TÓM TẮT VĂN BẢN
Thủ tướng Chính phủ vừa ký ban hành Quyết định số 222/QĐ-TTg ngày 22/02/2012 phê duyệt Chiến lược phát triển kinh tế - xã hội Thành phố Hà Nội đến năm 2030, tầm nhìn đến năm 2030.
Mục tiêu đến năm 2030, Hà Nội là Thủ đô - đầu não chính trị - hành chính quốc gia; giàu, đẹp, xanh, văn minh, văn hiến, thanh lịch, hiện đại, dân tộc, tiêu biểu cho cả nước; trung tâm lớn về kinh tế, văn hóa, khoa học, giáo dục - đào tạo, y tế, du lịch, thể thao và giao dịch quốc tế của cả nước; đi đầu trong nhiều lĩnh vực - là đầu tàu lôi kéo sự phát triển chung của cả nước; người dân có điều kiện sống tốt.
Tốc độ tăng trưởng GDP bình quân hàng năm vào khoảng 12 - 13% đến năm 2020 và giai đoạn 2021 - 2030 vào khoảng 9,5 - 10%; GDP bình quân đầu người đạt khoảng 7.100 - 7.500 USD vào năm 2020 và 16.000 - 17.000 USD vào năm 2030.
Quy mô dân số năm 2030 khoảng 9,2 triệu người; cơ cấu dân số hợp lý, chất lượng cao; chỉ số phát triển con người (HDI) đạt khoảng 0,86 - 0,90; tỷ lệ thất nghiệp khu vực đô thị dưới 4%; hệ thống kết cấu hạ tầng giao thông đồng bộ, liên hoàn, hợp lý, hiện đại; vận tải hành khách công cộng đa dạng, hiện đại, văn minh, tiện lợi và an toàn, đạt tỷ lệ 50 - 55%...
Quyết định này có hiệu lực thi hành kể từ ngày ký ban hành.

DECISION
APPROVING THE STRATEGY FOR SOCIO-ECONOMIC DEVELOPMENT IN HANOI CITY THROUGH 2030, WITH A VISION TOWARD 2050
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the December 28, 2000 Ordinance on Hanoi Capital:
Pursuant to the Government s Decree No. 92/2005/ND-CP of July 12, 2005, detailing a number of articles of the Ordinance on Hanoi Capital;
At the proposal of the Hanoi Municipal People s Committee,
DECIDES:
Article 1.To approve the strategy for socio-economic development in Hanoi city through 2030, with a vision toward 2050. with the following principal contents:
I. STATUS AND FUNCTIONS
1. Hanoi Capital - the heart of the country and the national politico-administrative headquarter where seat the offices of the Party Central Committee, the State, mass organizations, diplomatic missions and international organizations and where the most important external and internal activities of the country take place.
2. A major cultural center of the country and regional identity; the convergence of the cultural quintessence of thousands-year-old civilization and modernity of the Capital and the symbol of the whole country; where the advanced, modern, diverse and typical culture of the Capital is initiated, created and developed, contributing to building and developing an advanced Vietnamese culture deeply imbued with national identity.
3. A major scientific, educational, training and medical center of the country, with reputation in the region; the standard bearer in scientific and technological research, creation, application and transfer nationwide: with an advanced and modern education, training and healthcare; a place where many high-quality human resource training institutions are concentrated; where talents are built up. fostered and developed for the cause of socio-economic development in the Capital and the whole country.
4. A large economic and financial center, which greatly contributes to the national economic growth, constitutes a motive force for the development of the northern key economic region and the Red River delta, takes the lead in building and developing a knowledge-based economy with advanced, modern, high-productivity and high-effectiveness industries, and leads and supports the development of regional provinces.
5. A main international transaction center of the country, with reputation in the region; an international city where seat diplomatic missions, international organizations, multinational or transnational groups; where major international events and most important external activities of the country are organized.
II. DEVELOPMENT VIEWPOINTS
1. Fast, harmonious and sustainable development is the key requirement in the process of building and developing Hanoi, with humans placed in the central position of development, harmoniously combined political, economic, cultural and .social issues; and economic growth coupled with assurance of order, civilization, progress and social justice.
2. Building and developing Hanoi Capital is the focal point in the strategy for the construction and defense of the socialist Fatherland, the responsibility and obligation of the whole Party and the entire population and army; synchronously promoting the combined strength of Hanoi Capital, the whole country and international cooperation in the course of development; exploiting domestic resources is decisive while tapping foreign recourses is important.
3. Socio-economic development is closely associated in an organic relationship with the national socio-economic development strategy and regional development master plans and international economic integration.
4. To thoroughly grasp the motto: economic, cultural and social development is the key task and urban management is an important regular task; to correctly pinpoint the focus, breakthroughs and work out dynamic, creative and effective measures; to take appropriate steps in each period for harmonious combination between the settlement of urgent problems and the persistent pursuit of long-term objectives.
5. To associate socio-economic development with defense and security maintenance and with expansion and promotion of international cooperation, alignment and integration.
III. DEVELOPMENT OBJECTIVES
1. Long-term objectives - a vision toward 2050
Hanoi is the Capital and a special, cultural, civilized, courteous and refined, beautiful and modern city deeply imbued with national identity, symbolizing the whole country and deserving to be the heart of the country, the national politico-administrative headquarter of a developed country with a population of 110-115 million; its residents, who are friendly and hospitable, will enjoy high material and spiritual living standards, and national political and administrative centers, diplomatic corps and international organizations, international centers, high-class hotels, international communication systems... will be built under planning with good working conditions and absolute safety.
It will be a big cultural center where converge the traditional and modem cultural values, deeply imbued with Hanoi traits and national identity; a major literary and art creation center typical of the whole country; a special and attractive cultural center of the region, with a system of cultural and sport institutions of national and international magnitude.
It will be the primary creation center of the whole country with many fields reaching international standards: an advanced culture deeply imbued with national identity: advanced and highly effective science and technology; advanced and modern education and training; specialized healthcare of top national quality and regional reputation.
It will be the biggest economic, financial, service, commercial and tourist center in North Vietnam and the second-biggest one in the country, occupying a high position in the region; have a developed knowledge-based economy with a modem, dynamic and efficient structure; a good investment and business environment reaching international standards and basically no urban-rural gap.
Its infrastructure system will be diverse, modern, synchronous and connected city wide and to all localities in the country and to the world.
Hanoi will have a democratic, equitable, disciplined and civilized society. It will take the lead in social development and social security.
Hanoi will be the major international transaction center of the country and an important international transaction hub in the region; an international city where diplomatic missions, international organizations, representative offices of transnational groups are concentrated, and an attractive and safe destination in the region and the world.
It will be a green city with abundant water surface and sustainable, clean and beautiful ecological systems and a well protected environment.
It will be a firm defense zone with assured political security; the "City of Peace" with good social order and safety.
2. Objectives toward 2030
a/ General objectives
By 2030, Hanoi will be the Capital - the national politico-administrative headquarter, which is rich, beautiful, green, civilized, cultural, courteous and refined, modern and national, symbolizing the whole country; a major economic, cultural, educational-training, medical, tourist, sports and international transaction center of the whole country; will take the lead in many fields and be the driving force for national development; its residents will enjoy good living conditions (with incomes higher than the national average, high-quality services, good living environment, and international-standard, friendly and safe working and investment environment).
b/ Specific objectives
- Economically:
The gross domestic product (GDP) growth rate will reach an annual average of 12-13% during 2011-2020 and 9.5-10% during 2021-2030. The average annual per-capital GDP will approximate USD 7.100-7,500 by 2020 and USD 16,000-17,000 (according to actual prices) by 2030.
The labor structure will be as follows: services, 54-55%; industry-construction, 30-31%; agriculture. 14-16% by 2020; and 59-60%; 34-35% and 5.6% respectively by 2030.
- Infrastructure:
The transport infrastructure system will be synchronous, inter-connected, rational and modern; public passenger transportation will be diverse, modern, civilized, convenient and safe, accounting for 50-55% by 2030.
Information infrastructure facilities will be convenient, diverse, synchronous, advanced and modern and laid underground.
The electricity and water supply systems will be modern and synchronous, fully and safely satisfying the demands of electricity and water for economic development and people s life; the irrigation and water drainage systems will be synchronous and the Capital will basically have no prolonged water logging.
The Capital will have adequate cultural and art works, educational and training institutions, medical, physical training-sports establishments and houses for its residents.
Green space will be ensured with flower gardens, parks, cultural and art facilities, green belts and beautiful lakes rationally distributed in various areas.
Post-telecommunications, information and communication infrastructure facilities will be modern, reaching the level of advanced regional countries.
Underground works will be planned and constructed to satisfy the development requirements of a modern city.
- Social affairs and culture:
It will be a major and typical cultural center of the whole country and a special one in the region, with big. impressive, national and modem cultural works, symbolizing Hanoi Capital and Vietnam.
The system of tangible and intangible cultural heritages and quintessence of Hanoi s traditional culture will be preserved, developed and effectively promoted; with the special culture of Hanoi, which is diverse, advanced and modern, contributing to building and developing an advanced Vietnamese culture deeply imbued with national identity.
Hanoians arc courteous and polite and civilized, developed comprehensively in intellect, morality, physical strength, creation capability, symbolizing the intellect and fine traditions of the Vietnamese nation, have a civilized and healthy lifestyle and an increasing level of cultural enjoyment: the society is civilized and safe and has different social, ethnic and religious strata closely attached; a reduced gap in living conditions between urban and rural areas, basically no absolutely poor people and a minimum unemployment rate.
The population will reach around 7.9-8 million by 2020 and 9.2 million by 2030; with a rational structure and high quality; the human development index (HDI) will approximate 0.86-0.90; the urban unemployment rate will be below 5% by 2020 and below 4% by 2030.
- Science and technology:
It will be a national creation center and a hi-tech development center with scientific and technological potential and technological research, innovation, manufacture, application and transfer capability taking the first place in the country and having reputation in the region. By 2050, Hanoi will strive to be a leading research center in some basic sciences (mathematics, physics, medicine, etc.) in Southeast Asia and Asia.
- Healthcare, education and training:
It will have a comprehensively developed, standard, advanced and modem education and training system; the rate of trained laborers will reach 70-75% by 2020 and 85-90% by 2030.
Every resident will live in a safe community and well develop physically and spiritually.
Its healthcare system will be an advanced and modem one equal to the level of advanced regional countries and approaching the level of advanced countries in the world in some areas, with 100% of its residents receiving healthcare enjoying an average lifespan of around 80 years.
- Physical training and sports:
Mass physical training and sports will widely develop: high-achievement sports will be focused and developed, greatly contributing to national sports teams.
There will be modern sports complexes and national sports centers and physical training and sports facilities of regional and international standards.
- Land and natural resource management and environmental protection:
The city will have a modern, effective and efficient land and natural resource management system.
The economy and people s lifestyle will be friendly to the ecological environment. The city will have complete and modern systems of collecting and treating wastes, particularly hospital and other hazardous wastes. Air pollution will be kept below the permitted level.
The average per-capita greenery area will approximate 10-12 km2 from 2020 on.
- Defense and security:
The political system and administration apparatus will properly meet the new development requirements of the Capital. All-people defense will be firmly built and consolidated; the revolutionary people s armed forces and public security will be regular, well-trained and incrementally modern. Hanoi Capital will be a firm defense zone capable of defeating enemies in all circumstances.
To firmly maintain political, economic, social, ideological and cultural security, social order and safety; to ensure absolute safety for activities of the leading bodies of the Party and the State, socio-political organizations, diplomatic missions, international organizations, national holidays and important events as well as for all people.
Hanoi Capital will be a "City of Peace", friendship and hospitality.
IV. DEVELOPMENT ORIENTATIONS OF SECTORS
1. To build an economy with a modern structure, capable of high integration, dynamic and adaptable to the development of a knowledge-based economy.
The economic structure will be improved toward prioritizing the development of industries of high grey-matter content and added value, which play a significant role in boosting the formation and development of a knowledge-based economy, distribution sectors and high-quality services. Specifically:
a/ To strongly develop high-grade and high-quality services
To speed up the development of the service sector toward modernization, giving priority to the development of high-grade and high-quality services and service products with high added value; to build and develop Hanoi into a service and tourist center of regional magnitude. It will have a service growth rate higher than that of the production sector and than its GDP growth rate. To effectively participate in the global and national distribution networks.
To concentrate on the development and raising of the level and quality of services with high knowledge and technological contents and large added value: finance-banking-securities, insurance, consultancy, designing, international-relation services, information, communications and telecommunications, human resource training, high-quality healthcare, scientific and technological research and transfer, culture and arts, recreation and entertainment, legal affairs and intellectual property, international tourism, aviation, logistics service, environmental service, etc. The proportion of the value of consultancy, scientific-technological services, industrial designing, architecture, construction, fine arts, advertisement and high-grade cultural service will represent 15-20% of the total services.
To develop Hanoi into a commodity wholesale, retail and export-import market center, an administrative-banking-investment center in the northern region, which will play an important role nationwide; to build financial-banking centers, shopping centers and mega stores combined with recreation and entertainment activities and services, which are large, modern and rationally distributed in the city.
To prioritize the development of diverse, fast, convenient, safe and civilized mass transit service; to strongly step up the development oi public services, business support services and employment and social security services.
The service sector will strive for an average added value increase of about 11-13.5%/ year during 2011-2020 and 9.5-10.5%/year during 2011-2030.
b/ To develop industries and construction toward modernization, higher quality, competitiveness and environment-friendliness.
To build and develop modern industries which are highly competitive and less polluting; to selectively develop industries, especially industries and products involving the use of modern technologies and advanced techniques and containing high grey-matter contents (hi-tech products will represent 60-70% of the total industrial production value), which serve as a basis for developing a knowledge-based economy; to build Hanoi into a national information technology center; to increase the scientific and technological content and domestic-value ratio of industrial products; to strongly develop industries and industrial products with superior competitive edge which help boost the development of a knowledge-based economy and effectively participate in the global added value chains and distribution networks. At the initial stage, to prioritize the development of a number of key products of the following sub-sectors: information technology, precision mechanical engineering, electronics, automation, electric equipment, bio-technology, pharmaceuticals, high-class cosmetics, agricultural-forestry-fishery product processing, and production and use of new materials.
To prioritize the development of clean, low energy-consuming and clean energy-using industries; to quickly grasp and develop source technologies.
To build and develop industrial parks, complexes and points as planned: to coordinate with central agencies in completing the building of Hoa Lac hi-tech park, the hi-biotechnology zone and Hanoi information technology park before 2020; to form a linkage among industrial parks within and outside Hanoi from the stage of research, designing, production and distribution of products in order to form large-scale and highly effective industrial conglomerates: to plan the operation shift and relocation of polluting manufacturing plants from downtown and residential areas.
To build and promote the advantages, competitiveness and brands of traditional craft villages in association with the preservation and development of culture, tourism and environmental protection.
To develop and modernize the building industry up to the advanced level in the region, meeting the requirements of construction in the Capital and the whole country and of international bidding.
The industries and construction sector will strive to reach an added value increase of 11.5-13%/year during 2011-2020 and 9-10%/year during 2011-2030.
c/ To develop agriculture and rural areas toward civilization, modernization, effectiveness and sustainability
To develop clean, urban and ecological agriculture on the basis of forming hi-tech agricultural zones in association with the preservation and development of culture and tourism and the building of a new countryside: to incrementally modernize agriculture and restructure production in order to create numerous high-value products; to raise the quality of agricultural products, to increase the land use effectiveness and agricultural labor productivity.
To stably plan agricultural production zones, determine green belts, eco-agricultural lines and hi-tech agricultural zones.
To prioritize the construction and development of green, vegetable, flower, fruit-tree and ornamental-tree belts to serve the people s life and environmental protection; to concentrate on the development of high-value husbandry products; to attach importance to the development of preservation and post-harvest processing technologies in association with the distribution and sale systems for agricultural products.
To modernize research and experimentation institutions, step up agro-scientific and technological research and application; to build Hanoi into a national center of research and production of a number of high-quality plant varieties and animal breeds; to comprehensively develop agricultural services; to expand and raise the effectiveness of agricultural and forestry extension activities; to encourage the development of advanced and effective production models such as farms and household farms.
To step up industrialization and modernization of rural areas toward diversification and harmonious association with the preservation of cultural identities and the protection of the ecological environment; to build, upgrade and incrementally modernize and synchronize the system of technical and social infrastructure facilities in rural areas, and narrow the development and living condition gap between rural and urban areas.
To apply synchronous measures to constantly improve material and spiritual living conditions for farmers.
To build and develop models of building a new countryside toward civilization and sustainable development, harmoniously combining cultural, economic and social elements with environment protection.
The agriculture-forestry-fisheries sector s added value will increase an average of 1.5 -2%/year during 2011-2020 and I - 1.5%/year during 2011-2030.
To have some 70% of total communes in 2020 and all communes in 2030 reaching the national new-countryside standards.
2. To basically complete a synchronous and modem infrastructure system
To concentrate investment in the construction of the infrastructure system one step ahead the requirements of construction and development of the Capital. To completely develop a synchronous and modem infrastructure system in association with the designing and building of typically architectural works.
To develop the road systems for fast and widespread connection from the center to outlying areas; to complete the construction of national highways, expressways, radial roads and belt roads linking Hanoi with other provinces and connecting the inner city with satellite towns; to modernize axial roads of the city.
To build subways and urban trains (including overhead and national railways); to build and modernize the traffic control system and static traffic networks (car terminals, car parks, etc.); to build more bridges and tunnels crossing the Red River which have modern architecture symbolizing Hanoi; to expand and upgrade Noi Bai international airport.
To build underground works: tunnels, car parks, warehouses, trade-service facilities, technical tunnels for power transmission and communication cables, etc. To plan and build infrastructure in the suburbs for relocation of industrial establishments, universities, scientific research institutes and hospitals from downtown areas.
To modernize the electricity transmission systems, information and communication, post-telecommunications, radio and television infrastructure facilities up to international standards: to complete the construction of the system of modern grassroots information institutions.
To build roadside streets in synchrony with the construction of their technical infrastructure facilities so that they will be civilized streets with modem architecture and view.
To plan and build monuments, public .squares, city gates and large traffic junctions with national architecture and strong impression as symbols of the Capital; to build parks, flower gardens and lakes in the inner city, satellite towns and green belts; to study and build dykes and embankments which have the transport function in harmony with the city s view and environment.
To increase the capacity of clean water supply and waste water treatment; to consolidate and complete the irrigation system; to build and develop a modern fire prevention and fighting system.
To step up housing construction and development, attaching importance to resettlement houses, social houses and dormitories for industrial-park workers and students.
To build in rural areas synchronous technical infrastructure networks connected with the urban technical infrastructure systems in the downtown areas (inner city and satellite towns) and other provinces.
3. To form a rational urban space
To sustainably develop urban space toward harmonious combination of "natural view-economy-society-culture-security and defense".
To build and develop Hanoi urban center cluster, comprising the multi-system, multilayer and multi-function inner city; the network of satellite towns specialized in high technology, science-technology, education and training (Hoa Lac and Xuan Mai), tourism-culture, resort, recreation and entertainment (Son Tay), clean industries, hi-tech industries and high-quality services (Soc Son), industries (Phu Xuyen and Phu Minh); separate towns which are local administrative centers (districts and sub-regions) and centers of training and medical establishments; ecological urban centers associated to hi-tech eco-agriculture belts and tourism development; to harmoniously combine the inner city and satellite towns with ecological, green-environment, clean and sustainable buffer zones. In the immediate future, to focus on building a number of synchronous, modem and land-saving satellite towns with national architectural trails; to incrementally renovate and modernize the old inner areas.
To plan the territory-based distribution of the population in association with urbanization, which is suitable to economic and cultural activities as well as urban lifestyle and convenient for inhabitants life; the urbanization rate will approximate 58-60% in 2020 and 65-68% in 2030.
To form and develop the functional-space systems: the conservation center (areas around Hoan Kiem lake, ancient streets and old streets); the national and Hanoi politico-administrative center; the financial-banking center; clusters of high-grade training centers (universities and colleges); the scientific and hi-tech creation and research center; clusters of high-quality hospitals and health centers; high-class cultural-entertainment-culinary-physical training and sports centers; tourist and resort centers; industrial parks; high-class service-trade centers: traffic junctions; systems of goods storage and distribution centers; traditional and contemporary culture centers symbolizing the Capital and the whole country; to develop the Red River into the central space axis linking its two banks and into a north-south axis.
To form and develop ecological and landscape space systems: the green belts, the eco-agriculture belt, the network of rivers, lakes, water surfaces and western eco-tourism corridor-axis (Son Tay-Hoa Lac-Chuong My) Ba Vi nature conservation zone, the buffer zone and the network of flower gardens, parks and green trees in the Capital area....
To plan the spatial development of rural areas in association with the eco-agriculture system in each locality toward urbanization and preservation of traditional culture traits in harmony with natural landscape and environmental protection.
4. To develop and promote cultural values
To conserve, develop and effectively promote the values of traditional culture and diverse and attractive cultural space of the Capital and the whole Hanoi region. To build a civilized, courteous and refined lifestyle as well as modern industrial style based on patriotism; to establish the leadership culture, business culture and public-relation culture which are typical of Hanoi Capital.
To comprehensively and synchronously develop cultural and art fields on the basis of perpetuating and promoting the typical traditional-culture identities of Thang Long-Hanoi; lo focally invest in the construction and development of some classic and contemporary art genres of the world which are suitable to Hanoi and Vietnamese conditions.
To invest in the construction, renovation and management of especially important national cultural works in the Capital; to conserve, perpetuate and promote the values of tangible and intangible cultural heritages; to strongly develop the mass media system; to complete the system of cultural institutions at all levels.
To develop major cultural and art creation, training and activity centers which hold the leading place in the country and arc special in the region; to build cultural and architectural works with harmoniously combined national and modern characters, creating specially excellent and strongly impressive views symbolizing the Capital and the whole country in history as well as in the 21st century.
To intensify and expand cultural exchanges and international cooperation with the capitals of other countries in the world; to actively absorb the cultural quintessence and selectively integrate into progressive cultural tendencies and trends of the world.
5. To develop education and training and high-quality human resources
To comprehensively develop education and training which is standardized, advanced and modern; to build a number of high-quality general schools; to step up the bilingual teaching and learning at schools so as to meet the requirements of human resource development in the context of international integration; to modernize talented pupils schools in order to create sources for the formation and development of talents for the future,
To strongly develop high-quality human resources; to build and develop Hanoi into a primary talent- and high-quality human resource-training center of the whole country and with international reputation; to raise the rate of trained laborers to 70-75% by 2020 and about 85-90%. by 2030.
To support and create favorable conditions for building a number of outstanding and key universities in the Capital; to focus on the training of talents and high-quality human resources in leadership and management, business administration, consultancy, designing, scientific research and technological transfer, tertiary training, medicine, culture and arts, high-achievement sports and high-grade technicians; to prioritize overseas training of high-level leading, managerial, scientific and technological personnel; to quickly scale up and diversify training disciplines for rural human resources to meet the development requirements of hi-tech eco-agriculture and restructuring of agricultural and rural labor toward industrialization and modernization.
To build clusters of training centers in the outskirts in order to reduce loads on downtown areas; to plan the construction of students" villages with synchronous, civilized and modern physical foundations; to formulate and implement mechanisms and policies of attracting and putting talented people in important positions; to step up the socialization of education and training development.
6. Public health care and protection
To develop an advanced and modern medical system while attaching importance to national traditional medicine; to raise the health care level to that of advanced regional countries: with some areas approaching the level of advanced countries in the world. Hanoi will be a high-quality modern medical and pharmaceutical center and international health service center which is reputable in Southeast Asia.
To plan a rational network of hospitals, build new clusters of high-quality hospitals in suburban areas; to enhance and consolidate Hanoi specialized medical center; to build a number of modern general and specialized hospitals of international grade; to build a national center for genetic technology research and application; to develop a modem preventive medicine network with the voluntary and extensive participation of people; to upgrade and modernize grassroots medical establishments; to further develop community and family health care; to provide fair and effective health services and incrementally narrow the gap in health service quality between downtown areas and suburban districts.
7. To develop physical training and sports
To build modern sports complexes, sports centers and national physical training and sport facilities of regional and international standards; to train national athletes and referees; to concentrate on building a number of high-achievement sports symbolizing physical training and sports activities of Hanoi and the whole country and reaching the advanced level in the region; to strongly develop mass physical training and sports.
8. To develop science and technology, creating prerequisites for fast and quality development
To build and develop the scientific and technological potential so that Hanoi will become the leading technological creation, application and transfer center of the whole country and occupy a high position in the region in scientific and technological invention, creation and application.
To modernize national scientific research institutions in the Capital; to build Hanoi into an information-technology and bio-technology research and application center and a national quality assessment center; to invest in building a number of key research institutions and laboratories of regional and international standards; to develop research and development institutions and form technology nurseries.
To prioritize the development of high technologies in the fields of information technology, electronics, precision mechanical engineering, automation, biotechnology, new-material technology and nano technology, cultural technology, environmental technology, etc.
To step up the transfer and application of modern technologies to production, business and management activities; to intensify research and development activities in the business sector, particularly in economic groups and major corporations; to form and quickly develop the scientific and technological service market; to develop information, brokerage, technological transfer centers and intellectual property support centers.
9. To ensure employment and social security
To create jobs, especially new jobs with high quality, productivity and effectiveness; to strive for the target that 30% of the total workforce will work in the fields of high technology, high-quality and -class services; 10% in the fields of creation such as science and technology, designing, consultancy, literary and art creation, etc. Annually, to create 140,000-150,000 jobs during 2011-2020 and 120,000-130,000 jobs during 2021-2030 on average; to minimize the urban unemployment rate and raise the labor use coefficient in rural areas; the urban unemployment rate will stand at 4-4.5%/year by 2020 and 3-3.5%/year by 2030.
To raise people s incomes and quality of life; to incrementally narrow the living-condition gap between downtown areas and suburban districts; to encourage people to enrich themselves lawfully.
To build an effective and diverse and increasingly expanding social security system suitable to the potential, characteristics, requirements and development level of Hanoi; to effectively implement the poverty reduction programs and support disadvantaged people in the society; to strongly develop and diversify the system of social insurance, unemployment insurance and all-people health insurance; to properly implement the policies on gender equality, care for children, the elderly and people with meritorious services to the country, and social relief policies.
To step up the prevention and combat of social evils; to minimize social vices and drug addiction; to build healthy and social evil-free communes and wards; to maintain social order, security and safety.
10. To protect and improve the environment, proactively and effectively respond to climate change
To ensure a green, clean and beautiful environment and ecological balance according to the criteria of sustainable urban environment; to heighten the sense of environmental protection for leading, managerial and business circles as well as every resident; to combine environmental protection tasks and objectives with socio-economic development, including environmental protection contents and requirements in sectoral development master plans and plans and investment programs and projects.
To build waste water collection and treatment systems; to organize garbage collection, transportation and treatment toward civilization and modernization; to build processing facilities with advanced garbage processing and recycling technologies; to raise the rate of garbage treated and recycled up to environmental sanitation standards while incrementally reducing the rate of buried garbage: to combat pollution and well protect natural heritages; to formulate programs for environmental protection of the Red River, Duong, To Lich, Nhue, Day and Tich and other river basins.
To research, forecast and assess impacts so as to propose and take measures to effectively respond to climate change; to build and develop synchronous environmental observation networks; to thoroughly handle polluting establishments; to work out strong measures to prevent and handle violations of regulations on environmental protection; to step up the socialization of environmental protection.
11. To firmly maintain security and defense
To firmly maintain security, especially absolute safety for agencies, organizations and leaders of the Party and the Stale, national holidays and major events; to step up the struggle against crimes and social evils; to effectively combat terrorism, sabotage, "peaceful evolution", incitement, riot and toppling activities.
To extensively conduct all-people s defense education; to deploy the all-people defense and people s security postures, building Hanoi Capital into a steady defense zone; to build a strong defense with three forces - the regular army, the local army and militia, self-defense and other forces, synchronously in terms of human resources, physical foundations, technical equipment and combat methods.
To regularly consolidate and build the people s army and the people s public security into revolutionary, regular, well-trained and incrementally modern forces; to effectively bring into play the all-people defense posture and people s public security disposition.
To closely and regularly combine security and defense maintenance requirements with socio-economic development in each area.
12. To develop regional cooperation and external relations
To enhance and expand development cooperation and coordination between Hanoi and other provinces and cities in the Capital region and the northern key economic region; to focus on inter-regional infrastructure (expressways, radial roads, electricity supply, water supply and drainage, etc.), environmental protection and building of new towns and urban centers.
To develop high-class and high-quality services; to develop industrial parks and complexes, tourism, major training and health establishments; to ensure political security and social order and safety; to coordinate localities in the region in investment, trade and tourist promotion; to coordinate in formulating mechanisms and policies on investment preferences to avoid unnecessary and unfair competition.
To expand and intensify comprehensive cooperation with the capitals and large cities in the region and the world, giving priority to education and training, science and technology, healthcare, urban management experience, security maintenance, fight against drug trafficking, smuggling and money laundering: to regularly improve the investment environment to create favorable conditions for attracting international capital sources and big investors possessing high and source technologies, particularly multi-national or transnational groups to open their offices and invest in Hanoi.
V. STRATEGY IMPLEMENTATION BREAKTHROUGHS
1. The 2011-2020 period: This is the period of fast growth for completion of the industrialization and modernization of the capital 5 years ahead of the country, creating a prerequisite for stronger intensive development with higher quality and development effectiveness. The strategic breakthroughs in this period include:
- Modernization and synchronization of urban infrastructure: To focus on the complete construction of vital transport systems, including expressways, radial roads, belt roads and main thoroughfares: diverse and modern information system; synchronous and modem electricity supply and water supply and drainage and environmental protection systems.
- Fast development of high-quality human resources, focusing on the development and consolidation of the contingent of key leading officials at all levels and in all sectors, especially at the grassroots level, attaching importance to fostering talents and highly qualified human resources in various sectors, including leaders and specialists in business administration, consultancy, designing, science and technology, university training, health and arts, and highly qualified technical workers; at the same time, to enhance education in order to establish and develop courteous and refined lifestyle and culture, industrial working style and urban civilization for all people.
- Intensified administrative reform (the 2011-2015 period), incrementally building a modern administration; to build a model of urban management which is civilized, modern, efficient and effective, strongly decentralizing management in couple with consolidating the administration apparatus from the municipal to grassroots level.
2. The 2021- 2030 period: This is the period of intensive development with high productivity, quality and effectiveness on the basis of advanced science and technology of the time, highly qualified human resources and modern urban management. The strategic breakthroughs in this period include:
- Fast and extensive technology renewal, intensifying the application of advanced science and technology; continuing to concentrate on the development of highly qualified human resources to boost the extensive development of the knowledge-based economy.
- Upgrading and modernization of infrastructure up to the level equal to the capitals and major cities of advanced regional countries: development of satellite towns to create new development space and reduce the pressure on the central city.
VI. STRATEGY IMPLEMENTATION SOLUTIONS
1. To renew the urban management model in association with institutional perfection
To further strengthen the municipal administration apparatus at all levels; to build a clean and strong stale administration system of the city, ensuring unified, smooth, effective and efficient management; to renew the organizational model of the municipal administration apparatus toward neatness, modernization, effectiveness and effect, shifting its function from centralized management to service provision: to step by step apply the model of urban administration; to build an e-administration of Hanoi which meets the requirements of management of a knowledge-based economy and conforms to the process of building a national e- government.
To design and apply a management model based on target programs. In the immediate future, to formulate and implement target programs on: development of urban technical infrastructure facilities; personnel planning; training of leading-managerial talents, entrepreneurs, highly qualified specialists and a contingent of professional cadres, civil servants and public employees: information technology; precision mechanical engineering-automation industry; preservation and development of culture: building and development of hi-tech agriculture zones; and environmental protection.
To formulate appropriate development institutions, particularly institutions of the socialist-oriented market economy and institutions of a society which develops on the basis of law rule-morality rule combination.
2. To raise the management capacity of the contingent of leading cadres and professional qualifications and professionalism of the contingent of civil servants.
To build and develop the contingent of leading cadres and attract talented and virtuous persons as well as elites from the municipal to grassroots level.
To build the contingent of cadres, civil servants and public employees with high quality, good public-duty ethics and high professionalism; to develop and increase the contingent of specialists working as excellent advisors and meeting the management and development requirements.
3. To step up administrative reforms
To formulate and implement an overall administrative reform program for the 2011-2020 period in all aspects: institutions, apparatus organization, cadres and civil servants, and modernization of the administration, focusing on the rationalization of the management apparatus at all levels, cleaning and raising the professional qualifications, professionalism and public-duty ethics of civil servants, simplifying administrative procedures and applying information technology to management activities; to formulate and implement public-duty regulations.
To formulate and fruitfully implement the mechanism for inter-level and inter-sector coordination: to implement the regime of responsibility of heads and key cadres at all levels.
4. To formulate and implement special mechanisms and policies for Hanoi Capital
- To formulate mechanisms and policies on budget regulation and attraction, fostering, development and employment of talents;
- To adopt mechanisms to attract investment for infrastructure development, particularly transport network, water supply and drainage system and houses.
- To adopt mechanisms for coordination with foreign diplomatic agencies and international organizations based in Hanoi in order to expand international cooperation in economy, culture, science and technology, security maintenance, etc.
5. To mobilize and effectively use resources
The total social investment capital demand is predicted at VND 3,900-4,100 trillion according to actual prices (equivalent to USD 180-190 billion) for the 2011 - 2020 period and VND 6,500-7,000 trillion (equivalent to USD 300-320 billion) for the 2021- 2030 period.
- To mobilize and effectively use investment capital sources and land resources: The State shall adopt special mechanisms and policies on investment from the state budget and other financial sources for construction and development of Hanoi Capital.
To improve the investment environment and create advantages for mobilization and attraction of domestic and foreign investment sources (renewing and diversifying mechanisms, policies and forms of attracting investment capital: properly carrying out planning work, well preparing investment projects and clean land funds; renewing and reforming administrative procedures, etc.);
To mobilize to the utmost and effectively use capital sources from land funds, state-owned public property, issuance of Capital construction bonds, the securities market, credit sources and capital sources from the population; to formulate appropriate mechanisms and policies to step up the socialization of investment in different fields in accordance with law; to study and establish a Capital construction and development fund and various development funds for capital raising (urban development fund, urban infrastructure development fund, urban housing development fund, scientific and technological development fund, etc.); to further attract and effectively use ODA capital sources in the fields of transport, water supply and drainage, environment, health, etc.
- To develop, bring into play and effectively employ human resources: To invest in the development of highly qualified human resources, focusing on the contingent of scientists and technologists, leaders, managers, entrepreneurs and high-grade technicians; to formulate and implement policies of attracting and putting talents in important positions; to apply solutions to increase labor productivity; to promote the traditions of thousands-year-old Thang Long in combination with the strength of the lime, creating new motives for development; to increase education and establish industrial working style and urban lifestyle for inhabitants.
- To lap and effectively use scientific and technological potential: To formulate and effectively implement the system of mechanisms and policies for stepping up investment in scientific and technological research, transfer and application; to establish a science and technology fund of the city.
6. To enhance cooperation and coordination with central agencies and other provinces and cities
To promote and coordinate the strength of central agencies and localities with the strength of Hanoi; to formulaic and implement a mechanism of coordination between central agencies and Hanoi and between localities throughout the country and Hanoi; to clearly define the functions, tasks and powers of all levels and sectors in the strategy implementation.
Hanoi will take the initiative in coordinating with ministries and central agencies and other provinces and cities nationwide in order to mobilize resources for development and support for mutual development on the basis of support, cooperation and healthy competition.
7. To intensify and expand international cooperation
To intensify the introduction and advertisement of Hanoi Capital s images to the world; to bring into play the Capital s advantages for participation and high positions in international selections and rankings in specific areas, primarily its special cultural traditions, culinary specialties, tourism, social safety, etc.
To create an environment and conditions favorable for attracting transnational economic groups to invest in Hanoi.
To properly implement international commitments and cooperation between Hanoi Capital and the capitals of other countries in the fields of economy, culture, social affairs, science and technology, training, physical training and sports, security and defense.
VII. CENTRAL TASKS FOR THE STRATEGY IMPLEMENTATION
1. The 2011-2020 period: To focus on performing the following central tasks:
To build a modern model of urban management together with an e-administration in association with renewing institutions, promoting administrative reform and enhancing the capacity of leaders of agencies and civil servants at all levels:
To further mobilize resources for stepping up the construction of a modern and complete infrastructure system;
To quickly develop highly qualified human resources, including attracting and properly employing talents for the cause of building and developing Hanoi city; to attach importance to education in and formation of industrial working style and urban lifestyle for Hanoi residents.
To formulaic special mechanisms and policies for Hanoi (mechanisms and policies on raising capital from land, budget regulation, raising capital for major technical and social infrastructure projects, attraction, employment and development of talents, urban management, etc).
To improve and raise the quality of planning work; to focus on reviewing and formulating sectoral and local development master plans and detailed plans; to attach importance to urban construction planning: to regularly and effectively coordinate in the formulation and implementation of plans, ensuring consistency between the strategy and master plans: to supervise and inspect development investment under planning; to heighten the responsibility of all levels, sectors and localities in the implementation of master plans.
To step up regional coordination and cooperation in raising and reasonably and efficiently using resources.
2. The 2021-2030 period: By 2020, Vietnam will basically become a modernity-oriented industrial country. Therefore, the solutions to implement the strategy for socio-economic development in Hanoi must shift, their locus to intensive development on the basis of application of the latest scientific and technological achievements, speeding up the formulation and development of a knowledge-based economy through promoting innovative elements and high dynamism and directing the performance of the following principal tasks:
To strongly invest in the building and development of scientific and technological potential in line with the global trends; to intensify technology application and renewal in economic development and people s life.
To concentrate on fast development of high-quality human resources, primarily in science and technology, leadership, management and business.
To renew and modernize the infrastructure system, particularly works of international significance so that Hanoi can actually be a major center of .Southeast Asia.
To promote inter-regional and international alignment and cooperation.
Article 2.Organization of implementation
1. Implementing the strategy for socio-economic development in Hanoi is an important and regular task of the entire Party, entire army, entire people and of ministries, sectors and localities throughout the country; mobilizing the combined strength, including the effective exploitation of the potential and advantages of Hanoi, is decisive while making full use of external resources is important to the cause of building and developing the Capital; thoroughly studying the contents of the strategy for socio-economic development of Hanoi city within the entire Party, entire people and entire army in Hanoi and the whole country; enhancing the leadership, creating the consensus in both will and action in the implementation of the strategy.
2. The Hanoi Municipal People s Committee shall:
- Publicize the strategy; direct the formulation and implementation of master plans on the development of sectors and key products, and socio-economic development master plans of districts, incorporating the strategy s objectives, orientations and solutions in these master plans and plans;
- Take the initiative in coordinating with ministries, ministerial-level agencies, government-attached agencies and related bodies in formulating the master plans on the development of sectors and key products of the whole country in the locality; coordinate in implementing the approved master plans;
- Incorporate the strategy s objectives in five-year and annual plans and key programs and projects of Hanoi; concentrate direction for the effective implementation of the breakthroughs identified in the strategy in order to build and develop Hanoi Capital into a driving force boosting the national development:
- Together with the realization of the strategy s objectives and tasks, assume the prime responsibility for, and coordinate with ministries and sectors in, formulating sectoral plans in line with the master plan on construction of Hanoi Capital through 2030, with a vision toward 2050, under the Prime Minister s Decision No. 1259/QD-TTg of July 26,2011: and organize the effective implementation of the master plan on socio-economic development of Hanoi through 2020, with a vision toward 2030, under the Prime Minister s Decision No. 1081/QD-TTg of July 6. 2011:
- Guide, supervise, inspect, review and evaluate the implementation of the strategy, periodically make review reports lo the Prime Minister and propose adjustments and supplements to the strategy as necessary.
3. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with Hanoi city and the Ministry of Finance in, promulgating according to its competence specific mechanisms, policies and measures for building Hanoi into a mechanical engineering-automation center of the whole country.
4. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with Hanoi city in, studying and investing in the upgrading of a number of outstanding and key universities; drawing up plans to relocate universities, colleges and secondary professional schools out of downtown areas, building university towns and student villages and dormitories in Hanoi.
5. The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with related ministries and sectors as well as Hanoi city in, formulating and implementing plans to develop vocational training schools in Hanoi for training highly skilled human resources for the Capital s construction and development and for labor export.
6. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with Hanoi city and the Ministry of Finance in, promulgating according to its competence specific mechanisms, policies and measures for building Hanoi into a national center of information technology and biotechnology research and application; coordinate with the Ministry of Planning and Investment, related ministries and Hanoi city in building a number of research institutions and laboratories of regional and international standards in Hanoi.
7. The Ministry of Health shall assume the prime responsibility for, and coordinate with Hanoi city, the Ministry of Finance and related sectors in, formulating specific policies and measures for building Hanoi into a national center of genetic research and application; and planning and building a number of high-quality hospitals in Hanoi.
8. The Ministry of Culture, Spoils and Tourism shall assume the prime responsibility for, and coordinate with Hanoi city in, studying and investing in the construction, embellishment and management of especially important cultural works of the country, modem sports complexes, sports centers and national sports facilities of regional and international standards in Hanoi.
9. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with Hanoi city, the Ministry of Science and Technology. the Ministry of Finance and related ministries and sectors in, promulgating specific-mechanisms, policies and measures for building Hanoi into a national information technology center which is reputable in the region.
10. The Ministry of Finance and the State Bank of Vietnam shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, studying and promulgating financial and monetary mechanisms and policies for building Hanoi into a financial-banking center of the northern region, which will play an important role in the whole country:
11. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, sectors and Hanoi city in. detailing and incorporating the strategy s objectives and solutions in the solutions to implement the national strategy for socio-economic development in the 2011 -2020 period as well as national five-year and annual socio-economic development plans: coordinate with the Ministry of Finance and Hanoi city in mobilizing resources for the implementation of the strategy.
12. Ministries and sectors shall, based on their respective functions and assigned tasks, closely coordinate with Hanoi city in incorporating the strategy s contents in their development master plans and five-year and annual plans, ensuring synchronism and effectiveness; guide and support Hanoi city in effectively implementing the strategy.
13. Provinces and centrally run cities shall cooperate, align and closely coordinate with Hanoi city in implementing the strategy, particularly in the implementation of master plans and plans on infrastructure construction, environmental protection, development of services, training, health, population management and development of the labor market.
Article 3.This Decision takes effect on the date of its signing.
Article 4.The Chairperson of the Hanoi Municipal People s Committee, ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People s Committees and heads of related agencies shall implement this Decision.-
