Ngày 29/07/2016, Bộ trưởng Bộ Giao thông Vận tải đã ký Quyết định số 2368/QĐ-BGTVT phê duyệt Quy hoạch chi tiết Nhóm cảng biển Bắc Trung bộ (nhóm 2) giai đoạn đến năm 2020, định hướng đến năm 2030, bao gồm các cảng biển thuộc các tỉnh khu vực Bắc Trung bộ: Thanh Hóa, Nghệ An và Hà Tĩnh.
Theo đó, nhằm mục tiêu phát triển cảng biển Bắc Trung bộ (nhóm 2) đồng bộ, hài hòa giữa các bến tổng hợp và các bến cảng chuyên dùng để kịp thời đáp ứng sự hình thành, phát triển của các khu kinh tế trọng điểm, khu công nghiệp, các cơ sở công nghiệp tập trung ngành điện, khai khoáng, lọc hóa dầu trong khu vực; kết hợp thu hút và đáp ứng một phần nhu cầu vận tải biển một số tỉnh của Lào và Thái Lan…, Bộ trưởng đã đề ra một số chính sách, cơ chế và giải pháp chính.
Cụ thể như: Đẩy mạnh xã hội hóa việc đầu tư phát triển cơ sở hạ tầng cảng biển bằng các hình thức PPP; Tăng cường xúc tiến đầu tư, khuyến khích và tạo điều kiện thuận lợi cho mọi thành phần kinh tế trong và ngoài nước tham gia đầu tư phát triển cảng biển bằng các hình thức theo quy định; Khuyến khích các nhà đầu tư thuộc khu kinh tế, khu công nghiệp tham gia đầu tư cơ sở hạ tầng cảng biển và cơ sở hạ tầng kết nối cảng; Lưu ý dành quỹ đất thích hợp phía sau cảng để xây dựng trung tâm phân phối hàng hóa với các chức năng đầu mối logistics…
Quyết định này có hiệu lực thi hành kể từ ngày ký.

THE MINISTRY OF TRANSPORT
Decision No.2368/QD-BGTVT dated July 29, 2016 of the Ministry of Transport on approving the detailed planning for seaports in the North Central Coast (Group 2) by 2020 and the orientation towards 2030
Pursuant to the Law on Construction No. 50/2014/QH13 in 2014;
Pursuant to the Maritime Code of Vietnam in 2005;
Pursuant to the Government s Decree No. 107/2012/ND-CP dated December 20, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;
Pursuant to the Government s Decree No. 92/2006/ND-CP dated September 07, 2006 on formulation, assessment, ratification and management of socio-economic development master plans and the Government s Decree No. 04/2008/ND-CP dated January 11, 2008 on amendments to Decree No. 92/2006/ND-CP;
Pursuant to the Prime Minister’s Decision No. 1037/QD-TTg dated June 24, 2014 on approval for amendments to the Master Plan for development of Vietnam’s seaport system by 2020 and the orientation towards 2030;
In consideration of the report No. 4852/TTr-CHHVN dated November 25, 2015; the document No. 2547/CHHVN-KHDT dated June 23, 2016 of Vietnam Maritime Administration on receipt and explanation about suggestions of members of the Assessment Council, enclosed with completed plan documents; the written record made by the Assessment Council in June, 2016 on the amendments to the detailed planning for seaports in the North Central Coast (Group 2) by 2020, and the orientation towards 2030;
In consideration of the request of the Standing Member of the Assessment Council and Director of Planning and Investment Department,
DECIDES:
Article 1.Grant of approval for detailed planning for seaports in the North Central Coast (Group 2) by 2020 and the orientation towards 2030 with the following contents:
I. Scope of planning
The planning scope includes seaports of provinces in the north central coast region, including Thanh Hoa, Nghe An and Ha Tinh provinces. Serving scope includes the said provinces and a number of provinces in the North, Central Laos and the Northeast of Thailand.
II. Viewpoint and development targets
1. Viewpoint
- Develop seaports to efficiently meet demand for socio-economic development of Thanh Hoa, Nghe An and Ha Tinh provinces as well as to boost the development of coastal economic and industrial zones, including Nghi Son Economic Zone, Southeast Nghe An Economic Zone and Vung Ang Economic Zone.
- Develop terminals at Nghi Son, Cua Lo and Vung Ang seaports from multipurpose terminals into central terminals to meet demand for sea transport within the north central coast region and the Asian region, and satellite terminals of Hai Phong and Vung Tau international gate ports; develop dedicated terminals which include multipurpose terminals to directly serve operations of industrial zones.
- Attach a special importance to the uninterrupted connection between seaports in Group 2 and the national traffic network and the East – West Economic Corridor (EWEC), especially Laos through Highway 217, Highway 7, Highway 8 and Highway 12A.
- Make the best use of favorable natural conditions for suitable and stable development of floating docks and cargo transshipping areas on the way so as not to cause adverse impacts on other socio-economic development plans and to strictly comply with regulations on environmental protection, maritime safety and security for the purpose of reducing investment and maritime shipping costs, and the pressure of road transport and vehicular weight inspection.
- Planning-based sizes of ships (deadweight tonnages) are used as the basis for making investment in seaport public infrastructure but are not used as the basis for prohibiting ships with larger sizes from making ocean voyages on shipping lanes, and entering/leaving seaports. A ship which has a larger size but has technical specifications conformable with a terminal’s receiving capacity, and technical standards and regulations for the ship lane (the width, depth and clearance height, etc.), and satisfied all safety conditions may enter seaports.
The upgrade and/or investment in terminals must take into account the construction of auxiliary works (warehouse, etc.) and the investment in loading/ unloading equipment in a comprehensive manner in conformity with the received sizes of ships and seaport design capacity.
2. Development targets and orientation
a) General targets:
Develop seaports in the North Central Coast (Group 2) in a harmonious way between multipurpose terminals and dedicated terminals to timely meet the establishment and development of key economic zones, industrial zones and concentrated industrial establishments specializing in electricity, mining and oil industry in the region; attract and partially meet demand for sea transport of some provinces of Laos and Thailand.
b) Specific targets:
Ensure the following capacity of goods movement by planning phases:
- About 107 - 141 million tons/ year by 2020 (general goods: 15.8 – 19.5 million tons/ year).
- About 179 - 238 million tons/ year by 2030 (general goods: 32.0 – 43.2 million tons/ year).
In which, focus on the development of three primary multipurpose terminals, including Nghi Son, Cua Lo and Vung Ang terminals, to boost the development of coastal economic zones in Thanh Hoa, Nghe An and Ha Tinh provinces.
III. Planning contents
1. Detailed planning for Group 2 ports
a) Nghi Son seaport (Thanh Hoa province):A national central multipurpose port (Class I) which comprises Nam Nghi Son terminals, Bac Nghi Son terminals and Hon Me terminals.
Estimated capacity of goods movement: 32.7 – 38.7 million tons per year by 2020; 56.4 – 65.6 million tons per year by 2030. Estimated capacity of container movement: 40 – 80 thousand TEU/year by 2020; 110 – 180 thousand TEU/year by 2030.
Detailed planning for primary terminals:
- Nam Nghi Son terminals: terminals for general ships and ships carrying containers with dedicated terminals, capable of receiving ships with a deadweight tonnage of 30,000 - 50,000 tons. Estimated capacity of goods movement: 16.5 million tons/year by 2020; 27.6 million tons/year by 2030. To be specific:
+ Terminals for general goods (including bulk cargo and steel products): Estimated capacity of goods movements: 12.25 million tons/ year by 2020 and 19.5 million tons/year by 2030. Multipurpose terminals No. 6 and No. 7, and 04 terminals for steel products shall be built in 2020.
+ Terminals for container ships: shall be developed under certain conditions in conformity with demand and capacity of investors to ensure the feasibility.
+ Terminals of Nghi Son Power Center (including Nghi Son 1 and Nghi Son 2 factories): Estimated capacity of goods movements: 4.2 million tons/ year by 2020 and 8.1 million tons/year by 2030.
- Bac Nghi Son terminals: An area for dedicated terminals of Nghi Son Refinery Plan and dedicated terminals for plants located in industrial zones, capable of receiving ships with a deadweight tonnage of 30,000 - 50,000 tons. Estimated capacity of movement: 21.5 million tons/year by 2020; 36.5 million tons/year by 2030. To be specific:
+ Terminals of refinery and petroleum plant: Estimated capacity of good movement: 17.5 million tons/year by 2020 and 32.5 million tons/year by 2030 (including crude oil originated from offshore SPMs).
+ Terminals of Nghi Son cement plant: Estimated capacity of movement: 4.0 million tons/year.
- Hon Me island terminals off the coast of Nghi Son port consists of: (i) An area serving the import of crude oil by refinery and petroleum plants (from SPMs), capable of receiving ships with a deadweight tonnage of 20,000 – 40,000 tons; (ii) An area for transshipment of coal and imported/exported goods of large tonnage ships beyond the receiving capacity of shipping lanes of Nam Nghi Son terminals.
- Le Mon, Quang Chau, Quang Nham terminals: local multipurpose terminals (Class II) with dedicated terminals, capable of receiving ships with a deadweight tonnage of up to 1,000 tons. Estimated capacity of movement: 0.75 million tons/year by 2020; 1.5 million tons/year by 2030.
b) Nghe An seaport:A national central multipurpose port (Class I) which comprises Nam Cua Lo terminals, Bac Cua Lo terminals and Dong Hoi dedicated terminals.Where:
- Nam Cua Lo terminals: Terminals for both general ships and container ships, including four existing terminals, capable of receiving ships with a deadweight tonnage of 10,000 tons; terminals downstream (from 2 to 4 terminals) shall be developed to receive ships with a deadweight tonnage of up to 20,000 tons; terminals on the other side of the river shall be developed under certain conditions in conformity with the investment progress, capacity and demand of Dong Nam Nghe An Economic Zone and the regional economic development. Estimated capacity of goods movement: 5.5 million tons/year by 2020; 15 million tons/year by 2030.
- Bac Cua Lo terminals: dedicated terminals with terminals for general goods, capable of receiving ships with a deadweight tonnage of 10,000 - 70,000 tons (subject to demand and capacity of investors). Estimated capacity of goods movement: 6.25 million tons/year by 2020; 8.0 million tons/year by 2030. To be specific:
+ Oil terminal: capable of receiving ships with a deadweight tonnage of up to 30,000 tons. Estimated capacity of movement: 0.75 million tons/year by 2020 and 1.5 million tons/year by 2030.
+ Cement and clinker terminal: capable of receiving ships with a deadweight tonnage of 10,000 – 70,000 tons. Estimated capacity of movement: 5.5 million tons/year by 2020 and 6.5 million tons/year by 2030.
+ Terminals for both general ships and container ships with a deadweight tonnage of 30,000 – 50,000 tons: shall be developed according to the development of economic zones, demand and capacity of investors.
- Dong Hoi terminals: multipurpose terminals with dedicated terminals directly serving industrial establishments in Dong Hoi industrial zone (Nghe An province), capable of receiving ships with a deadweight tonnage of 30,000 - 50,000 tons. Capacity of goods movement shall be subject to investment capacity and demand in Dong Hoi industrial zone.
- Ben Thuy, Cua Hoi terminals: Local multipurpose terminals with dedicated terminals, capable of receiving ships with a deadweight tonnage of 1,000 – 2,000 tons. Estimated capacity of goods movement: 0.75 million tons/year by 2020. Ben Thuy terminals shall be gradually developed into local tourism service terminals and operations of Nghi Huong single-point mooring shall be stopped after 2025.
c) Ha Tinh Seaport:A national central multipurpose port (Class I), comprised of Vung Ang terminals and Son Duong terminals. Where:
- Vung Ang terminals: terminals for general ships and container ships with dedicated terminals. Estimated capacity of movement: 18.5 million tons/year by 2020 and 29.7 million tons/year by 2030. To be specific:
+ Terminal for general ships and container ships: center of Vung Ang terminals, capable of receiving ships with a deadweight tonnage of up to 50,000 tons and container ships with a deadweight tonnage of up to 4,000 TEU. Estimated capacity of movement: 9.0 million tons/year by 2020 and 19.7 million tons/year by 2030.
+ Oil terminal: capable of receiving ships with a deadweight tonnage of up to 15,000 tons; estimated capacity of movement: 1.0 million tons/ year by 2020 and 1.5 million tons/year by 2030.
+ Dedicated terminals for thermal power plants: capable of receiving coal-carrying ships with a deadweight tonnage of up to 120,000 tons. Estimated capacity of movement: 8.5 million tons/year by 2020 and about 8.5 million tons/year by 2030.
- Son Duong terminals: Dedicated terminals with terminals for general goods mainly serving industrial establishments behind the port such as metallurgy, refinery and petro-chemistry, and mining establishments, etc., capable of receiving ships with a deadweight tonnage of up to 300,000 tons; terminals for general ships and container ships shall be built when terminals for same functions in Vung Ang have operated at full capacity. Transshipment terminals for coal-carrying ships with a deadweight tonnage of 100,000 - 200,000 tons shall be built to serve thermal power centers in the region. Estimated capacity of movement at Son Duong port: 63 million tons/year by 2020 and 108 million tons/year by 2030.
- Xuan Hai terminal: Local multipurpose terminal, capable of receiving ships with a deadweight tonnage of 1,000 – 2,000 tons. Estimated capacity of goods movement: about 0.5 million tons/year by 2030.
- Cua Sot terminal (Thach Khe): A potential dedicated terminal serving the mining industry as requested.
- Xuan Giang oil terminal: Capable of receiving ships with a deadweight tonnage of 2,000 tons.
(Estimated capacity of good movement at the port, and the scale, functions and capacity of each port in the Group is provided in the Annex enclosed to this Decision).
2. Plan for development of shipping lanes
- Lane to Nam Nghi Son terminals:Develop the existing lane in effective manner to ensure the movement of ships with a deadweight tonnage of 30,000 tons and ships of larger sizes conformable with the lane’s technical specifications. A new turning basin shall be built for general operations in front of terminals No. 4 and 5. This shipping lane shall be upgraded and developed in next periods subject to the actual development of the port, goods movement and ships entering the port.
- Lane to Nam Cua Lo terminals:Develop the existing lane in an effective manner to ensure the movement of ships with a deadweight tonnage of 10,000 tons and ships of larger sizes conformable with the lane’s technical specifications. This lane shall be upgraded and developed to receive ships of larger sizes for meeting operational demand of the port.
- Lane to Vung Ang terminals:Develop the existing lane in an effective manner to ensure the movement of ships with a deadweight tonnage of 40,000 tons and ships of larger sizes conformable with the lane’s technical specifications. The shipping lane and breakwaters shall be developed under the plan on the basis of actual development of the port.
3. Orientation of port-connecting transport infrastructure
- Roads:Develop operations of roads which have been invested and upgraded in an effective way, consisting of: Highway 1, Highway 217, Nghi Son - Bai Tranh route, Highway 8, Highway 12A and Highway 12C; upgrade and develop roads connecting to seaports: Nghi Son – Tho Xuan, Highway 7 and roads to Cua Lo terminal;
- Inland waterways:Develop coastal routes connecting to seaports, Lam river route connecting to Ben Thuy terminal and Cua Lo terminal according to planning-based technical level.
-Railway: Do research on the investment in Vung Ang – Tan Ap – Mu Gia railway connecting to Vung Ang terminal.
4. Projects given priority by 2020
- Built new turning basin in front of the terminal No. 4 and terminal No. 5 of Nam Nghi Son terminals.
- Upgrade shipping lane to Cua Lo terminal – Phase 2.
- Prolong existing breakwater at Vung Ang terminals.
IV. Policies and solutions for implementing the planning
1. Solutions for managing the planning implementation
- Enhance private involvement sector in development of seaport infrastructure under PPP form (BOT, BTO, etc.). Enhance investment promotion, encourage and enable all domestic and foreign economic sectors to invest in seaport development under regulated investment forms; encourage investors of economic zones and industrial zones to invest in seaport infrastructure and port-connecting infrastructure.
- State budget shall focus on investment in public infrastructure works (shipping lanes, breakwaters, etc.) attached to important seaports/ terminals. The planning-based investment in terminals shall be carried out under the form of private sector involvement. Investors shall be responsible for sources of capital of their proposed terminals and efficiency of their investment in seaports and port-connecting infrastructure.
- If an investor applies for being invested in a wharf/terminal with a scale (in term of deadweight tonnage of received ships) larger than the planned scale, Ministry of Transport shall considers approving the investor’s application on the basis of specific types of goods, types of ships receiving goods at the port but such invested wharf/terminal shall not cause change in the port’s purposes; at the same time, that investor must assume responsibility for investment efficiency of his/her project.
- Keep boosting administrative procedure reform in management of investment and port operation towards simplification and international integration. Improve state management during the planning implementation.
- Provide land area behind the ports to build goods distribution centers which plan the role as logistics centers.
- Detailed planning for construction of terminals should take into account the planning for office of port authorities and regulatory bodies at new terminals to ensure conveniently and effectively state management of them.
2. Solutions for buoy wharves and transport hubs
- Buoy wharves and transport hubs under the planning shall be planned and stably invested and operated for a long term in conformity with the general planning of the port as wharves/terminals.
- Temporary buoy wharves and transport hubs shall not be planned but licensed to operate for a fixed term of not exceeding 5 years when buoy wharves and transport hubs under the planning in the region are unable to meet actual demand for goods movement. Investors in buoy wharves must stop their operation and dismantle them when licensed operation duration expires.
Article 2. Management and organization of planning implementation
1. Vietnam Maritime Administration
- Preside over and cooperate with departments/ boards/ regulatory bodies of provinces or cities and relevant agencies in publishing and managing implementation of approved planning.
- Preside over and cooperate with departments/ boards/ regulatory bodies of provinces or cities and relevant agencies in counseling Ministry of Transport to consider approving new investment or upgrade of wharves/terminals.
- Take charge of the appraisal and request Ministry of Transport to consider and decide the updates or adjustments to the scale, functions or construction progress of wharves/ terminals.
- With regard to potential ports/ terminals, based on actual demand and at the request of investors and people’s committees of provinces/ cities, Vietnam Maritime Administration shall submit an aggregated report to Ministry of Transport for consideration.
- Do research and propose specific policies for management and operation of permanent/temporary buoy wharves and transport hubs.
- Regularly coordinate with local government and relevant agencies in carrying out the inspection of the implementation of planning for seaports; propose actions against projects that fail to comply with the planning; annually report to Ministry of Transport on the planning implementation.
2. People’s committees of central-affiliated cities or provinces
- Give instructions in formulation of local planning in conformity with the approved detailed planning for the Group of seaports; pursuant to the approved planning, strictly manage land area dedicated to port construction; provide land area according to the planning for harmonious development of ports and infrastructure connected thereto, logistics centers and maritime service centers in order to ensure smooth operation of seaports.
- Before allocating land/ waters within the planning area for construction of seaports/terminals or issuing a certificate of investment to a seaport construction project, people’s committees of provinces/ cities must reach an agreement with the Ministry of Transport in contents related to the port planning (the purpose, scale, time and progress of investment) as regulated, and coordinate with local authorities in managing the planning implementation.
- Instruct provincial competent authorities to strictly coordinate with Vietnam Maritime Administration in preparing, appraising and applying for approval for detailed planning for terminals; propose updates, supplements or adjustments to detailed planning for seaports/ terminals to Ministry of Transport in accordance with regulations.
Article 3.This Decision on the signing date and replaces Decision No. 1742/QD-BGTVT dated August 03, 2011 by Minister of Transport.
Article 4.Chief of Office, Chief Inspector of the Ministry of Transport, Directors of Departments, Director of Vietnam Maritime Administration, heads of relevant organizations and individuals are responsible for the implementation of this Decision./.
