meetings of the Legislature’s Standing Committee. However, a few ministries and/or agencies still submitted dossiers and documents that are not up to quality standards and requirements on format, procedures and progress.
In order to improve the quality of proposals and reports for the 5th working session of the 14th National Assembly, the Government requests:
- Deputy Prime Ministers direct ministries and ministerial-level agencies under their authority to urgently finalize reports and documents sent to the National Assembly to ensure their quality and progress.
- Ministers, Heads of ministerial-level agencies direct and take responsibility before the Government and the Prime Minister, ensuring that all reports and documents are sent to the National Assembly Office before the opening of the working session. The Government Office accelerates the preparation, ensuring submission progress of reports and documents.
- Ministries and agencies leading the drafting of reports and documents to be submitted to 5th working session of the 14th National Assembly actively provide detailed explanation to the issues commented by National Assembly deputies.
- The Government members take the initiative in fully grasping information, promptly providing relevant dossiers and documents to explain issues raised by the National Assembly deputies and voters, especially sensitive matters and emerging issues related to sectors and fields under their management.
2. Regarding the implementation of the Law and Ordinance Making Program and the issuance of documents detailing the implementation of laws and ordinances
The Government requests:
- Ministers and Heads of ministerial-level agencies directly direct the legislative work, take responsibility before the Government and the Prime Minister for the quality and submission progress of legal documents. Strictly implement the Government and the Prime Minister s directives on the law making, especially the Prime Minister s instructions in Official Letter No. 160/LDCP dated April 18, 2018 on institutional development, ensuring the submission of draft Laws in accordance with the Law on promulgation of legal documents.
- Ministries and ministerial-level agencies shall consolidate and enhance the capacity of legal units and departments, drafting Boards and editorial teams in charge of developing legal documents. Avoid the recurrence of delays and insufficient quality of projects and draft legal documents. Closely coordinate with the National Assembly s agencies throughout the submission process of legal documents.
- Prior to May 15, 2018, ministries and ministerial-level shall have to submit documents detailing the implementation of laws that are scheduled to take effect since July 1, 2018 to the Government and the Prime Minister for promulgation.
- Ministries of Finance, Health, Industry and Trade, Information and Communications, Public Security, Labor, Invalids and Social Affairs, Home Affairs, and Planning and Investment shall, according to their authority, expeditiously complete the dossiers and procedures as required by law to submit to the Government and the Prime Minister for promulgation or promulgate documents detailing the implementation of laws which have come into effect while the detailing documents remain in suspension before May 20, 2015.
- The Ministry of Justice and the Government Office shall intensify monitoring and accelerating the development and promulgation of legal documents and promptly propose and report to the Prime Minister solutions for correction when necessary.
3. Regarding the review results of laws, ordinances and resolutions of the National Assembly and the Legislature’s Standing Committee on organizational structure, which need to be amended, supplemented or promulgated to implement the Resolution of the 6th plenum of the 12th Party Central Committee
The Ministry of Justice was assigned to assume the prime responsibility for, and coordinate with the Ministry of Home Affairs and other ministries, agencies and localities in, promptly elaborating and finalizing the draft Report on the review results and report to the Prime Minister for review before May 10, 2018 before submitting it to the National Assembly.
4. Regarding the Proposal on the development of a Law on Public-Private-Partnership Investment
The Government agrees to adopt the policies in the Proposal
The Ministry of Planning and Investment has been assigned to collect comments from the Government members, the Government Office s verification opinions, and complete the Proposal on the development of the draft law. The Ministry shall coordinate with the Ministry of Justice in submitting the draft law to the National Assembly Standing Committee for review and adding the law into the Law and Ordinance Making Program of 2019, elaborating and finalizing the draft law, and submitting it to the 14th National Assembly to collect comments at its 7th working session and for review and approval at its 8th working session.
5. Regarding the draft Report of the Government on the implementation plan of the Law on Special Administrative- Economic Units
The Ministry of Planning and Investment shall collect comments of the Government members and finalize the report on the implementation plan of the Law on Special Administrative-Economic Units. The Minister of Planning and Investment shall report to the National Assembly at its 5th session.
6. Regarding the licensing of SIMCO Song Da Joint Stock Company to provide man power service to foreign markets
The Government agrees with the proposal of the Ministry of Labor, Invalids and Social Affairs on piloting the issuance of license for SIMCO Song Da Joint Stock Company to provide the service.
7. Regarding the management and employment of public employees and labor contracts in public non-business units in the health and education sectors
The Government requires:
- Ministries, sectors and localities, based on the Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th plenum of the 12th Party Central Committee and the Government s Resolution No. 08/NQ-CP dated January 24, 2018, strictly downsize personnel and organizational restructure of public non-business units, ensuring compliance with prescribed downsizing ratio and roadmap; reduce indirect payroll, decrease the number of leaders, manage and prioritize staffs for professional work, promote autonomy in public service delivery agencies and socialization of public services; apply definite term contract for new recruitment. At the same time, ensuring full satisfaction of people s interests in the fields of health and education, especially in remote and isolated areas.
In cases the number of newly recruited public employees exceeds the assigned norms, localities must evaluate, review, transfer and arrange them within the district or province. If it is impossible for local arrangement, staff downsizing shall be implemented according to Decree No. 108/2014/ND-CP. For cases of signing professional labor contracts, if payrolls is still available, the employees can be recruited as officials. Priority shall be given to the cases that have signed labor contracts for a long period, having capacity, and being suitable to the position to be recruited. Upon the full recruitment of the assigned number of payrolls, the remaining labor contracts shall be terminated.
- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Health, the Ministry of Education and Training and concerned ministries and agencies in, studying the plan on the management of public employees in the fields of health and education during the amendment and supplementation of relevant decrees on the management of civil servants. The Task Force on Public Duty Inspection shall expeditiously deploy activities, focusing on examining the management and utilization of payrolls of ministries, sectors and localities.
8. Regarding matters related to visa policy for foreigners entering Viet Nam
The Government agrees to extend unilateral visa exemption by 03 years from July 1, 2018 to June 30, 2021 for citizens of the following countries: the United Kingdom, Federal Republic of Germany, the Italian Republic, the French Republic, and the Kingdom of Spain for temporary residence in Viet Nam not exceeding 15 days from the date of entry, irrespective of the type of passport, the purpose of entry on the basis of meeting all the conditions required by the law of Viet Nam.
The Ministry of Public Security has been assigned to assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the Ministry of Defense, the Ministry of Culture, Sports and Tourism, the Ministry of Justice and concerned ministries and agencies in proposing the elaboration of laws amending, supplementing a number of articles of the Law on Entry, Exit, Transit and Residence of Foreigners in Viet Nam and report to the Government.
9. Regarding the implementation of tasks and inspection results in April 2018 by the Working Group of the Prime Minister, which is headed by Minister-Chairman of the Government Office Mai Tien Dung
The Government highly appreciates the efforts and achievements of ministries, sectors and localities in implementing the assigned tasks. Ministries and agencies are requested to implement the recommendations of the Working Group. The Working Group has been assigned to intensify the inspection and urge the performance of the tasks on development, submission and promulgation of legal documents.
10. Regarding the socio-economic situation in April and the first 4 months of 2018, the implementation of the Government’s Resolution on major tasks and solutions guiding the implementation of the socio-economic development plan and State budget plan in 2018.
The Government unanimously assesses that the socio-economic situation in April and the first 4 months of 2018 continue to observe positive and comprehensive changes. Macro economy remains stable. Inflation is kept under control. Interest rate and foreign exchange market are stable. Major sectors and fields continue to develop. Agricultural production records satisfactory development. Industrial production, especially the processing industry, continues to be a bright spot. The service and tourism sectors observe decent development. The number of international tourists to Viet Nam continues to increase. Exports continue to maintain the growth momentum. Export surplus is maintained. Business investment environment continues to improve. Social welfare, poverty reduction, vocational training, job creation observe improvement. The areas of science and technology, education, training, culture, society, information and communication receive due attention. Environmental protection, disaster prevention and response to climate change have been strengthened. Drastic moves are taken in the resolution of complaints, denunciations, inspections, prevention and fighting against corruption. National defense, security and sovereignty are maintained. The social security order is guaranteed. Foreign affairs receive due attention and have achieved a number of positive results.
In addition to the above mentioned achievements, the country still faces with many difficulties and challenges, including: low labor productivity and competitiveness, limited readiness to adapt to the 4.0 industrial revolution, growing demand for investment in the context of limited resources available, low disbursement of State investment capital, low ranking on many indicators on business investment environment, a number of mechanisms and policies which are not synchronous and have not really facilitated the development, some negative manifestations of morality,lifestyle, cultural behavior raising concerns in the society, rampant environmental pollution, deforestation and traffic accidents, that some sections of cadres, civil servants and public employees have not raised the sense of responsibility before the people, and the slow transformation in discipline and administrative procedures in some agencies and units.
The Government requests all levels, sectors, especially ministers, heads of ministerial-level agencies and Chairman of provincial People s Committees be aware of their responsibilities as the heads of their respective sectors, fields and localities, and thoroughly grasp the spirit of "discipline, integrity, action, creativity and efficiency". Continue implementing drastically and synchronously the tasks and solutions set forth in the Resolutions of the Party, the National Assembly and the Government. Resolutely avoid being objective in directing, administering, be actively in monitoring the domestic and international situation, promptly have appropriate policies and solutions. Have a desire to innovate and develop. Follow up closely with the actual context and work progress, take initiative in settling problems arising, solving difficulties and obstacles, overcoming shortcomings, limitations and weaknesses in sectors and domains under their authority. Adopt appropriate policies and solutions, promote the development of potential and advantageous sectors and domains and create motive force for socio-economic development.
The Government is determined to identify the task of building and perfecting legal institutions, administrative reform and business environment improvement as the top priority in 2018 and the following years. It is requested that ministries, sectors and localities review mechanisms, policies and regulations, especially regulations on business investment, planning, environment, land, etc. abolish or revise and supplement to regulations which are no longer suitable or obstructing production and business activities. Comprehensively reform specialized inspection activities according to the set objectives. Continue reviewing and cutting administrative procedures. Ministers, heads of ministerial-level agencies and Chairmen of the provincial People s Committees shall concentrate on directing the drastic and effective implementation of the tasks of improving the investment and business environment, consider this as a central task to create fundamental changes, in each sector, field, and locality, especially changes to low index scores/ratings.
Ministries, sectors and localities continue to implement effectively the objectives of macroeconomic stabilization, inflation control, and economic growth promotion, closely monitor price and market movements in order to deploy the roadmap on electricity price adjustment, health and education service pricing at an appropriate level and time, not to affect the consumer price index. Continue implementing solutions to restructure the economy in line with the renovation of the growth model and improve labor productivity. Monitor the production and trading of commodities and strategic products of sector, domains and localities under their management and promptly solve the problems and promote the development of production and business. Concurrently, focus on the following contents:
- The State Bank of Viet Nam shall run prudent and flexible monetary policy in close combination with fiscal policy and other macro policies. Maintain tight credit control over potentially risky areas. Effectively implement the tasks assigned in the Prime Minister s Instruction No. 10/CT-TTg dated April 11, 2018 on strengthening the control of virtual currency transactions.
- The Ministry of Finance shall strengthen state financial and budgetary discipline, launch a movement fostering the financial sector to take strong action to promote integrity, say no to negative behaviors, resolutely and strictly handle the acts of negative harassment in the fields of customs and taxation. Strictly control public assets, promote publicity and transparency in alignment with market prices, and avoid loss and waste. Urge, inspect and promote the equitization and divestment of state capital.
- The Ministry of Planning and Investment shall expeditiously complete the allocation and assignment of the medium- term public investment plan in the 2016-2020 period, coordinate with the Ministry of Finance and ministries, sectors and localities to speed up the implementation and disbursement of public investment capital. Intensify the inspection and examination, strictly review and clarify the responsibilities of organizations and individuals that cause delays in the implementation of public investment plans.
- All levels and sectors shall continue to urge, inspect and speed up the completion of investment, bidding, construction and settlement procedures for public investment projects. Strengthen measures to promote public investment, urgently improve the software system to publicize on the website disbursement results of public investment of Ministries, sectors and localities.
- The Ministry of Industry and Trade shall continue to implement solutions to develop the distribution and retail system, ensuring its synchronicity and healthiness, avoid dominance and manipulation of retail market. Coordinate with the Ministry of Agriculture and Rural Development in working out programs and plans to connect Vietnamese agricultural products to distribution and retail channels. Comprehensively assess impact of the implementation of the tariff reduction roadmap under the Viet Nam-ASEAN Free Trade Agreement and trade protection policies of other countries and report to the Prime Minister. Concentrate on directing the promotion of supporting industries, having solutions to connect Vietnamese enterprises with foreign leading companies. Complete the submission procedure to the competent authority for ratification of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
- The Ministry of Agriculture and Rural Development shall direct the close monitoring of the weather and guide localities to take timely preventive and response measures to ensure stable production and daily life of the people. Step up the implementation of the National Target Programs for New Rural Development. Monitor disease situation on plants and animals. Take the initiative in timely preventing and improving communication and information. Direct, guide and coordinate the inspection and supervision of coastal localities in strictly observing the regulations on fishing and traceability of aquatic resources and overcome the situation of illegal fishing. Coordinate with the Ministry of Industry and Trade and localities in implementing trade promotion activities, boosting the consumption of agricultural products, including longans and lychees in the coming time.
- The Ministry of Construction shall assume the prime responsibility for, and coordinate with the concerned ministries and agencies in expeditiously finalizing the Government s draft Resolution on a number of major tasks and solutions to remove difficulties and problems related to mechanisms and policies on construction investment, and submit it to the Prime Minister for signing and promulgation.
- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with ministries, sector and localities in, well organizing the national high school graduation and college entrance exams and recruitment exams for teachers in 2018. It is necessary to improve the input quality and recruitment criteria of teachers. Direct localities to organize a peak period for review, investment in renovating, building toilets and clean water supplies in schools. Prepare material conditions, schools and classes in order to deploy the renewal of national education programs and curriculums. Continue to promote the application of university autonomy. Submit to the Prime Minister for promulgation new regulations on criteria and procedures for appointment and dismissal of the titles of professor and associate professor as soon as possible.
- The Ministry of Health shall assume the prime responsibility for, and coordinate with ministries, agencies and localities in, intensifying the inspection and control of food safety. Actively implement measures to prevent highly contagious diseases in the summer. Improve medical ethics in medical examination and treatment. Coordinate with functional agencies in strictly handling acts of violence against doctors and medical workers. Mobilize investment resources to renovate toilets in hospitals. Intensify the inspection, examination and strict handling of food safety violations.
- Ministries, sectors and localities shall further accelerate the equitization of State owned enterprises and the divestment of state capital according to the approved plans. Make fundamental changes in the handling of enterprises and projects causing losses. Facilitate the private sector to participate in restructuring SOEs. Direct, intensify the inspection, and urge the implementation of the Government s action program to implement the Resolution of the Central Committee to develop the private economy.
- The Ministry of Labor, Invalids and Social Affairs shall properly implement preferential policies for people with meritorious services and sustainable poverty reduction, particularly in remote and ethnic minority areas. Assess the unemployment situation, especially unemployment of young people, graduate students to have practical and effective solutions. Effectively implement the action month on occupational safety and health in 2018.
- The Ministry of Transport shall intensify the inspection and control of aviation security and safety. Expeditiously complete and submit to the Government for promulgation a Resolution on stepping up the implementation of measures to reduce logistics costs, effectively connecting the transport infrastructure system.
- The Ministry of Natural Resources and Environment shall review, inspect, urge and report on the implementation of the tasks of ministries, sectors and localities assigned to them in Resolution No. 120/NQ-CP dated November 17, 2017 of the Government on the sustainable development of the Mekong Delta adapting to climate change.
- The Government Inspectorate shall review regulations on inspection and examination. Study and formulate mechanisms for coordination among state management agencies and functional agencies in inspecting and examining enterprises. Monitor and urge Ministries, agencies and localities to strictly implement Directive No. 20/CT- TTg dated May 22, 1977 of the Prime Minister on the adjustment of inspection and examination activities. Work with ministries, sectors and localities, to synchronously apply measures to prevent and combat corruption.
- Ministries, sectors and localities shall promote the responsibility of the leaders in the reception of citizens. Chairmen of the provincial People s Committees shall direct the prompt settlement of complaints and denunciations in their respective localities, especially the large-scale complaints related to land. Enhance the responsibility for the State management over associations and reorganize the activities of awarding prizes to organizations, associations and enterprises, ensuring the right purposes of honor and encouragement, and avoiding errors, defects, and violations, especially the review and ranking of unqualified products.
- The Ministry of Home Affairs shall intensify the inspection and examination of public duties, administrative disciplines and order. Study, amend and supplement to regulations on criteria for evaluating administrative reform indicators associated with people s satisfaction, ensuring publicity, transparency and anti-corruption. Assume the prime responsibility for, and coordinate with the concerned Ministries and agencies in, reviewing the current Decrees prescribing the functions, tasks and organizational structure of ministries and ministerial-level agencies, then submit to the Government in the second quarter of 2018 a draft Decree amending the relevant Decrees on press agencies, in line with the National Planning for Journalism Development and Management until 2025 which was adopted by the Politburo. Urgently elaborate and submit to the Government for promulgation a Decree stipulating measures for the management of organizations to review and honor the titles and to award prizes to entrepreneurs and enterprises. Urgently report to the Prime Minister solutions to handling this proposal while a Decree has not been promulgated yet. Strengthen the state management of religion, and coordinate with functional agencies in timely correcting and preventing the abuse of beliefs and religions in violation of law.
- The Ministry of Defense and the Ministry of Public Security shall continue to build and consolidate the all-people defense posture and the people s security posture. Closely monitor the global, regional and domestic situation, to promptly advise and propose to the Party and the State undertakings, solutions, plans and tactics for response and settlement, avoid inactiveness and occurrences of unforeseen situation.
- The Ministry of Foreign Affairs shall organize high-level foreign affairs activities. Take active and drastic moves to deepen concrete relationship with other countries and partners.
- The Ministry of Information and Communications shall strengthen the state management of the press, provide timely information, create social consensus. Immediately decide on the reorganization of the press agencies of the Ministry, enterprises and associations under the management of the Ministry into a press agencies in accordance with the Development Planning and Management Scheme managed by the Politburo, the Central Committee of the XI Legislature and decided by the Government in resolutions No. 25/NQ-CP dated 5 April 2015; 75/NQ-CP dated August 09, 2017; 08/NQ-CP dated January 24, 2018. The Minister of Information and Communications shall decide on the names of the press agencies according to his competence.
- Ministries and agencies in close collaboration with the Government Office shall continue to prepare content to organize symposium in 2018 as planned.
11. Regarding the plan for allocation of the medium-term public investment plan in the 2016-2020 period
The Ministry of Planning and Investment has been assigned to collect comments of the Cabinet members, finalize the plan for allocation of the medium-term public investment plan in the 2016-2020 period and the draft report of the Government and report them to the Prime Minister and the Government for review and approval. The Minister of Planning and Investment shall be authorized by the Prime Minister to report on behalf of the Government to the National Assembly Standing Committee.
12. Regarding the adjustment of the total investment capital for urban railway projects in Ho Chi Minh City for Line 1 (Ben Thanh - Suoi Tien), Line 2 (Ben Thanh - Tham Luong)
The Government Office shall coordinate with the Ministry of Transport in collecting comments of the Cabinet members on the draft Proposal of the Government on adjustments to the total investment volume of urban railway projects in Ho Chi Minh City for Line 1 (Ben Thanh - Suoi Tien), Line 2 (Ben Thanh - Tham Luong). The Ministry of Transport shall assume the prime responsibility for, and coordinate with the Government Office in, gathering comments of the Cabinet members, finalizing the draft Report of the Government and reporting to the Prime Minister. On that basis, the Minister of Transport shall report to the National Assembly at its 5th session./.
