TÓM TẮT VĂN BẢN
Ngày 07/01/2021, Thủ tướng Chính phủ ban hành Quyết định 23/QĐ-TTg về việc phê duyệt Chương trình hành động quốc gia vì trẻ em giai đoạn 2021 - 2030.
Theo đó, mục tiêu đến năm 2025, tỷ lệ trẻ em bị xâm hại giảm xuống dưới 4,5%, năm 2030 con số này giảm còn dưới 4%. Mặt khác, Thủ tướng cũng đề ra mục tiêu vào năm 2025, 97% trẻ em dưới 1 tuổi được tiêm chủng đầy đủ 8 loại vắc - xin; đến năm 2030, con số này là 98% và số trẻ em dưới 5 tuổi được tiêm chủng đầy đủ các loại vắc - xin đạt 98% trong năm này.
Về lĩnh vực giáo dục, văn hóa, vui chơi, giải trí cho trẻ em, Thủ tướng cũng đặt ra một số mục tiêu cụ thể như sau: Tỷ lệ huy động trẻ em 5 tuổi đi học mẫu giáo năm 2025 đạt 99,1% và năm 2030 đạt 99,3%; 97% trẻ em hoàn thành cấp tiểu học năm 2025 và đạt 99% vào năm 2030; phấn đấu đến năm 2025, 40% các xã, phường, thị trấn có điểm văn hóa, vui chơi dành cho trẻ em, con số này là 45% vào năm 2030…
Quyết định này có hiệu lực thi hành kể từ ngày ký.

Phê duyệt Chương trình hành động quốc gia vì trẻ em giai đoạn 2121-2030

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015; Luật sửa đổi, bổ sung một số điều của Luật Tổ chức Chính phủ và Luật Tổ chức chính quyền địa phương ngày 22 tháng 11 năm 2019;
Căn cứ Luật Trẻ em ngày 05 tháng 4 năm 2016;
Căn cứ Nghị quyết số 121/2020/QH14 ngày 19 tháng 6 năm 2020 của Quốc hội về tiếp tục tăng cường hiệu lực, hiệu quả việc thực hiện chính sách, pháp luật về phòng, chống xâm hại trẻ em;
Căn cứ Nghị định số 56/2017/NĐ-CP ngày 09 tháng 5 năm 2017 của Chính phủ quy định chi tiết một số điều của Luật Trẻ em;
Căn cứ Nghị định số 80/2017/NĐ-CP ngày 17 tháng 7 năm 2017 của Chính phủ quy định về môi trường giáo dục an toàn, lành mạnh, thân thiện, phòng, chống bạo lực học đường;
Theo đề nghị của Bộ trưởng Bộ Lao động - Thương binh và Xã hội.
QUYẾT ĐỊNH:
Điều 1. Phê duyệt Chương trình hành động quốc gia vì trẻ em giai đoạn 2021 - 2030 (sau đây gọi tắt là Chương trình) với những nội dung sau:
I. MỤC TIÊU
1. Mục tiêu chung
Bảo đảm thực hiện các quyền trẻ em, phát triển toàn diện trẻ em nhằm đáp ứng yêu cầu xây dựng nguồn nhân lực có chất lượng cho phát triển kinh tế - xã hội và hội nhập quốc tế; tạo lập môi trường song an toàn, lành mạnh và thân thiện, góp phần hoàn thành các mục tiêu của Chương trình nghị sự 2030 vì sự phát triển bền vững.
2. Mục tiêu cụ thể
a) Mục tiêu 1: Về phát triển toàn diện trẻ em, chăm sóc sức khỏe, dinh dưỡng cho trẻ em
- Chỉ tiêu 1: Tỷ lệ xã, phường, thị trấn đạt tiêu chuẩn phù hợp với trẻ em đạt 65% vào năm 2025 và 75% vào năm 2030.
- Chỉ tiêu 2: Tỷ lệ trẻ em đến 8 tuổi được tiếp cận các dịch vụ hỗ trợ chăm sóc phát triển toàn diện đạt 90% vào năm 2025 và 95% vào năm 2030.
- Chỉ tiêu 3: Giảm tỷ suất tử vong trẻ sơ sinh trên 1.000 trẻ đẻ sống dưới 9,5 vào năm 2025 và dưới 9 vào năm 2030; giảm tỷ suất tử vong của trẻ em dưới 1 tuổi trên 1.000 trẻ đẻ sống xuống 12,5 vào năm 2025 và 10 vào năm 2030; giảm tỷ suất tử vong trẻ em dưới 5 tuổi trên 1.000 trẻ đẻ sống dưới 18.5 vào năm 2025 và dưới 15 vào năm 2030.
- Chỉ tiêu 4: Phấn đấu giảm tỷ lệ trẻ em dưới 5 tuổi bị suy dinh dưỡng thể cân nặng theo tuổi xuống dưới 9% vào năm 2025 và dưới 6% vào năm 2030; giảm tỷ lệ trẻ em dưới 5 tuổi bị suy dinh dưỡng thể chiều cao theo tuổi xuống 17% vào năm 2025 và dưới 15% vào năm 2030; giảm tỷ lệ trẻ dưới 5 tuổi bị suy dinh dưỡng thể béo phì xuống dưới 5% đối với nông thôn và dưới 10% đối với thành thị vào năm 2025 và năm 2030.
- Chỉ tiêu 5: Tỷ lệ trẻ em dưới 1 tuổi được tiêm chủng đầy đủ 8 loại vắc xin đạt 97% vào năm 2025 và 98% vào năm 2030; 98% trẻ em dưới 5 tuổi được tiêm chủng đầy đủ các loại vắc xin vào năm 2030.
- Chỉ tiêu 6: Tỷ lệ lây truyền HIV từ mẹ sang con là 2% vào năm 2030.
- Chỉ tiêu 7: Phấn đấu 100% cơ sở giáo dục cho trẻ em có công trình vệ sinh vào năm 2025 và duy trì 100% đến năm 2030.
b) Mục tiêu 2: Về bảo vệ trẻ em
- Chỉ tiêu 8: Giảm tỷ lệ trẻ em có hoàn cảnh đặc biệt trên tổng số trẻ em xuống dưới 6,5% vào năm 2025 và 6% vào năm 2030; 90% trẻ em có hoàn cảnh đặc biệt được chăm sóc, nuôi dưỡng, trợ giúp vào năm 2025 và 95% vào năm 2030.
- Chỉ tiêu 9: Giảm tỷ lệ trẻ em bị xâm hại trên tổng số trẻ em xuống dưới 4,5% vào năm 2025 và xuống dưới 4% vào năm 2030.
- Chỉ tiêu 10: Phấn đấu giảm tỷ lệ lao động trẻ em và người chưa thành niên từ 5 đến 17 tuổi xuống 4,9% vào năm 2025 và xuống 4,5% vào năm 2030.
- Chỉ tiêu 11: Giảm tỷ suất trẻ em bị tai nạn thương tích xuống 550/100.000 trẻ em vào năm 2025 và 500/100.000 vào năm 2030: giảm tỷ suất trẻ em bị tử vong do tai nạn thương tích xuống còn 16/100.000 trẻ em vào năm 2025 và xuống còn 15/100.000 vào năm 2030.
- Chỉ tiêu 12: Phấn đấu 100% trẻ em gặp thiên tai, thảm họa được cứu trợ, hỗ trợ kịp thời.
- Chỉ tiêu 13: Từng bước xóa bỏ tình trạng tảo hôn, duy trì mức giảm số cuộc tảo hôn từ 2 đến 3% hằng năm giai đoạn từ năm 2025 đến năm 2030.
- Chỉ tiêu 14: Tỷ lệ trẻ em dưới 5 tuổi được đăng ký khai sinh đạt 98,5% vào năm 2025, phấn đấu 100% vào năm 2030.
c) Mục tiêu 3: Về giáo dục, văn hóa, vui chơi, giải trí cho trẻ em
- Chỉ tiêu 15: Phấn đấu tỷ lệ trẻ em dưới 5 tuổi được phát triển phù hợp về sức khỏe, học tập và tâm lý xã hội đạt 99,1 % vào năm 2025 và 99,3% vào năm 2030.
- Chỉ tiêu 16: Tỷ lệ huy động trẻ em 5 tuổi đi học mẫu giáo đạt 99,1% vào năm 2025 và 99,3% vào năm 2030.
- Chỉ tiêu 17: Tỷ lệ trẻ em hoàn thành cấp tiểu học đạt 97% vào năm 2025 và đạt 99% vào năm 2030: phấn đấu giảm tỷ lệ trẻ em bỏ học bậc tiểu học dưới 0,12% vào năm 2025 và dưới 0,1 % vào năm 2030.
- Chỉ tiêu 18: Tỷ lệ trẻ em hoàn thành cấp trung học cơ sở đạt 88% vào năm 2025 và đạt 93% vào năm 2030: phấn đấu giảm tỷ lệ trẻ em bỏ học cấp trung học cơ sở dưới 0,14% vào năm 2025 và dưới 0,05% vào năm 2030.
- Chỉ tiêu 19: Phấn đấu 95% trường học có dịch vụ hỗ trợ tâm lý trẻ em vào năm 2025.
- Chỉ tiêu 20: Tỷ lệ trường học có cơ sở hạ tầng và tài liệu phù hợp với học sinh, sinh viên khuyết tật đạt 55% vào năm 2025 và 60% vào năm 2030: tỷ lệ trẻ em khuyết tật có nhu cầu học tập được tiếp cận giáo dục chuyên biệt, giáo dục hòa nhập và hỗ trợ phục hồi chức năng phù hợp đạt 80% vào năm 2025 và đạt 90% vào năm 2030.
- Chỉ tiêu 21: Phấn đấu tỷ lệ các xã, phường, thị trấn có điểm văn hóa, vui chơi dành cho trẻ em đạt 40% vào năm 2025 và 45% vào năm 2030.
d) Mục tiêu 4: Về sự tham gia của trẻ em vào các vấn đề về trẻ em
- Chỉ tiêu 22: Phấn đấu 30% trẻ em từ 07 tuổi trở lên được hỏi ý kiến về các vấn đề của trẻ em với các hình thức phù hợp vào năm 2025 và 35% vào năm 2030.
- Chỉ tiêu 23: Phấn đấu 85% trẻ em được nâng cao nhận thức, năng lực về quyền tham gia của trẻ em vào năm 2025 và 90% vào năm 2030.
- Chỉ tiêu 24: Tỷ lệ trẻ em từ 11 tuổi trở lên được tham gia vào các mô hình, hoạt động thúc đẩy quyền tham gia của trẻ em đạt 30% vào năm 2025 và 35% vào năm 2030.
II. NHIỆM VỤ VÀ GIẢI PHÁP
1. Tăng cường sự chỉ đạo, hướng dẫn, phối hợp của các bộ, ngành, địa phương đối với việc thực hiện các mục tiêu, chỉ tiêu của Chương trình
a) Xây dựng chương trình, đề án, kế hoạch cụ thể để thực hiện các mục tiêu về trẻ em và các Quyết định của Thủ tướng Chính phủ ban hành chương trình, đề án, kế hoạch về trẻ em giai đoạn 2021 - 2025 và đến năm 2030.
b) Bảo đảm việc lồng ghép các mục tiêu, chỉ tiêu về trẻ em trong kế hoạch phát triển kinh tế - xã hội 5 năm, hàng năm của bộ, ngành, địa phương và xác định cụ thể cơ chế, nguồn lực thực hiện.
c) Người đứng đầu bộ, ngành, địa phương chịu trách nhiệm lãnh đạo, chỉ đạo việc thực hiện các chính sách, chương trình, kế hoạch, mục tiêu, chỉ tiêu về trẻ em và giải quyết các vấn đề về trẻ em thuộc lĩnh vực, phạm vi bộ, ngành, địa phương quản lý.
2. Hoàn thiện pháp luật, chính sách bảo đảm thực hiện quyền trẻ em và giải quyết các vấn đề về trẻ em
a) Nghiên cứu, bổ sung chính sách hỗ trợ chăm sóc, phát triển toàn diện trẻ em đến 8 tuổi, đặc biệt giai đoạn 36 tháng tuổi; các chính sách trợ giúp nhóm trẻ em có hoàn cảnh đặc biệt, trẻ em dân tộc thiểu số và miền núi, trẻ em trong các hộ gia đình nghèo, cận nghèo, trẻ em di cư và trong các gia đình công nhân tại các khu công nghiệp, trẻ em bị ảnh hưởng bởi thiên tai, dịch bệnh, thảm họa.
b) Hoàn thiện pháp luật, chính sách về bảo vệ trẻ em, phòng, chống xâm hại trẻ em, tư pháp thân thiện với trẻ em và người chưa thành niên.
3. Phát triển hệ thống dịch vụ đáp ứng thực hiện quyền trẻ em có sự lồng ghép và phối hợp giữa các dịch vụ y tế, giáo dục, tư pháp và các dịch vụ an sinh xã hội; ưu tiên hệ thống dịch vụ bảo vệ trẻ em
a) Nghiên cứu, xây dựng và phát triển các mạng lưới, mô hình cung cấp dịch vụ bảo vệ, chăm sóc trẻ em có sự lồng ghép, phối hợp, chuyển tuyến liên ngành, liên cấp theo hình thức dịch vụ một cửa và các gói dịch vụ tiếp cận trẻ em, cha mẹ và người chăm sóc trẻ em tại gia đình và cộng đồng.
b) Đào tạo, bồi dưỡng, phát triển đội ngũ nhân viên công tác xã hội chuyên nghiệp và kiêm nhiệm; đội ngũ cung cấp dịch vụ y tế, giáo dục, tư pháp, bảo vệ trẻ em và các dịch vụ an sinh xã hội khác.
c) Duy trì, phát triển hệ thống cơ sở có chức năng, nhiệm vụ chuyên biệt cung cấp dịch vụ bảo vệ trẻ em ở cấp trung ương, cấp vùng và cấp tỉnh: duy trì và mở rộng hoạt động của các cơ sở có một phần chức năng, nhiệm vụ cung cấp dịch vụ bảo vệ trẻ em.
4. Tăng cường truyền thông, giáo dục về kiến thức, kỹ năng thực hiện quyền, bổn phận của trẻ em; vận động xã hội thực hiện các mục tiêu về trẻ em và giải quyết các vấn đề về trẻ em
a) Đa dạng sản phẩm và các hình thức truyền thông, giáo dục, vận động xã hội trên các phương tiện thông tin đại chúng, môi trường mạng và truyền thông trực tiếp đến gia đình, cơ sở giáo dục và cộng đồng.
b) Chú trọng truyền thông, giáo dục nâng cao kiến thức, kỹ năng thực hiện quyền trẻ em: chăm sóc, phát triển toàn diện trẻ em: tạo lập môi trường sống an toàn, thân thiện cho trẻ em; phòng, chống xâm hại trẻ em; bảo vệ trẻ em trong quá trình tố tụng, xử lý vi phạm hành chính; bảo vệ trẻ em trong thiên tai, thảm họa, dịch bệnh; phòng, chống tai nạn, thương tích trẻ em; thúc đẩy quyền tham gia của trẻ em vào các vấn đề của trẻ em.
5. Bảo đảm nguồn lực thực hiện quyền trẻ em và các mục tiêu, chỉ tiêu về trẻ em; ưu tiên bố trí nguồn lực về bảo vệ trẻ em
a) Hoàn thiện cơ cấu tổ chức và nhân lực để tăng cường hiệu lực, hiệu quả của công tác quản lý nhà nước về trẻ em; tăng cường phối hợp liên ngành; nâng cao năng lực đội ngũ cán bộ, công chức, viên chức làm việc trong các lĩnh vực bảo vệ, chăm sóc, giáo dục trẻ em; chú trọng ứng dụng công nghệ thông tin trong công tác quản lý điều hành, cung cấp dịch vụ thực hiện quyền trẻ em.
b) Phát triển mạng lưới, nâng cao năng lực người được giao làm công tác bảo vệ trẻ em các cấp: ban hành chính sách hỗ trợ người làm công tác bảo vệ trẻ em cấp xã và vận động nguồn lực để phát triển mạng lưới cộng tác viên bảo vệ trẻ em tại cơ sở, cộng đồng dân cư.
c) Bộ, ngành và địa phương có trách nhiệm bố trí ngân sách để thực hiện các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của Chương trình; ưu tiên các mục tiêu, chỉ tiêu về bảo vệ trẻ em.
6. Hội nhập và hợp tác quốc tế về quyền trẻ em, giải quyết các vấn đề về trẻ em mang tính toàn cầu và khu vực
a) Chủ động tham gia các mạng lưới, phong trào toàn cầu và khu vực về quyền trẻ em.
b) Tích cực trao đổi và áp dụng sáng tạo các giải pháp, kinh nghiệm, mô hình của các quốc gia, các tổ chức khu vực và quốc tế trong việc thực hiện quyền trẻ em, thực hiện các mục tiêu phát triển bền vững và giải quyết các vấn đề liên quan đến trẻ em.
7. Vận động nguồn lực và sự tham gia của xã hội
a) Vận động sự tham gia đóng góp nguồn lực của các tổ chức, doanh nghiệp, gia đình, cá nhân trong việc thực hiện quyền trẻ em, các mục tiêu, chỉ tiêu về trẻ em và giải quyết các vấn đề về trẻ em.
b) Hình thành các phong trào, mạng lưới tình nguyện hỗ trợ việc thực hiện quyền trẻ em và giải quyết các vấn đề về trẻ em; khuyến khích hoạt động của các quỹ bảo trợ trẻ em để hỗ trợ việc thực hiện các mục tiêu, chỉ tiêu của Chương trình.
c) Tăng cường sự quản lý, điều phối của các cơ quan quản lý nhà nước đối với việc huy động, sử dụng nguồn lực xã hội cho trẻ em bảo đảm công bằng, minh bạch, hiệu quả.
8. Tăng cường công tác kiểm tra, thanh tra; xây dựng cơ sở dữ liệu theo dõi, đánh giá việc thực hiện pháp luật, chính sách, chương trình, mục tiêu, chỉ tiêu về trẻ em
a) Tăng cường thanh tra, kiểm tra việc thực hiện pháp luật, chính sách về trẻ em; giải quyết kịp thời khiếu nại, tố cáo và xử lý vi phạm pháp luật về trẻ em; giải quyết, đôn đốc việc giải quyết ý kiến, kiến nghị của trẻ em, cha mẹ, người giám hộ, tổ chức đại diện tiếng nói nguyện vọng của trẻ em.
b) Chuẩn hóa, nâng cấp hệ thống thông tin, thống kê, báo cáo về tình hình trẻ em, thực hiện chính sách, pháp luật về quyền trẻ em; thực hiện các khảo sát, điều tra, nghiên cứu về trẻ em, tình hình xâm hại trẻ em và các tác động đến việc thực hiện quyền trẻ em.
c) Nâng cấp, phát triển hệ thống cơ sở dữ liệu về trẻ em, bảo đảm chất lượng thông tin về trẻ em, công tác bảo vệ, chăm sóc và giáo dục trẻ em từ cộng đồng dân cư và hộ gia đình; kết nối, liên thông cơ sở dữ liệu về trẻ em với cơ sở dữ liệu dân cư quốc gia và các cơ sở dữ liệu khác.
III. KINH PHÍ THỰC HIỆN CHƯƠNG TRÌNH
1. Ngân sách nhà nước bố trí trong dự toán hằng năm của các bộ, ngành, cơ quan trung ương, tổ chức chính trị - xã hội, tổ chức xã hội, tổ chức xã hội nghề nghiệp và các địa phương; các chương trình mục tiêu quốc gia, các chương trình, dự án, đề án liên quan khác theo quy định của pháp luật về ngân sách nhà nước.
2. Tài trợ, viện trợ quốc tế và huy động từ xã hội, cộng đồng, các nguồn hợp pháp khác
3. Các bộ, ngành, địa phương căn cứ vào chức năng, nhiệm vụ, quyền hạn có trách nhiệm chỉ đạo, lập dự toán ngân sách hằng năm để thực hiện các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của Chương trình.
Điều 2. Trách nhiệm thực hiện
1. Bộ Lao động - Thương binh và Xã hội
a) Chủ trì xây dựng, hướng dẫn triển khai các chương trình, đề án, kế hoạch để thực hiện Chương trình và các chỉ tiêu 1, 2, 8, 9, 10, 11, 12, 22, 23, 24 của Chương trình: đưa, lồng ghép các mục tiêu, chỉ tiêu của Chương trình thuộc trách nhiệm, thẩm quyền trong kế hoạch phát triển kinh tế - xã hội hằng năm của ngành Lao động - Thương binh và Xã hội.
b) Hướng dẫn, triển khai các hoạt động truyền thông, giáo dục, vận động xã hội về thực hiện quyền trẻ em và giải quyết các vấn đề về trẻ em.
c) Xây dựng, hướng dẫn, thực hiện và phát triển các mô hình phát triển toàn diện trẻ em, dịch vụ bảo vệ trẻ em và phòng, chống xâm hại trẻ em, thúc đẩy quyền tham gia của trẻ em vào các vấn đề về trẻ em; phối hợp với Trung ương Đoàn Thanh niên Cộng sản Hồ Chí Minh thực hiện và phát triển mô hình Hội đồng trẻ em các cấp.
d) Nâng cao năng lực quản lý, cung cấp dịch vụ, kỹ năng bảo vệ, chăm sóc trẻ em cho đội ngũ làm công tác trẻ em các cấp, các ngành, các tổ chức, đặc biệt là cấp cơ sở; cha mẹ, người chăm sóc trẻ em và trẻ em; phối hợp với các bộ, ngành có liên quan củng cố hệ thống cơ sở, mô hình cung cấp dịch vụ đáp ứng thực hiện quyền trẻ em.
đ) Xây dựng cơ sở dữ liệu về trẻ em, kết nối liên thông với cơ sở dữ liệu dân cư quốc gia và các cơ sở dữ liệu khác; chủ trì, phối hợp thực hiện các khảo sát, điều tra, nghiên cứu về trẻ em, tình hình xâm hại trẻ em và các tác động đến việc thực hiện quyền trẻ em.
e) Chủ trì, phối hợp với các bộ, ngành kiểm tra, thanh tra liên ngành và chuyên đề về trách nhiệm thực hiện quyền trẻ em, chính sách, pháp luật về bảo vệ trẻ em.
g) Chủ trì, phối hợp với các bộ, ngành đánh giá, tổng hợp kết quả thực hiện Chương trình; định kỳ báo cáo Thủ tướng Chính phủ và Ủy ban quốc gia về trẻ em.
2. Bộ Tư pháp
a) Hướng dẫn, thực hiện chỉ tiêu 14 của Chương trình.
b) Tiếp tục hoàn thiện chính sách, pháp luật về tư pháp liên quan đến trẻ em và người chưa thành niên; nghiên cứu, xây dựng chương trình quốc gia về tư pháp người chưa thành niên.
c) Truyền thông, phổ biến, giáo dục pháp luật về bảo vệ trẻ em trong quá trình tố tụng, xử lý vi phạm hành chính.
d) Xây dựng, hướng dẫn, thực hiện và phát triển mô hình về cung cấp dịch vụ nuôi con nuôi trong nước.
3. Bộ Công an chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, ngành liên quan, địa phương trong việc phối hợp hỗ trợ, can thiệp, bảo vệ an toàn cho trẻ em là nạn nhân bị xâm hại; phòng ngừa tái phạm, quản lý, giáo dục trẻ em và người chưa thành niên vi phạm pháp luật; đấu tranh phòng, chống tội phạm xâm hại trẻ em để thực hiện chỉ tiêu 9 của Chương trình.
4. Bộ Giáo dục và Đào tạo
a) Hướng dẫn triển khai, thực hiện các chỉ tiêu 7, 15, 16, 17, 18, 19, 20 của Chương trình.
b) Triển khai chính sách, giải pháp nhằm giảm thiểu tình trạng trẻ em bỏ học đặc biệt là trẻ em vùng dân tộc thiểu số và miền núi; duy trì và mở rộng các trường bán trú và dân tộc nội trú.
c) Xây dựng môi trường giáo dục lành mạnh, thân thiện, không có bạo lực; nâng cao kiến thức, kỹ năng cho cán bộ quản lý giáo dục, giáo viên và học sinh về quyền tham gia của trẻ em vào các vấn đề về trẻ em; xây dựng, hướng dẫn, thực hiện và phát triển mô hình đối thoại học đường để thúc đẩy quyền tham gia của trẻ em trong trường học; mô hình cung cấp dịch vụ bảo vệ trẻ em trong trường học.
d) Triển khai việc phối hợp giữa nhà trường, gia đình, xã hội trong hoạt động giáo dục, đặc biệt là giáo dục lối sống văn hóa, rèn luyện đạo đức cho học sinh. Tích hợp, lồng ghép các nội dung có sự tham gia của trẻ em vào các chương trình chính khóa và hoạt động ngoại khóa phù hợp với cấp học, năng lực, sự phát triển của trẻ em.
5. Bộ Y tế
a) Hướng dẫn triển khai, thực hiện các chỉ tiêu 3, 4, 5, 6 của Chương trình.
b) Thực hiện các giải pháp, chương trình, đề án về chăm sóc sức khỏe, dinh dưỡng cho trẻ em, đặc biệt là trẻ em vùng dân tộc thiểu số và miền núi.
c) Hướng dẫn, hỗ trợ chăm sóc sức khỏe cho trẻ em có hoàn cảnh đặc biệt, trẻ em bị xâm hại, trẻ em di cư, trẻ em bị ảnh hưởng bởi thiên tai, thảm họa, dịch bệnh, ô nhiễm môi trường; xây dựng, hướng dẫn, thực hiện và phát triển mô hình cung cấp dịch vụ bảo vệ trẻ em trong bệnh viện.
6. Bộ Văn hóa, Thể thao và Du lịch
a) Hướng dẫn, triển khai, thực hiện chỉ tiêu 13, 21 của Chương trình; ưu tiên xây dựng các thiết chế văn hóa, thể thao dành cho trẻ em, nhất là các địa bàn kinh tế - xã hội đặc biệt khó khăn; bảo đảm hoạt động biểu diễn, sáng tác nghệ thuật có nội dung phù hợp với văn hóa truyền thông, phù hợp với trẻ em theo quy định của pháp luật.
b) Thực hiện các giải pháp bảo vệ trẻ em, phòng ngừa xâm hại trẻ em trong các hoạt động văn hóa, thể thao, du lịch; tăng cường công tác thanh tra, kiểm tra, quản lý chặt chẽ các sản phẩm văn hóa và việc tổ chức các hoạt động văn hóa bảo đảm cho trẻ em được tiếp cận môi trường văn hóa lành mạnh.
c) Hướng dẫn, trang bị kiến thức và kỹ năng cho gia đình về thực hiện quyền trẻ em; xây dựng, hướng dẫn, thực hiện và phát triển mô hình nhóm gia đình đồng hành cùng trẻ em để thúc đẩy quyền tham gia của trẻ em trong gia đình.
7. Bộ Thông tin và Truyền thông
a) Chỉ đạo, hướng dẫn các cơ quan báo chí, tổ chức cá nhân hoạt động trên môi trường mạng ứng dụng công nghệ thông tin, truyền thông, vận động xã hội thực hiện các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của Chương trình; phổ biến kiến thức, kỹ năng về bảo vệ trẻ em, phòng ngừa xâm hại trẻ em trên môi trường mạng.
b) Thực hiện các giải pháp bảo vệ trẻ em, thiết lập các kênh thông tin để tiếp nhận, phản ánh thông tin về bảo vệ trẻ em trên môi trường mạng; bảo đảm quyền bí mật đời sống riêng tư của trẻ em trong hoạt động thông tin, truyền thông.
c) Nghiên cứu đề xuất các chính sách và giải pháp về công nghệ thông tin để thúc đẩy thực hiện quyền trẻ em, hình thành văn hóa số cho trẻ em, bảo đảm sự an toàn cho trẻ em khi tham gia môi trường mạng; xây dựng, hướng dẫn, thực hiện và phát triển mô hình tăng cường năng lực của trẻ em tiếp cận cuộc cách mạng công nghiệp lần thứ tư.
d) Nâng cao năng lực cho đội ngũ phóng viên, biên tập viên các cơ quan báo chí về thực hiện quyền trẻ em trong hoạt động thông tin, truyền thông.
8. Bộ Tài chính chủ trì, tổng hợp, trình cấp có thẩm quyền bố trí kinh phí thường xuyên thực hiện Chương trình trong dự toán ngân sách hàng năm của các bộ, ngành và địa phương theo quy định của Luật Ngân sách nhà.
9. Các bộ, ngành căn cứ chức năng, nhiệm vụ và quyền hạn được giao có trách nhiệm đưa hoặc lồng ghép các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của Chương trình vào kế hoạch phát triển kinh tế - xã hội 5 năm, hằng năm của bộ, ngành; ban hành hoặc trình Thủ tướng Chính phủ ban hành chương trình, đề án, kế hoạch để giải quyết các vấn đề về trẻ em thuộc lĩnh vực quản lý; báo cáo kết quả thực hiện Chương trình gửi Bộ Lao động - Thương binh và Xã hội để tổng hợp, báo cáo Thủ tướng Chính phủ.
10. Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương
a) Xây dựng, triển khai thực hiện chương trình, kế hoạch hành động vì trẻ em của địa phương giai đoạn 2021 - 2030 và đưa, lồng ghép các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của chương trình, kế hoạch vào kế hoạch phát triển kinh tế - xã hội 5 năm, hàng năm của địa phương.
b) Bố trí ngân sách thực hiện các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của chương trình, kế hoạch hành động vì trẻ em của địa phương; đối ứng ngân sách địa phương để thực hiện, nhân rộng các mô hình, giải pháp về thực hiện quyền trẻ em trong các chương trình, kế hoạch, dự án do nguồn ngân sách trung ương và viện trợ quốc tế hỗ trợ; rà soát, ưu tiên đầu tư ngân sách địa phương để duy trì, phát triển các cơ sở có chức năng, nhiệm vụ cung cấp dịch vụ bảo vệ trẻ em trên địa bàn.
c) Thường xuyên kiểm tra, thanh tra, rà soát việc bảo đảm môi trường sống an toàn, lành mạnh, thân thiện với trẻ em; phòng, chống xâm hại trẻ em và tai nạn, thương tích trẻ em; chỉ đạo xử lý nghiêm và kịp thời các vụ việc xâm hại trẻ em trên địa bàn.
d) Theo dõi, đánh giá việc thực hiện chương trình, kế hoạch hành động vì trẻ em của địa phương; sơ kết vào năm 2025 và tổng kết vào năm 2030 về kết quả thực hiện chương trình, kế hoạch gửi Bộ Lao động - Thương binh và Xã hội để tổng hợp, báo cáo Thủ tướng Chính phủ.
11. Đề nghị Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam, Trung ương Đoàn Thanh niên Cộng sản Hồ Chí Minh, Trung ương Hội Liên hiệp Phụ nữ Việt Nam và các tổ chức thành viên của Mặt trận Tổ quốc Việt Nam, Hội Bảo vệ quyền trẻ em Việt Nam và các tổ chức xã hội trong phạm vi chức năng, nhiệm vụ của mình tham gia và vận động xã hội tham gia thực hiện các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp của Chương trình.
Điều 3. Quyết định này có hiệu lực thi hành kể từ ngày ký ban hành.
Điều 4. Các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Thủ trưởng cơ quan thuộc Chính phủ, Thủ trưởng các cơ quan, tổ chức liên quan, Chủ tịch Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương trách nhiệm thi hành Quyết định này./.

DECISION
Approving the National Action Program for Children
for the 2021-2030 period

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law dated November 22, 2019, Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the Law on Children dated April 5, 2016;
Pursuant to Resolution No. 121/2020/QH14 dated June 19, 2020 of the National Assembly on continuing to strengthen the effectiveness and efficiency of the implementation of policies and laws on prevention and control of child abuse;
Pursuant to the Government’s Decree No. 56/2017/ND-CP dated May 9, 2017, detailing a number of articles of the Law on Children;
Pursuant to the Government's Decree No. 80/2017/ND-CP dated July 17, 2017, on a safe, healthy and friendly education environment which prevents and stops school violence;
At the proposal of the Minister of Labor, Invalids and Social Affairs.
DECIDES:
Article 1. To approve the National Action Program for Children for the 2021 - 2030 period (hereinafter referred to as the Program) with the following contents:
I. OBJECTIVES
1. Overall objectives:
To ensure the realization of children's rights, the comprehensive development of children meeting the requirements of building quality human resources for socio-economic development and international integration; to create a safe, healthy, and friendly environment, thus contributing to accomplishing objectives of the 2030 Sustainable Development Agenda.
2. Specific objectives:
a) Objective 1: Regarding the comprehensive development, healthcare and nutrition for children
- Indicator 1: The rate of communes, wards and townships meeting the standards suitable for children will reach 65% by 2025 and 75% by 2030.
- Indicator 2: The rate of children aged up to 8 having access to comprehensive child development services will reach 90% by 2025 and 95% by 2030.
- Indicator 3: To decrease the infant mortality rate per 1,000 live births to under 9.5 by 2025 and under 9 by 2030; to decrease the mortality rate of under-1 children per 1,000 live births to 12.5 by 2025 and 10 by 2030; to decrease the under-5 mortality rate per 1,000 live births under 18.5 by 2025 and under 15 by 2030.
- Indicator 4: To make efforts to decrease the prevalence of malnutrition regarding weight-for-age among under-5 children to under 9% by 2025 and under 6% by 2030; to decrease the prevalence of malnutrition regarding height-for-age among under-5 children to 17% by 2025 and under 15% by 2030; to decrease the prevalence of obesity and malnutrition among under-5 children to under 5% in rural areas and under 10% in urban areas by 2025 and 2030, respectively.
- Indicator 5: The rate of under-1 children who are fully immunized with 8 vaccines will reach 97% by 2025 and 98% by 2030; 98% of under-5 children will be fully immunized with all vaccines by 2030.
- Indicator 6: The rate of mother-to-child HIV transmission will be 2% by 2030.
- Indicator 7: To make efforts for 100% of child educational institutions to have sanitation facilities by 2025 and maintain the figure by 2030.
b) Objective 2: Regarding child protection
- Indicator 8: To decrease the rate of children with special circumstances to under 6.5% of the total by 2025 and 6% by 2030; 90% of children with special circumstances will be cared for, nurtured and supported by 2025 and 95% by 2030.
- Indicator 9: To decrease the rate of children suffering child abuse to under 4.5% of the total by 2025 and under 4% by 2030.
- Indicator 10: To make efforts to decrease the rate of children and juveniles aged 5 to 17 suffering forced labor to 4.9% by 2025 and 4.5% by 2030.
- Indicator 11: To decrease the rate of children being injured by accidents to 550/100,000 children by 2025 and 500/100,000 by 2030; to decrease the rate of children dying from injuries to 16/100,000 children by 2025 and 15/100,000 by 2030.
- Indicator 12: To make efforts for 100% of children experiencing natural disasters and catastrophes to receive timely relief and support.
- Indicator 13: To gradually eliminate child marriage and reduced the number of child marriages from 2 to 3% annually from 2025 to 2030.
- Indicator 14: The rate of under-5 children with birth registration will reach 98.5% by 2025, and 100% by 2030.
c) Objective 3: Regarding education, cultural activities and recreation for children
- Indicator 15: To make efforts for the rate of under-5 children who are appropriately developed in terms of health, education and psychosocial well-being to reach 99.1% by 2025 and 99.3% by 2030.
- Indicator 16: The rate of children aged 5 mobilized to attend kindergarten will reach 99.1% by 2025 and 99.3% by 2030.
- Indicator 17: The rate of children completing primary school will reach 97% by 2025 and reach 99% by 2030; to make efforts to decrease the rate of children dropping out of primary school to under 0.12% by 2025 and under 0.1% by 2030.
- Indicator 18: The rate of children completing lower secondary school will reach 88% by 2025 and 93% by 2030; to make efforts to decrease the rate of children dropping out of lower secondary school to under 0.14% by 2025 and under 0.05% in 2030.
- Indicator 19: To make efforts for 95% of schools to have child psychological support services by 2025.
- Indicator 20: The rate of schools with infrastructure and materials suitable for disabled students will reach 55% by 2025 and 60% by 2030; the rate of disabled children in need of education having access to suitable special education, inclusive education and rehabilitation support will reach 80% by 2025 and 90% by 2030.
- Indicator 21: To make efforts for the rate of communes, wards and townships with cultural and recreation facilities for children to reach 40% by 2025 and 45% by 2030.
d) Objective 4: Regarding children's participation in child issues
- Indicator 22: To make efforts for 30% of children aged 7 and older to be consulted on child issues with appropriate forms by 2025 and 35% by 2030.
- Indicator 23: To make efforts for 85% of children to have improved awareness and capacity about their participation rights by 2025 and 90% by 2030.
- Indicator 24: The rate of children aged 11 and older participating in models and activities to promote children's participation rights will reach 30% by 2025 and 35% by 2030.
II. TASKS AND SOLUTIONS
1. To strengthen direction, guidance and coordination among ministries, sectors, and localities in the implementation of the Program’s objectives and indicators
a) To formulate specific programs, schemes and plans to realize children-related objectives and the Prime Minister's decisions promulgating programs, schemes and plans on children in the 2021-2025 period and by 2030.
b) To ensure the incorporation of children-related objectives and indicators in the five-year and/or annual socio-economic development plans of ministries, sectors, and localities, and specify the mechanisms and resources for the implementation thereof.
c) Heads of ministries, sectors and localities shall be responsible for leading and directing the implementation of policies, programs, plans, objectives and indicators related to children, and solving problems related to children in their respective localities, domains and scopes of management.
2. To improve laws and policies so as to ensure children's rights and solve children-related problems
a) To study and revise policies to support the comprehensive care for and development of children aged up to 8, especially those aged 36 months; policies to support children with special circumstances, children of ethnic minorities and those living in mountainous areas, children of poor and near-poor households, migrants and working-class families in industrial parks, and children affected by natural disasters, epidemics, catastrophes.
b) To improve laws and policies on child protection, child abuse prevention and control, and child- and juvenile-friendly justice.
3. To develop a service system that responds to the realization of children’s rights as well as integrates and coordinates health, education, justice and social security services; to give priority to the child protection service system
a) To study, build and develop networks and models of providing child protection and care services with inter-sectoral, inter-level incorporation, coordination, and referrals in the form of single-window services and service packages that can reach children, their parents and caregivers at home and in the community.
b) To train, foster and develop a contingent of professional and part-time social workers; providers of health, education, justice, child protection and other social security services.
c) To maintain and develop a system of facilities specialized in providing child protection services at the central, regional and provincial levels; to maintain and expand the operation of facilities with part of their functions and tasks being providing child protection services.
4. To enhance communication and education on the necessary knowledge and skills regarding children’s rights and obligations; to mobilize the whole society to achieve objectives and indicators related to children as well as to solve children-related issues
a) To diversify products and forms of communication, education and social mobilization on the mass media and the cyberspace, and direct communication among families, educational institutions, and the community.
b) To focus on communication and education to improve knowledge and skills for realizing children's rights; to take care of and comprehensively develop children; to create a safe and friendly living environment for children; to prevent and control child abuse; to protect children during legal proceedings and handling of administrative violations; to protect children during natural disasters, catastrophes and epidemics; to prevent child accidents and injuries; to promote children's rights to participate in children-related issues.
5. To ensure resources for the realization of children’s rights and the implementation of objectives and indicators related to children; to give priority to allocating resources for child protection;
a) To improve the organizational structure and human resources so as to increase the effectiveness and efficiency of the State management over children; to strengthen inter-sectoral coordination; to improve the capacity of cadres, civil servants and public employees working in the fields of child protection, care and education; to attach importance to the application of information technology in the management and administration, provision of services for the realization of children's rights.
b) To develop the network and improve the capacity of child protection workers at all levels; to make policies to support commune-level child protection workers and mobilize resources to develop the network of child protection collaborators at the grassroots level and residential communities.
c) Ministries, sectors, and localities shall be responsible for allocating budgets for the implementation of the Program's objectives, indicators, tasks and solutions; giving priority to child protection objectives and indicators.
6. To promote international integration and cooperation on children's rights, to solve global and regional child issues
a) To actively participate in global and regional networks and movements on children's rights.
b) To actively exchange and creatively apply solutions, experiences and models of countries, regional and international organizations to the realization of children's rights, the implementation of sustainable development objectives, and the dealing with issues related to children.
7. To mobilize resources and social participation
a) To mobilize the participation and contribution of resources of organizations, businesses, families, and individuals to the realization of children's rights, children-related objectives and indicators, and the resolution of children-related issues.
b) To form voluntary movements and networks to support the realization of children’s rights and solve issues related to children; to encourage the activities of child protection funds to support the implementation of the Program's objectives and indicators.
c) To strengthen the management and coordination of State management agencies in the mobilization and use of social resources for children, ensuring the fairness, transparency, and efficiency thereof.
8. To strengthen inspection and supervision; to build a database to monitor and evaluate the implementation of laws, policies, programs, objectives, and indicators related to children
a) To strengthen inspection and examination of the implementation of laws and policies on children; to promptly settle complaints and denunciations and handle violations of the laws on children; to settle and expedite the settlement of opinions and petitions of children, parents, guardians, and organizations representing children's aspirations.
b) To standardize and upgrade the systems of information, statistics and reports on children's situation and the implementation of policies and laws on children's rights; to conduct surveys, investigations and research on children, the situation of child abuse and its impact on the realization of children’s rights.
c) To upgrade and develop the database on children, in which the quality of information about children and their protection, care and education from residential communities and households must be ensured; to connect and link the database on children with the national population database and other databases.
III. FUNDING FOR THE IMPLEMENTATION OF THE PROGRAM
1. It shall be covered by the State budget in the annual estimates of ministries, sectors, Central-level agencies, socio-political organizations, social organizations, socio-professional organizations, and local authorities; national indicator programs, other related programs, projects, and schemes in accordance with the law provisions on State budget.
2. It shall also be covered by the funds, international aids and contributions of the society and the community, and other lawful sources
3. Ministries, sectors and localities shall, based on their functions, tasks, and powers, direct and make annual budget estimates for the implementation of the Program's objectives, indicators, tasks, and solutions.
Article 2. Responsibilities for implementation
1. The Ministry of Labor, Invalids and Social Affairs shall:
a) Assume the prime responsibility for formulating and guiding the implementation of programs, schemes and plans to implement the Program and indicators 1, 2, 8, 9, 10, 11, 12, 22, 23, 24 therein; incorporate and integrate the Program's objectives and indicators within its scope of responsibility and competence into the annual socio-economic development plan of the Labor, Invalids and Social Affairs sector.
b) Guide and implement communication, education, and social mobilization activities on realizing children's rights and solving children-related issues.
c) Build, guide, implement and develop models of comprehensive child development, child protection services and child abuse prevention and control, promote children's rights to participate in children-related issues; coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union to implement and develop Children's Councils at all levels.
d) Improve the management capacity, service provision, child protection and care skills for the contingent in charge of children at all levels, sectors, and organizations, especially the grassroots level; for children themselves and their parents or caregivers; coordinate with relevant ministries and sectors to strengthen the grassroots-level systems and models of providing services for the realization of children’s rights.
dd) Build a database on children, which shall be connected to the national population database and other databases; assume the prime responsibility for, and coordinate in carrying out surveys, investigations and research on children, the situation of child abuse and its impacts on the realization of children’s rights.
e) Assume the prime responsibility for, and coordinate with ministries and sectors in conducting interdisciplinary and specialized examination and inspection of the realization of children’s rights, and policies and laws on child protection.
g) Assume the prime responsibility for, and coordinate with ministries and sectors in evaluating and summarizing the results of the Program's implementation; periodically report them to the Prime Minister and the National Committee for Children.
2. The Ministry of Justice shall:
a) Guide and implement indicator 14 of the Program.
b) Continue to improve policies and laws on justice related to children and juveniles; research and develop a national program on juvenile justice.
c) Popularizing, disseminating, and educating the law provisions on child protection in the course of proceedings and handling of administrative violations.
d) Build, guide, implement and develop models of providing domestic adoption services.
3. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant ministries, sectors and localities in supporting, intervening, and protecting the safety for children who are abused victims; preventing recidivism, managing and educating children and juveniles who violate the laws; fighting crimes against children so as to achieve indicator 9 of the Program.
4. The Ministry of Education and Training shall:
a) Guide the implementation of indicators 7, 15, 16, 17, 18, 19, 20 of the Program.
b) Implement policies and solutions to decrease the number of children dropping out of school, especially children of ethnic minorities and those living in mountainous areas; maintain and expand semi-boarding and ethnic minority boarding schools.
c) Build a healthy, friendly, and non-violent educational environment; improve knowledge and skills for education administrators, teachers and students about children's rights to participate in children-related issues; build, guide, implement and develop the model of school dialogue to promote children's participation rights in schools; the model of providing child protection services in schools.
d) Implement the coordination between schools, families, and the society in education activities, especially education on cultural lifestyle and morals for students. Incorporate and integrate content with children's participation into mainstream programs and extracurricular activities suitable to children's grades, capacity, and development.
5. The Ministry of Health shall:
a) Guide the implementation of indicators 3, 4, 5, 6 of the Program.
b) Implement solutions, programs and projects on healthcare and nutrition for children, especially children of ethnic minorities and those living in mountainous areas.
c) Provide guidance and support of healthcare for children in special circumstances, abused children, migrant children, those affected by natural disasters, catastrophes, epidemics, and environmental pollution; build, guide, implement and develop the model of providing child protection services in hospitals.
6. The Ministry of Culture, Sports and Tourism shall:
a) Guide and implement indicators 13 and 21 of the Program; give priority to building cultural and sports institutions for children, especially in extremely difficult socio-economic areas; ensure that art performances and creative activities are suitable to the national culture and the children in accordance with the law provisions
b) Implement measures to protect children, prevent child abuse in cultural, sports and tourism activities; strengthen the inspection, examination and strict management of cultural products and the organization of cultural activities to ensure that children have access to a healthy cultural environment.
c) Guide and equip families with knowledge and skills on the realization of children’s rights; build, guide, implement and develop the model of family groups accompanying children to promote children's participation rights in the families.
7. The Ministry of Information and Communications shall:
a) Direct and guide press agencies, organizations and individuals operating in the cyberspace to apply information and communication technology, and mobilize the social participation to realize the objectives, indicators, tasks, solutions of the Program; disseminate knowledge and skills on child protection and prevention of child abuse in the cyberspace.
b) Implement child protection solutions, establish information channels to receive information on child protection in cyberspace; ensure children's rights to privacy in information and communication activities.
c) Study and propose policies and information technology solutions to promote the realization of children's rights, form a digital culture for children, and ensure the safety of children when operating in the cyberspace; build, guide, implement and develop a model to strengthen children's capacity to approach the fourth industrial revolution.
d) To promote capacity building for reporters and editors of press agencies regarding the exercise of children's rights in information and communication activities.
8. The Ministry of Finance shall assume the prime responsibility for summarizing and advising competent authorities to allocate funds for regular implementation of the Program in annual budget estimates of ministries, sectors, and localities in accordance with the Law on State Budget.
9. Ministries and sectors shall, based on their assigned functions, tasks and powers, incorporate or integrate the Program's objectives, indicators, tasks and solutions into their five-year, annual socio-economic development plans; promulgate by themselves, or submit to the Prime Minister for promulgation of programs, schemes and plans to deal with children-related issues under their scope of management; report on the results of the Program's implementation to the Ministry of Labor, Invalids and Social Affairs for summarizing and reporting them to the Prime Minister.
10. The People's Committees of provinces and municipalities shall:
a) Develop, implement local programs, and action plans for children in the 2021-2030 period, incorporate and integrate the program's objectives, indicators, tasks and solutions in the local five-year, annual socio-economic development plans.
b) Allocate budgets for the implementation of local children-related objectives, indicators, tasks and solutions; reciprocate local budgets for implementation and replication of models and solutions for realizing children's rights in programs, plans and projects funded by the Central budget and international aids; review and give priority to investing local budgets to maintaining and developing facilities with functions and tasks of providing child protection services in their respective localities.
c) Regularly inspect, examine, and review the assurance of a safe, healthy and child-friendly living environment; prevention and control of child abuse, child accidents and injuries; direct their sub-units to strictly and promptly handle cases of child abuse in their respective localities.
d) Monitor and evaluate the implementation of local programs and action plans for children; make preliminary reviews in 2025 and summaries in 2030 on the results of their programs and plans, then send them to the Ministry of Labor, Invalids and Social Affairs for summarizing and reporting them to the Prime Minister.
11. The Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Women's Union and member organizations of the Vietnam Fatherland Front, the Vietnam Association for Protection of Children Rights, and social organizations, within the scope of their functions and tasks to participate and mobilize social contributions to the implementation of the Program's objectives, indicators, tasks and solutions.
Article 3. This Decision takes effect from the date of signing for promulgation.
Article 4. The Ministers, the Heads of the ministerial-level agencies, the Heads of the Government-attached agencies, the Heads of the relevant agencies and organizations, the Chairpersons of the People's Committees of the provinces and municipalities shall be responsible for the implementation of this Decision.
