CIRCULAR
On amending and supplementing a number of articles of the Regulation on assessment and classification of students in lower secondary schools and upper secondary schools, attached to the Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training

Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Government's Decree No. 69/2017/ND-CP dated May 25, 2017, on defining functions, tasks, powers, and organizational structure of Ministry of Education and Training;
Pursuant to the Minister of Education and Training's Decision No. 16/2006/QD-BGDDT dated May 05, 2006, on promulgating the General Education Program;
At the proposal of the Director of the Secondary Education Department,
The Minister of Education and Training hereby promulgates the Circular on amending and supplementing a number of articles of the Regulation on assessment and classification of students in lower secondary schools and upper secondary schools, attached to the Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training.
Article 1. Amending and supplementing a number of articles of the Regulation on assessment and classification of students in lower secondary schools and upper secondary schools, attached to the Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training
1. To amend and supplement Point b, Clause 1, Article 6 as follows:
“b) Combination with the assessment by comments and scores for the remaining subjects:
- Assessment by commenting on the progress of attitudes, behavior, and learning outcomes of performing learning tasks of students in the learning process and educational activities provided in the General Education Program issued by the Minister of Education and Training.
- Assessment by scoring the performance of the requirements of knowledge and skill standard for each subject in the General Education Program issued by the Minister of Education and Training. The assessment result shall be scored on a 10-point scale; if using other scales, such result must be converted to this scale.”.
2. To amend and supplement Point a, Clause 2, Article 6 as follows:
"For subjects assessed by both comments and scores: To comment on the progress of attitudes, behavior, and learning outcomes after each semester and academic year. To calculate the grade point average of subjects after each semester and academic year;”.
3. To amend and supplement Article 7 as follows:
“Article 7. Types of tests and assessments; point coefficients of tests and assessments
1. Types of tests and assessments
a) Regular tests and assessments:
- Regular tests and assessments shall be carried out during the teaching and educating process, to check and assess the process and performance outcomes of students' learning and practicing tasks according to the subject programs and educational activities in the General Education Program issued by the Minister of Education and Training;
- Regular tests and assessments shall be carried out in the direct or online forms, through questions and answers, writing, presentations, experiments, and learning products;
- The number of regular tests and assessments shall not be limited by the regular test and assessment points as prescribed in Clause 1, Article 8 of this Circular.
b) Periodic tests and assessments:
- Periodic tests and assessments shall be carried out after each educational stage to assess the learning and practicing outcomes and the fulfillment of learning tasks of students according to the subject programs and educational activities specified in the General Education Program issued by the Minister of Education and Training;
- Periodic tests and assessments comprise mid-term tests, assessments and end-of-term tests, assessments, including Tests (paper tests or computer-based tests), practices, and learning projects.
+ Time for a periodic paper or computer-based test or assessment shall range from 45 minutes to 90 minutes, particularly for specialized subjects, such time shall be 120 minutes maximum. A test shall be developed on the matrix and specification basis, according to the required levels of subjects and educational activities specified in the General education program issued by the Minister of Education and Training.
+ For a practice and learning project, the guidance and criteria for assessment shall be provided before implementing it.
2. Point coefficients of regular and periodic tests and assessments
a) Regular test and assessment points (hereinafter referred to as DDGtx) shall be calculated by the coefficient of 1;
b) Mid-term test and assessment points (hereinafter referred to as DDGgk) shall be calculated by the coefficient of 2;
c) End-of-term test and assessment points (hereinafter referred to as DDGck) shall be calculated by the coefficient of 3.”.
4. To amend and supplement Article 8 as follows:
“Article 8. Test points, reviews, and scoring
1. In each semester, the number of DDGtx, DDGgk, and DDGck of a student for each subject, educational activity (including chosen topics) shall be prescribed as follows:
a) Regular tests and assessments:
- A subject has 35 class hours or less per an academic year: 2 DDGtx;
- A subject has from more than 35 class hours to 70 class hours per an academic year: 3 ĐĐGtx;
- A subject has from more than 70 class hours per academic year: 4 DDGtx.
b) Periodic tests and assessments:
In each semester, every subject shall have 01 (one) DDGgk and 01 (one) DDGck;
2. Test and assessment points are integers or decimal numbers taken to the first decimal number after being rounded.
3. Students who do not have enough test and assessment points as prescribed in Clause 1 of this Article but have plausible reasons shall be tested and assessed in compensation with the forms, knowledge and skill levels, and time equivalent to the missing tests and assessments. Such compensation tests and assessments shall be completed in each semester or at the end of the academic year.
4. In case that students do not have enough test and assessment points as prescribed in Clause 1 of this Article and plausible reasons or have plausible reasons but fail to attend the compensation tests and assessments, they shall be scored point of 0 (zero) for the missing tests and assessments.”.
5. To amend and supplement Point a, Clause 1, Article 10 as follows:
“a) Grade point average of a semester (DTBmhk) is the arithmetic average of the regular, mid-term and end-of-term test and assessment points with coefficients specified in Clause 2, Article 7 of this Circular. To be specific:

6. To amend and supplement Article 14 as follows:
“Article 14. Assessment of students with disabilities
1. The assessment of educational outcomes for students with disabilities shall be based on the principle of promotion and encouragement for the efforts and progress of students.
2. For students with disabilities learning according to the inclusive education method, educational outcomes of subjects or educational activities required in the general education programs that are satisfied by students with disabilities shall be assessed like those of normal students but with mitigation requirements for learning outcomes. Subjects or educational activities for which the students with disabilities are not able to meet general requirements shall be assessed according to the performance of the Personal Education Plan; not to assess exempted subject contents, subjects, or educational contents.
3. For students with disabilities learning according to the specialized education method, educational outcomes of subjects or educational activities required in the specialized education programs that are satisfied by students with disabilities shall be assessed according to the requirements for specialized education. Subjects or educational activities for which the students with disabilities are not able to meet specialized requirements shall be assessed according to the performance of the Personal Education Plan.”.
7. To add Clause 3 to Article 15 as follows:
“3. Considering promotion for students with disabilities
The principal shall base on the students with disabilities’ learning outcomes of subjects and educational activities to consider the promotion for students with disabilities who learn according to the general education programs or, shall base on the performance outcomes of the Personal Education Plan in case students with disabilities fail to meet the general education programs for considering promotion.”.
8. To amend and supplement Article 18 as follows:
“Article 18. Review of the recognition of students
1. Students shall be recognized as good students of the semester or academic year if they achieve good conduct and learning capacity.
2. Students shall be recognized as fair students of the semester or academic year if they achieved with fair conduct and learning capacity or more.
3. Students with outstanding achievement or advancement in learning and practicing shall be awarded certificates of merit by the principal.”.
9. To amend and supplement Clauses 1 and 2, Article 19 as follows:
“1. To carry out regular and periodic tests and assessments according to the principal’s assignment; to directly record grade points or comment levels (for subjects assessed by comments) in the book of monitoring and assessing students. For the tests and assessments carried out in the form of questions and answers, teachers must give comments, consult the response of students before the class. If deciding to score or comment (for subjects assessed by comments), such grade points and comment levels must be recorded in the book of monitoring and assessing students immediately.
2. To calculate the average grade points (for subjects assessed by scoring and comments), classify comments (for subjects assessed by comments) by the semester, the academic year, and directly record in the book of monitoring and assessing students and school reports.”.
10. To amend and supplement Clause 4, Article 21 as follows:
“4. To organize the periodic tests and assessments of the subjects as prescribed in this Regulation; to re-test and re-assess subjects as specified in Article 16 of this Regulation; to approve and publish a list of students to be passed their grade after having the results of the re-tests of subjects, the conduct results in the summer vacation.".
Article 2. Repealing a number of Points and replacing some words and phrases specified in a number of articles of the Regulation on assessment and classification of students in lower secondary schools and upper secondary schools, attached to the Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training
1. To repeal Points c and d, Clause 1, Article 6.
2. To replace the phrase “scoring” in Article 9 by the phrase “assessment”.
3. To replace the phrase “number” at the first dash of Point a, Clause 2, Article 10 by the phrase “points”.
4. To replace the phrase “scoring” by the phrase “grade points” in Clauses 1 and 2, Article 11.
5. To replace the phrase “the Decision No. 69/2007/QD-BGDDT dated November 14, 2007” in Clause 5, Article 12 by the phrase “the Circular No. 40/2012/TT-BGDDT dated November 19, 2012”.
6. To replace the phrase “of one of the two subjects: Math and Literature” in Clauses 1, 2 and 3, Article 13 by the phrase “of one of the three subjects: Math, Literature and Language”.
7. To replace the phrase “of any subject” in Clause 6, Article 13 by the phrase “of only one subject”.
Article 3. Effect
1. This Circular takes effect on October 11, 2020.
2. This Circular shall be applied from the 2020 - 2021 academic year, for students of both lower secondary schools and upper secondary schools who study according to the General Education Program issued together with the following Decisions:
a) The Minister of Education and Training’s Decision No. 16/2006/QD-BGDDT dated May 05, 2006, on promulgating the General Education Program;
b) The Minister of Education and Training’s Decision No. 01/QD-BGDDT dated January 01, 2012, on promulgating the Pilot English Language Program for lower secondary schools;
c) The Minister of Education and Training’s Decision No. 5209/QD-BGDDT dated November 23, 2012, on promulgating the Pilot English Language Program for upper secondary schools;
d) The Minister of Education and Training’s Decision No. 2092/QD-BGDDT dated May 20, 2011, on promulgating the French Language Program (as the second language);
dd) The Minister of Education and Training’s Decision No. 3452/QD-BGDDT dated August 18, 2010, on approving the Subject Program in the French Bilingual Program (including French language, learning Math and Physics in French);
e) The Minister of Education and Training's Decision No. 3735/QD-BGDDT dated September 22, 2016, on approving the Pilot Korean Language Program for upper secondary schools (as the second language);
g) The Minister of Education and Training’s Decision No. 2744/QD-BGDDT dated September 09, 2019, on promulgating the Pilot Japanese Language Program for lower and upper secondary schools (as the first language for 10 years).
Article 4. Responsibilities of implementation
The Chief of Office, Director of the Secondary Education Department, Director of the Quality Control Department, Heads of relevant units under the Ministry of Education and Training; Chairperson of People's committees of provinces and centrally-run cities; Directors of Departments of Education and Training; Heads of Education and Training Divisions and relevant organizations and individuals shall be responsible for the implementation of this Circular./.
