Ngày 10/03/2020, Chính phủ ban hành Nghị quyết 28/NQ-CP về phiên họp Chính phủ thường kỳ tháng 02 năm 2020
Theo đó, trong phiên họp này, Chính phủ yêu cầu Bộ Lao động, Thương binh và Xã hội tạm dừng cấp Giấy phép lao động mới cho lao động nước ngoài đến từ các quốc gia, vùng lãnh thổ nước ngoài có dịch Covid-19. Đồng thời đưa ra các phương án, giải pháp cụ thể hỗ trợ kịp thời người lao động Việt Nam đang làm việc ở nước ngoài phòng, chống dịch. Bên cạnh đó, Bộ cũng được giao nhiệm vụ hướng dẫn, hỗ trợ các doanh nghiệp giải quyết quyền lợi của người lao động trong trường hợp bị thiếu, mất việc do ảnh hưởng của dịch.
Ngoài ra, Chính phủ cũng giao nhiệm vụ hướng dẫn các tổ chức tín dụng thực hiện cơ cấu lại thời hạn trả nợ, miễn giảm lãi vay, giữ nguyên nhóm nợ cho khách hàng vay vốn gặp khó khăn do ảnh hưởng của dịch Covid-19 cho Ngân hàng Nhà nước. Mặt khác, Ngân hàng cũng cần tiến hành ổn định lãi suất, tỷ giá, thị trường vàng, ngoại tệ cũng như chỉ đạo các tổ chức tín dụng tiếp tục cân đối nguồn vốn, giảm lãi suất cho vay…

NGHỊ QUYẾT
Phiên họp Chính phủ thường kỳ tháng 02 năm 2020

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các Thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 02 năm 2020, tổ chức vào ngày 03 tháng 03 năm 2020,
QUYẾT NGHỊ:
1. Về tình hình kinh tế - xã hội tháng 02 và 02 tháng đầu năm 2020; những giải pháp cấp bách thực hiện mục tiêu phát triển kinh tế - xã hội trong bối cảnh hiện nay
Chính phủ thống nhất đánh giá: Nhờ sự vào cuộc của cả hệ thống chính trị và sự chủ động, quyết liệt thực hiện phương châm “chống dịch như chống giặc” của các cấp, các ngành, chúng ta đã bước đầu kiểm soát tốt dịch bệnh Covid-19, tập trung cách ly, không để lây lan, được nhân dân và cộng đồng quốc tế đánh giá cao. Chính phủ ghi nhận, đánh giá cao nỗ lực của các cấp, các ngành, lực lượng quân đội, công an, cộng đồng doanh nghiệp, nhân dân cả nước, đặc biệt là ngành y tế, đội ngũ bác sĩ, nhân viên y tế và hoạt động của Ban Chỉ đạo quốc gia, các Ban Chỉ đạo địa phương trong công tác phòng, chống dịch Covid-19.
Mặc dù dịch bệnh đã tác động, ảnh hưởng đến nhiều ngành, lĩnh vực nhưng tình hình kinh tế - xã hội nước ta vẫn duy trì ổn định. Chỉ số giá tiêu dùng (CPI) tháng 02 giảm 0,17% so với tháng trước. Xuất khẩu tăng, nhập siêu được kiểm soát. Thu ngân sách nhà nước tăng 9,3% so với cùng kỳ; chi cho công tác phòng, chống dịch bệnh được bảo đảm. Giải ngân vốn đầu tư công cao hơn so với cùng kỳ. Công nghiệp và nông nghiệp vẫn duy trì tăng trưởng. Dịch tả lợn châu Phi được kiểm soát. Doanh nghiệp thành lập mới tăng 9,1%, số vốn đăng ký tăng 47,1%. Công tác người có công, bảo đảm an sinh xã hội, chăm sóc sức khỏe Nhân dân, lao động, việc làm, giảm nghèo tiếp tục được quan tâm, thực hiện tốt. Đời sống của Nhân dân được cải thiện, số hộ thiếu đói giảm. Ngành giáo dục tích cực triển khai các biện pháp phòng, chống dịch, chuẩn bị các điều kiện, bảo đảm an toàn cho học sinh đi học trở lại. An ninh, quốc phòng, trật tự an toàn xã hội được giữ vững. Trật tự an toàn giao thông chuyển biến tích cực, giảm cả ba tiêu chí. Công tác đối ngoại tiếp tục được chú trọng.
Tuy nhiên, do ảnh hưởng của dịch Covid-19 cùng với hạn hán, xâm nhập mặn ở vùng Đồng bằng sông Cửu Long, giông lốc, mưa đá ở Bắc bộ nên nhiều ngành, lĩnh vực đã gặp khó khăn và bộc lộ rõ những hạn chế, bất cập. Tốc độ tăng trưởng thấp hơn so với cùng kỳ, nhất là ngành hàng không, du lịch, dịch vụ, chế biến, chế tạo; nhiều doanh nghiệp đối mặt nguy cơ thiếu nguyên liệu sản xuất... Vốn đầu tư đăng ký có yếu tố nước ngoài và vốn FDI giải ngân giảm. Một số bộ, cơ quan chậm phân bổ kế hoạch vốn đầu tư công; tỷ lệ giải ngân vốn đầu tư công còn thấp. Xuất khẩu một số nông sản gặp khó khăn, giá giảm, ảnh hưởng đến sản xuất và đời sống của một bộ phận bà con nông dân.
Dự báo diễn biến dịch bệnh Covid-19 còn phức tạp, khó lường, tác động, ảnh hưởng lớn đến kinh tế thế giới, khu vực và nhiều nước đối tác lớn, qua đó tiếp tục tác động đến nhiều ngành, lĩnh vực của đất nước và cần tiếp tục theo dõi chặt chẽ để ứng phó hiệu quả. Tinh thần chỉ đạo của Chính phủ là thận trọng, không được chủ quan nhưng không bi quan; yêu cầu các cấp, các ngành theo dõi, đánh giá đúng tình hình để chủ động có giải pháp, đối sách cụ thể, phù hợp và kịp thời đối với từng ngành, từng lĩnh vực; huy động mạnh mẽ sự vào cuộc của cả hệ thống chính trị, các cấp, các ngành, cộng đồng doanh nghiệp và Nhân dân cả nước để thực hiện “mục tiêu kép”: vừa quyết liệt phòng, chống, không chế dịch, vừa tập trung tháo gỡ khó khăn, thúc đẩy sản xuất, kinh doanh, bảo đảm an sinh xã hội và đời sống người dân, nỗ lực phấn đấu cao nhất thực hiện các mục tiêu, nhiệm vụ phát triển kinh tế-xã hội đã đề ra.
- Các bộ, ngành, địa phương, các cơ sở y tế, tổ chức, cá nhân liên quan tiếp tục triển khai thực hiện nghiêm chỉ đạo của Ban Bí thư Trung ương Đảng tại công văn số 79-CV/TW ngày 30 tháng 01 năm 2020; các Chỉ thị số 05/CT-TTg ngày 28 tháng 01 năm 2020, số 06/CT-TTg ngày 31 tháng 01 năm 2020, số 10/CT-TTg ngày 25 tháng 2 năm 2020 của Thủ tướng Chính phủ; kết luận của Thủ tướng Chính phủ tại các cuộc họp Thường trực Chính phủ về phòng, chống dịch Covid-19; trong đó lưu ý tiếp tục thực hiện nghiêm giải pháp cách ly hành khách đi tự vùng có dịch hoặc đi qua vùng có dịch vào Việt Nam. Bộ Y tế, Bộ Quốc phòng, Bộ Công an và các địa phương chủ động, kịp thời triển khai hiệu quả các nhiệm vụ được giao, phối hợp rà soát, đề xuất các giải pháp phòng, chống dịch bệnh Covid-19 phù hợp với tình hình và yêu cầu thực tiễn.
- Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Văn phòng Chính phủ khẩn trương tiếp thu ý kiến Thành viên Chính phủ và đại biểu dự họp, khẩn trương hoàn thiện trình Thủ tướng ký ban hành Chỉ thị về các nhiệm vụ, giải pháp cấp bách tháo gỡ khó khăn cho sản xuất, kinh doanh, bảo đảm an sinh xã hội ứng phó với dịch Covid-19 theo hướng phân công, giao nhiệm vụ, giải pháp cụ thể; hỗ trợ kịp thời cho các đối tượng bị thiệt hại do dịch Covid-19, không bao cấp cho sự yếu kém, loại bỏ cơ chế xin-cho, bảo đảm công khai, minh bạch trong các cơ chế, chính sách hỗ trợ.
- Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính, Văn phòng Chính phủ và các bộ, ngành, địa phương chuẩn bị kỹ nội dung để tổ chức hội nghị trực tuyến toàn quốc về thúc đẩy giải ngân vốn đầu tư công vào cuối tháng 3 năm 2020. Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Khoa học và Công nghệ và các bộ, ngành, địa phương có giải pháp, chính sách tạo thuận lợi để thu hút đầu tư trực tiếp nước ngoài; triển khai hiệu quả các chính sách hỗ trợ doanh nghiệp nhỏ và vừa.
- Các bộ quản lý và điều hành kinh tế vĩ mô gồm: Kế hoạch và Đầu tư, Tài chính, Công Thương, Ngân hàng Nhà nước Việt Nam rà soát, cập nhật các kịch bản tăng trưởng, phương án và đối sách ứng phó với các tình huống, diễn biến của dịch bệnh Covid-19 và tình hình kinh tế thế giới, khu vực, không để bị động, bất ngờ; theo dõi chặt chẽ biến động của giá cả, thị trường, bảo đảm giữ vững mục tiêu kiểm soát lạm phát, ổn định kinh tế vĩ mô.
- Các bộ, ngành, địa phương theo dõi chặt chẽ tình hình quốc tế và trong nước, nâng cao năng lực dự báo, đánh giá, có phương án, đối sách phù hợp thúc đẩy tăng trưởng ngành, lĩnh vực, địa bàn quản lý; tập trung tháo gỡ khó khăn, vướng mắc, đẩy mạnh cắt giảm chi phí không cần thiết cho doanh nghiệp và người dân, kịp thời hỗ trợ, bù đắp thiệt hại do dịch Covid-19 gây ra để phục hồi, thúc đẩy hoạt động sản xuất, kinh doanh. Các thành phố lớn, vùng kinh tế trọng điểm cần nỗ lực vươn lên mạnh mẽ đóng góp tăng trưởng kinh tế của cả nước. Chủ động tháo gỡ, khó khăn, đẩy nhanh tiến độ thực hiện cổ phần hóa, thoái vốn nhà nước tại doanh nghiệp. Khẩn trương hoàn thiện thủ tục đầu tư, hoàn thành giao kế hoạch vốn đầu tư nguồn ngân sách nhà nước năm 2020; đẩy nhanh tiến độ thực hiện và giải ngân vốn đầu tư công, vốn ODA và thúc đẩy mạnh mẽ đầu tư tư nhân để tạo động lực thúc đẩy phát triển kinh tế-xã hội.
- Ngân hàng Nhà nước Việt Nam tiếp tục điều hành chính sách tiền tệ chủ động, linh hoạt; ổn định lãi suất, tỷ giá, thị trường vàng, ngoại tệ, củng cố dự trữ ngoại hối Nhà nước; chỉ đạo các tổ chức tín dụng tiếp tục cân đối nguồn vốn để đáp ứng nhu cầu vay vốn phục vụ sản xuất kinh doanh, tiết giảm chi phí hoạt động, giảm lãi suất cho vay; hướng dẫn các tổ chức tín dụng thực hiện cơ cấu lại thời hạn trả nợ, miễn giảm lãi vay, giữ nguyên nhóm nợ... cho khách hàng vay vốn gặp khó khăn do ảnh hưởng của dịch Covid-19. Khẩn trương trình Thủ tướng Chính phủ ban hành Quyết định về việc thí điểm dùng tài khoản viễn thông để thanh toán cho các dịch vụ có giá trị nhỏ (Mobile-Money).
- Bộ Tài chính chủ trì, phối hợp với các bộ, ngành khẩn trương rà soát, đề xuất các giải pháp giãn, hoãn, gia hạn thời hạn nộp thuế, tiền thuê đất cho doanh nghiệp, các đối tượng bị tác động trực tiếp bởi dịch Covid-19. Giao Bộ Tài chính xây dựng và trình Chính phủ ban hành Nghị định theo trình tự, thủ tục rút gọn để kịp thời hỗ trợ cho doanh nghiệp và các đối tượng bị tác động. Có các giải pháp phù hợp quy định pháp luật để phục hồi, phát triển thị trường chứng khoán hiệu quả, bền vững.
- Các bộ, ngành khẩn trương rà soát và đề xuất miễn, giảm các khoản phí, lệ phí nhằm hỗ trợ, tháo gỡ khó khăn cho các đối tượng chịu ảnh hưởng dịch Covid-19, gửi Bộ Tài chính. Bộ Tài chính kịp thời ban hành văn bản pháp luật theo thẩm quyền hoặc báo cáo Chính phủ, Thủ tướng Chính phủ nếu vượt thẩm quyền.
- Bộ Công Thương, Ủy ban Quản lý vốn nhà nước tại doanh nghiệp chỉ đạo đẩy nhanh tiến độ đầu tư, triển khai và đưa vào hoạt động các dự án, công trình trọng điểm của ngành, nhất là các dự án, công trình năng lượng như: Nhiệt điện Thái Bình 2, Long Phú I, Quỳnh Lập 1...
- Bộ Giao thông vận tải tập trung chỉ đạo, tháo gỡ vướng mắc, đẩy nhanh tiến độ đầu tư, giải ngân các dự án, công trình giao thông trọng điểm, nhất là dự án đường bộ cao tốc Bắc - Nam phía Đông, dự án cảng hàng không quốc tế Long Thành; phối hợp với Ủy ban nhân dân thành phố Hồ Chí Minh và các bộ, ngành liên quan đẩy nhanh tiến độ triển khai dự án nhà ga hành khách T3 - cảng hàng không quốc tế Tân Sơn Nhất. Tái cơ cấu mạnh mẽ ngành hàng không; phối hợp với Ủy ban quản lý vốn nhà nước tại doanh nghiệp và các bộ, ngành liên quan khẩn trương hoàn thiện thủ tục để nâng cấp, cải tạo các đường băng của các sân bay Tân Sơn Nhất và Nội Bài. Rà soát, có giải pháp cụ thể hỗ trợ, giảm chi phí cho các doanh nghiệp thuộc ngành, lĩnh vực quản lý bị ảnh hưởng bởi dịch Covid-19. Tiếp tục triển khai hiệu quả Nghị định số 100/2019/NĐ-CP của Chính phủ quy định xử phạt hành chính trong lĩnh vực giao thông đường bộ và đường sắt và Chỉ thị số 03/CT-TTg của Thủ tướng Chính phủ về tăng cường thực hiện Luật Phòng, chống tác hại của rượu, bia.
- Bộ Xây dựng đề xuất giải pháp cần làm ngay để thúc đẩy phát triển nhà ở xã hội, báo cáo Chính phủ tại phiên họp thường kỳ tháng 3 năm 2020.
- Liên Bộ Công Thương-Tài chính khẩn trương xem xét điều chỉnh giá xăng dầu phù hợp với diễn biến thị trường thế giới và hỗ trợ sản xuất, tiêu dùng trong nước; trước bối cảnh dịch bệnh Covid-19.
- Bộ Công Thương khẩn trương xem xét, báo cáo Thủ tướng Chính phủ kết quả sửa đổi Biểu giá bán lẻ điện cho khách hàng sinh hoạt. Chú trọng phát triển thị trường trong nước, tổ chức tốt các kênh phân phối, thúc đẩy nhu cầu tiêu dùng; theo dõi sát diễn biến thị trường, chuẩn bị đủ nguồn cung hàng hóa, bảo đảm không để thiếu hàng hóa, nhất là các mặt hàng tiêu dùng thiết yếu tại các cơ sở bán lẻ. Tập trung duy trì các thị trường xuất khẩu quan trọng, đồng thời mở rộng thị trường mới. Khẩn trương hoàn thiện thủ tục trình Quốc hội phê chuẩn Hiệp định EVFTA tại kỳ họp thứ 9 Quốc hội khóa XIV; trình Thủ tướng Chính phủ chương trình hành động triển khai Hiệp định; đẩy mạnh tuyên truyền, hướng dẫn doanh nghiệp khai thác lợi thế, cơ hội từ Hiệp định; xây dựng kế hoạch thâm nhập thị trường nông sản và thủy sản châu Âu. Phối hợp với Bộ Nông nghiệp và Phát triển nông thôn đẩy nhanh tiến độ mở cửa thị trường chính ngạch với một số mặt hàng nông sản xuất khẩu, bảo đảm phòng, chống dịch bệnh.
- Bộ Nông nghiệp và Phát triển nông thôn tập trung chỉ đạo triển khai đồng bộ các giải pháp cấp bách phòng, chống hạn hán, xâm nhập mặn; phòng, chống cháy rừng. Khẩn trương trình Chính phủ phương án tổng thể thúc đẩy xuất khẩu nông sản và giảm chi phí cho sản xuất nông nghiệp; đẩy mạnh sản xuất và chế biến nông sản, tạo chuỗi liên kết. Kiểm soát dịch bệnh ở gia súc, gia cầm; tổ chức tái đàn với cơ cấu hợp lý, có giải pháp bảo đảm nguồn cung thực phẩm cho tiêu dùng, đặc biệt là cung ứng đủ thịt lợn; chủ trì, phối hợp với các bộ, ngành liên quan có biện pháp hiệu quả để giảm giá thịt lợn. Triển khai đồng bộ, hiệu quả các khuyến nghị của EC để gỡ "thẻ vàng".
- Bộ Lao động - Thương binh và Xã hội rà soát, đánh giá tình hình và nhu cầu sử dụng lao động của doanh nghiệp, đề xuất giải pháp hỗ trợ, cung ứng lao động, khắc phục tình trạng thiếu hụt lao động tạm thời do ảnh hưởng của dịch Covid-19. Hướng dẫn các doanh nghiệp giải quyết quyền lợi của người lao động trong trường hợp bị thiếu, ngừng việc hoặc mất việc làm do ảnh hưởng của dịch Covid-19 theo đúng các quy định của pháp luật về lao động, bảo hiểm xã hội và các văn bản có liên quan. Tạm dừng cấp giấy phép lao động mới cho lao động nước ngoài đến từ các quốc gia, vùng lãnh thổ có dịch Covid-19. Theo dõi, có các phương án, giải pháp cụ thể hỗ trợ kịp thời người lao động Việt Nam đang làm việc ở nước ngoài phòng, chống dịch Covid-19.
- Bộ Văn hóa, Thể thao và Du lịch đẩy mạnh quảng bá, xúc tiến du lịch, thể hiện rõ Việt Nam là điểm đến an toàn, kiểm soát tốt dịch bệnh Covid-19. Rà soát, có biện pháp cụ thể hoặc đề xuất cấp có thẩm quyền giải pháp giảm thiểu thiệt hại cho doanh nghiệp trong lĩnh vực do ảnh hưởng dịch bệnh Covid-19, tạo thuận lợi tối đa thu hút khách du lịch từ các thị trường truyền thống và tìm kiếm các thị trường mới sau khi công bố hết dịch bệnh.
- Bộ Giáo dục và Đào tạo chủ động tiếp tục hướng dẫn toàn ngành và các sở giáo dục và đào tạo triển khai các biện pháp kiểm soát, vệ sinh, khử trùng lớp học, bảo đảm an toàn cho học sinh khi đi học.
- Bộ Tư pháp chủ trì, phối hợp với các bộ, cơ quan liên quan tiếp tục rà soát, tổng hợp các vướng mắc, bất cập của quy định pháp luật, đề xuất cấp có thẩm quyền xử lý.
- Ủy ban quản lý vốn nhà nước tại doanh nghiệp cùng các bộ, ngành liên quan tập trung tháo gỡ vướng mắc, giải quyết kịp thời các kiến nghị của các tập đoàn, tổng công ty nhà nước theo đúng quy định pháp luật; đẩy mạnh sản xuất, kinh doanh, nỗ lực phấn đấu thực hiện nhiệm vụ, kế hoạch đề ra; tổ chức đánh giá sơ kết sau hơn 01 năm hoạt động của Ủy ban.
- Bộ Quốc phòng, Bộ Công an tiếp tục theo dõi, nắm chắc tình hình, chủ động ứng phó với các tình huống phát sinh, bảo đảm quốc phòng, an ninh và trật tự an toàn xã hội; chủ động phối hợp kiểm soát xuất nhập cảnh tại các cửa khẩu, tạo điều kiện thuận lợi trong việc xét duyệt nhân sự, làm thủ tục nhập cảnh cho khách du lịch đến từ những vùng không có dịch; phối hợp với Bộ Y tế và các địa phương triển khai các nhiệm vụ phòng, chống dịch Covid-19.
- Bộ Ngoại giao phối hợp với các bộ, cơ quan liên quan chuẩn bị tốt việc tổ chức các Hội nghị cấp cao ASEAN lần thứ 36; thực hiện tốt công tác bảo hộ công dân, nhất là đối với công dân Việt Nam ở các vùng dịch Covid-19.
- Bộ Thông tin và Truyền thông khẩn trương đề xuất, báo cáo Thủ tướng Chính phủ việc sửa đổi Nghị định về quản lý, sử dụng tần số vô tuyến điện được cấp phép thông qua đấu giá theo trình tự thủ tục rút gọn; khẩn trương hoàn thiện trình Thủ tướng Chính phủ các dự thảo Quyết định: về mã định danh điện tử của các cơ quan, tổ chức; về một số chế độ ưu đãi và cơ chế tài chính đặc thù cho cán bộ kỹ thuật và lực lượng ứng cứu sự cố an toàn thông tin mạng của Bộ Thông tin và Truyền thông. Chỉ đạo các cơ quan truyền thông tăng cường tuyên truyền về tấm gương người tốt, việc tốt trong học tập, lao động, sản xuất và phòng, chống dịch Covid-19, góp phần tạo đồng thuận xã hội, củng cố niềm tin trong nhân dân; kiên quyết xử lý nghiêm các trường hợp thông tin sai sự thật. Đôn đốc các bộ, cơ quan ngang bộ, cơ quan thuộc Chính phủ và các địa phương khẩn trương hoàn thành việc triển khai quy hoạch phát triển và quản lý báo chí đến 2025 trong tháng 6 năm 2020
2. Về việc thực hiện Nghị quyết số 468/NQ-UBTVQH14 của Ủy ban thường vụ Quốc hội và kiến nghị sử dụng vốn trái phiếu Chính phủ giai đoạn 2014-2016 còn lại đã chuyển nguồn sang giai đoạn 2016-2020 theo Nghị quyết số 26/2016/QH14 để thực hiện hạng mục bổ sung của một số dự án
Chính phủ thống nhất với đề nghị của Bộ Kế hoạch và Đầu tư nêu tại Báo cáo số 1292/BC-BKHĐT ngày 02 tháng 3 năm 2020.
Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền của Thủ tướng Chính phủ, thay mặt Chính phủ, báo cáo Ủy ban Thường vụ Quốc hội theo quy định. Bộ Kế hoạch và Đầu tư chịu trách nhiệm về thông tin và số liệu báo cáo.
3. Về việc xử lý vướng mắc trong thanh toán cho Dự án nút giao khác mức tại nút giao thông Ngã ba Huế, thành phố Đà Nẵng
Chính phủ thống nhất với đề nghị của Bộ Kế hoạch và Đầu tư nêu tại Báo cáo số 1288/BC-BKHĐT ngày 28 tháng 02 năm 2020.
Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền của Thủ tướng Chính phủ, thay mặt Chính phủ, báo cáo Ủy ban Thường vụ Quốc hội theo quy định. Bộ Kế hoạch và Đầu tư chịu trách nhiệm về thông tin và số liệu báo cáo.
4. Về tình hình thực hiện nhiệm vụ giao và kết quả kiểm tra tháng 02 của Tổ công tác
a) Tình hình thực hiện nhiệm vụ giao:
Bộ trưởng, Thủ trưởng cơ quan ngang bộ tập trung chỉ đạo quyết liệt, khẩn trương trình các đề án nợ đọng trước ngày 10 tháng 3 năm 2020; đồng thời chủ động xây dựng đề án theo phân công trong chương trình công tác tháng 3 năm 2020 (63 đề án), không để nợ đọng phát sinh.
b) Về văn bản quy định chi tiết:
- Bộ trưởng, Thủ trưởng cơ quan ngang bộ thực hiện nghiêm túc ý kiến chỉ đạo của Thủ tướng Chính phủ tại văn bản số 228/TTg-PL ngày 13 tháng 2 tháng 2020, chịu trách nhiệm trực tiếp chỉ đạo tiến độ xây dựng, trình, ban hành văn bản quy định chi tiết; chịu trách nhiệm giải trình trước Quốc hội, Chính phủ, Thủ tướng Chính phủ nếu để chậm tiến độ, coi đây là một trong các tiêu chí đánh giá mức độ hoàn thành nhiệm vụ, là tiêu chuẩn xét các danh hiệu thi đua, khen thưởng năm 2020 đối với người đứng đầu Bộ, cơ quan và cá nhân liên quan
- Đối với các văn bản quy định chi tiết nợ đọng: Các bộ, cơ quan được phân công chủ trì soạn thảo khẩn trương trình Chính phủ ngay sau phiên họp để xem xét, ban hành trước ngày 15 tháng 4 năm 2020.
- Đối với văn bản quy định chi tiết các luật, pháp lệnh có hiệu lực từ ngày 01 tháng 7 năm 2020: Các bộ, cơ quan được phân công chủ trì soạn thảo trình Chính phủ các dự thảo Nghị định trước ngày 15 tháng 4 năm 2020; ban hành thông tư theo thẩm quyền trước ngày 15 tháng 5 năm 2020.
- Bộ Tư pháp tăng cường theo dõi, kiểm tra, đôn đốc việc soạn thảo, trình các văn bản quy định chi tiết của các bộ, cơ quan. Kịp thời rà soát, đề xuất Thủ tướng Chính phủ phân công các bộ, cơ quan chủ trì soạn thảo văn bản quy định chi tiết ngay sau khi các luật, pháp lệnh được thông qua; lồng ghép các nội dung cần quy định chi tiết trong một văn bản, giảm thiểu tối đa việc ban hành nhiều văn bản quy định chi tiết của một luật, một pháp lệnh.
c) Về nhiệm vụ xây dựng Chính phủ điện tử:
- Bộ Thông tin và Truyền thông - cơ quan thường trực xây dựng Chính phủ điện tử và các bộ, cơ quan liên quan khẩn trương hoàn thiện, trình Chính phủ ban hành các văn bản quy phạm pháp luật liên quan về Chính phủ điện tử trước ngày 30 tháng 4 năm 2020.
- Người đứng đầu các bộ, ngành, địa phương gương mẫu trong việc sử dụng chữ ký số cá nhân, xử lý hồ sơ công việc trên môi trường mạng; phối hợp chặt chẽ trong việc liên thông, kết nối các phần mềm quản lý văn bản và điều hành để đảm bảo 100% văn bản điện tử gửi nhận ở cả 4 cấp chính quyền và 80% các đơn vị thuộc bộ, 60% các đơn vị thuộc Ủy ban nhân dân cấp tỉnh, 30% đơn vị thuộc Ủy ban nhân cấp huyện xử lý văn bản, hồ sơ công việc (trừ hồ sơ mật) trên môi trường mạng.
- Hoàn thiện việc xây dựng, vận hành Hệ thống thông tin báo cáo của bộ, ngành, địa phương kết nối với Hệ thống thông tin báo cáo Chính phủ để hình thành Hệ thống thông tin báo cáo quốc gia trong quý II năm 2020, bảo đảm đến hết năm 2020 ít nhất 30% chế độ báo cáo thuộc phạm vi quản lý được triển khai trên Hệ thống thông tin báo cáo của bộ, ngành, địa phương.
- Các bộ, cơ quan được chọn triển khai thí điểm, khẩn trương đẩy nhanh tiến độ, bảo đảm hoàn thành kết nối, liên thông với Hệ thống thông tin báo cáo Chính phủ trong tháng 3 năm 2020.
d) Về kết quả làm việc tại Ủy ban Quản lý vốn nhà nước tại doanh nghiệp:
- Ủy ban Quản lý vốn nhà nước tại doanh nghiệp tiếp tục đồng hành với doanh nghiệp; khẩn trương xử lý ngay từng vấn đề vướng mắc, bất cập thuộc thẩm quyền; đồng thời chủ động đề xuất cấp có thẩm quyền phương án xử lý.
- Các bộ, cơ quan phối hợp tích cực với Ủy ban đề giải quyết dứt điểm các nhiệm vụ còn tồn đọng của doanh nghiệp trước khi chuyển đại diện chủ sở hữu về Ủy ban Quản lý vốn nhà nước tại doanh nghiệp.
- Bộ Kế hoạch và Đầu tư khẩn trương trình Chính phủ ban hành Nghị quyết tháo gỡ vướng mắc trong hoạt động đầu tư của các doanh nghiệp nhà nước thuộc Ủy ban Quản lý vốn nhà nước tại doanh nghiệp trong tháng 3 năm 2020.
- Bộ Nội vụ khẩn trương bạo cáo, đề xuất Thủ tướng Chính phủ về cơ chế đặc thù về tuyển dụng kiểm soát viên tại doanh nghiệp nhà nước đối với Ủy ban Quản lý vốn nhà nước tại doanh nghiệp.
- Tổ công tác của Thủ tướng Chính phủ rà soát những vướng mắc, bất cập ảnh hưởng đến hoạt động sản xuất, kinh doanh của các Tập đoàn, Tổng công ty để kiến nghị Chính phủ, Thủ tướng Chính phủ giải pháp xử lý; đôn đốc, kiểm tra việc sắp xếp, cổ phần hóa, thoái vốn và cơ cấu lại doanh nghiệp nhà nước chưa chuyển đại diện chủ sở hữu về Ủy ban Quản lý vốn nhà nước tại doanh nghiệp.
5. Về kinh phí quản lý, bảo trì kết cấu hạ tầng đường sắt quốc gia
Bộ Tư pháp chủ trì, thống nhất với Bộ Giao thông vận tải, Ủy ban Quản lý vốn nhà nước tại doanh nghiệp, Bộ Tài chính và các bộ, cơ quan liên quan khẩn trương xem xét 2 phương án Bộ Giao thông vận tải báo cáo Chính phủ tại văn bản số 1805/BC-BGTVT ngày 03 tháng 3 năm 2020 để đề xuất phương án xử lý đối với kinh phí quản lý, bảo trì kết cấu hạ tầng đường sắt quốc gia, báo cáo Thường trực Chính phủ.
6. Về việc điều chỉnh nhiệm vụ giao tại Nghị quyết số 137/NQ-CP ngày 30 tháng 12 năm 2017
Chính phủ thống nhất như sau:
- Các bộ, cơ quan, địa phương phối hợp chặt chẽ với Bộ Y tế tiếp tục thực hiện nghiêm Nghị quyết số 137/NQ-CP ngày 31 tháng 12 năm 2017 của Chính phủ ban hành Chương trình hành động của Chính phủ thực hiện Nghị quyết số 21-NQ/TW ngày 25 tháng 10 năm 2017 về công tác dân số trong tình hình mới; định kỳ báo cáo Chính phủ, Thủ tướng Chính phủ kết quả thực hiện.
- Chuyển 03 nhiệm vụ gồm: "xây dựng mô hình và tổ chức bộ máy chuyên trách làm công tác dân số các cấp”, “xây dựng Đề án quy định cơ chế phối hợp liên ngành về dân số và phát triển”, “xây dựng Đề án thí điểm mạng lưới cộng tác viên thực hiện công tác dân số, gia đình và trẻ em ở cộng đồng" từ Bộ Nội vụ sang Bộ Y tế để lồng ghép với nội dung đề án “Nghiên cứu mô hình tổ chức bộ máy quản lý nhà nước về dân số và phát triển giai đoạn 2021 - 2030” thành một đề án với tên gọi “Nghiên cứu, xây dựng mô hình tổ chức bộ máy, mạng lưới và cơ chế phối hợp liên ngành làm công tác dân số và phát triển ở các cấp", trình Thủ tướng Chính phủ trong năm 2020.
7. Về xác định quỹ tiền lương năm 2018, năm 2019 của 06 Tập đoàn, Tổng công ty
Chính phủ thống nhất cho phép Ủy ban Quản lý vốn nhà nước tại doanh nghiệp không thực hiện phê duyệt quỹ tiền lương kế hoạch năm 2018, 2019 mà thực hiện rà soát quỹ tiền lương kế hoạch năm 2018, năm 2019 đã được các Tập đoàn, Tổng công ty xây dựng theo đúng quy định hiện hành để xác định số liệu về tiền lương thực hiện năm 2018, năm 2019; trên cơ sở đó chỉ đạo xây dựng và phê duyệt quỹ tiền lương kế hoạch năm 2020 và các năm tiếp theo theo đúng quy định.
8. Về Đề án tiêu chí phân định vùng dân tộc thiểu số và miền núi theo trình độ phát triển giai đoạn 2021-2025
Chính phủ cơ bản thống nhất với đề nghị của Ủy ban Dân tộc nêu tại Tờ trình số 236/TTr-UBDT ngày 29 tháng 02 năm 2020 về Đề án tiêu chí phân định vùng đồng bào dân tộc thiểu số và miền núi theo trình độ phát triển giai đoạn 2021-2025, trong đó:
a) Xác định vùng đồng bào dân tộc thiểu số và miền núi là các xã, thôn có tỷ lệ hộ dân tộc thiểu số từ 15% trở lên.
b) Phân định vùng đồng bào dân tộc thiểu số và miền núi theo trình độ phát triển thành 3 khu vực và thôn đặc biệt khó khăn để thực hiện các chính sách, nhiệm vụ theo Nghị quyết số 88/2019/QH14 của Quốc hội và Chương trình mục tiêu quốc gia phát triển kinh tế - xã hội vùng đồng bào dân tộc thiểu số và miền núi giai đoạn 2021-2025, cụ thể:
- Địa bàn đặc biệt khó khăn (Xã khu vực III, thôn đặc biệt khó khăn): Là các xã, thôn có tỷ lệ hộ nghèo cao; kinh tế - xã hội chậm phát triển; chất lượng nguồn nhân lực thấp; hạ tầng cơ sở yếu kém, nhất là về giao thông; điều kiện khám chữa bệnh, học tập của người dân còn nhiều khó khăn... Các xã, thôn nêu trên sẽ được nhà nước ưu tiên đầu tư cơ sở hạ tầng; tạo sinh kế; phát triển nguồn nhân lực và các chính sách đảm bảo an sinh xã hội cho con người tiếp cận các dịch vụ cơ bản, từng bước thu hẹp khoảng cách so với vùng phát triển.
- Địa bàn còn khó khăn (Xã khu vực II): Là các xã có đông đồng bào dân tộc thiểu số sinh sống thành cộng đồng, còn thiếu hụt một hoặc một số điều kiện về cơ sở hạ tầng và tiếp cận các dịch vụ xã hội cơ bản. Đối với các xã khu vực II, nhà nước hỗ trợ tạo sinh kế, đầu tư bổ sung một phần hạ tầng còn thiếu hụt, chủ yếu là thực hiện các chính sách đối với con người.
- Địa bàn bước đầu phát triển (Xã khu vực I): là các xã đã đạt chuẩn nông thôn mới; các xã có tỷ lệ hộ nghèo dưới 10%. Đối với các xã khu vực I, cơ bản để thực hiện chính sách đối với con người thuộc diện hộ nghèo, cận nghèo.
c) Phân công Thủ tướng Chính phủ quyết định các tiêu chí để phân định vùng đồng bào dân tộc thiểu số và miền núi. Giao Ủy ban Dân tộc khẩn trương hoàn thiện hồ sơ trình Thủ tướng Chính phủ theo quy định của Luật Ban hành văn bản quy phạm pháp luật.
d) Trên cơ sở quyết định của Thủ tướng Chính phủ ban hành các tiêu chí phân định, giao Ủy ban Dân tộc chủ trì, phối hợp với các bộ, ngành hướng dẫn Ủy ban nhân dân cấp tỉnh xác định các xã khu vực III, khu vực II, khu vực I và thôn đặc biệt khó khăn gửi Ủy ban Dân tộc thẩm định. Thủ tướng Chính phủ xem xét, quyết định công nhận danh sách các xã thuộc khu vực III, khu vực II, khu vực I; Ủy ban Dân tộc quyết định công nhận danh sách các thôn đặc biệt khó khăn.
9. Về Đề nghị xây dựng Luật tương trợ tư pháp về dân sự
Chính phủ cơ bản thống nhất với nội dung các chính sách của Đề nghị xây dựng Luật tương trợ tư pháp về dân sự.
Bộ Tư pháp tiếp thu ý kiến Thành viên Chính phủ và ý kiến thẩm tra của Văn phòng Chính phủ trong quá trình xây dựng, hoàn thiện dự án Luật tương trợ tư pháp về dân sự; đưa dự án Luật này vào Chương trình xây dựng luật, pháp lệnh năm 2021 để trình Quốc hội khóa XV xem xét, cho ý kiến tại Kỳ họp thứ 2, thông qua tại Kỳ họp thứ 3.
10. Về Đề nghị xây dựng Nghị định sửa đổi, bổ sung một số điều của Nghị định số 83/2014/NĐ-CP về kinh doanh xăng dầu
Chính phủ thống nhất thông qua Đề nghị xây dựng Nghị định sửa đổi, bổ sung một số điều của Nghị định số 83/2014/NĐ-CP về kinh doanh xăng dầu.
Giao Bộ Công Thương chủ trì, phối hộp với Bộ Tài chính và các bộ, cơ quan liên quan khẩn trương xây dựng và hoàn thiện dự thảo Nghị định để trình Chính phủ xem xét, ban hành theo quy định của Luật ban hành văn bản quy phạm pháp luật.
11. Về Dự án Luật Thỏa thuận quốc tế.
Bộ Ngoại giao chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các cơ quan liên quan tiếp thu ý kiến thẩm định của Bộ Tư pháp, ý kiến thẩm tra của Văn phòng Chính phủ và ý kiến của các Thành viên Chính phủ, hoàn thiện dự án Luật Thỏa thuận quốc tế, báo cáo Thủ tướng Chính phủ trước ngày 15 tháng 3 năm 2020 trước khi trình Quốc hội.
12. Về Dự án Luật sửa đổi, bổ sung một số điều của Luật Bảo vệ môi trường
Bộ Tài nguyên và Môi trường chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến Thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp và ý kiến thẩm tra của Văn phòng Chính phủ, hoàn thiện dự án Luật, báo cáo Thủ tướng Chính phủ trước ngày 15 tháng 3 năm 2020 trước khi trình Quốc hội.
13. Về Dự án Luật Người lao động Việt Nam đi làm việc ở nước ngoài theo hợp đồng (sửa đổi)
Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với Văn phòng Chính phủ, Bộ Ngoại giao, Bộ Tư pháp và các bộ, cơ quan liên quan nghiên cứu, tiếp thu ý kiến thẩm định của Bộ Tư pháp, y kiến góp ý của các bộ, ngành, địa phương, cơ quan, tổ chức liên quan và ý kiến Thành viên Chính phủ tại phiên họp, hoàn thiện Dự án Luật Người lao động Việt Nam đi làm việc ở nước ngoài theo hợp đồng (sửa đổi), báo cáo Thủ tướng Chính phủ trước ngày 15 tháng 3 năm 2020 trước khi trình Quốc hội.
14. Về xây dựng Dự thảo Nghị quyết của Quốc hội về việc giải quyết một số vấn đề vướng mắc trong quá trình tổ chức thi hành Luật đất đai
Bộ Tài nguyên và Môi trường chủ trì, phối hợp với Văn phòng Chính phủ, Bộ Tư pháp và các bộ, cơ quan liên quan tiếp thu ý kiến Thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp và ý kiến thẩm tra của Văn phòng Chính phủ, hoàn thiện dự thảo, báo cáo Phó Thủ tướng Trịnh Đình Dũng trước ngày 15 tháng 3 năm 2020.
Phân công Phó Thủ tướng Trịnh Đình Dũng trực tiếp chỉ đạo việc hoàn thiện Dự thảo Nghị quyết của Quốc hội về việc giải quyết một số vấn đề vướng mắc trong quá trình tổ chức thi hành Luật đất đai, báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội./.

RESOLUTION
On the Government’s regular meeting on February 2020

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in February 2020, held on March 03, 2020,
DECIDES:
1. Regarding the socio-economic situation in February and the first 02 months of 2020, urgent measures to achieve socio-economic development goals in the current context
The Government unanimously assessed that: Thanks to the joint efforts made by the whole political system as well as the initiative and drastic implementation of the motto "fighting the epidemic is like fighting against the enemy" of all levels and branches, we have initially control the novel coronavirus (COVID-19) outbreak well through such measures like quarantine to staunch the spread of the pandemic, which was highly appreciated by the people and the international community. The Government acknowledged and highly appreciated the efforts of all levels, sectors, military and police forces, business community and people of the country, especially the health sector, doctors and nurses, as well as the actions made by the National Steering Committee for COVID-19 Prevention and Control and the local steering committees in the prevention and control of the COVID-19.
Although the pandemic created significant impacts on many sectors and fields, the country s socio-economic situation remained relatively stable. Consumer price index (CPI) in February decreased by 0.17% over the previous month. Exports increased; trade deficit was kept under control. State budget revenues increased by 9.3% over the same period. Disbursement of public investment was higher than that of the same period last year. Industry and agriculture sectors still maintained growth momentum. The African swine fever outbreak had been kept under control. The number of newly established enterprises increased by 9.1%; registered capital rose by 47.1%. Policies for people with meritorious services, social security, people s health care, labor, employment and poverty reduction continued to receive due attention and were properly implemented. People s living standard has been improved; the number of hungry households had decreased. Education sector actively implemented measures to prevent and control outbreak, prepare conditions and ensure safety for students’ returning to school. National security and defense, as well as social order and safety were maintained. Traffic order and safety witnessed positive improvement in all three criteria. Foreign affairs continued to be an important focus.
However, due to impacts of COVID-19 outbreak, along with drought and saltwater intrusion in the Mekong Delta region, and adverse weather conditions in Northern region, many industries and fields encountered difficulties and clearly exposed their limitations. Growth rate was lower than that of the same period last year, especially in aviation, tourism, services, processing and manufacturing. Many businesses faced the risk of input material shortage... Registered investment capital of the foreign invested sector and FDI disbursement decreased. Some ministries and agencies were late in allocating public investment plans. The disbursement rate of public investment remained low. Export of some agricultural products encountered some difficulties, prices dropped, affecting the production and life of a part of farmers.
The COVID-19 outbreak was forecasted to continue to be complicated, unpredictable, greatly affecting the world economy, the region and many major partner countries, thus it may continue to influence many sectors and fields of the country and needs to be closely monitored to ensure effective responses. The Government s spirit is to stay cautious, avoid neither subjectiveness nor pessimism. All levels and branches are requested to monitor and evaluate the situation properly in order to actively take specific, appropriate and timely solutions and policies for each branch and field, strongly mobilizing the involvement of the entire political system, all levels, sectors, business communities and the people of the whole country to realize the "dual goals" of: drastically preventing, combating and controlling the outbreak, and at the same time focusing on removing difficulties, promoting production and business, ensuring social security and people s life, making the best effort to achieve the set socio-economic development objectives and tasks.
- Concerned ministries, agencies, localities, medical establishments, organizations and individuals shall continue to strictly implement the guidance of the Party Central Committee s Secretariat in Official Dispatch No. 79-CV/TW dated January 30, 2020, Directives No. 05/CT-TTg dated January 28, 2020, No. 06/CT-TTg dated January 31, 2020, and No. 10/CT-TTg dated February 25, 2020 of the Prime Minister, conclusions of the Prime Minister at meetings on COVID-19 prevention and control. Accordingly, attention should be paid to strictly implementing measures to isolate passengers traveling from affected regions or having travel record to stricken regions into Viet Nam. The Ministry of Health, the Ministry of National Defense, the Ministry of Public Security and localities shall actively and promptly implement assigned tasks, coordinate to review and propose appropriate solutions to prevent and control COVID-19 outbreak in alignment with the situation and practical requirements.
- The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the Government Office in urgently collecting comments of the Government members and delegates attending the Cabinet meeting, urgently improving and submitting to the Prime Minister to sign and issue a Directive on urgent tasks and solutions to remove difficulties for production and business, and to ensure social security in response to COVID-19 outbreak in the direction of assigning specific tasks and solutions, providing timely support to those who were affected by COVID-19 outbreak while avoiding subsidizing weak agencies, eliminating the ‘asking-giving’ mechanism, ensuring openness and transparency in supporting mechanisms and policies.
- The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the Ministry of Finance, the Government Office and other ministries, agencies and localities in carefully preparing contents to organize a national online conference on promoting disbursement of public investment capital by the end of March 2020. The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the Ministry of Science and Technology and other ministries, branches and localities in adopting solutions and policies to create favorable conditions to attract foreign direct investment, effectively implementing policies to support small and medium-sized enterprises (SMEs).
- The Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, and the State Bank of Viet Nam shall review and update growth scenarios, plans and measures to cope with situations and developments of COVID-19 outbreak and the world and regional economic situation, avoid being passive and unprepared, closely monitor fluctuations of prices and markets, ensuring to achieve objectives on inflation control and macroeconomic stability.
- Ministries, agencies and localities shall closely monitor the international and domestic situation, improve the capability of forecasting and evaluating, devise appropriate solutions and measures to promote the growth of industries, domains and areas under their respective authority; focusing on removing difficulties and obstacles, cutting unnecessary expenses for businesses and the people, timely supporting and compensating for damage caused by COVID-19 outbreak to recover and boost manufacturing and business activities. Big cities and key economic regions need to make great efforts to contribute strongly to the country s economic growth, take initiative in removing difficulties and accelerating the equitization and/or divestment of state capital in enterprises, expeditiously complete investment procedures, complete the allocation of investment plans using the state budget capital in 2020, speed up the implementation and disbursement of public investment capital, ODA capital and strongly promote private investment to create motivation for socio-economic development.
- The State Bank of Viet Nam shall continue to proactively and flexibly implement monetary policy, stabilize interest rates, exchange rates, gold and foreign exchange markets, and consolidate the State foreign exchange reserves; direct credit institutions to continue balancing capital sources to meet the demand for loans for production and business activities, reducing operating costs and lending rates; instruct credit institutions to restructure loan repayment terms, exempt or reduce interest rates, maintain debt groups... for borrowers who were in difficulties due to COVID-19 outbreak. The State Bank of Viet Nam shall urgently submit to the Prime Minister to promulgate a Decision on piloting the use of telecommunications accounts to pay for small-value services (Mobile-Money).
- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries and branches in urgently reviewing and proposing solutions to delay, postpone and extend time limit for tax and land rent payment for enterprises and those directly affected by COVID-19 outbreak. The Ministry of Finance was assigned to develop and submit to the Government for promulgation a Decree according to simplified order and procedures to promptly support affected enterprises and subjects. The Ministry was also requested to formulate appropriate solutions aligned with regulations to restore and develop the stock market effectively and sustainably.
- Ministries and agencies shall urgently review and propose exemption and reduction of fees and charges to support and remove difficulties for those affected by COVID-19 outbreak and send them to the Ministry of Finance. The Ministry of Finance shall promptly issue legal documents according to its competence or report to the Government and the Prime Minister for cases beyond its authority.
- The Ministry of Industry and Trade, the Committee for Management of State Capital at Enterprises shall direct to accelerate the progress of investing, deploying and putting into operation key projects and works of the sector, especially energy projects and works such as Thai Binh 2, Long Phu I, Quynh Lap 1 Thermal Power Plant Projects...
- The Ministry of Transport shall concentrate on directing, removing obstacles, and speeding up investment and disbursement of key transport projects and works, especially the Eastern section of the North-South Expressway Project, and the Long Thanh International Airport Project; coordinating with Ho Chi Minh City People s Committee and concerned ministries and branches to speed up the implementation of Terminal T3 at Tan Son Nhat International Airport. The Ministry was requested to strongly restructure the aviation industry, coordinate with the Committee for Management of State Capital at Enterprises and concerned ministries and branches to urgently complete procedures to upgrade and renovate runways of Tan Son Nhat and Noi Bai airports, review and provide specific solutions to support and reduce costs for enterprises in fields and sectors under its management authority, which was affected by COVID-19 outbreak, continue to effectively implement the Government s Decree No. 100/2019/ND-CP stipulating administrative sanctions in the field of road and rail transport and Directive No. 03/CT-TTg of the Prime Minister on strengthening the implementation of the Law for Prevention and Control of Alcohol Related Harm.
- The Ministry of Construction shall propose measures to be taken immediately to promote social housing development, and report to the Government at its regular meeting in March 2020.
- The Ministry of Industry and Trade and the Ministry of Finance shall urgently consider adjusting oil and gas prices in line with global market movements to support domestic production and consumption in the context of COVID-19 outbreak.
- The Ministry of Industry and Trade shall urgently review and report to the Prime Minister on results of the revised retail electricity price list for daily-life customers, paying attention to developing the domestic market, properly organizing distribution channels, promoting consumer demand, closely monitoring market movements, preparing sufficient supplies of goods, ensuring there shall be no shortage of goods, especially essential consumer goods at retail establishments. The Ministry was requested to focus on maintaining important export markets and expanding new markets, urgently complete procedures to submit to the National Assembly to approve the EU-Vietnam Free Trade Agreement (EVFTA) at the 9th session of the 14th National Assembly and submit to the Prime Minister an action plan to implement the Agreement, promote communication and guiding businesses to exploit advantages and opportunities from the Agreement, and formulate a plan to penetrate the European agricultural and fishery market. The Ministry of Industry and Trade shall coordinate with the Ministry of Agriculture and Rural Development to accelerate official market opening for a number of export agricultural products while ensuring disease prevention and control.
- The Ministry of Agriculture and Rural Development shall focus on directing the synchronous implementation of urgent measures to prevent and combat drought and saltwater intrusion, as well as prevent forest fire. The Ministry was requested to urgently submit to the Government an overall plan to boost agricultural exports and reduce costs for agricultural production, promote production and processing of agricultural products, create linkages, control diseases in cattle and poultry production, organize repopulation of the herd with an appropriate structure and devise solutions to ensure sufficient food supply for consumption, especially pork supply. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with concerned ministries and branches in, taking effective measures to reduce pork prices, and implement synchronously and effectively the recommendations of the European Commission (EC) to remove the "yellow card".
- The Ministry of Labor, Invalids and Social Affairs shall review and assess the situation and labor demand of enterprises, propose solutions to support labor supply, overcome temporary labor shortage due to COVID-19’s effects. The Ministry was assigned to instruct businesses to address workers’ rights in case of demand shortage, business halt or firing due to COVID-19’s impact in accordance with provisions of laws on labor, social insurance and related documents. The issuance of new work permits to foreign workers from COVID-19 afflicted countries and territories shall be temporarily suspended. The Ministry was assigned to monitor and provide specific plans and solutions to timely support Vietnamese workers working abroad to prevent and control COVID-19.
- The Ministry of Culture, Sports and Tourism shall foster tourism communication and promotion, demonstrating that Viet Nam is a safe and well-controlled destination amid global COVID-19 outbreak. At the same time, the Ministry shall review, take specific measures or propose competent authorities to minimize damage to businesses in the field due to COVID-19’s impact to create the most favorable conditions to attract tourists from tradition markets and seek new markets after announcing the end of the outbreak.
- The Ministry of Education and Training shall proactively continue to guide the whole sector and departments of education and training to implement measures to control, cleanse and disinfect classrooms, ensuring safety for students going to school.
- The Ministry of Justice shall assume the prime responsibility for and coordinate with the concerned ministries and agencies in continuing to review and assess problems and shortcomings of law provisions and propose competent authorities for appropriate addressing.
- The Committee for Management of State Capital at Enterprises and related ministries and branches shall focus on removing obstacles and promptly settling proposals of State-owned Groups and Corporations strictly complying with law provisions promote production and business, strive to accomplish assigned tasks and plans, and organize a preliminary assessment after more than 01 year of the Committee’s operation.
- The Ministry of National Defense and the Ministry of Public Security shall continue to closely monitor and follow up with the situation, and take initiative in coping with arising situations, ensuring national defense, security and social order and safety; as well as proactively coordinate to control immigration at border gates to create favorable conditions for review and entry procedures for tourists from non-affected areas. The 2 Ministries shall coordinate with the Ministry of Health and localities to carry out the task of COVID-19 prevention and combat.
- The Ministry of Foreign Affairs shall coordinate with the concerned ministries and agencies in properly preparing the organization of the 36th ASEAN Summit and related meetings fulfill tasks on citizen protection, especially for Vietnamese citizens in COVID-19 afflicted areas.
- The Ministry of Information and Communications shall urgently propose and report to the Prime Minister the amendment of the Decree on management and use of radio frequencies licensed via auctions following simplified procedures. The Ministry was requested to urgently complete and submit to the Prime Minister draft Decision on electronic identification codes of agencies and organizations, and draft Decision on a number of preferential regimes and specific financial mechanisms for technical staff and cyber information security incident response forces of the Ministry of Information and Communications. The Ministry was assigned to direct the media to intensify the communication on examples of good people and/or good deeds in education, labor, production and prevention of COVID-19, contributing to creating social consensus, strengthening trust in people, as well as resolutely handling cases of posting false information. The Ministry of Information and Communications shall urge ministries, ministerial-level agencies, government-attached agencies and localities to urgently complete the implementation of development planning and press management by 2025 in June 2020.
2. Regarding the implementation of Resolution No. 468/NQ-UBTVQH14 of the National Assembly Standing Committee and the proposal on the use of outstanding Government bond capital in the 2014-2016 period, which had been transferred to the 2016-2020 period according to the Resolution No. 26/2016/QH14 for implementing additional items of some projects
The Government agreed with the proposal of the Ministry of Planning and Investment stated in Report No. 1292/BC-BKHDT dated March 2, 2020.
The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government, to report to the Standing Committee of the National Assembly as prescribed. The Ministry of Planning and Investment shall be responsible for reporting information and data.
3. Regarding solutions to problems in payment for Hue-Da Nang three-way crossroad project
The Government agreed with the proposal of the Ministry of Planning and Investment stated in Report No. 1288/BC-BKHDT dated February 28, 2020.
The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government, to report to the Standing Committee of the National Assembly as prescribed. The Ministry of Planning and Investment shall be responsible for reporting information and data.
4. Regarding the performance of assigned tasks and inspection results in February of the Working Group
a) Performance of assigned tasks:
Ministers and Heads of ministerial-level agencies shall focus on directing drastically and promptly pending projects before March 10, 2020; at the same time, they were requested to proactively develop projects according to the assigned work program in March 2020 (63 projects), and prevent occurrence of any pending tasks.
b) Regarding detailing documents:
- Ministers and heads of ministerial-level agencies shall rigorously implement the Prime Minister s direction in Document No. 228/TTg-PL dated February 13, 2020, directly held responsibility for directing construction progress, as well as submitting and promulgating detailed regulations, be accountable to the National Assembly, the Government, and the Prime Minister for any delay, considering this one of the criteria for evaluating their fulfillment of assigned tasks, and a criterion for emulation and commendation titles in 2020 for heads of ministries, agencies and individuals concerned.
- For pending detailing documents: Ministries and agencies assigned to assume the prime responsibility for document drafting shall urgently submit them to the Government right after the meeting for consideration and promulgation before April 15, 2020.
- For documents detailing laws and ordinances effective from July 01, 2020: Ministries and agencies assigned to assume the prime responsibility for drafting shall submit to the Government draft Decrees before April 15, 2020, and issue Circulars according to their authority before May 15, 2020.
- The Ministry of Justice shall intensify monitoring, inspection and urging the drafting and submission of detailed documents of ministries and agencies, promptly review and propose the Prime Minister to assign ministries and agencies to assume the prime responsibility for drafting detailing documents as soon as laws and ordinances are passed. The Ministry of Justice was requested to integrate contents to be specified in a document to minimize the promulgation of many documents detailing a Law or an Ordinance.
c) Regarding the task of e-government building:
- Ministry of Information and Communications - the standing body to build e-government - and related ministries and agencies shall urgently complete and submit to the Government for promulgation of relevant legal documents on e-Government before April 30, 2020.
- Heads of ministries, branches and localities shall exemplify the use of personal digital signatures in processing work files in the cyber environment. They were requested to closely coordinate in connecting and interconnecting document management and administration software to ensure 100% of electronic documents sent and received at all 4 levels of government, and 80% of units under the Ministry, 60% of units of provincial-level People s Committees, and 30% of units of district-level People s Committees handle documents and work files (except confidential documents) online.
- Completing the construction and operation of the Reporting and Information System of ministries, branches and localities in connection with the Government’s Reporting and Information System to form a National Reporting and Information System in the second quarter of 2020, and ensuring that by the end of 2020, at least 30% of the reporting regime within the scope of management shall be implemented in the Reporting and Information System of ministries, branches and localities.
- The ministries and agencies selected to conduct pilots shall urgently accelerate the progress, ensuring the completion of connection and interconnection with the Government’s Reporting and Information in March 2020.
d) Regarding the working results with the Committee for Management of State Capital at Enterprises:
- The Committee for Management of State Capital at Enterprises shall continue to accompany enterprises, urgently handle each problem and/or shortcoming under its authority, and at the same time proactively propose the competent authorities handling plans.
- Ministries and agencies shall actively coordinate with the Committee in resolving outstanding tasks of enterprises before transferring rights and obligations of owner’s representative to the Committee for Management of State Capital at Enterprises.
- The Ministry of Planning and Investment shall urgently submit to the Government for promulgation a Resolution to remove obstacles in investment activities of State-owned enterprises under the Committee for Management of State Capital at Enterprises in March 2020.
- The Ministry of Home Affairs shall promptly expose and propose to the Prime Minister specific mechanisms on recruiting controllers at State-owned enterprises under the Committee for Management of State Capital at Enterprises.
- The Working Group of the Prime Minister shall review problems and weaknesses affecting production and business activities of Corporations and Groups to propose the Government and the Prime Minister solutions to handle them. It was assigned to urge and inspect the reorganization, equitization, divestment and restructuring of State-owned enterprises that had not transferred their representative to the Committee for Management of State Capital at Enterprises.
5. Regarding the funding for management and maintenance of national railway infrastructure
The Ministry of Justice shall preside over and reach an agreement with the Ministry of Transport, the Committee for Management of State Capital at Enterprises, the Ministry of Finance, and other related ministries and agencies to urgently consider two options reported by the Ministry of Transport to the Government in Document No. 1805/BC-BGTVT dated March 3, 2020 to propose solutions for funding for management and maintenance of national railway infrastructure, and report to the Government’s Standing Committee.
6. Regarding adjustments to tasks assigned in Resolution No. 137/NQ-CP dated December 30, 2017
The Government agreed as follows:
- Ministries, agencies and localities shall coordinate closely with the Ministry of Health in strictly implementing the Government s Resolution No. 137/NQ-CP dated December 31, 2017 promulgating the Government s Action Program for implementation, Resolution No. 21-NQ/TW dated October 25, 2017 on population work in the new situation, and periodically report to the Government and the Prime Minister on the implementation results.
- To transfer 03 tasks from the Ministry of Home Affairs to the Ministry of Health, including: "building a model and organizing a specialized apparatus in charge of population work at all levels", "developing a Project on inter-sectoral coordination mechanism related to population and development", "formulating a Project piloting a network of collaborators performing population, family and children work in the community" to integrate them into the Project "Studying organizational models on State management of population and development in the 2021 - 2030 period" into a Project named "Study and build a model on organizational structure, network and inter-sectoral coordination mechanisms for population and development at all levels" to submit to the Prime Minister in 2020.
7. Regarding the determination of salary fund in 2018, 2019 of 06 Groups and Corporations
The Government agreed to waive the Committee for Management of State Capital at Enterprises from approving salary plans in 2018 and 2019, and allow it to review the salary plans in 2018 and 2019, which had been approved by Construction Groups and Corporations in accordance with current regulations to determine data on wages made in 2018, 2019. On that basis, the Committee for Management of State Capital shall direct the development and approval of salary plan in 2020 and subsequent years according to current regulations.
8. Regarding the Scheme of criteria for delineating ethnic minority and mountainous areas by development levels in the 2021-2025 period
In principle, the Government agreed with the proposal of the Committee for Ethnic Minorities stated in Report No. 236/TTr-UBDT dated February 29, 2020 on the Scheme of criteria for delineating ethnic minority and mountainous areas by development levels in the 2021-2025 period. The proposal requested to:
a) Identify ethnic minority and mountainous areas which are communes and villages with ethnic minority households accounting for 15% or more.
b) Delineate ethnic minority and mountainous areas according to their development levels into 3 categories of difficult areas and villages to implement policies and tasks under the National Assembly s Resolution No. 88/2019/QH14 and the National Target Program on socio-economic development in ethnic minority and mountainous areas in the 2021-2025 period, specifically:
- Extremely difficult areas (Communes of Region III, extremely difficult villages): are communes and villages with high poverty rate, underdeveloped socio-economic conditions, low human resource quality, weak infrastructure, especially in transportation, difficult conditions for medical examination and treatment... The above-mentioned communes and villages shall be given priority by the State for infrastructure investment to create livelihoods and develop human resources and policies to ensure social security for people to access basic services, gradually narrowing gaps with developed region.
- Difficult areas (Communes of Region II): are communes with a large number of ethnic minorities living in communities, lacking one or a number of conditions on infrastructure and access to basic social services. For Region II communes, the State shall support to create livelihoods, making investment in a part of the missing infrastructure, mainly to implement policies for the people.
- Areas with some existing initial development (Communes of Region I): are communes that have reached new rural standards; communes with poverty rate below 10%. For communes of Region I, policies for people of poor and near-poor households shall be implemented.
c) The Prime Minister was assigned to decide the criteria to delineate ethnic minority and mountainous areas. The Committee for Ethnic Minorities Affairs was assigned to urgently complete the dossier to submit to the Prime Minister in accordance with the Law on Promulgation of Legal Documents.
d) On the basis of the Prime Minister s decision, criteria for delimitation shall be issued and the Committee for Ethnic Minorities was assigned to assume the prime responsibility for and coordinate with ministries and branches in guiding provincial-level People s Committees in identifying communes under Region III, Region II, and Region I and extremely difficult villages to submit to the Committee for Ethnic Minorities’ appraisal. The Prime Minister shall consider and decide to recognize the list of communes of Region III, Region II and Region I. The Committee for Ethnic Minorities Affairs shall decide to recognize the list of extremely difficult villages.
9. Regarding the proposal to formulate a Law on mutual legal assistance on civil matters
In principle, the Government agreed with the contents of the Proposal to develop a Law on mutual legal assistance on civil matters.
The Ministry of Justice shall collect comments from the Government Members and the verification of the Government Office in the course of elaborating and finalizing the Law on mutual legal assistance on civil matters; and put this Law project into the 2021 law- and ordinance-making program to submit to the 15thNational Assembly for consideration and comment at its 2ndSession, for adoption at the 3rd Session.
10. Regarding the proposal to develop a Decree amending and supplementing a number of articles of Decree No. 83/2014/ND-CP on oil and gas trading
The Government unanimously approved the proposal to develop a Decree amending and supplementing a number of articles of Decree No. 83/2014/ND-CP on oil and gas trading.
The Ministry of Industry and Trade was assigned to assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned ministries and agencies in, urgently elaborating and finalizing a draft Decree to submit to the Government for consideration and promulgation according to the Law on Promulgation of Legal Documents.
11. Regarding the draft Law of International Agreements
The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Government Office and relevant agencies in collecting comments from the Ministry of Justice, opinions of the Government Office and opinions of Government members to finalize the draft Law on International Agreements, and reporting to the Prime Minister before March 15, 2020 before submitting it to the National Assembly.
12. Regarding the draft Law amending and supplementing a number of articles of the Law on Environmental Protection
The Ministry of Natural Resources and Environment shall assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and concerned ministries and agencies in collecting comments from the Government Members, the Ministry of Justice s appraisal opinions and the Government Office’ verification opinions to finalize the draft Law, and reporting to the Prime Minister before March 15, 2020 before submitting it to the National Assembly.
13. Regarding the draft (revised) Law on Vietnamese workers working abroad under contract
The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for and coordinate with the Government Office, the Ministry of Foreign Affairs, the Ministry of Justice and concerned ministries and agencies in studying and collecting the Ministry of Justice’s appraisal opinions and opinions of relevant ministries, branches, localities, agencies and organizations, as well as those of the Government Members at the meeting to finalize the (revised) Law on Vietnamese workers working abroad under contract, to report to the Prime Minister before March 15, 2020 before submitting it to the National Assembly.
14. Regarding the drafting of the National Assembly s Resolution on resolving a number of problems in organizing the implementation of the Law on Land
The Ministry of Natural Resources and Environment shall assume the prime responsibility for and coordinate with the Government Office, the Ministry of Justice and relevant ministries and agencies in collecting comments from the Government Members, the Ministry of Justice s appraisal opinions and the Government Office’s verification opinions to finalize the draft, and reporting to Deputy Prime Minister Trinh Dinh Dung before March 15, 2020.
Deputy Prime Minister Trinh Dinh Dung was assigned to directly direct the completion of the National Assembly’s draft Resolution resolving a number of problems in organizing the implementation of the Law on Land and reporting to the Prime Minister before submitting it to the National Assembly./.
