Nghị quyết số 140/NQ-CP về phiên họp Chính phủ thường kỳ tháng 10 năm 2018 đã được Chính phủ ban hành ngày 09/11/2018.
Tại Nghị quyết này, Chính phủ đã cho ý kiến về nhiều vấn đề kinh tế và xã hội, trong đó có chủ trương miễn học phí cho học sinh THCS tại các trường công lập thuộc TP.HCM. Cụ thể, Chính phủ chưa đồng ý với chủ trương này của TP.HCM, thay vào đó, trước mắt TP.HCM vẫn tiếp tục thực hiện chính sách học phí với học sinh THCS theo quy định của pháp luật hiện hành.
Về kỳ thi THPT quốc gia 2019, Chính phủ yêu cầu Bộ Giáo dục và Đào tạo chỉ đạo, tổ chức kỳ thi này trên cơ sở tiếp tục phát huy những mặt tích cực, đồng thời khắc phục triệt để những hạn chế, bất cập trong những kỳ thi trước đây, nhất là khâu ra đề thi, coi thi, phương pháp chấm thi…
Chính phủ cũng đồng ý áp dụng mức lương cơ sở hiện nay là 1,39 triệu đồng/tháng trong giá dịch vụ, khám chữa bệnh. Bộ Y tế chủ trì, phối với các đơn vị liên quan đến ấn định thời điểm áp dụng cụ thể trong năm 2018.

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 10 năm 2018, tổ chức vào ngày 03 tháng 11 năm 2018,
QUYẾT NGHỊ:
1. Về Dự án Pháp lệnh sửa đổi, bổ sung các Pháp lệnh có quy định liên quan đến quy hoạch
Giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, hoàn thiện hồ sơ Đề nghị xây dựng pháp lệnh đồng thời với dự án Pháp lệnh, báo cáo Thủ tướng Chính phủ trước khi trình Ủy ban Thường vụ Quốc hội.
2. Về tình hình kinh tế - xã hội tháng 10 và 10 tháng năm 2018; tình hình thực hiện Nghị quyết số 01/NQ-CP ngày 01 tháng 01 năm 2018 của Chính phủ
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội nước ta tháng 10 và 10 tháng năm 2018 tiếp tục chuyển biến tích cực và đạt nhiều kết quả. Kinh tế vĩ mô ổn định; lạm phát được kiểm soát; thị trường tiền tệ, tín dụng ổn định. Thu ngân sách nhà nước tăng 15,1% so với cùng kỳ. Xuất khẩu đạt trên 200 tỷ USD, tăng 14,2%, trong đó xuất khẩu khu vực trong nước tăng cao hơn khu vực có vốn đầu tư nước ngoài; xuất siêu 6,4 tỷ USD. Vốn đầu tư nguồn ngân sách nhà nước thực hiện tăng 17%. Khu vực nông nghiệp duy trì đã phát triển tốt, năng suất lúa mùa tăng 2,9-3,3 tạ/ha, sản lượng tăng 440 nghìn tấn, sản lượng thủy sản tăng 6% so với cùng kỳ. Sản xuất công nghiệp tăng 10,4%, cao nhất kể từ năm 2012. Khu vực dịch vụ tiếp tục phát triển khá, số lượng khách quốc tế đến Việt Nam ước đạt 12,8 triệu lượt khách, tăng 22,4% so với cùng kỳ. Tổng cầu tăng mạnh, tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng tăng 11,4%. Các lĩnh vực văn hóa, y tế, giáo dục, đào tạo, khoa học và công nghệ, an sinh xã hội, lao động, việc làm tiếp tục được quan tâm; Tháng hành động “Vì người nghèo” được triển khai sâu rộng, hiệu quả và thiết thực. Thông tin, tuyên truyền kịp thời các sự kiện quan trọng của Đảng và Nhà nước. Quốc phòng, an ninh được giữ vững. Công tác đối ngoại đạt nhiều kết quả quan trọng.
Bên cạnh những kết quả đạt được, nước ta còn đối mặt với nhiều khó khăn, thách thức. Áp lực lạm phát còn cao, sức chống chịu của nền kinh tế trước những biến động bên ngoài còn hạn chế. Môi trường kinh doanh, nâng cao năng lực cạnh tranh bị tụt hạng, năng lực đổi mới sáng tạo, nghiên cứu phát triển của doanh nghiệp, ứng dụng công nghệ cao còn thấp; sản xuất kinh doanh còn nhiều khó khăn, số doanh nghiệp ngừng hoạt động, chờ giải thể còn cao; kim ngạch một số mặt hàng nông sản xuất khẩu giảm. Tình hình buôn lậu, gian lận thương mại, trật tự, an toàn xã hội, tội phạm ở một số địa bàn diễn biến phức tạp...
Để hoàn thành kế hoạch phát triển kinh tế - xã hội năm 2018 với kết quả cao nhất và chuẩn bị triển khai kế hoạch phát triển kinh tế - xã hội năm 2019, Chính phủ yêu cầu các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương đề cao trách nhiệm trước Nhân dân, trách nhiệm của người đứng đầu, tiếp tục phát huy những ưu điểm, kết quả đã đạt được, tập trung khắc phục những tồn tại, hạn chế, khẩn trương giải quyết những vấn đề mà Quốc hội, đồng bào, cử tri cả nước quan tâm liên quan đến ngành, lĩnh vực phụ trách; thường xuyên đôn đốc, kiểm tra việc thi hành công vụ của công chức, viên chức thuộc bộ, cơ quan, đơn vị mình, tạo chuyển động tích cực trong toàn hệ thống; đồng thời nỗ lực, sáng tạo trong điều hành, quyết tâm hoàn thành tốt các nhiệm vụ đã đề ra trong 02 tháng còn lại của năm 2018, trong đó tập trung thực hiện một số nội dung trọng tâm sau:
- Phân công Phó Thủ tướng Vương Đình Huệ chỉ đạo các Bộ: Kế hoạch và Đầu tư, Tài chính, Văn phòng Chính phủ và các bộ, cơ quan liên quan hoàn thiện văn bản của Chính phủ góp ý các dự thảo Nghị quyết của Quốc hội khóa XIV kỳ họp thứ 6 về: Kế hoạch phát triển kinh tế - xã hội năm 2019; dự toán ngân sách nhà nước năm 2019; phân bổ ngân sách trung ương năm 2019; điều chỉnh kế hoạch đầu tư công trung hạn giai đoạn 2016 - 2020 và thay mặt Chính phủ ký văn bản gửi Ủy ban Thường vụ Quốc hội; phối hợp chặt chẽ với các Ủy ban của Quốc hội trong quá trình tiếp thu, hoàn thiện các dự thảo Nghị quyết nêu trên để trình Quốc hội thông qua, làm cơ sở để Chính phủ điều hành.
- Phân công Phó Thủ tướng Vũ Đức Đam chỉ đạo Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan tổng kết, đánh giá 5 năm triển khai thực hiện Nghị quyết số 19, xây dựng, trình Chính phủ ban hành dự thảo Nghị quyết về các nhiệm vụ, giải pháp cải thiện môi trường kinh doanh, nâng cao năng lực cạnh tranh quốc gia năm 2019 để triển khai ngay từ đầu năm; trong đó xác định rõ giải pháp, lộ trình cụ thể nâng cao xếp hạng chỉ số về môi trường kinh doanh và năng lực cạnh tranh, đặc biệt là đối với từng chỉ tiêu, tiêu chí đang ở thứ hạng thấp.
- Ngân hàng Nhà nước Việt Nam, Bộ Tài chính, Bộ Công Thương, Bộ Kế hoạch và Đầu tư và các bộ, ngành, địa phương theo dõi sát diễn biến thị trường tiền tệ, tài chính, giá cả hàng hóa trên thế giới và trong nước, phối hợp chặt chẽ trong điều hành các chính sách tiền tệ, tín dụng, tài khóa, thương mại và đầu tư, bảo đảm giữ vững ổn định kinh tế vĩ mô và kiểm soát lạm phát theo mục tiêu đề ra.
- Ngân hàng Nhà nước Việt Nam tiếp tục điều hành chính sách tiền tệ linh hoạt, thận trọng, duy trì thanh khoản ở mức hợp lý, kiểm soát chặt chẽ tín dụng vào lĩnh vực bất động sản, chứng khoán; chủ động điều hành thanh khoản, lãi suất, tỷ giá phù hợp với diễn biến kinh tế vĩ mô và tình hình thị trường trong và ngoài nước, ứng phó kịp thời với những tác động bất lợi của thị trường tài chính thế giới và cuộc chiến tranh thương mại Hoa Kỳ - Trung Quốc.
- Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan khẩn trương xây dựng dự thảo Nghị quyết về những nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2019, trình Chính phủ tại phiên họp thường kỳ tháng 11 năm 2018. Nghiên cứu, phân tích, dự báo tình hình thế giới và trong nước, xây dựng kịch bản tăng trưởng kinh tế năm 2019 và đề ra giải pháp, đối sách phù hợp ngay từ đầu năm. Tổng kết đánh giá kết quả thực hiện Chiến lược tổng thể phát triển khu vực dịch vụ của Việt Nam đến năm 2020; xây dựng Chiến lược tổng thể phát triển khu vực dịch vụ của Việt Nam giai đoạn 2021-2030, tầm nhìn đến năm 2050, bảo đảm thống nhất, đồng bộ với Kế hoạch cơ cấu lại các ngành dịch vụ theo các Nghị quyết của Trung ương và Quốc hội về tiếp tục đổi mới mô hình tăng trưởng, cơ cấu lại nền kinh tế; đồng thời nghiên cứu, đề xuất sửa đổi, bổ sung cơ chế, chính sách liên quan để xóa bỏ rào cản, thúc đẩy phát triển các ngành dịch vụ.
- Các bộ, cơ quan, địa phương phải coi việc tháo gỡ bất cập, vướng mắc về thể chế, cải thiện môi trường đầu tư, kinh doanh, tạo thuận lợi cho hoạt động sản xuất, kinh doanh là nhiệm vụ trọng tâm xuyên suốt và nỗ lực, sáng tạo hơn nữa trong triển khai thực hiện. Tập trung đẩy nhanh tiến độ thực hiện và giải ngân vốn đầu tư công; sớm hoàn thành, đưa vào hoạt động, nhất là các dự án trọng điểm, dự án quan trọng, các dự án thuộc chương trình mục tiêu quốc gia. Bộ Kế hoạch và Đầu tư, Bộ Tài chính rà soát, phối hợp với các bộ, ngành, địa phương tăng cường thanh tra, kiểm tra các dự án chậm tiến độ giải ngân, nghiêm khắc kiểm điểm trách nhiệm của tổ chức, cá nhân liên quan gây chậm trễ trong việc thực hiện kế hoạch đầu tư công, báo cáo Thủ tướng Chính phủ.
- Bộ Tài chính tăng cường kỷ luật tài chính - ngân sách, kiểm soát chặt chẽ thu, chi ngân sách nhà nước, nợ công, tài sản công; có giải pháp phù hợp và kịp thời để phát triển hiệu quả, bền vững thị trường chứng khoán. Phối hợp chặt chẽ với lực lượng chức năng của các bộ, cơ quan và địa phương liên quan tăng cường kiểm tra, kiểm soát phòng, chống buôn lậu, gian lận thương mại, buôn bán hàng giả, hàng kém chất lượng, nhất là dịp cuối năm và Tết Nguyên đán 2019.
- Bộ Công Thương rà soát, tháo gỡ khó khăn đối với các dự án sản xuất hàng xuất khẩu. Xây dựng kế hoạch bảo đảm nguồn cung cấp hàng hóa, bình ổn giá cả, không để xảy ra tình trạng khan hiếm hàng hóa, gây sốt giá dịp Tết Nguyên đán 2019. Phối hợp với Bộ Nông nghiệp và Phát triển nông thôn phổ biến, hướng dẫn doanh nghiệp và người dân nhận diện cơ hội và thách thức của Hiệp định CPTPP và các Hiệp định thương mại tự do mà Việt Nam đã và sẽ chuẩn bị ký kết tham gia.
- Bộ Nông nghiệp và Phát triển nông thôn chủ trì, phối hợp với các bộ, cơ quan liên quan tổ chức thực hiện các biện pháp kiểm soát chặt chẽ các hoạt động buôn bán, vận chuyển lợn, các sản phẩm thịt lợn nhập khẩu, nhất là tại các cửa khẩu, đường mòn, lối mở khu vực biên giới, không để lợn và sản phẩm thịt lợn từ các nước đang có dịch bệnh tả lợn châu Phi xâm nhập vào Việt Nam. Tập trung rà soát, có giải pháp thúc đẩy xuất khẩu, nâng cao giá trị các mặt hàng nông sản còn dư địa. Chỉ đạo các địa phương ven biển triển khai các giải pháp đồng bộ, quyết liệt về phòng, chống, ngăn chặn triệt để việc khai thác hải sản bất hợp pháp, không khai báo, không quản lý. Theo dõi diễn biến thời tiết, cảnh báo kịp thời, chủ động phương án phòng, chống thiên tai, đặc biệt là phòng, chống rét đậm, rét hại cho người và vật nuôi ở khu vực các tỉnh miền núi phía Bắc; tình trạng khô hạn ở khu vực Nam Trung Bộ và Tây Nguyên và đề xuất việc chuẩn bị tổ chức Hội nghị triển khai công tác phòng, chống khô hạn đối với khu vực này.
- Bộ Xây dựng phối hợp chặt chẽ với các bộ, ngành và Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương tập trung nâng cao chất lượng công tác quản lý nhà nước về phát triển đô thị; tập trung nghiên cứu, đề xuất các mô hình mới về phát triển đô thị; chấn chỉnh kịp thời các vi phạm pháp luật trong hoạt động xây dựng, đầu tư phát triển đô thị; tăng cường đôn đốc các địa phương thực hiện nghiêm Chỉ thị số 29/CT-TTg ngày 09 tháng 10 năm 2018 của Thủ tướng Chính phủ về tăng cường hiệu lực quản lý nhà nước đối với công tác quản lý, vận hành, sử dụng nhà chung cư. Trực tiếp thanh tra một số vụ việc vi phạm nghiêm trọng, điển hình và báo cáo Thủ tướng Chính phủ. Khẩn trương tiếp thu ý kiến của các bộ, ngành, hoàn thiện dự thảo Chỉ thị về một số giải pháp thúc đẩy thị trường bất động sản phát triển ổn định, lành mạnh, trình Thủ tướng Chính phủ xem xét, ban hành trong quý IV năm 2018. Theo dõi chặt chẽ diễn biến thị trường bất động sản, tiếp tục đề xuất các giải pháp kiểm soát và thúc đẩy thị trường bất động sản phát triển lành mạnh.
- Bộ Giao thông vận tải rà soát, điều chỉnh quy hoạch đường bộ cao tốc Bắc - Nam phía Đông; đẩy nhanh tiến độ chuẩn bị để sớm triển khai các dự án trọng điểm như: Dự án Cảng Hàng không quốc tế Long Thành, mở rộng Cảng hàng không quốc tế Tân Sơn Nhất, đường sắt tốc độ cao Bắc - Nam. Đôn đốc, kiểm tra, bảo đảm chất lượng và đẩy nhanh tiến độ thi công, hoàn thành các công trình đang thực hiện theo đúng kế hoạch. Phối hợp với lực lượng chức năng của Bộ Công an và các địa phương tăng cường điều tiết, tổ chức quản lý chặt chẽ hoạt động vận tải, phục vụ nhu cầu đi lại của người dân dịp Tết Nguyên đán 2019. Rà soát, có phương án xử lý dứt điểm các điểm đen tiềm ẩn nguy cơ mất an toàn giao thông.
- Bộ Tài nguyên và Môi trường chỉ đạo làm tốt công tác dự báo khí tượng, thủy văn, phòng chống thiên tai. Phối hợp với các Bộ, ngành liên quan thực hiện nghiêm Chỉ thị số 27/CT-TTg của Thủ tướng Chính phủ về tăng cường công tác quản lý đối với hoạt động nhập khẩu và sử dụng phế liệu nhập khẩu làm nguyên liệu sản xuất; trong đó tập trung làm rõ nhu cầu nhập khẩu phế liệu về Việt Nam làm nguyên liệu phục vụ cho các hoạt động sản xuất; khẩn trương báo cáo Thủ tướng Danh mục phế liệu được phép nhập khẩu; chủ trì, phối hợp với Bộ Tài chính và các bộ, cơ quan liên quan nghiên cứu, đề xuất phương án giải quyết, xử lý các lô hàng phế liệu tồn đọng tại các cảng biển theo quy định của pháp luật về bảo vệ môi trường và hải quan. Chủ trì, phối hợp với Bộ Tài chính, Bộ Kế hoạch và Đầu tư thống nhất cơ chế, nguồn vốn thực hiện Chương trình mục tiêu xử lý triệt để các cơ sở gây ô nhiễm môi trường nghiêm trọng thuộc đối tượng công ích giai đoạn 2016 - 2020, trong đó chú trọng xử lý ô nhiễm môi trường do tồn lưu thuốc bảo vệ thực vật. Phối hợp với Ủy ban quốc gia về Chính phủ điện tử, Văn phòng Chính phủ xây dựng cơ sở dữ liệu thông tin địa lý, đất đai, báo cáo Thủ tướng Chính phủ.
- Bộ Văn hóa, Thể thao và Du lịch chỉ đạo rà soát, khắc phục những hạn chế, bất cập của ngành du lịch để có giải pháp nâng cao chất lượng, hiệu quả năng lực cạnh tranh. Tăng cường quản lý và kiểm soát chất lượng kinh doanh dịch vụ du lịch và phương tiện phục vụ khách du lịch.
- Bộ Lao động - Thương binh và Xã hội tiếp tục thực hiện tốt các chính sách an sinh xã hội, tạo việc làm, giảm nghèo, nhất là đối với đồng bào vùng sâu, vùng xa, vùng dân tộc thiểu số. Tiếp tục phối hợp huy động các nguồn lực xã hội để hỗ trợ, giúp đỡ người nghèo. Phối hợp với các địa phương tập trung giải quyết các hồ sơ người có công còn tồn đọng. Phối hợp với Bộ Tài chính rà soát, đánh giá tác động của các chính sách ưu đãi đối với người có công, người cao tuổi, đề xuất giải pháp bảo đảm công bằng, tạo đồng thuận xã hội. Xử lý nghiêm các doanh nghiệp vi phạm pháp luật trong hoạt động xuất khẩu lao động.
- Chính phủ đồng ý áp dụng mức lương cơ sở quy định tại Nghị định số 72/2018/NĐ-CP trong giá dịch vụ khám bệnh, chữa bệnh. Bộ Y tế chủ trì, phối hợp với các bộ, cơ quan liên quan, báo cáo Thủ tướng Chính phủ xem xét, quyết định thời điểm áp dụng cụ thể trong năm 2018.
- Bộ Y tế tích cực thực hiện Chương trình hành động của Chính phủ triển khai Nghị quyết Trung ương về y tế và dân số. Tăng cường ứng dụng công nghệ thông tin trong thanh toán bảo hiểm y tế và trong công tác quản lý khám chữa bệnh. Chủ động phối hợp chặt chẽ với các bộ, ngành, địa phương tăng cường kiểm tra, giám sát đảm bảo an toàn thực phẩm, xử lý nghiêm và công khai các vi phạm về an toàn thực phẩm.
- Bộ Giáo dục và Đào tạo chủ động trao đổi, mở rộng đối thoại, nâng cao chất lượng chuyên môn của đội ngũ cán bộ xây dựng chính sách, tạo đồng thuận của xã hội trong thực hiện đổi mới toàn diện giáo dục.
- Bộ Khoa học và Công nghệ đẩy mạnh thực hiện và khai thác hiệu quả Đề án hệ tri thức Việt số hóa và hệ thống cơ sở dữ liệu khoa học công nghệ quốc gia. Tiếp tục đẩy mạnh ứng dụng khoa học công nghệ, nhất là công nghệ nền tảng đáp ứng yêu cầu của Cuộc cách mạng công nghiệp lần thứ tư. Kịp thời hỗ trợ, công nhận các sáng kiến, sáng chế của người dân, doanh nghiệp để phát huy năng lực đổi mới, sáng tạo của toàn xã hội. Thực hiện tốt việc bảo hộ sở hữu trí tuệ.
- Bộ Tư pháp tiếp tục đẩy mạnh công tác tuyên truyền, phổ biến giáo dục pháp luật; phối hợp với các cơ quan báo chí dành thời lượng phù hợp cho công tác này. Theo dõi, đôn đốc, hướng dẫn việc xử lý văn bản trái pháp luật, tổng hợp báo cáo Thủ tướng Chính phủ việc kiểm điểm trách nhiệm của cá nhân, đơn vị ban hành văn bản quy phạm pháp luật trái pháp luật.
- Bộ Nội vụ và các bộ, ngành, địa phương tích cực triển khai Chương trình hành động của Chính phủ thực hiện Nghị quyết của Trung ương về đổi mới, sắp xếp tổ chức, bộ máy, tinh giản biên chế, xây dựng đội ngũ cán bộ các cấp; nâng cao hiệu quả đơn vị sự nghiệp công lập; chính sách tiền lương. Tổ công tác của Thủ tướng Chính phủ về kiểm tra công vụ tiếp tục đôn đốc, kiểm tra hoạt động thi hành công vụ, nhất là nạn tham nhũng vặt, hoạt động của các đơn vị sự nghiệp công lập, báo cáo công khai tại phiên họp Chính phủ thường kỳ.
- Thanh tra Chính phủ đôn đốc các cấp, các ngành thực hiện nghiêm công tác tiếp công dân, giải quyết khiếu nại tố cáo; chú trọng thực hiện đồng bộ các giải pháp phòng, chống tham nhũng.
- Bộ Quốc phòng tăng cường theo dõi sát tình hình, chủ động ngăn chặn các âm mưu, ứng phó kịp thời các tình huống, bảo đảm quốc phòng, giữ vững độc lập chủ quyền biên giới, lãnh thổ quốc gia.
- Bộ Công an chỉ đạo lực lượng tăng cường công tác nắm tình hình, kịp thời xử lý có hiệu quả các tình huống phức tạp nổi lên về an ninh, trật tự. Tập trung đấu tranh ngăn chặn âm mưu, hoạt động chống phá của các thế lực thù địch, phản động. Chủ động mở cao điểm tấn công trấn áp tội phạm, truy nã tội phạm, bảo đảm an ninh, trật tự, an toàn xã hội Tết Nguyên đán năm 2019; trong đó tập trung vào các loại tội phạm cướp giật, trộm cắp, đánh bạc, hoạt động “tín dụng đen”, đòi nợ thuê, ma túy, buôn lậu, hàng giả, hàng cấm, vi phạm quy định về an toàn thực phẩm, mua bán, tàng trữ pháo...
- Bộ Ngoại giao phối hợp với các bộ, ngành triển khai tốt các kết quả của Hội nghị ASEM 12, P4G. Chuẩn bị tốt các hoạt động đối ngoại của Lãnh đạo Đảng và Nhà nước từ nay đến cuối năm 2018. Tiếp tục vận động các nước ủng hộ Việt Nam ứng cử thành viên không thường trực Hội đồng Bảo an Liên hợp quốc; phấn đấu ký kết và phê chuẩn Hiệp định EVFTA vào nửa đầu năm 2019.
- Các Bộ: Tài chính, Nông nghiệp và Phát triển nông thôn, Công Thương, Giao thông vận tải, Thông tin và Truyền thông khẩn trương phối hợp với Ủy ban quản lý vốn nhà nước tại doanh nghiệp bàn giao hồ sơ quản lý các tập đoàn, tổng công ty nhà nước theo đúng thời hạn quy định tại Nghị định số 131/2018/NĐ-CP. Ủy ban quản lý vốn nhà nước tại doanh nghiệp và các bộ, cơ quan quản lý nhà nước xây dựng cơ chế phối hợp trong việc thực hiện nhiệm vụ bảo đảm quốc phòng an ninh, phòng chống khủng bố, an toàn hàng không, an toàn hàng hải, phòng chống tham nhũng, phòng chống buôn lậu gian lận thương mại... theo chức năng, nhiệm vụ được phân công.
- Bộ Thông tin và Truyền thông xây dựng kế hoạch nghiên cứu cơ chế, chính sách thúc đẩy lĩnh vực bưu chính phát triển làm nền tảng cho thương mại điện tử. Phối hợp với các nước hình thành trung tâm An toàn an ninh mạng khu vực ASEAN; xây dựng Đề án chuyển đổi số quốc gia; xây dựng chính sách ưu tiên phát triển mạng xã hội trong nước; thúc đẩy phát triển hệ sinh thái số Việt Nam. Chỉ đạo các cơ quan báo chí tiếp tục đẩy mạnh thông tin, tuyên truyền về tình hình kinh tế - xã hội của đất nước, đề cao giá trị đạo đức, lối sống tốt đẹp, kịp thời cung cấp thông tin chính thống để tạo đồng thuận xã hội và thực hiện, thắng lợi các mục tiêu, nhiệm vụ đề ra.
- Yêu cầu người đứng đầu các bộ, ngành, địa phương thực hiện nghiêm Quy định số 08-QĐ/TW của Trung ương về trách nhiệm nêu gương đối với người đứng đầu các cấp, các ngành, cơ quan, đơn vị và kỷ luật, kỷ cương hành chính. Các thành viên Chính phủ thực hiện nghiêm túc việc trả lời chất vấn của Đại biểu Quốc hội; khẩn trương xây dựng kế hoạch triển khai việc thực hiện các cam kết trước Quốc hội và cử tri cả nước tại kỳ họp thứ 6 Quốc hội khóa XIV.
3. Về việc kéo dài vốn kế hoạch năm 2017 sang năm 2018 của các dự án thuộc các Chương trình mục tiêu quốc gia
Chính phủ thống nhất cho phép kéo dài thời gian thực hiện và giải ngân kế hoạch vốn đầu tư phát triển nguồn ngân sách trung ương năm 2017 của các dự án thuộc các Chương trình mục tiêu quốc gia đến hết ngày 31 tháng 12 năm 2018. Giao Bộ Kế hoạch và Đầu tư thông báo nguyên tắc và hướng dẫn Ủy ban nhân dân cấp tỉnh thực hiện.
Thủ tướng Chính phủ quy định cụ thể nguyên tắc kéo dài thời gian thực hiện và giải ngân kế hoạch vốn đầu tư phát triển nguồn ngân sách trung ương trong Quyết định giao kế hoạch thực hiện các Chương trình mục tiêu quốc gia giai đoạn 2016 - 2020 cho các năm 2019 và 2020
4. Về dự án nâng cấp tuyến đường bộ nối hai tỉnh Phú Yên và Gia Lai, đoạn qua địa phận tỉnh Phú Yên
Chính phủ thống nhất cho phép áp dụng điều khoản chuyển tiếp quy định tại Khoản 7 Điều 72 của Nghị định 15/2015/NĐ-CP ngày 14 tháng 02 năm 2015 được thay thế bằng quy định tại Khoản 8 Điều 76 của Nghị định 63/2018/NĐ-CP ngày 04 tháng 5 năm 2018 để tiếp tục triển khai Dự án nâng cấp tuyến đường bộ nối hai tỉnh Phú Yên và Gia Lai, đoạn qua địa phận tỉnh Phú Yên (giai đoạn 1) theo hình thức hợp đồng BT đã ký với nhà đầu tư và sử dụng 700 tỷ đồng nguồn vốn trái phiếu Chính phủ giai đoạn 2016-2020 để thanh toán cho nhà đầu tư.
Giao Ủy ban nhân dân tỉnh Phú Yên chịu trách nhiệm toàn diện về kết quả rà soát tổng mức đầu tư và phân kỳ đầu tư theo kết quả thẩm tra của Bộ Giao thông vận tải, hoàn thiện thủ tục đầu tư, chịu trách nhiệm bố trí trong cân đối ngân sách địa phương đủ số vốn còn thiếu để hoàn thành Dự án, phát huy hiệu quả đầu tư.
Giao Bộ Kế hoạch và Đầu tư tổng hợp, báo cáo cơ quan có thẩm quyền giao số vốn nêu trên trong kế hoạch đầu tư công trung hạn 2016-2020 nguồn vốn trái phiếu Chính phủ.
5. Về việc triển khai chương trình, sách giáo khoa giáo dục phổ thông mới
Bộ Giáo dục và Đào tạo tổ chức thực hiện chương trình, sách giáo khoa giáo dục phổ thông mới theo lộ trình quy định tại Nghị quyết số 51/2017/QH14 của Quốc hội; chuẩn bị đầy đủ các điều kiện cần thiết để thực hiện. Giao Bộ trưởng Bộ Giáo dục và Đào tạo thừa ủy quyền của Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Ủy ban Thường vụ Quốc hội, Quốc hội.
6. Về kỳ thi Trung học phổ thông quốc gia năm 2019
Bộ Giáo dục và Đào tạo chỉ đạo, tổ chức kỳ thi Trung học phổ thông quốc gia năm 2019 theo thẩm quyền trên cơ sở tiếp tục phát huy những mặt tích cực, đồng thời khắc phục triệt để những hạn chế, bất cập trong những kỳ thi trước đây, nhất là công tác ra đề thi, coi thi, phương pháp chấm thi, bảo đảm chính xác, trung thực, khách quan.
7. Về tình hình ban hành văn bản quy định chi tiết; tình hình ban hành văn bản cắt giảm điều kiện kinh doanh và thủ tục kiểm tra chuyên ngành; kết quả kiểm tra của Tổ công tác của Thủ tướng tháng 10 năm 2018
a) Về tình hình ban hành văn bản quy định chi tiết:
- Các bộ, cơ quan ngang bộ tích cực thực hiện, hoàn thành các nhiệm vụ được giao và các đề án theo chương trình công tác, bảo đảm tiến độ và chất lượng. Khẩn trương hoàn thiện trình Chính phủ, Thủ tướng Chính phủ ban hành hoặc ban hành theo thẩm quyền các văn bản quy định chi tiết, nhất là các văn bản còn nợ đọng và các văn bản quy định chi tiết các luật, pháp lệnh có hiệu lực thi hành từ ngày 01 tháng 01 năm 2019, bảo đảm có hiệu lực thi hành cùng với thời điểm thi hành của luật, pháp lệnh, không để phát sinh nợ đọng mới.
- Bộ Tư pháp phối hợp chặt chẽ với Văn phòng Chính phủ theo dõi, đôn đốc, kiểm tra việc xây dựng, ban hành văn bản quy định chi tiết; kịp thời tham mưu cho Chính phủ, Thủ tướng Chính phủ các giải pháp để tháo gỡ vướng mắc, đẩy nhanh tiến độ soạn thảo, ban hành các văn bản.
b) Về tình hình ban hành văn bản cắt giảm điều kiện kinh doanh và thủ tục kiểm tra chuyên ngành:
Các Bộ, cơ quan quản lý chuyên ngành tập trung hoàn thiện, trình Chính phủ ban hành hoặc ban hành theo thẩm quyền các các văn bản cải cách hoạt động kiểm tra chuyên ngành và đơn giản hóa, cắt giảm điều kiện kinh doanh. Đồng thời đánh giá, xác định hiệu quả kinh tế của việc thực hiện cắt giảm, đơn giản hóa thủ tục, danh mục hàng hóa kiểm tra chuyên ngành và điều kiện đầu tư kinh doanh thuộc ngành, lĩnh vực quản lý; gửi báo cáo đến Văn phòng Chính phủ trước ngày 20 tháng 11 năm 2018 và đăng tải công khai trên trang thông tin điện tử của bộ, cơ quan. Giao Văn phòng Chính phủ tổng hợp, báo cáo tại phiên họp Chính phủ thường kỳ tháng 11 năm 2018.
c) Về kết quả kiểm tra của Tổ công tác:
- Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với Bộ Tài chính, Bộ Tư pháp và các bộ, cơ quan liên quan báo cáo Chính phủ phương án xử lý đối với quyền lợi của người lao động trong các doanh nghiệp đã ngừng hoạt động, giải thể, phá sản hoặc chủ bỏ trốn.
- Bộ Thông tin và Truyền thông khẩn trương hoàn thiện, trình Chính phủ, Thủ tướng Chính phủ dự thảo Nghị định thay thế Nghị định số 102/2009/NĐ-CP và dự thảo Quyết định thay thế Quyết định số 80/2014/QĐ-TTg để tháo gỡ những vướng mắc trong đầu tư công nghệ thông tin và thúc đẩy triển khai Chính phủ điện tử.
- Bảo hiểm xã hội Việt Nam khẩn trương xây dựng, trình Thủ tướng Chính phủ: Đề án “Đổi mới, sắp xếp tổ chức bộ máy của Bảo hiểm xã hội Việt Nam theo hướng nâng cao chất lượng, hoạt động hiệu lực, hiệu quả”; dự thảo Quyết định về cấp, quản lý và sử dụng thẻ bảo hiểm y tế điện tử.
8. Về đề nghị xây dựng Nghị định thay thế Nghị định số 126/2007/NĐ-CP ngày 01 tháng 8 năm 2007 của Chính phủ quy định chi tiết và hướng dẫn thi hành một số điều của Luật người lao động Việt Nam đi làm việc ở nước ngoài
Chính phủ thống nhất với đề nghị của Bộ Lao động - Thương binh và Xã hội về việc xây dựng Nghị định thay thế Nghị định số 126/2007/NĐ-CP ngày 01 tháng 8 năm 2007 của Chính phủ quy định chi tiết và hướng dẫn thi hành một số điều của Luật người lao động Việt Nam đi làm việc ở nước ngoài. Giao Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, cơ quan liên quan xây dựng dự thảo Nghị định thay thế, trình Chính phủ theo quy định.
9. Về việc mở rộng thực hiện Quyết định số 29/2014/QĐ-TTg của Thủ tướng Chính phủ về tín dụng đối với hộ gia đình và người nhiễm HIV, người sau cai nghiện ma túy, người điều trị nghiện các chất dạng thuốc phiện bằng thuốc thay thế, người bán dâm hoàn lương
Chính phủ thống nhất với đề nghị của Bộ Lao động - Thương binh và Xã hội. Giao Bộ Lao động - Thương binh và Xã hội chủ trì, phối hợp với các bộ, cơ quan liên quan trình Thủ tướng Chính phủ xem xét, quyết định việc sửa đổi Quyết định 29/2014/QĐ-TTg.
10. Về chủ trương miễn học phí cho học sinh bậc trung học cơ sở tại các trường công lập thuộc thành phố Hồ Chí Minh
Chính phủ thống nhất trước mắt Ủy ban nhân dân Thành phố Hồ Chí Minh tiếp tục thực hiện chính sách học phí đối với học sinh bậc trung học cơ sở theo quy định của pháp luật hiện hành.
11. Về phương án xử lý đối với việc xin kéo dài thời gian thực hiện giải thể các công ty trách nhiệm hữu hạn một thành viên lâm nghiệp thuộc Ủy ban nhân dân tỉnh Đắk Nông.
Chính phủ thống nhất với đề xuất của Bộ Nông nghiệp và Phát triển nông thôn về việc kéo dài thời gian thực hiện giải thể các công ty nông, lâm nghiệp thuộc Ủy ban nhân dân tỉnh Đắk Nông theo kế hoạch và lộ trình nêu tại Tờ trình số 4004/TTr-UBND ngày 14 tháng 8 năm 2018 của Ủy ban nhân dân tỉnh Đắk Nông.
Giao Ủy ban nhân dân tỉnh Đắk Nông khẩn trương chỉ đạo các cơ quan, đơn vị kiểm điểm rõ trách nhiệm của cá nhân, tổ chức liên quan gây chậm tiến độ giải thể; đồng thời khẩn trương chỉ đạo các cơ quan, đơn vị liên quan giải quyết dứt điểm các tồn tại, vướng mắc, bảo đảm hoàn thành dứt điểm công tác giải thể.
Giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan khẩn trương xây dựng dự thảo Nghị định thay thế Nghị định số 172/2013/NĐ-CP, trình Chính phủ theo quy định./.

Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 on promulgating the Working Regulation of the Government;
Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in October 2018,held on November 03, 2018,
DECIDES
1. Regarding the draft Ordinance amending and supplementing the Ordinances related to planning
The Ministry of Planning and Investment was assigned to assume the prime responsibility for, and coordinate with the concerned ministries and agencies in collecting comments from the Government members, finalizing the proposal for the draft Ordinance and reporting to the Prime Minister before submitting it to the National Assembly Standing Committee.
2. Regarding the socio-economic situation in October and the first 10 months of 2018; the implementation progress of the Government s Resolution No. 01/NQ-CP dated January 01, 2018
The Government unanimously assessed that: The socio-economic situation in October and the first 10 months of 2018 continued to advance positively. Macroeconomic conditions were relatively stable. Inflation was kept under control. Monetary and credit markets were stable. State budget revenues increased by 15.1% over the same period. Exports reached over USD 200 billion, up 14.2%, of which exports of the domestic sector recorded higher growth than the foreign-invested ones. Export surplus reached USD 6.4 billion. State budget investment capital increased by 17%. The agricultural sector maintained good growth. Yield of paddy rice increased by 2.9-3.3 quintals per hectare, total output increased by 440 thousand tons. Seafood production increased by 6% over the same period. Industrial production increased by 10.4%, the highest growth since 2012. The service sector continued to grow well. The number of international visitors to Vietnam was estimated at 12.8 million, up 22.4% compared with that of the same period last year. Demand increased sharply, total retail sales of goods and consumer services increased by 11.4%. The fields of culture, health care, education, training, science and technology, social security, labor and employment continued to receive due attention. The “Month for the Poor" was implemented in an effective and practical manner. National defense and security were maintained. Many important results were achieved in the field of foreign affairs.
Besides the above-mentioned achievements, the country faces many difficulties and challenges. Inflation pressure remains high, the country’s economic resilience to external changes remains limited. The business environment and competitiveness ratings have been downgraded. Capacity on innovation, research and development of enterprises, application of high technology remains low. Production and business are still difficult. The number of enterprises suspended operation or waiting for dissolution is still high. Exports of some agricultural products tends to decrease. Complicating developments were observed related to smuggling, trade fraud, social order and safety, and crime situation in some areas...
In order to complete the socio-economic development plan in 2018 with the highest results and prepare for the implementation of the socio-economic development plan in 2019, the Government requested the ministers, the heads of the ministerial-level agencies, Chairmen of the People s Committees of the provinces and centrally-run cities exert their responsibility before the people, their responsibility as leaders, continue to leverage advantages and achievements, concentrate on overcoming the shortcomings and limitations, urgently resolve issues concerned by the National Assembly, the people and voters of the whole country in the sectors and domains under their charge; regularly urge and inspect the performance of official duties by government officials in their respective ministries, agencies and units, to create positive movements throughout the whole system. At the same time, it was requested for creativity and efforts in management and determination to fulfill the tasks set out in the remaining two months of 2018, focusing on the following contents:
- Deputy Prime Minister Vuong Dinh Hue was assigned to direct the Ministry of Planning and Investment, the Ministry of Finance, the Government Office and other concerned ministries and agencies to finalize the Government
s feedback documents on draft Resolutions of the sixth session of the 14thNational Assembly on the socio-economic development plan in 2019; the State budget estimates in 2019; the central budget allocation plan in 2019; revisions to the medium-term public investment plan for the 2016-2020 period and act on behalf of the Government to sign and send documents to the Standing Committee of the National Assembly; closely coordinate with the Committees of the National Assembly in receiving and finalizing the above-mentioned draft Resolutions for submission to the National Assembly for approval, which shall serve as a foundation for the Government to administer.
- Deputy Prime Minister Vu Duc Dam was assigned to direct the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with concerned ministries and agencies in reviewing and evaluating 5-years implementation of Resolution No. 19, formulating and submitting to the Government to promulgate a resolution on tasks and measures to improve the business environment and raise the national competitiveness in 2019. The Resolution shall be implemented right from the beginning of the year. It was requested for the Resolution to clearly identify specific solutions and roadmaps to raise the business environment and competitiveness indexes, especially for low ranking indicators and criterion.
- The State Bank of Vietnam, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Planning and Investment and other ministries, sectors and localities shall closely monitor developments in domestic and international monetary, financial and commodity markets, closely coordinate monetary, credit, fiscal, trade and investment policies, maintain macroeconomic stability and control inflation in line with the set targets.
- The State Bank of Vietnam shall continue to operate monetary policy in a flexible and prudent manner, maintain liquidity at a reasonable level, strictly control credit in real estate and securities markets; take initiative in managing liquidity, interest rates and exchange rates in line with the macroeconomic situation as well as the domestic and foreign market situation, promptly respond to unfavorable impacts of the world financial market, US-China trade war.
- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in drafting a Resolution on major tasks and solutions for directing and administering socio-economic development and the State budget plan in 2019. The Resolution shall be submitted to the Government at the regular meeting in November 2018. The Ministry shall conduct research, analysis and forecast of the world and domestic situation, develop economic growth scenario in 2019, and provide suitable solutions and strategies from the beginning of the year. The Ministry of Planning and Investment shall review and evaluate the implementation results of the overall strategy for developing Vietnam’s service sector up to 2020; formulate a comprehensive service sector development strategy for Vietnam in the 2021-2030 period, with a vision to 2050, to ensure uniformity and synchronization with the plan on restructuring of service sectors in accordance with Resolutions of the Party Central Committee and the National Assembly on continuing to renovate the growth model, restructure the economy; at the same time, the Ministry shall study and propose amendments and supplements to relevant mechanisms and policies to remove barriers and promote service sectors’ development.
- Ministries, agencies and localities must consider solving inadequacies, institutional constraints, improving the investment and business environment, facilitating production and business activities as a central and cross-cutting task, additional efforts should be made, and more creativity is required in the implementation of the task. Attention should be paid on speeding up the implementation and disbursement of public investment; soon completing and putting into operation projects, especially key projects, important projects and projects under the National Target Program. The Ministry of Planning and Investment and the Ministry of Finance shall review, coordinate with ministries, branches and localities in intensifying the inspection and examination of projects which were delayed in disbursement, strictly review the responsibilities of relevant organizations and individuals causing delays in the implementation of public investment plans, to report to the Prime Minister.
- The Ministry of Finance shall strengthen the financial and budgetary discipline, strictly control State budget revenues and expenditures, public debts and public assets; work out appropriate and timely solutions for the efficient and sustainable development of the securities market; closely coordinate with the functional forces of the concerned ministries, agencies and localities in intensifying the inspection, control, prevention and fight against smuggling and trade frauds and the sale of fake goods and poor quality goods, especially at the end of the year and the Lunar New Year 2019.
- The Ministry of Industry and Trade shall review and remove difficulties in projects producing exported products; develop a plan to ensure the supply of goods, price stability, prevent the scarcity of goods, causing price fever on the occasion of the Lunar New Year 2019; coordinate with the Ministry of Agriculture and Rural Development to instruct enterprises and people to identify the opportunities and challenges of the CPTPP agreement and free trade agreements that have been signed and/or will be signed by Vietnam.
- The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in implementing measures to closely control activities related to the trading and transport of pigs and imported pork products, especially at border checkpoints, trails, border crossings, not to allow pigs and pork products from countries infected with African hog cholera to enter Vietnam. The Ministry shall focus on reviewing and applying measures to boost export and raise the value of agricultural commodities which still have potential for growth; direct coastal localities in deploying synchronous and drastic measures to prevent, combat and prevent illegal unreported and unregulated fishing activities; monitor the weather and provide timely warnings and proactively prevent and control natural disasters. Special attention shall be paid to the prevention and fight against cold and bad weather for people and animals in the northern mountainous provinces, droughts in the South-Central Coast and the Central Highlands. In addition, the Ministry shall propose the preparation for a workshop on drought prevention and control in these areas.
- The Ministry of Construction shall closely coordinate with the ministries, sectors and People s Committees of the provinces and centrally-run cities to focus on raising the quality of the State management over urban development; concentrate on studying and proposing new models of urban development; promptly rectify law violations in construction and investment in urban development; urge the localities to strictly implement Directive No. 29/CT-TTg dated October 09, 2018 of the Prime Minister on enhancing the State management in the apartment or condominium complex management, operation and use. The Ministry of Construction shall directly inspect a number of seriously violated and typical cases and report them to the Prime Minister; promptly collect comments of ministries and sectors and finalize the draft Directive on a number of measures to promote the stable and healthy development of the real estate market and submit it to the Prime Minister for consideration and promulgation in the 4thquarter of 2018. The Ministry shall strictly follow up with the real estate market and continue to propose solutions to control and promote the healthy development of the real estate market.
- The Ministry of Transport shall review and adjust the North-South Expressway planning in the east; speed up the preparation for early implementation of key projects such as the Long Thanh International Airport Project, the expansion plan of Tan Son Nhat International Airport, the North-South high-speed railway. The Ministry of Transport shall urge, inspect and ensure the quality and accelerate the construction and completion of on-going works according to the approved plan; coordinate with the functional forces of the Ministry of Public Security and localities to strengthen the regulation and organize the strict management of transport activities to meet the needs of the people on the occasion of the Lunar New Year 2019; and review and work out a plan to handle black spots with high traffic safety risks.
- The Ministry of Natural Resources and Environment shall direct the implementation of meteorological, hydrological and natural disaster prediction; coordinate with the concerned ministries and sectors in strictly implementing the Prime Minister s Directive No. 27/CT-TTg on enhancing the management of the import and use of scrap materials which are imported as raw materials for production. Attention shall be paid on clarifying the demand for import of scrap materials into Vietnam as raw materials for production; promptly report to the Prime Minister on the list of scrap materials to be permitted for import; assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned ministries and agencies in studying and proposing plans on settling and handling lots of pending scrap materials at seaports according to the current legislation on environment protection and customs. The Ministry shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Planning and Investment in unifying the mechanism and funding source for the implementation of the Target Program on thoroughly handling seriously polluting establishments which are categorized as public-utilities in the 2016 – 2020 period, focusing on the treatment for environmental pollution caused by pesticide residues. The Ministry shall coordinate with the National Committee for E-Government and the Government Office in building a geographic database and report it to the Prime Minister.
- The Ministry of Culture, Sports and Tourism shall direct the review and overcoming the limitations and inadequacies of the tourism sector in order to work out solutions to raise the quality, operation efficiency and competitiveness of the sector; enhance the management and quality control of tourist service business and tourist facilities.
- The Ministry of Labor, Invalids and Social Affairs shall continue to implement social welfare policies to create jobs and reduce poverty, especially for people in remote and isolated areas; continue to mobilize social resources to support and assist the poor; coordinate with localities to focus on handling outstanding dossiers to recognize people with meritorious service; coordinate with the Ministry of Finance in reviewing and evaluating the impacts of preferential policies for people with meritorious service and elderly people, propose solutions to ensure equality and create social consensus; strictly handle enterprises violating laws on labor export activities.
- The Government agreed to apply the base salary stipulated in Decree No. 72/2018/ND-CP as the price of medical examination and treatment. The Ministry of Health shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in reporting to the Prime Minister for consideration and decision on specific application timeline in 2018.
- The Ministry of Health shall actively implement the Government s Action Program to deploy the Party Central Committee’s Resolution on Health and Population; strengthen the application of information technology in health insurance payment and in the management of medical examination and treatment; take initiative in closely coordinating with ministries, sectors and localities in intensifying the inspection and supervision of food safety, strictly and openly handling violations of food safety.
- The Ministry of Education and Training shall proactively exchange and broaden dialogue activities to enhance the professional quality of the policy-making staff and create social consensus in undertaking comprehensive educational reforms.
- The Ministry of Science and Technology shall speed up the implementation and efficient exploitation of a Project on developing a Digital Vietnamese knowledge system and national database on science and technology; continue to promote the application of science and technology, especially fundamental technologies to meet the requirements of the Fourth Industrial Revolution; provide timely support and recognition of initiatives and innovations of people and enterprises in order to bring into full play the innovation and creativity capacity of the whole society, and well implement intellectual property protection.
- The Ministry of Justice shall continue to promote legal communication and education activities; coordinate with press agencies to allocate appropriate time for this work; monitor, urge and guide the handling of unlawful documents, synthesize and report to the Prime Minister on the review of responsibilities of individuals or units that had promulgated unlawful documents.
- The Ministry of Home Affairs and other ministries, sectors and localities shall actively execute the Government s action program to implement the Party’s Central Committee’s Resolution on the renovation, reorganization, staff reduction and capacity building of a cadre of government officials at all levels; raising operation efficiency of public non-business units; and wage and salary policy. The Working Group of the Prime Minister on public duty inspection shall continue to urge and inspect the performance of public duties. Attention shall be paid to cases on petty corruption, activities of public non-business units, which will be publicly reported at the Government’s regular meetings.
- The Government Inspectorate shall urge all levels and sectors to strictly implement the reception of citizens, settlement of complaints and denunciations; attach importance to the synchronous implementation of measures to prevent and combat corruption.
- The Ministry of Defence shall closely monitor the situation, take initiative in preventing destroying plots and promptly responding to new situations to ensure national defense and maintain the independence and sovereignty within the national territorial borders.
- The Ministry of Public Security shall direct and strengthen the work of grasping the situation, promptly and effectively provide resolutions to arising complicated situations of security and order; focus on the fight against conspiracy and demolition activities of hostile and reactionary forces; actively open focus attacks to suppress and hunt down crimes, ensure the security, social order and safety during the Lunar New Year in 2019. Types of crimes that need special attention include robbery, theft, gambling, "black credit" activities, debt collection, narcotics, smuggling, counterfeit goods, banned goods, violations of food safety regulations, illegal fire-cracker trading and storing...
- The Ministry of Foreign Affairs shall coordinate with ministries and sectors to implement well the conclusion of the 12thASEM and P4G Summits; well prepare for external activities of the Party and the State leaders from now until the end of 2018; continue mobilizing other countries to support Vietnam to be nominated for a position as a non- permanent member of the United Nations Security Council; strive to sign and ratify the EVFTA Agreement in the first half of 2019.
- The Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Information and Communications shall promptly coordinate with the State Capital Management Committee in handing over the management dossiers of state-owned groups and corporations according to the timeline prescribed in Decree No. 131/2018/ND-CP. The Committee for State Capital Management at Enterprises, ministries and state management agencies shall work out a coordination mechanism in performing the tasks of national defense and security assurance, terrorism prevention, aviation and maritime safety, anti-corruption, anti-smuggling and trade fraud ... according to the respective assigned functions and tasks.
- The Ministry of Information and Communications shall work out plans to study mechanisms and policies to promote the development of postal services as a foundation for e-commerce; coordinate with other countries in forming a Regional Network Security and Safety Center of ASEAN; formulate a Project on national number conversion; formulate preferential policies to prioritize the development of social networks in the country; promote the development of Vietnam s digital ecosystem. The Ministry shall direct news agencies to continue promoting information and communication on the country s socio-economic situation, promoting good ethical values and lifestyles, promptly providing official information to create social consensus and successfully implement and achieve assigned goals and tasks.
- It was requested that the heads of ministries, sectors and localities to strictly observe the Party s Central Committee’s Regulation No. 08-QD/TW on the responsibility for setting examples of heads of all levels, sectors, agencies, units and agencies and other administration disciplines and order. The Government members shall earnestly provide answers to questions raised by the National Assembly deputies; urgently draw up plans to implement the commitments to the National Assembly and voters nationwide at the sixth session of the 14thNational Assembly.
3. Regarding the extension of the timeline for capital disbursement from 2017 to 2018 of projects under the National Target Program
The Government agreed to extend the time for implementation and disbursement of the investment capital using the central budget in 2017 of projects under the National Target Program to the end of December 31, 2018. The Ministry of Planning and Investment was assigned to notify the principles and guide the implementation of provincial-level People s Committees.
The Prime Minister shall specify the principles of extending implementation and disbursement timeline of the investment capital using the central budget in a Decision assigning the implementation plan of the National Target Program in the 2016 - 2020 period to the years 2019 and 2020.
4. Regarding the Project to upgrade the road connecting Phu Yen and Gia Lai provinces, passing through the territory of Phu Yen province
The Government agreed to apply the transitional provision stipulated in Clause 7, Article 72 of Decree No. 15/2015/ND-CP dated February 14, 2015, which was replaced by Clause 8, Article 76 of Decree 63/2018/ND-CP dated May 04, 2018 to continue the Project to upgrade the road connecting Phu Yen and Gia Lai provinces, passing through the territory of Phu Yen province (phase 1) in the form of a Build-Transfer contract signed with investors, using VND 700 billion of government bond in the 2016-2020 period to pay for investors.
The People s Committee of Phu Yen province shall be responsible for the overall results of the review of total investment and investment phases in accordance with the verification results by the Ministry of Transport, the completion of investment procedures, allocation of sufficient local budgets to fill the capital gaps to complete the project and foster investment efficiency.
The Ministry of Planning and Investment was assigned to synthesize and report to the competent agencies to allocate of the above-mentioned capital amounts in the medium-term public investment plan in the 2016-2020 period.
5. Regarding the implementation of new general education curriculum and textbooks
The Ministry of Education and Training shall organize the application of new general education curriculum and textbooks according to the roadmap prescribed in the National Assembly s Resolution No. 51/2017/QH14; prepare the necessary conditions for the application. The Minister of Education and Training was authorized by the Prime Minister to report on behalf of the Government to the Standing Committee of the National Assembly and the National Assembly.
6. Regarding the national high school examination in 2019
The Ministry of Education and Training shall direct and organize the national high school examination in 2019 according to its competence, on the foundation of continuing to leverage the positive aspects and at the same time overcoming shortcomings and weaknesses of the past examinations, especially the development of exam questions, examination monitoring, grading methodologies, to ensure accuracy, honesty and objectivity.
7. Regarding the promulgation progress of detailing legal documents; the promulgation progress of documents to cut down on business conditions and specialized examination procedures; the inspection results of the Prime Minister s Working Group in October 2018
a) Regarding the promulgation of detailed legal documents:
- The ministries and ministerial-level agencies shall actively carry out and fulfill the assigned tasks and projects according to their working programs, ensuring the timeline and quality; expeditiously submit to the Government or the Prime Minister for promulgation, or promulgate according to their respective competence detailing legal documents, particularly pending documents and documents detailing laws and ordinances which shall be effective from January 01, 2019, to ensure simultaneous enforcement with the respective laws and ordinances, not to give arise to any new backlogs of pending documents.
- The Ministry of Justice shall closely coordinate with the Government Office in monitoring, urging and inspecting the elaboration and promulgation of detailing legal documents; promptly advise the Government and/or the Prime Minister on solutions to remove obstacles, speed up the drafting and promulgation of documents.
b) Regarding the promulgation of documents to reduce business conditions and specialized inspection procedures:
The ministries and specialized management agencies shall concentrate on finalizing and submitting to the Government for promulgation or promulgating according to their competence the documents to reform specialized inspection activities, simplify and reduce business conditions. At the same time, they will evaluate and determine the economic efficiency of the reduction and simplification of procedures and lists of specialized inspection goods and business investment conditions in the respective sectors or domains under their management; send the report to the Government Office before November 20, 2018 and publish it on the website of the respective Ministry and/or agency. The Government Office was assigned to synthesize and report this at the regular meeting of the Government in November 2018.
c) Regarding the inspection results of the Working Group:
- The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Justice and concerned ministries and agencies in reporting to the Government plans to resolve the interests of laborers in enterprises which ceased operation, dissolved, went bankrupt or fled.
- The Ministry of Information and Communications shall expeditiously complete and submit to the Government and the Prime Minister a draft Decree replacing Decree No. 102/2009/ND-CP and a draft Decision replacing Decision No. 80/2014/QD-TTg to remove obstacles in information technology investment and promote e-government adoption.
- The Vietnam Social Insurance shall promptly formulate and submit to the Prime Minister a Project on "Renovating and rearranging the organizational apparatus of the Vietnam Social Insurance in the direction of raising the operational quality, effectiveness and efficiency"; a draft Decision on granting, management and use of electronic health insurance cards.
8. Regarding the proposal for the elaboration of a Decree replacing the Government s Decree No. 126/2007/ND-CP dated August 01, 2007, detailing and guiding the implementation of a number of articles of the Law on Vietnamese workers working overseas
The Government agreed with the proposal of the Ministry of Labor, Invalids and Social Affairs on the elaboration of a Decree replacing the Government s Decree No. 126/2007/ND-CP dated August 1, 2007, detailing and guiding the implementation of a number of articles of the Law on Vietnamese workers working overseas. The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for and coordinate with the concerned ministries and agencies in elaborating the draft Decree and submit it to the Government according to regulations.
9. Regarding the scope extension of the Prime Minister s Decision No. 29/2014/QD-TTg on credit for HIV infected households and people, post-detoxified drug addicts, drug addicts treated by substitute therapies, and redeemed prostitutes
The Government agreed with the proposal of the Ministry of Labor, Invalids and Social Affairs. The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility and coordinate with the concerned ministries and agencies in submitting to the Prime Minister for consideration and decision the amendment of Decision No. 29/2014/QD-TTg.
10. Regarding the policy on the exemption of tuition fees for junior high school students in public schools in Ho Chi Minh City
The Government unanimously agreed that for the time being, the People
s Committee of Ho Chi Minh City shall continue to apply the tuition policy for junior high school students in accordance with the current law.
11. Regarding the plan to handle the application to extend a deadline for dissolution of agro-forestry one-member limited liability companies of Dak Nong Provincial People
s Committee.
The Government agreed with the proposal of the Ministry of Agriculture and Rural Development on extending the deadline for the dissolution of agro-forestry companies under Dak Nong Provincial People s Committee according to the plan and roadmap stated in the Letter No. 4004/TTr-UBND dated August 14, 2018 of Dak Nong Provincial People s Committee.
Dak Nong Provincial People s Committee was assigned to promptly direct the local authorities to clearly review the responsibilities of concerned individuals and organizations, which had caused delays to the dissolution. At the same time, the Provincial People’s Committee shall to promptly direct the concerned agencies and units to thoroughly settle pending problems, to ensure the completion of the dissolution.
The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in, formulating a draft Decree replacing Decree No. 172/2013/ND-CP and submitting it to the Government as prescribed./.
