Nội dung này nằm trong Nghị quyết 150/NQ-CP về phiên họp Chính phủ thường kỳ tháng 11 năm 2018, được Chính phủ ban hành ngày 13/12/2018.
Theo đó, Chính phủ giao Bộ Tài chính có nhiệm vụ nghiên cứu, đề xuất giải pháp triển khai hỗ trợ cho doanh nghiệp siêu nhỏ và doanh nghiệp chuyển đổi từ hộ kinh doanh chuyển đổi lên doanh nghiệp. Đồng thời, siết chặt quản lý hình thức kinh doanh dịch vụ đòi nợ.
Ngoài ra, Chính phủ cũng chỉ đạo Bộ Công an xử lý nghiêm các trường hợp lợi dụng hình thức kinh doanh dịch vụ đòi nợ để xâm phạm tính mạng, tài sản của người dân; phối hợp với Mặt trận Tổ quốc Việt Nam, Ngân hàng Nhà nước Việt Nam có giải pháp ngăn chặn tình trạng cho vay nặng lãi, tín dụng đen và phòng, chống tội phạm trong lĩnh vực tín dụng, ngân hàng.
Chính phủ thống nhất dừng thực hiện giải pháp gia hạn nộp thuế và hoàn thuế GTGT theo quy định tại Nghị quyết 63/NQ-CP. Cụ thể, dừng gia hạn nộp thuế tối đa 60 ngày với số tiền thuế GTGT của máy móc, thiết bị nhập khẩu để tạo tài sản cố định của dự án đầu tư mà tổng giá trị nhập khẩu từ 100 tỷ đồng trở lên; dừng gia hạn nộp thuế tối đa 02 năm đối với dự án đầu tư chưa được thanh toán vốn đầu tư xây dựng cơ bản…

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 11 năm 2018, tổ chức vào ngày 03 tháng 12 năm 2018,
QUYẾT NGHỊ:
1. Về tình hình kinh tế - xã hội tháng 11 và 11 tháng năm 2018; tình hình thực hiện Nghị quyết số 01/NQ-CP ngày 01 tháng 01 năm 2018 của Chính phủ
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội tháng 11 và 11 tháng đầu năm 2018 tiếp tục chuyển biến tích cực và đạt kết quả khá toàn diện trên các ngành, lĩnh vực. Kinh tế vĩ mô ổn định; lạm phát được kiểm soát; các cân đối lớn cơ bản được bảo đảm; thị trường vàng, ngoại tệ ổn định; thu ngân sách nhà nước đạt 92,7% dự toán. Xuất khẩu tăng 14,4%; trong đó, khu vực kinh tế trong nước tăng 17,2%, khu vực có vốn đầu tư nước ngoài tăng 13,4%, xuất siêu ước đạt 6,8 tỷ USD. Sản xuất nông nghiệp phát triển tốt, năng suất và sản lượng lúa mùa tăng; xây dựng nông thôn mới vượt mục tiêu năm 2018. Sản xuất công nghiệp tăng mạnh, chỉ số IIP tăng 10,1%, trong đó ngành chế biến, chế tạo tiếp tục giữ vị trí dẫn đầu, tăng 12,2%. Tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng tăng 11,5%; thu hút khách du lịch quốc tế đến Việt Nam tăng 21,3%. Niềm tin kinh doanh được cải thiện; gần 32 nghìn doanh nghiệp quay trở lại hoạt động; Chỉ số Nhà quản trị mua hàng (PMI) đạt 56,5 điểm, cao nhất trong 7 năm trở lại đây. Hoạt động khoa học và công nghệ, khởi nghiệp đổi mới sáng tạo được đẩy mạnh. Các lĩnh vực giáo dục, y tế, lao động, việc làm, an sinh xã hội, thể thao, văn hóa, thông tin, truyền thông được quan tâm thực hiện. Ngày hội “Đại đoàn kết toàn dân tộc”. diễn ra trong không khí vui tươi, phấn khởi. Công tác đối ngoại đạt nhiều kết quả quan trọng.
Bên cạnh những kết quả đạt được, nước ta còn đối mặt với nhiều khó khăn, thách thức, đặc biệt là việc giữ ổn định kinh tế vĩ mô và kiểm soát lạm phát trong bối cảnh tình hình thị trường tài chính, tiền tệ quốc tế có nhiều biến động. Giải ngân vốn đầu tư công chưa đạt yêu cầu đề ra. Số lượng doanh nghiệp ngừng kinh doanh có thời hạn, ngừng hoạt động, chờ giải thể, giải thể tăng. Một số vấn đề xã hội như bạo lực đối với học sinh, trẻ em, tệ nạn ma túy.... gây bức xúc dư luận. Tình hình tai nạn giao thông, cháy nổ, mất an ninh trật tự, tội phạm trên một số địa bàn diễn biến phức tạp, ảnh hưởng đến an toàn của nhân dân.
Để hoàn thành thắng lợi toàn diện các mục tiêu, chỉ tiêu của kế hoạch phát triển kinh tế - xã hội năm 2018, tạo đà vững chắc cho năm 2019, Chính phủ yêu cầu các cấp, các ngành; từng Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương đề cao trách nhiệm cá nhân người đứng đầu, không được chủ quan, theo dõi sát tình hình quốc tế và trong nước, chỉ đạo sâu sát, điều hành quyết liệt, đồng bộ các nhiệm vụ, giải pháp đã đề ra, tăng cường kỷ luật, kỷ cương hành chính, tập trung xử lý, giải quyết những hạn chế, bất cập của từng ngành, lĩnh vực, địa phương, không né tránh, không ngại va chạm; đổi mới tư duy, xóa bỏ quan điểm lạc hậu, ỷ lại, trông chờ, khuyến khích đổi mới, sáng tạo, tạo sức lan tỏa về khát vọng dân tộc tới cộng đồng doanh nghiệp và từng người dân. Tập trung thực hiện một số nội dung sau:
- Các bộ, ngành, địa phương khẩn trương tổng kết, đánh giá những việc đã làm được, chưa làm được, nguyên nhân của những tồn tại, hạn chế và kinh nghiệm rút ra để từng bộ, ngành, địa phương làm tốt hơn, hiệu quả hơn nữa trong năm 2019. Chủ động xây dựng chương trình hành động thực hiện Nghị quyết của Chính phủ về những nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành kế hoạch phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2019 phù hợp với điều kiện thực tiễn của từng ngành, từng lĩnh vực, từng địa phương để triển khai thực hiện ngay từ ngày đầu năm 2019.
- Các bộ, cơ quan, địa phương tập trung chỉ đạo thúc đẩy phát triển sản xuất kinh doanh, đáp ứng nhu cầu thị trường dịp cuối năm và Tết Nguyên đán; chuẩn bị các điều kiện phục vụ Nhân dân đón Tết. Các Bộ: Công Thương, Tài chính, Nông nghiệp và Phát triển nông thôn và các địa phương chỉ đạo chuẩn bị nguồn cung những mặt hàng thiết yếu phục vụ nhu cầu tiêu dùng của người dân, tăng cường quản lý thị trường, giá cả, phòng, chống buôn lậu và gian lận thương mại. Bộ Lao động - Thương binh và Xã hội và các địa phương tổ chức chăm lo Tết cho người có công, các đối tượng chính sách, nhất là ở vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn, vùng sâu, vùng xa, vùng đồng bào dân tộc thiểu số, vùng bị ảnh hưởng bởi thiên tai. Bộ Giao thông vận tải chỉ đạo chuẩn bị phương án vận tải phục vụ nhu cầu đi lại của người dân. Bộ Công an chỉ đạo lực lượng bảo đảm trật tự, an toàn xã hội. Giao Văn phòng Chính phủ chủ trì, phối hợp với các bộ, cơ quan liên quan xây dựng, trình Thủ tướng Chính phủ xem xét, ký ban hành Chỉ thị về việc chuẩn bị các điều kiện phục vụ Nhân dân đón Tết Nguyên đán Kỷ Hợi.
- Phó Thủ tướng Vương Đình Huệ chỉ đạo Bộ Tài chính và các bộ, cơ quan quản lý giá chuyên ngành chuẩn bị kỹ, đề xuất phương án điều chỉnh giá một số mặt hàng, dịch vụ thiết yếu do Nhà nước quản lý với mức độ, thời điểm phù hợp; đồng thời chuẩn bị kịch bản điều hành giá năm 2019; chỉ đạo Ngân hàng Nhà nước Việt Nam và Bộ Tài chính phối hợp chặt chẽ trong điều hành chính sách tài khóa và chính sách tiền tệ, bảo đảm mục tiêu kiểm soát lạm phát, thúc đẩy tăng trưởng kinh tế.
- Ngân hàng Nhà nước Việt Nam tiếp tục theo dõi diễn biến tỷ giá, lãi suất, điều hành chủ động, linh hoạt chính sách tiền tệ, bảo đảm thanh khoản của các tổ chức tín dụng, ổn định thị trường tiền tệ, ngoại hối, đáp ứng nhu cầu tín dụng hợp lý cho nền kinh tế. Tăng cường thanh tra, kiểm soát, bảo đảm hệ thống các tổ chức tín dụng hoạt động an toàn, hiệu quả.
- Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Văn phòng Chính phủ và các bộ, cơ quan liên quan hoàn thiện dự thảo Nghị quyết của Chính phủ về cải thiện môi trường kinh doanh, nâng cao năng lực cạnh tranh năm 2019; gửi xin ý kiến các bộ, cơ quan liên quan để hoàn thiện, trình Hội nghị Chính phủ với địa phương tháng 12 năm 2018. Chủ trì nghiên cứu, đề xuất cụ thể việc triển khai thực hiện một số chính sách hỗ trợ quy định tại Luật Hỗ trợ doanh nghiệp nhỏ và vừa, báo cáo Thủ tướng Chính phủ trong tháng 1 năm 2019. Phối hợp với Bộ Tài chính tập trung đôn đốc các bộ, ngành địa phương đẩy nhanh tiến độ giải ngân vốn đầu tư công năm 2018, phấn đấu giải ngân 100% kế hoạch, nhất là đối với các dự án lớn, quan trọng quốc gia, các chương trình mục tiêu quốc gia; tăng cường thanh tra, kiểm tra, bảo đảm sử dụng vốn đầu tư công đúng mục đích hiệu quả, tiết kiệm, chống tham nhũng, lãng phí, lợi ích nhóm; công khai các bộ, ngành, địa phương giải ngân chậm.
- Bộ Tài chính chỉ đạo ngành thuế đẩy mạnh chống thất thu, chuyển giá và nợ đọng thuế, rà soát kỹ các khoản thu, bảo đảm hoàn thành vượt kế hoạch thu ngân sách nhà nước năm 2018. Tăng cường thanh tra, kiểm tra về giá, thuế, phí, lệ phí, nhất là đối với với các mặt hàng, dịch vụ thiết yếu. Khẩn trương phối hợp với Văn phòng Chính phủ hoàn thiện, trình Thủ tướng Chính phủ ban hành Chỉ thị về tăng cường công tác chỉ đạo cơ cấu lại, sắp xếp, đổi mới, cổ phần hóa, thoái vốn doanh nghiệp nhà nước. Siết chặt quản lý hình thức kinh doanh dịch vụ đòi nợ. Nghiên cứu, đề xuất giải pháp triển khai chính sách ưu đãi thuế cho doanh nghiệp nhỏ và vừa, một số chính sách hỗ trợ cho doanh nghiệp siêu nhỏ và doanh nghiệp chuyển đổi từ hộ kinh doanh chuyển đổi lên doanh nghiệp được quy định tại Luật Hỗ trợ doanh nghiệp nhỏ và vừa, báo cáo Thủ tướng Chính phủ trong tháng 1 năm 2019.
- Bộ Nông nghiệp và Phát triển nông thôn chủ động thực hiện các giải pháp đẩy mạnh tái cơ cấu ngành nông nghiệp; chú trọng phát triển các mặt hàng chủ lực, có nhiều tiềm năng, lợi thế; đẩy mạnh ứng dụng công nghệ cao trong sản xuất, chế biến, bảo quản nông sản. Phối hợp với Bộ Công Thương thường xuyên theo dõi, nắm bắt tình hình, chủ động triển khai giải pháp ứng phó với việc thay đổi chính sách thương mại của các nước.
- Bộ Công Thương chịu trách nhiệm toàn diện về việc đảm bảo cung ứng đủ điện cho phát triển kinh tế - xã hội và đời sống nhân dân. Thực hiện hiệu quả các giải pháp cơ cấu lại ngành công nghiệp. Nghiên cứu, phân tích quy luật, tình hình xuất nhập khẩu dịp cuối năm, có giải pháp phù hợp bảo đảm tăng trưởng xuất khẩu, hạn chế nhập khẩu. Chỉ đạo đẩy mạnh sản xuất kinh doanh, tăng cường tuyên truyền, quảng bá, khuyến khích tiêu dùng sản phẩm nội địa với phương châm “Hàng Việt Nam chinh phục người Việt Nam”. Tổ chức triển khai thực hiện Hiệp định CPTPP; khẩn trương đề xuất các dự án luật có liên quan cần sửa đổi, bổ sung để đưa vào Chương trình xây dựng luật, pháp lệnh năm 2019. Phối hợp với Bộ Ngoại giao và các bộ ngành liên quan thúc đẩy đàm phán để phấn đấu thông qua Hiệp định thương mại tự do giữa Việt Nam - Châu Âu (EVFTA) trước tháng 5 năm 2019.
- Bộ Xây dựng nâng cao hiệu quả công tác quản lý nhà nước về phát triển đô thị. Chủ động giải pháp kiểm soát, thúc đẩy phát triển bền vững thị trường bất động sản. Chỉ đạo bảo đảm tiến độ, chất lượng xây dựng dự án Nhà Quốc hội Lào, coi đây là nhiệm vụ chính trị quan trọng của ngành.
- Ủy ban quản lý vốn nhà nước tại doanh nghiệp và các bộ, ngành, địa phương liên quan đôn đốc, kiểm tra, giám sát tình hình thực hiện kế hoạch sản xuất kinh doanh của các tập đoàn kinh tế, tổng công ty nhà nước được giao quản lý. Ủy ban quản lý vốn nhà nước tại doanh nghiệp báo cáo Thủ tướng Chính phủ về tình hình các tập đoàn kinh tế, tổng công ty nhà nước được giao quản lý trong quý I năm 2019; phối hợp với các bộ, cơ quan liên quan đề xuất cơ chế đầu tư theo quy định để thực hiện các dự án quan trọng quốc gia, dự án lớn, có yếu tố bảo đảm an ninh quốc phòng; phối hợp với Bộ Giao thông vận tải thống nhất việc thực hiện Dự án Cảng Hàng không quốc tế Long Thành và Dự án mở rộng sân bay Tân Sơn Nhất, báo cáo cấp có thẩm quyền xem xét, quyết định.
- Bộ Giao thông vận tải tập trung hoàn thiện thủ tục đầu tư, đẩy nhanh tiến độ triển khai, thi công, hoàn thiện các dự án, công trình trọng điểm của ngành, bảo đảm chất lượng. Nâng cao chất lượng đào tạo, sát hạch, cấp giấy phép lái xe. Tăng cường công tác bảo đảm an ninh, an toàn hàng không, hàng hải, đường bộ, đường thủy nội địa. Thực hiện quyết liệt các giải pháp xóa bỏ các điểm đen về mất an toàn giao thông.
- Bộ Văn hóa, Thể thao và Du lịch tập trung khắc phục bất cập trong công tác quản lý nhà nước về du lịch; tăng cường ứng dụng công nghệ thông tin trong phát triển du lịch. Đẩy mạnh xúc tiến, quảng bá các sản phẩm du lịch đặc sắc, có tính cạnh tranh cao so với các điểm đến trong khu vực. Chủ động xây dựng, triển khai kế hoạch tổ chức kỷ niệm 129 năm ngày sinh và Lễ tưởng niệm 50 năm ngày mất của Chủ tịch Hồ Chí Minh.
- Bộ Lao động - Thương binh và Xã hội thực hiện tốt các chính sách an sinh xã hội và Chương trình mục tiêu quốc gia giảm nghèo bền vững: Phối hợp chặt chẽ với Bộ Giáo dục và Đào tạo, các bộ, ngành, đoàn thể liên quan thực hiện đồng bộ các giải pháp phòng, chống bạo hành trẻ em, học sinh; kịp thời phát hiện, ngăn chặn, xử lý nghiêm các hành vi bạo lực, xâm hại trẻ em và học sinh.
- Bộ Y tế chỉ đạo nâng cao chất lượng khám chữa bệnh phục vụ nhân dân; triển khai quản lý hồ sơ theo dõi sức khỏe đến từng người dân, thực hiện tốt y tế cơ sở; tập trung chỉ đạo đẩy nhanh tiến độ, hoàn thành toàn bộ dự án cơ sở 2 của Bệnh viện Bạch Mai và Bệnh viện Việt Đức để phục vụ khám chữa bệnh cho Nhân dân. Chủ động giải pháp thực hiện hiệu quả việc liên thông khám chữa bệnh bằng thẻ bảo hiểm y tế từ năm 2021 theo quy định của Luật bảo hiểm y tế, nhất là tại Thành phố Hà Nội và Thành phố Hồ Chí Minh. Thực hiện hiệu quả việc kết nối các cơ sở cung ứng thuốc. Tăng cường phối hợp kiểm tra, kiểm soát bảo đảm an toàn thực phẩm, nhất là trong dịp Tết.
- Bộ Giáo dục và Đào tạo rà soát, chấn chỉnh công tác quản lý giáo dục mầm non, giáo dục phổ thông. Phối hợp với Bộ Lao động - Thương binh và Xã hội và các địa phương đôn đốc, chỉ đạo thực hiện quyết liệt các giải pháp phòng, chống bạo hành trẻ em và học sinh.
- Bộ Khoa học và Công nghệ phối hợp chặt chẽ với các bộ, ngành, địa phương, các hiệp hội, đoàn thể thúc đẩy phát triển hệ sinh thái khởi nghiệp đổi mới sáng tạo quốc gia. Chủ trì, phối hợp với các bộ, ngành liên quan xây dựng các nhiệm vụ, giải pháp cụ thể tiếp thu, tiến tới làm chủ các công nghệ cốt lõi của cuộc Cách mạng công nghiệp lần thứ tư. Tập trung phát triển và khai thác tài sản trí tuệ.
- Bộ Nội vụ chủ trì, phối hợp với Bộ Giáo dục và Đào tạo, Bộ Kế hoạch và Đầu tư có chính sách thu hút nhân tài làm việc trong các cơ quan hành chính nhà nước.
- Trong khi chưa sửa đổi, bổ sung Nghị định số 24/2014/NĐ-CP và Nghị định số 37/2014/NĐ-CP về cơ quan chuyên môn thuộc Ủy ban nhân dân cấp tỉnh, cấp huyện, giữ ổn định tổ chức và hoạt động của các cơ quan chuyên môn thuộc Ủy ban nhân dân cấp tỉnh và cấp huyện theo quy định pháp luật hiện hành. Bộ Nội vụ theo dõi, tổng hợp nhu cầu kiện toàn, tổ chức lại các cơ quan, đơn vị ở địa phương, báo cáo xin ý kiến Thủ tướng Chính phủ.
- Bộ Tài nguyên và Môi trường tích cực triển khai, đẩy nhanh tiến độ hơn nữa các chương trình, dự án ứng phó, thích ứng với biến đổi khí hậu. Chủ trì, phối hợp với các bộ, cơ quan, địa phương liên quan làm rõ trách nhiệm, đẩy mạnh xử lý rác thải sinh hoạt khu vực nông thôn.
- Bộ Quốc phòng chỉ đạo lực lượng tăng cường tuần tra, kiểm soát bảo đảm an toàn cho ngư dân và các hoạt động kinh tế trên biển, đảo; chủ động phương án xử lý các tình huống cụ thể, bảo đảm giữ vững chủ quyền biển, đảo. Tăng cường chỉ đạo phối hợp phòng, chống buôn lậu, gian lận thương mại khu vực biên giới.
- Bộ Công an tiếp tục chỉ đạo theo dõi sát tình hình, chủ động phương án ứng phó và kịp thời xử lý, ngăn chặn có hiệu quả các âm mưu và hoạt động chống phá Đảng, Nhà nước của các thế lực thù địch, phản động và phòng, chống các loại tội phạm, bảo đảm an ninh và trật tự an toàn xã hội; xử lý nghiêm các trường hợp lợi dụng hình thức kinh doanh dịch vụ đòi nợ để xâm phạm tính mạng, tài sản của người dân; phối hợp với Mặt trận Tổ quốc Việt Nam, Ngân hàng Nhà nước Việt Nam có giải pháp ngăn chặn tình trạng cho vay nặng lãi, tín dụng đen và phòng, chống tội phạm trong lĩnh vực tín dụng, ngân hàng. Chủ trì, phối hợp với Bộ Quốc phòng, Bộ Thông tin và Truyền thông chủ động phòng ngừa, phát hiện, ngăn chặn đấu tranh với các hoạt động sử dụng không gian mạng xâm phạm an ninh quốc gia, quyền và lợi ích hợp pháp của tổ chức, cá nhân.
- Bộ Ngoại giao triển khai hiệu quả các kết quả Hội nghị thượng đỉnh ASEAN 33, APEC 2018; phối hợp với các bộ, ngành tiếp tục đẩy mạnh ngoại giao kinh tế, tranh thủ các hoạt động đối ngoại cấp cao để thúc đẩy hợp tác kinh tế với các đối tác. Phối hợp với Bộ Công Thương đẩy mạnh vận động để sớm ký và phê chuẩn EVFTA.
- Phó Thủ tướng Trương Hòa Bình tiếp tục chỉ đạo hoàn thiện các kết luận thanh tra các vụ việc nổi cộm, dư luận quan tâm, báo cáo Thường trực Chính phủ. Yêu cầu các cấp, các ngành chủ động xử lý những vấn đề bức xúc trong nhân dân, không để phát sinh thành khiếu kiện phức tạp.
- Thành lập Tổ công tác đặc biệt do Phó Thủ tướng Trương Hòa Bình là Tổ trưởng, thành viên là lãnh đạo Văn phòng Chính phủ, Thanh tra Chính phủ, một số bộ, cơ quan và địa phương liên quan để trực tiếp giải quyết, kết luận một số vụ việc khiếu nại, tố cáo phức tạp, kéo dài.
- Bộ Thông tin và Truyền thông chỉ đạo các cơ quan thông tấn, báo chí thông tin trung thực khách quan, tạo cảm hứng cho phát triển, đổi mới, sáng tạo và thể hiện khát vọng dân tộc. Kiên quyết xử lý các trường hợp đưa tin sai sự thật. Tăng cường kỷ luật phát ngôn, xử lý nghiêm các trường hợp lợi dụng quyền tự do ngôn luận, vi phạm lợi ích của Nhà nước, quyền và lợi ích hợp pháp của tổ chức, công dân. Triển khai quy hoạch băng tần cho 5G; thực hiện đồng bộ các giải pháp quản lý SIM điện thoại di động, chấn chỉnh, xử lý nghiêm các vi phạm trong sử dụng SIM trái pháp luật.
- Các bộ, cơ quan khẩn trương tổ chức triển khai, thực hiện hiệu quả các Kết luận của Bộ Chính trị, Nghị quyết Hội nghị Trung ương 8 (khóa XII), các Nghị quyết, Luật của Quốc hội khóa XIV kỳ họp thứ 6.
2. Về việc giao kế hoạch vốn năm 2018 cho công tác chuẩn bị đầu tư các dự án thành phần thuộc Dự án xây dựng một số đoạn đường bộ cao tốc trên tuyến Bắc - Nam phía Đông giai đoạn 2017 - 2020 có quyết định và dự toán chuẩn bị đầu tư sau ngày 31 tháng 10 năm 2017
Chính phủ thống nhất việc giao kế; hoạch vốn trái phiếu Chính phủ năm 2018 cho công tác chuẩn bị đầu tư một số dự án thành phần thuộc Dự án xây dựng một số đoạn đường bộ cao tốc trên tuyến Bắc - Nam phía Đông giai đoạn 2017 - 2020 theo đề xuất của Bộ Kế hoạch và Đầu tư nêu tại Báo cáo số 8582/BC-BKHĐT ngày 30 tháng 11 năm 2018. Giao Bộ Kế hoạch và Đầu tư khẩn trương triển khai thực hiện theo quy định.
3. Về Dự thảo Nghị quyết của Chính phủ về những nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2019
Giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, hoàn thiện dự thảo Nghị quyết về những nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2019; gửi xin ý kiến các bộ, cơ quan, địa phương, trước khi trình Hội nghị Chính phủ với địa phương tháng 12 năm 2018.
Giao các bộ, cơ quan, địa phương tiếp tục tổng kết, đánh giá tình hình thực hiện Nghị quyết số 01/NQ-CP ngày 01 tháng 01 năm 2018, đồng thời tập trung nghiên cứu, bám sát các chủ trương, đường lối, chính sách, mục tiêu, chỉ tiêu phát triển kinh tế - xã hội mà Đảng và Quốc hội giao; xác định nhiệm vụ, giải pháp đột phá, giải quyết những bất cập, điểm nghẽn của ngành, lĩnh vực trong năm 2019; gửi Bộ Kế hoạch và Đầu tư trước ngày 15 tháng 12 năm 2018 để tổng hợp, đưa vào Nghị quyết về những nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành phát triển kinh tế - xã hội và dự toán ngân sách ngân sách nhà nước năm 2019.
4. Về ứng trước kế hoạch đầu tư công trung hạn giai đoạn 2016-2020 cho Ngân hàng Phát triển Việt Nam
Chính phủ thống nhất nguyên tắc ứng trước kế hoạch vốn trung hạn giai đoạn 2016 - 2020 để cấp bù chênh lệch lãi suất và phí quản lý ngân sách nhà nước cấp thiếu đến hết năm 2014 cho Ngân hàng Phát triển Việt Nam nếu đáp ứng đủ điều kiện theo quy định của Luật Ngân sách nhà nước năm 2015. Giao Bộ Tài chính chủ trì, phối hợp với Bộ Kế hoạch và Đầu tư rà soát cơ sở pháp lý, báo cáo Thường trực Chính phủ về việc ứng trước kế hoạch vốn trung hạn giai đoạn 2016 - 2020 cho Ngân hàng Phát triển Việt Nam, bảo đảm đúng quy định của Luật Ngân sách nhà nước, Luật đầu tư công và các quy định pháp luật liên quan.
5. Việc dừng thực hiện giải pháp gia hạn nộp thuế và hoàn thuế giá trị gia tăng quy định tại Nghị quyết số 63/NQ-CP ngày 25/8/2014 của Chính phủ
Chính phủ thống nhất dừng thực hiện giải pháp gia hạn nộp thuế và hoàn thuế giá trị gia tăng của Nghị quyết số 63/NQ-CP ngày 25 tháng 8 năm 2014. Giao Bộ Tài chính ban hành văn bản hướng dẫn thực hiện.
6. Về tình hình ban hành văn bản quy định chi tiết; tình hình ban hành văn bản cắt giảm điều kiện kinh doanh và thủ tục kiểm tra chuyên ngành; kết quả kiểm tra của Tổ công tác của Thủ tướng Chính phủ tháng 11 năm 2018
a) Về tình hình văn bản quy định chi tiết:
Các Bộ, cơ quan còn nợ đọng văn bản quy định chi tiết khẩn trương hoàn thiện, trình ký ban hành hoặc ban hành theo thẩm quyền; đồng thời đẩy nhanh tiến trình ban hành hoặc ban hành theo thẩm quyền các văn bản quy định chi tiết các luật, pháp lệnh có hiệu lực thi hành từ ngày 01 tháng 01 năm 2019.
b) Về tình hình ban hành văn bản cắt giảm điều kiện kinh doanh và thủ tục kiểm tra chuyên ngành:
- Các bộ quản lý chuyên ngành và có điều kiện kinh doanh tiếp tục rà soát, đề xuất cắt giảm, đơn giản hóa một cách thực chất các thủ tục kiểm tra chuyên ngành, danh mục hàng hóa kiểm tra chuyên ngành và điều kiện kinh doanh không cần thiết, gây phiền hà cho doanh nghiệp.
- Các bộ, cơ quan đã thực thi phương án cắt giảm, đơn giản hóa thủ tục kiểm tra chuyên ngành, danh mục hàng hóa kiểm tra chuyên ngành và điều kiện kinh doanh nhưng chưa có báo cáo đánh giá, tính toán hiệu quả kinh tế của phương án, khẩn trương gửi báo cáo đến Văn phòng Chính phủ, đồng gửi Bộ Kế hoạch và Đầu tư trước ngày 15 tháng 12 năm 2018.
c) Về hoạt động kiểm tra của Tổ công tác của Thủ tướng
Giao Tổ công tác tiếp tục theo dõi, đôn đốc, kiểm tra việc thực hiện nhiệm vụ Chính phủ, Thủ tướng Chính phủ giao các bộ, cơ quan, địa phương, báo cáo công khai tại phiên họp Chính phủ thường kỳ; trong đó tập trung xử lý vướng mắc liên quan đến cơ chế phối hợp, điều hành giữa các bộ, cơ quan trong lĩnh vực đầu tư, tài chính, ngân sách.
7. Về phương án xử lý chồng chéo trong kiểm tra chuyên ngành đối với xe nâng nhập khẩu
Giao Bộ Giao thông vận tải chủ trì thực hiện kiểm tra chuyên ngành trước thông quan đối với mặt hàng xe nâng nhập khẩu cho đến khi các Nghị định sửa đổi Nghị định số 44/2016/NĐ-CP và Nghị định số 74/2018/NĐ-CP có hiệu lực thi hành để thực thi phương án đơn giản hóa nêu trên.
8. Về đề nghị xây dựng dự án Luật thi đua, khen thưởng (sửa đổi)
Giao Bộ Nội vụ chủ trì, phối hợp với các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp, ý kiến thẩm tra của Văn phòng Chính phủ, nghiên cứu, rà soát, sửa đổi, bổ sung một cách toàn diện Luật thi đua, khen thưởng, đặc biệt là những vấn đề thực tiễn đặt ra đối với công tác thi đua, khen thưởng, khắc phục những tồn tại, bất cập hiện nay; đồng thời, xem xét thời điểm phù hợp trình Quốc hội dự án Luật sửa đổi, bổ sung Luật thi đua, khen thưởng vào năm 2020, bảo đảm chất lượng dự án Luật.
9. Về dự thảo Nghị định về kiểm lâm và lực lượng chuyên trách bảo vệ rừng
Giao Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với Văn phòng Chính phủ tiếp thu ý kiến thành viên Chính phủ, theo hướng: chế độ thương binh, liệt sĩ đối với lực lượng chuyên trách bảo vệ rừng thực hiện theo quy định pháp luật về ưu đãi người có công với cách mạng; ngân sách trung ương bảo đảm kinh phí mua sắm trang cấp vũ khí quân dụng, công cụ hỗ trợ cho lực lượng kiểm lâm ở trung ương, ngân sách địa phương bảo đảm kinh phí mua sắm trang cấp vũ khi quân dụng, công cụ hỗ trợ cho lực lượng kiểm lâm ở địa phương; quy định chung về cơ quan kiểm lâm ở trung ương, cơ quan kiểm lâm cấp tỉnh và cơ quan kiểm lâm cấp huyện; hoàn thiện dự thảo Nghị định, báo cáo Thủ tướng Chính phủ xem xét, ký ban hành.
10. Về thẩm định nguồn vốn và khả năng cân đối vốn các dự án sử dụng nguồn thu từ sắp xếp lại, xử lý nhà, đất của Bộ Quốc phòng
Chính phủ thống nhất nguyên tắc sử dụng nguồn thu từ sắp xếp, xử lý nhà, đất của Bộ Quốc phòng để thực hiện các nhiệm vụ quốc phòng nhằm nâng cao tiềm lực cho quốc phòng. Giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính, Bộ Quốc phòng căn cứ kế hoạch đầu tư công trung hạn giai đoạn 2016-2020 rà soát, cân đối, bố trí vốn cho các dự án sử dụng nguồn thu từ sắp xếp, xử lý nhà, đất nêu trên để sớm hoàn thành dự án, phát huy hiệu quả. Việc sử dụng nguồn vốn này phải bảo đảm sử dụng đúng mục đích, đúng quy định.
11. Về điều chuyển kế hoạch vốn đầu tư nguồn ngân sách nhà nước của Dự án đầu tư xây dựng Đại học Quốc gia Hà Nội tại Hòa Lạc
Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, báo cáo Ủy ban Thường vụ Quốc hội về việc điều chỉnh kế Hoạch đầu tư công trung hạn giai đoạn 2016 - 2020 và kế hoạch năm 2018 vốn ngân sách nhà nước của Dự án đầu tư xây dựng Đại học Quốc gia Hà Nội tại Hòa Lạc từ Bộ Xây dựng sang Đại học Quốc gia Hà Nội theo quy định.
12. Về xử lý chênh lệch tỷ giá các công trình điện nằm trong Quy hoạch phát triển điện lực Quốc gia được Thủ tướng Chính phủ phê duyệt của Tổng Công ty Phát điện 3 (GENCO3) tại thời điểm chính thức chuyển GENCO3 sang hoạt động theo mô hình công ty cổ phần
Chính phủ thống nhất chủ trương Công ty mẹ - GENCO3 được phản ánh lũy kế và phân bổ dần số lỗ chênh lệch tỷ giá trong quá trình đầu tư của các công trình điện nằm trong Quy hoạch phát triển điện lực quốc gia được Thủ tướng Chính phủ phê duyệt vào chi phí, thời gian phân bổ không quá 5 năm kể từ khi công trình đi vào hoạt động.
Giao Bộ Tài chính chủ trì, phối hợp với Bộ Công Thương, Ủy ban Quản lý vốn nhà nước tại doanh nghiệp hướng dẫn thực hiện cụ thể.
13. Về việc thực hiện ký quỹ đối với người lao động đi làm việc tại Hàn Quốc theo Chương trình cấp phép việc làm cho lao động nước ngoài của Hàn Quốc (Chương trình EPS)
Giao Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, cơ quan liên quan xây dựng, trình Thủ tướng Chính phủ ban hành văn bản quy phạm pháp luật về việc thực hiện ký quỹ đối với người lao động đi làm việc tại Hàn Quốc theo Chương trình EPS theo trình tự, thủ tục rút gọn.
Giao Bộ Lao động - Thương binh và Xã hội, Ngân hàng Chính sách xã hội tiếp tục thực hiện ký quỹ và cho vay để ký quỹ đối với người lao động xuất cảnh đi làm việc tại Hàn Quốc theo Chương trình EPS cho đến khi văn bản quy phạm pháp luật mới có hiệu lực thi hành.
14. Về dự thảo Nghị định sửa đổi, bổ sung một số điều của Nghị định số 36/2016/NĐ-CP ngày 15 tháng 5 năm 2016 của Chính phủ về quản lý trang thiết bị y tế
Giao Bộ Y tế chủ trì, phối hợp với Bộ Công Thương tiếp thu ý kiến thành viên Chính phủ theo hướng: việc quản lý trang thiết bị y tế tạm nhập, tái xuất để trưng bày, giới thiệu, tham gia hội chợ, triển lãm thương mại theo đúng quy định của Luật Thương mại; quy định rõ thẩm quyền, trách nhiệm và phân công Bộ trưởng Bộ Y tế chịu trách nhiệm đối với việc nhập khẩu trang thiết bị y tế đã qua sử dụng phục vụ cho mục đích đào tạo. Trên cơ sở đó, hoàn thiện dự thảo Nghị định, báo cáo Thủ tướng Chính phủ xem xét, quyết định./.

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in October 2018, held on November 03, 2018.
DECIDES
1. Regarding the socio-economic situation in November and the first 11 months of 2018; the implementation of the Government s Resolution No. 01/NQ-CP of January 1, 2018
The Government unanimously assessed that the socio-economic situation in November and the first 11 months of 2018 continued to observe positive changes and achieved relatively comprehensive results in all sectors. Macroeconomic conditions were relatively stable; inflation was kept under control; major balances were guaranteed; gold and foreign exchange markets were stable; state revenues reached 92.7% of the estimate. Exports increased by 14.4%; of which, exports of domestic sector and foreign sector increased by 17.2% and 13.4%, respectively. Export surplus was estimated at US$ 6.8 billion. Agriculture production growth was relatively good, productivity and yield of rice increased; results on new rural area development surpassed the target of 2018. Industrial production increased sharply, index of industrial production (IIP) improved by 10.1%, in which index of processing and manufacturing continued to take lead, up by 12.2%. Total retail sales of goods and services increased by 11.5%. International tourists to Viet Nam increased by 21.3%. Business confidence improved; nearly 32 thousand enterprises returned to operation. Purchasing Managers Index (PMI) reached 56.5, the highest level over the past 7 years. Scientific and technological start-ups and innovation activities were promoted. Education, health, labor, employment, social security, sports, culture, information and communication received due attention. The "Great National Unity" Festival took place in a joyful atmosphere. Foreign affairs achieved many important results.
In addition to the above-mentioned achievements, the country still has to face with many difficulties and challenges, especially challenges to maintain macroeconomic stability and control inflation in the context of numerous changes in the financial and foreign exchange markets. Disbursement of public investment has not met requirements. The number of enterprises ceasing their business for a period of time, ceasing to operate, awaiting dissolution and/or having dissoluted remain high. A number of social issues such as violence against students, children, drug abuse ... create public concern. Complicating developments has arisen related to traffic accidents, fire and explosion, insecurity and disorder, and crime situation in some areas, affecting safety of the people.
In order to successfully and comprehensively achieve objectives and targets on socio-economic development in 2018, to create a solid momentum for 2019, the Government requested all levels and sectors, ministers, heads of ministerial-level agencies, chairpersons of provincial-level People s Committees promote individual responsibility as the heads, avoid being subject, closely monitor domestic and international situation, closely direct and synchronously administer the assigned tasks and solutions, strengthen administrative discipline and order, concentrate on handling and addressing shortcomings and inadequacies of their respective sectors, fields, localities; promote renovation in thinking, abolish backward mindset, dependency and waiting attitude; encourage innovation and creativity to create pervasive spill-over effects on the aspirations of the nation to the business community and each citizen. Attention should be paid on the implementation of the following contents:
- Ministries, sectors and localities shall urgently review and evaluate the implementation progress of their assigned tasks, what has been done and what has not yet been completed, the causes of shortcomings, limitations and experiences of each ministry, sector and locality to improve their performance in 2019. To take initiative in developing action programs to implement the Government s Resolution on the major tasks and solutions to direct and administer the socio-economic development plan and the state budget plan in 2019 in accordance with practical conditions of each sector, each field and each locality right from the beginning of 2019.
- Ministries, agencies and localities shall focus on directing to accelerate production and business activities with a view to meet the market demand at the end of the year and the Lunar New Year, and prepare for the New Year celebration of the Vietnamese citizens. The Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Agriculture and Rural Development and provinces shall direct the sufficient supply of essential commodities for people s consumption needs, intensify market and price management, and prevention of smuggling and trade frauds. The Ministry of Labor, Invalids and Social Affairs and provinces shall organize visits to people with meritorious services to the people, and policy beneficiaries, especially in areas with particularly difficult socio-economic conditions, remote areas, predominantly ethnic minority areas, and areas affected by natural disasters. The Ministry of Transport shall direct the preparation of transport plans to meet travel demand of the people. The Ministry of Public Security shall direct and organize forces to ensure social order and safety. The Government Office was assigned to assume the prime responsibility for, and coordinate with concerned ministries and agencies in, formulating and submitting to the Prime Minister for consideration and signing to issue the Directive on the preparation of conditions to serve the people celebrating the Lunar New Year.
- Deputy Prime Minister Vuong Dinh Hue shall direct the Ministry of Finance and specialized price management ministries and agencies to prepare and propose a plan to adjust prices of some essential commodities and services managed by the State within an appropriate level and timeline; and at the same time prepare price adjustment scenarios for 2019; direct the State Bank of Viet Nam and the Ministry of Finance to closely coordinate in the employment of fiscal and monetary policies, ensuring to meet targets on inflation control and economic growth.
- The State Bank of Viet Nam shall continue to monitor fluctuations in exchange rates and interest rates, actively and flexibly control monetary policy, ensure liquidity of credit institutions and stability of the foreign currency market to meet the credit demand of the economy; and intensify inspection and surveillance activities to ensure the safe and efficient operation of the system of credit institutions.
- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Government Office and concerned ministries and agencies in, finalizing the Government s draft Resolution to improve the business environment and raise business competitiveness in 2019; request for comments of relevant ministries and agencies to finalize and submit the Resolution at the Government s meeting with provinces in December 2018. The Ministry of Planning and Investment shall assume the prime responsibility for studying and making specific recommendations to the implementation of a number of supportive policies in the Law on Support for Small- and Medium-sized Enterprises, and report to the Prime Minister in January 2019; coordinate with the Ministry of Finance to focus on urging ministries and provinces to accelerate the disbursement of public investment capital in 2018, striving to disburse 100% of the plan, especially for big and important national projects and national target programs; intensify the inspection, examination and assurance of the use of public investment capital for the right purposes in an efficient and thrifty manner, combating against corruption, waste and group interests; and make public ministries, sectors and provinces which make slow progress in capital disbursement.
- The Ministry of Finance shall direct the tax industry to step up the prevention of revenue loss, transfer pricing and tax arrears, thoroughly review collectibles and ensure to fulfil the State budget revenue plan in 2018. To intensify the inspection and examination on prices, taxes, fees and charges, especially for essential goods and services. To expeditiously coordinate with the Government Office in finalizing and submitting to the Prime Minister to promulgate a Directive to intensify the work of directing the restructuring, reorganization, renewal, equitization and divestment of State enterprises. To tighten management of debt collection service business. To study and propose measures to implement preferential taxation policies for small- and medium-sized enterprises, a number of policies to support micro enterprises and enterprises transforming from business households specified in the Law on Support for Small- and Medium-sized Enterprises, and report to the Prime Minister in January 2019.
- The Ministry of Agriculture and Rural Development shall take initiative in implementing measures to step up the restructuring of the agriculture sector; to attach importance to the development of key commodities that Viet Nam has
great potentials and advantages of; to step up the application of high technologies in the production, processing and preservation of agricultural products; to coordinate with the Ministry of Industry and Trade to regularly monitor and keep posted of the situation and actively take measures to respond to changes in trade policies of other countries.
- The Ministry of Industry and Trade shall be responsible for ensuring an adequate supply of electricity for socio- economic development and the people s life. To effectively implement solutions to restructure the industry. To study and analyse import and export rules and conditions at the end of the year to work out appropriate solutions to ensure export growth and limit import within an appropriate level. To direct to boost production and business, intensifying communication, promotion and encouraging the consumption of domestic products with the motto "Vietnamese goods conquer Vietnamese people". To organize the adoption of the CPTPP; expeditiously propose relevant draft Laws which need to be amended and supplemented for incorporation into the Law- and Ordinance-making Program for 2019. To coordinate with the Ministry of Foreign Affairs and the concerned ministries and sectors to accelerate the negotiation process, striving to obtain approval on the Vietnam-EU Free Trade Agreement (EVFTA) before May 2019.
- The Ministry of Construction shall enhance efficiency of state management over urban development. To take initiative in controlling and promoting the sustainable development of the real estate market. To direct to ensure the construction progress and quality of the Project on building Lao PDR s National Assembly, taking this as an important political task of the sector.
- The Committee for Management of State Capital at Enterprises (CMSC) and concerned ministries, sectors and provinces shall urge, inspect and supervise economic groups and state-owned corporations’ execution of production and business plans assigned by the state. CMSC shall report to the Prime Minister on the performance of economic groups and state-owned corporations under its management authority in the first quarter of 2019; coordinate with concerned ministries and agencies in proposing investment mechanisms according to regulations for implementing national important projects and/or large projects with elements of national defense and security; coordinate with the Ministry of Transport to reach agreement on the implementation of the Long Thanh International Airport Project and the Tan Son Nhat International Airport Expansion Project and report them to competent authorities for consideration and decision.
- The Ministry of Transport shall concentrate on improving investment procedures, speeding up the execution, construction and completion of key projects and works of the industry while ensuring their quality. The Ministry shall improve the quality of training, examination and issuance of driving licenses; enhance the assurance of security and safety of aviation, maritime, land and inland waterways; and adopt drastic measures to remove black spots on traffic safety.
- The Ministry of Culture, Sports and Tourism shall concentrate on overcoming inadequacies in state management in the tourism industry; strengthen the application of information technology in tourism development; stimulate promotion and communication of special interest tourism products of Vietnam which are more competitive compared to other destinations in the region; and actively build and implement a plan to celebrate the 129th birth anniversary and the 50th death anniversary of late President Ho Chi Minh.
- The Ministry of Labor, Invalids and Social Affairs shall effectively implement social welfare policies and the National Target Program on Sustainable Poverty Reduction. To closely coordinate with the Ministry of Education and Training, other relevant ministries, sectors and unions in the comprehensive adoption of measures to prevent and combat violence against children and pupils. To promptly detect, stop and strictly handle acts of violence against children and pupils.
- The Ministry of Health shall direct to improve the quality of medical examination and treatment in service of the people; the application of medical records management of individuals, the effective operation of implementation of medical facilities. To focus on directing and speeding up the completion of the pilot Project at Bach Mai Hospital and Viet Duc Hospital serving medical examination and treatment for the people. To take initiative in effectively applying solutions to connect medical examination and treatment using health insurance card from 2021 in accordance with the Law on Health Insurance, especially in Ha Noi and Ho Chi Minh City. To ensure the effective linkage among drug suppliers. To strengthen public coordination in inspection and surveillance activities to ensure food safety, especially on the occasion of the Lunar New Year.
- The Ministry of Education and Training shall review and refine the management of pre-school education and general education. To coordinate with the Ministry of Labor, Invalids and Social Affairs and provinces in urging and directing the adoption of drastic measures to prevent and combat violence against children and pupils.
- The Ministry of Science and Technology shall closely coordinate with other ministries, sectors, provinces, associations and mass organizations to promote the development of a national innovative start-up ecosystem; co- ordinate with related ministries and sectors to develop specific tasks and solutions to acquire and master core technologies of the Fourth Industrial Revolution; and focus on developing and exploiting intellectual property.
- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training and the Ministry of Planning and Investment in drawing up policies to attract talents to work in state administrative agencies.
- Given the fact that new policies amending and supplementing Decree No. 24/2014/ND-CP and Decree No. 37/2014/ND-CP on specialized agencies under provincial-and district-level People s Committees have not yet been issued, organization and operation of specialized agencies under provincial- and district-level People s Committees shall follow current legislation. The Ministry of Home Affair shall monitor and sum up the demand for consolidation and reorganization of agencies and units of provinces and report to the Prime Minister for comments.
- The Ministry of Natural Resources and Environment shall actively implement and accelerate the implementation progress of programs and projects to respond to climate change; assume the prime responsibility for, and coordinate with concerned ministries, agencies and localities in, clarifying responsibilities and improving domestic waste treatment in rural areas.
- The Ministry of National Defense shall direct forces to intensify patrol and surveillance to ensure the safety of fishermen and marine economic activities; take initiative in handling specific situations, ensuring sea and island sovereignty. To enhance direction and coordination in the prevention and combat against cross-border smuggling and trade frauds.
- The Ministry of Public Security shall continue closely monitoring the situation, take initiative in responding to, promptly dealing with, and effectively preventing conspiracies and activities against the Party and the State of hostile forces, and prevent and combat against crimes to ensure social security, order and safety; To strictly handle cases taking advantage of debt collection service business to infringe upon the lives and property of the people; To coordinate with the Viet Nam Fatherland Front and the State Bank of Viet Nam in taking measures to prevent usury, black credit and crime in credit and banking domains. To assume the prime responsibility for and coordinate with the Ministry of Defense and the Ministry of Information and Communications to actively prevent, detect and prevent activities using cyberspace to infringe upon national security and legitimate rights and interests of organizations and individuals.
- The Ministry of Foreign Affairs shall effectively deploy results of the 33th ASEAN Summit and APEC 2018; coordinate with other ministries and sectors to further promote economic diplomacy, take advantage of high-level external activities to promote economic cooperation with partners; and co-ordinate with the Ministry of Industry and Trade to foster advocacy to accelerate the official signing and ratification of the EU-Viet Nam Free Trade Agreement (EVFTA).
- Deputy Prime Minister Truong Hoa Binh shall continue directing the finalization of inspection conclusions on emerging issues which raise public concern, and the reporting to the Government. It is required all levels and sectors take initiative in handling urgent matters concerned by the people, not to give rise to complicated complaints.
- A special working group shall be set up and chaired by Deputy Prime Minister Truong Hoa Binh, with members who are leaders of the Government Office, the Government Inspectorate, a number of relevant ministries, agencies and provinces to directly settle and provide conclusions on a number of complicated and prolonged complaints and denunciations.
- The Ministry of Information and Communications shall direct news agencies to provide information in an honest and objective manner, inspiring the development, renovation, creation and exemplification of national aspirations. To resolutely handle communication of false information. To intensify discipline of speech, strictly handle cases of abusing the right to freedom of speech to violate interests of the state, legitimate rights and interests of organizations and citizens. To implement planning for the introduction of 5G; simultaneously adopt SIM card management solutions, correct and strictly handle violations in the use of illegal SIM cards.
- Ministries and agencies shall urgently organize the effective implementation and application of the Politburo s conclusions, the Resolution of the 8th plenum of the 12th Central Committee of the Communist Party of Viet Nam, and Resolutions and Laws of the 6th session of the 14th National Assembly.
2. Regarding assignment of the capital plan for 2018 to prepare for investment in sub-projects under the Project of a number of expressways on the North-South route in the 2017-2020 period, and estimated investment after 31 October 2017
The Government unanimously agreed to allocate Government bond funds in 2018 for the preparation of investment in a number of sub-projects under the Project to build a number of expressways on the North-South route in the 2017- 2020 period as proposed by the Ministry of Planning and Investment in Report No. 8582/BC-BKHDT dated November 30, 2018. The Ministry of Planning and Investment was assigned to expeditiously execute the implementation as regulated by law.
3. Regarding the draft Resolution of the Government on the major tasks and solutions for directing and administering socio-economic development and the state budget plan in 2019
The Ministry of Planning and Investment was assigned to assume the prime responsibility for, and coordinate with concerned ministries and agencies in, collecting comments of cabinet members, finalizing the draft Resolution on the major tasks and solutions for directing and administering socio-economic development and the state budget plan in 2019; request for comments from ministries, agencies and localities before submitting them to the Government’s meeting with provinces in December 2018.
Ministries, agencies and provinces were assigned to continue reviewing and evaluating the implementation of Resolution No. 01/NQ-CP dated January 1, 2018, and at them same time focusing on studying and adhering to undertakings, directions, policies, objectives and targets on socio-economic development assigned by the Party and the National Assembly; identify tasks, breakthrough solutions to problems and bottlenecks of sectors and fields in 2019; report to the Ministry of Planning and Investment before December 15, 2018 for synthesis and incorporation into the Resolution on major tasks and solutions for directing and administering socio-economic development and the state budget plan in 2019.
4. Regarding the advancement of medium-term public investment plan for the 2016-2020 period to the Viet Nam Development Bank
The Government unanimously agreed on the principle of advancing the medium-term public investment plan for the 2016-2020 period to offset the differences related to interest and state budget management fees until 2014 to the Viet Nam Development Bank provided that all provisions of the Law on the State budget in 2015 are met. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, reviewing legal foundations and reporting to the Standing Committee of the Government on the advancement of medium-term public investment plan for the 2016-2020 period to the Viet Nam Development Bank, ensuring to strictly comply with the Law on State Budget, the Law on Public Investment, and the relevant regulations.
5. Regarding the suspended application of measures to extend tax payment timeline and reimburse value added tax stipulated in Resolution No. 63/NQ-CP dated August 25, 2014 of the Government.
The Government unanimously agree to suspend the application of measures to extend tax payment timeline and reimbursement of value added tax stipulated in Resolution No. 63/NQ-CP dated August 25, 2014. The Ministry of Finance was assigned to promulgate documents guiding the implementation.
6. Regarding the issuance of detailed regulations; the issuance of documents cutting down business conditions and specialized inspection procedures; inspection results of the Prime Minister s Working Group in November 2018
a) On the issuance of detailed documents:
Ministries and agencies, which still have outstanding detailing documents, shall expeditiously finalize and submit for promulgation or promulgate the respective documents according to their competence; at the same time, to speed up the promulgation progress or, according to their respective competence, promulgate documents detailing the laws and ordinances which shall take effect from January 1, 2019.
b) Regarding the issuance of documents cutting down business conditions and specialized inspection procedures:
- Specialized ministries managing business conditions shall continue to review and propose measures to reduce and simplify specialized inspection procedures and the list of unnecessary specialized inspection procedures and business conditions causing troubles for businesses.
- Ministries and agencies, which have adopted measures to reduce and simplify specialized inspection procedures, the list of goods subject to specialized inspection and business conditions, but have not yet made assessment reports on economic efficiency of the respective measures, shall promptly send the reports to the Government Office and concurrently report to the Ministry of Planning and Investment before December 15, 2018.
c) Regarding the inspection results of the Working Group of the Prime Minister
The Working Group was assigned to continue monitoring, urging and inspecting the performance of tasks assigned by the Government and the Prime Minister to ministries, agencies and provinces, and make public report at the Government s regular meetings. Attention must be paid to solving problems related to coordination and management mechanisms among ministries and agencies in the fields of investment, finance and budgetary.
7. Regarding solutions to address overlaps in specialized inspection of imported forklifts
The Ministry of Transport shall assume the prime responsibility for carrying out specialized inspection before customs clearance for imported forklifts until the enforcement of legal documents amending the Government s Decree No. 44/2016/ND-CP and Decree No. 74/2018/ND-CP to implement the simplification plan mentioned above.
8. Regarding the proposal for developing the draft Law on Emulation and Reward (revised)
The Ministry of Home Affairs was assigned to assume the prime responsibility for, and coordinate with the concerned ministries and agencies in, collecting comments of the Government members, the Ministry of Justice s appraisal opinions, the Government Office s examination results, study, review, amend and supplement the Law on Emulation and Reward in a comprehensive manner. Special attention should be paid to address practical issues in emulation and commendation work, to overcome current shortcomings and weaknesses. At the same time, it is also essential to select appropriate time to submit to the National Assembly the draft Law amending and supplementing the Law on Emulation and Reward by 2020 while ensuring the quality of the draft Law.
9. Regarding the draft Decree on forest protection staff and rangers
The Ministry of Agriculture and Rural Development was assigned to assume the prime responsibility for, and coordinate with the Government Office in, collecting comments of the Government members, in the direction that: preferential policies on war invalids and fallen combatants for specialized forest protection force shall follow current legislation on preferential treatment of people with meritorious services to the revolution; the central budget’s shall ensure to provide sufficient funding for the procurement of arms and military support equipment for the central forest ranger force while the local budgets shall finance the procurement of arms and military support equipment for local forest rangers; general provisions will be stipulated on central forest ranger offices, provincial ranger offices and district ranger offices; the draft Decree shall be completed and reported to the Prime Minister for consideration and signing.
10. Regarding the appraisal of capital sources and capacity to balance capital of projects using revenues from the rearrangement and handling of houses and land of the Ministry of National Defense
The Government unanimously agreed to apply the principle to utilize revenues from the rearrangement and handling of houses and land of the Ministry of National Defense for the performance of defense tasks in order to raise defense potentials. The Ministry of Planning and Investment was assigned to, based on medium-term investment in the 2016- 2020 period, assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of National Defense in, reviewing, balancing and allocating funds for projects using revenues from the rearrangement and handling of the above-mentioned houses and land to ensure early completion and highest efficiency of projects. Such capital must be used for proper purposes and in accordance with current legislation.
11. Regarding the transfer of the state budget investment capital of the Project to build the Viet Nam National University, Ha Noi in Hoa Lac Hi-tech Park
The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the Standing Committee of the National Assembly on the transfer of medium-term public investment plan for the 2016-2020 period and the annual state budget plan in 2018 related to the Project to build the Viet Nam National University, Ha Noi in Hoa Lac Hi-tech Park from the Ministry of Construction to the Viet Nam National University, Ha Noi according to regulations.
12. Regarding the handling of exchange differences of power projects of the General Electric Corporation No. 3 (GENCO3) in the National Electricity Development Plan approved by the Prime Minister at the time of GENCO3’s official transformation to operation under Joint Stock Company model
The Government unanimously agreed to allow the parent company - GENCO3 to accumulatively report foreign exchange losses in the investment process of power projects in the National Electricity Development Plan approved by the Prime Minister. The foreign exchange losses shall be reported as an expense item and the allocation time shall not exceed 5 years from the time the works come into operation.
The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and the Committee for Management of State Capital at Enterprises in guiding the implementation thereof.
13. Regarding the deposit of workers who go to work in Korea under the Korea Employment Permit System (the EPS Scheme)
The Ministry of Labor, Invalids and Social Affairs was assigned to assume the prime responsibility for, and coordinate with the concerned ministries and agencies in formulating and submitting to the Prime Minister for promulgation legal documents on the deposit of workers going to work in Korea under the EPS Scheme following the simplified procedure.
The Ministry of Labor, Invalids and Social Affairs and the Viet Nam Bank for Social Policies shall continue to implement the deposit and provision of loans for deposit of workers going to work in Korea under the EPS Scheme until new regulations comes into effect.
14. Regarding the draft Decree amending and supplementing a number of articles of the Government s Decree No. 36/2016/ND-CP dated May 15, 2016 on management of medical equipment
The Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade in collecting comments of the Government members in the direction that the management of medical equipment temporarily imported for re-export for display, introduction and participation in fairs and exhibitions must comply with provisions of the Law on Commerce; clearly define authority and responsibility, and assign the Minister of Health to take responsibility for the import of used medical equipment for training purposes. On that basis, the draft Decree shall be finalized and reported to the Prime Minister for consideration and decision./.
