Thông tin này được Chính phủ đưa ra tại Nghị quyết 23/NQ-CP ngày 08/04/2018 về phiên họp Chính phủ thường kỳ tháng 3 năm 2018.
Cụ thể, Chính phủ đánh giá tình hình kinh tế, xã hội tháng 03 và quý I năm 2018 tiếp tục xu thế phát triển tích cực; tăng trưởng kinh tế quý I ước đạt 7,38%, cao nhất trong 10 năm gần đây; sản xuất nông nghiệp phục vụ hồi rõ nét và đạt mức tăng trưởng 4,05%, gần gấp hai lần so với cùng kỳ; tổng cầu và sức mua tiếp tục tăng, khách du lịch quốc tế tăng 30,9% so với cùng kỳ…
Chính phủ giao nhiệm vụ cho các bộ, cơ quan quản lý giá các mặt hàng, dịch vụ thiết yếu chủ động, phối hợp chặt chẽ với Bộ Tài chính để đề xuất lộ trình điều chỉnh giá theo mức độ và thời điểm hợp lý, báo cáo Thủ tướng, bảo đảm mục tiêu kiểm soát lạm phát đề ra.
Về việc xử lý hiệu lực các văn bản quy phạm pháp luật do Chính phủ, Thủ tướng ban hành không còn được áp dụng trên thực tế nhưng chưa có văn bản xác định hết hiệu lực, Chính phủ yêu cầu các bộ, cơ quan ngang bộ trong phạm vi chức năng, nhiệm vụ được giao thường xuyên, rà soát, đề xuất việc chấm dứt hiệu lực các văn bản này.

NGHỊ QUYẾT

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 3 năm 2018, tổ chức vào ngày 02 tháng 4 năm 2018,
QUYẾT NGHỊ:
1. Về tình hình kinh tế - xã hội tháng 3 và quý I năm 2018; tình hình triển khai thực hiện Nghị quyết của Chính phủ về nhiệm vụ, giải pháp chủ yếu chỉ đạo, điều hành thực hiện Kế hoạch phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2018; kịch bản tăng trưởng năm 2018
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội tháng 3 và quý I năm 2018 tiếp tục xu thế phát triển tích cực. Kinh tế vĩ mô ổn định; lạm phát được kiểm soát; mặt bằng lãi suất, thị trường ngoại hối ổn định; dự trữ ngoại hối tiếp tục tăng; thị trường chứng khoán tăng trưởng mạnh; thu ngân sách nhà nước đạt khá; đầu tư phát triển toàn xã hội tăng 10,4%. Kim ngạch hàng hóa xuất khẩu quý I tăng 22%, xuất siêu đạt khoảng 1,3 tỷ USD; cơ cấu nhập khẩu tích cực. Tăng trưởng kinh tế quý I ước đạt 7,38%, cao nhất trong 10 năm gần đây. Sản xuất nông nghiệp phục hồi rõ nét và đạt mức tăng trưởng 4,05%, gấp gần hai lần so với cùng kỳ. Sản xuất công nghiệp tăng trưởng cao, đạt 11,6%, trong đó công nghiệp chế biến, chế tạo tiếp tục là động lực chính; ngành khai khoáng đã tăng trở lại sau hai năm liên tục giảm. Tổng cầu và sức mua tiếp tục tăng; khách du lịch quốc tế tăng 30,9% so với cùng kỳ. Môi trường đầu tư kinh doanh tiếp tục được cải thiện. Công tác an sinh xã hội, chăm sóc sức khỏe nhân dân và an toàn thực phẩm được quan tâm thực hiện. Các lĩnh vực văn hóa, thể thao, giáo dục, đào tạo, khoa học, công nghệ, lao động, việc làm... được triển khai hiệu quả. An ninh, quốc phòng được giữ vững; trật tự an toàn xã hội được bảo đảm. Các hoạt động chính trị, đối ngoại của Lãnh đạo Đảng, Nhà nước được tổ chức chu đáo và thành công tốt đẹp, đem lại nhiều kết quả thiết thực. Hoàn thành tốt nhiệm vụ nước chủ nhà, tổ chức thành công Hội nghị Thượng đỉnh hợp tác Tiểu vùng sông Mê Công mở rộng lần thứ 6 và Hội nghị cấp cao hợp tác khu vực Tam giác phát triển Campuchia - Lào - Việt Nam lần thứ 10 tại Hà Nội.
Bên cạnh kết quả đạt được, nền kinh tế nước ta còn một số hạn chế, tồn tại như: số doanh nghiệp thành lập mới tăng thấp hơn cùng kỳ; giải ngân vốn đầu tư từ ngân sách trung ương đạt thấp; tình hình tai nạn giao thông và an toàn cháy nổ diễn biến phức tạp, nhiều vụ nghiêm trọng, gây thiệt hại về người và tài sản; tình hình thiên tai, thời tiết diễn biến phức tạp, tác động tiêu cực đến sản xuất và đời sống; tình hình thế giới tiếp tục diễn biến phức tạp, khó lường, tiềm ẩn nhiều rủi ro, tác động nhiều mặt đến nước ta.
Chính phủ thống nhất mục tiêu tăng trưởng kinh tế năm 2018 tối thiểu 6,7% và quyết tâm phấn đấu đạt cao hơn để tạo đà cho năm 2019 và các năm tiếp theo; đồng thời nâng cao chất lượng tăng trưởng để người dân sống an toàn, hạnh phúc, bảo đảm phát triển toàn diện cả về kinh tế, xã hội, quốc phòng, an ninh, đối ngoại. Chính phủ yêu cầu các bộ, cơ quan, địa phương tiếp tục nỗ lực, chủ động thực hiện quyết liệt, đồng bộ, hiệu quả các nhiệm vụ, giải pháp theo các Nghị quyết của Đảng, Quốc hội, Chính phủ, đặc biệt là Nghị quyết số 01/NQ-CP và các nghị quyết chuyên đề của Chính phủ về cải thiện môi trường đầu tư kinh doanh, nâng cao năng lực cạnh tranh; hỗ trợ phát triển doanh nghiệp; chủ động đề xuất và có các giải pháp, đối sách phù hợp với diễn biến kinh tế thế giới và trong nước; tăng cường công tác quản lý nhà nước, đôn đốc, kiểm tra, đổi mới, sáng tạo, tạo chuyển biến rõ nét và thực chất trên từng ngành, từng lĩnh vực; trong đó tập trung thực hiện một số nội dung sau:
- Bộ Kế hoạch và Đầu tư thường xuyên theo dõi tình hình kinh tế - xã hội và việc thực hiện kịch bản tăng trưởng của từng ngành, lĩnh vực và cả nước, hằng quý báo cáo, kiến nghị Chính phủ, Thủ tướng Chính phủ những giải pháp chỉ đạo, điều hành cụ thể. Chủ trì, phối hợp với Bộ Khoa học và Công nghệ và các bộ, cơ quan liên quan nghiên cứu, đánh giá tác động và xây dựng chiến lược quốc gia về cuộc cách mạng công nghiệp 4.0.
- Từng bộ, ngành, địa phương bám sát tình hình thực tế, cập nhật kịch bản tăng trưởng của từng ngành, lĩnh vực, sản phẩm, từng địa phương; thường xuyên rà soát, xác định khả năng thực hiện kịch bản để có các giải pháp phù hợp; coi đây là nhiệm vụ chính trị quan trọng của từng Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Chủ tịch Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương.
- Các bộ, cơ quan quản lý giá các mặt hàng, dịch vụ thiết yếu chủ động, phối hợp chặt chẽ vơi Bộ Tài chính để đề xuất lộ trình điều chỉnh giá theo mức độ và thời điểm hợp lý, báo cáo Thủ tướng Chính phủ, bảo đảm mục tiêu kiểm soát lạm phát đề ra.
- Các bộ, cơ quan ngang bộ tăng cường kỷ luật, kỷ cương trong công tác xây dựng và hoàn thiện thể chế, pháp luật; tập trung tháo gỡ vướng mắc, bất cập trong quy định của pháp luật, tạo môi trường pháp lý thông thoáng, minh bạch để huy động các nguồn lực xã hội cho phát triển. Đẩy nhanh tiến độ xây dựng, trình, ban hành văn bản quy phạm pháp luật, khắc phục tình trạng xin lùi thời hạn trình, ban hành văn bản quy phạm pháp luật. Giao Bộ Tư pháp và Văn phòng Chính phủ theo dõi, đôn đốc việc thực hiện. Yêu cầu các Bộ trưởng, Thủ trưởng cơ quan ngang bộ chỉ đạo sát sao, khẩn trương chỉnh lý, hoàn thiện các văn bản quy định chi tiết các luật, pháp lệnh đã có hiệu lực; đồng thời khẩn trương xây dựng các văn bản quy định chi tiết thi hành các luật sẽ có hiệu lực từ ngày 01/7/2018 để trình Chính phủ, Thủ tướng Chính phủ ban hành hoặc ban hành theo thẩm quyền, kiên quyết không để chậm ban hành văn bản quy định chi tiết.
- Ngân hàng Nhà nước Việt Nam tiếp tục điều hành hiệu quả chính sách tiền tệ, lãi suất, tỷ giá; kết hợp hài hòa với chính sách tài khóa và các chính sách vĩ mô khác để kiểm soát lạm phát, ổn định kinh tế vĩ mô và thúc đẩy tăng trưởng. Quản lý chặt chẽ các giao dịch thanh toán điện tử. Phối hợp với các bộ, ngành liên quan đấu tranh, phòng ngừa, ngăn chặn các hoạt động lợi dụng hệ thống ngân hàng, hệ thống thanh toán để mua bán, trao đổi tiền ảo, sử dụng tiền ảo làm phương tiện thanh toán trái với quy định pháp luật. Quản lý tốt tăng trưởng tín dụng, nâng cao chất lượng tín dụng, giảm thiểu nợ xấu phát sinh; kiểm soát chặt chẽ tín dụng đối với các lĩnh vực tiềm ẩn rủi ro như: bất động sản, chứng khoán. Đẩy mạnh cơ cấu lại các hệ thống tổ chức tín dụng gắn với xử lý nợ xấu, bảo đảm an toàn hệ thống.
- Bộ Tài chính tăng cường kỷ luật tài chính - ngân sách nhà nước; tiếp tục cơ cấu lại ngân sách nhà nước và nợ công; quản lý tốt thu ngân sách, chống chuyển giá, trốn thuế, mở rộng cơ sở thuế; mở rộng việc áp dụng hóa đơn điện tử; triệt để tiết kiệm chi thường xuyên, nhất là chi phí hội họp, mua sắm trang thiết bị, phương tiện, đi công tác trong và ngoài nước; tiếp tục phối hợp với các bộ, cơ quan, địa phương đề xuất việc cắt giảm chi phí cho doanh nghiệp.
- Các bộ, ngành, địa phương khẩn trương đẩy nhanh công tác giao chi tiết kế hoạch vốn và thực hiện, giải ngân vốn đầu tư công, trong đó ưu tiên giải ngân nhanh các khoản nợ đọng xây dựng cơ bản, hoàn trả vốn ứng trước, tập trung đẩy nhanh các thủ tục liên quan đến xây dựng, đấu thầu, thanh quyết toán. Riêng đối với kế hoạch vốn cân đối ngân sách địa phương, cho phép các địa phương được bố trí kế hoạch vốn cân đối ngân sách địa phương năm 2018 cho các dự án sử dụng vốn ngân sách nhà nước (vốn trong nước) đến ngày 30 tháng 9 năm 2017 giải ngân đạt dưới 30% kế hoạch vốn năm 2017 được giao đầu năm.
- Phân công Phó Thủ tướng Thường trực Trương Hòa Bình chỉ đạo các bộ, cơ quan liên quan thực hiện đồng bộ các giải pháp về trật tự an toàn giao thông, phòng, chống cháy nổ, tăng cường kiểm tra, kiểm soát, giảm thiểu tai nạn giao thông, cháy nổ và bảo đảm an ninh trật tự tại một số địa bàn Tây Nguyên.
- Phân công Phó Thủ tướng Vương Đình Huệ chỉ đạo, đôn đốc các bộ, cơ quan, địa phương tiếp tục thực hiện các nhiệm vụ, giải pháp đẩy nhanh tiến độ giải ngân vốn đầu tư công đã nêu tại Nghị quyết số 70/NQ-CP ngày 03 tháng 8 năm 2017 của Chính phủ.
- Phân công Phó Thủ tướng Vũ Đức Đam sơ kết chương trình khởi nghiệp sáng tạo và chỉ đạo tăng cường kiểm tra công tác bảo đảm an toàn thực phẩm.
- Phân công Phó Thủ tướng Trịnh Đình Dũng tiếp tục tháo gỡ khó khăn, vướng mắc, đẩy nhanh tiến độ các dự án, công trình quan trọng; đẩy mạnh sản xuất, kinh doanh, thúc đẩy tăng trưởng kinh tế.
- Các bộ, cơ quan, địa phương tiếp tục chủ động thực hiện quyết liệt, đồng bộ các đột phá chiến lược, đẩy mạnh cơ cấu lại nền kinh tế gắn với đổi mới mô hình tăng trưởng, nâng cao năng suất lao động, chất lượng, hiệu quả và sức cạnh tranh. Tập trung triển khai nhiệm vụ cổ phần hóa doanh nghiệp nhà nước, thoái vốn nhà nước, bảo đảm hoàn thành kế hoạch năm 2018 đã được Thủ tướng Chính phủ phê duyệt. Tăng cường công tác phối hợp liên ngành trong tháo gỡ những khó khăn, giải quyết vướng mắc trong triển khai thực hiện các công trình, dự án, nhất là các công trình kết cấu hạ tầng, năng lượng, sản xuất công nghiệp trọng điểm để khơi thông nguồn lực, nâng cao hiệu quả sản xuất, kinh doanh.
- Bộ Công Thương chủ trì, phối hợp với các bộ, cơ quan liên quan có giải pháp ứng phó, xử lý kịp thời trước những thay đổi chính sách thương mại của các nước tác động đến xuất khẩu; chuẩn bị kỹ nội dung để tổ chức Hội nghị về giải pháp tổng thể thúc đẩy xuất khẩu. Kiểm soát nhập khẩu phù hợp; nghiên cứu có biện pháp phòng vệ đúng cam kết quốc tế mà Việt Nam đã ký kết để bảo vệ sản xuất, tiêu dùng trong nước. Có giải pháp, chính sách đẩy mạnh phát triển và quản lý chặt chẽ thị trường trong nước, hệ thống phân phối bán lẻ và các hình thức kinh doanh thương mại mới, thương mại điện tử.
- Bộ Nông nghiệp và Phát triển nông thôn tăng cường dự báo, khuyến cáo sản xuất nông sản, bảo đảm cân đối cung cầu, rà soát lại các quy hoạch của từng ngành hợp lý. Phối hợp với các địa phương tuyên truyền, nâng cao nhận thức, vận động nông dân tham gia hợp tác xã kiểu mới. Chủ trì, phối hợp với Bộ Công Thương, Bộ Ngoại giao, Bộ Tài chính (Tổng cục Hải quan) có giải pháp đẩy mạnh hoạt động xuất khẩu nông sản chính ngạch, tiến tới giảm dần thương mại tiểu ngạch.
- Bộ Giao thông vận tải khẩn trương có phương án đẩy nhanh tiến độ các công trình kết cấu hạ tầng giao thông quan trọng đã có chủ trương; trong đó chú ý tập trung đẩy nhanh tiến độ triển khai đầu tư xây dựng đường cao tốc đoạn Trung Lương - Mỹ Thuận và Mỹ Thuận - Cần Thơ.
- Bộ Tài nguyên và Môi trường tăng cường thanh tra, kiểm tra, xử lý vi phạm và phòng, ngừa, kiểm soát các dự án, công trình có nguy cơ gây ô nhiễm môi trường. Phối hợp với các địa phương tập trung xử lý triệt để các cơ sở gây ô nhiễm môi trường khu dân cư. Chủ trì, phối hợp với Bộ Nông nghiệp và Phát triển nông thôn và các cơ quan liên quan chuẩn bị nội dung để tổ chức Hội nghị về cơ chế, chính sách tập trung đất đai, nâng cao hiệu quả sử dụng đất và Hội nghị về tăng cường quản lý đất tại các nông lâm trường quốc doanh.
- Bộ Giáo dục và Đào tạo tăng cường công tác quản lý giáo dục, quan tâm chỉ đạo các vấn đề cụ thể liên quan đến môi trường giáo dục, bảo đảm an ninh, an toàn trường học, xử lý nghiêm các trường hợp bạo lực học đường; kiểm tra cơ sở vật chất trường học, nhất là an toàn thực phẩm và điều kiện nhà vệ sinh trong trường học.
- Bộ Văn hóa, Thể thao và Du lịch tăng cường xúc tiến quảng bá du lịch, tập trung vào một số điểm đến quan trọng và có sản phẩm du lịch nổi bật, có tính cạnh tranh cao so với các điểm đến trong khu vực. Tận dụng tốt các cơ hội để thu hút du khách quốc tế đến với Việt Nam, nhất là khách đến từ các thị trường có mức chi tiêu cao, lưu trú dài ngày. Đẩy mạnh công tác rà soát, chấn chỉnh, bảo đảm chất lượng dịch vụ lưu trú trên toàn quốc.
- Bộ Y tế chủ động triển khai các biện pháp phòng, chống dịch bệnh, nhất là bệnh thường xảy ra vào thời điểm giao mùa. Đẩy nhanh việc ứng dụng công nghệ thông tin trong khám chữa bệnh cho nhân dân. Chủ động, phối hợp chặt chẽ với các bộ, cơ quan liên quan và các địa phương tăng cường kiểm soát các cơ sở sản xuất, kinh doanh thực phẩm, dịch vụ ăn uống, bảo đảm an toàn thực phẩm.
- Bộ Lao động - Thương binh và Xã hội phối hợp với các địa phương thực hiện tốt các chính sách an sinh xã hội, các chính sách đối với người có công, giảm nghèo và tạo việc làm cho lao động nông thôn.
- Chính phủ biểu dương các Bộ: Tư pháp, Công Thương, Giao thông vận tải, Y tế, Xây dựng, Nông nghiệp và Phát triển nông thôn, Lao động - Thương binh và Xã hội đã công bố chương trình, kế hoạch cắt giảm, đơn giản hóa 50% danh mục hàng hóa, sản phẩm và thủ tục kiểm tra chuyên ngành, điều kiện kinh doanh thuộc ngành, lĩnh vực phụ trách. Yêu cầu các bộ, cơ quan theo chức năng, nhiệm vụ được giao khẩn trương ban hành văn bản theo thẩm quyền hoặc trình Chính phủ xem xét, ban hành nghị định cắt giảm điều kiện kinh doanh, thủ tục kiểm tra chuyên ngành để sớm triển khai thực hiện.
- Các bộ, cơ quan được phân công chủ trì tổ chức các Hội nghị chuyên đề khẩn trương chuẩn bị nội dung, chương trình để triển khai thực hiện từ tháng 4 năm 2018.
- Bộ Ngoại giao nghiên cứu các động thái, thay đổi chính sách của các nước, kịp thời tham mưu, đề xuất Chính phủ, Thủ tướng Chính phủ các giải pháp phù hợp.
- Bộ Công an chỉ đạo lực lượng chức năng tăng cường kiểm tra, rà soát toàn bộ công tác bảo đảm phòng cháy, chữa cháy tại các chung cư, nhà cao tầng; tổ chức huấn luyện, diễn tập phòng cháy, chữa cháy cho người dân; khẩn trương sắp xếp, kiện toàn lực lượng phòng cháy, chữa cháy, bảo đảm hoạt động hiệu quả.
- Bộ Quốc phòng tăng cường công tác bảo vệ chủ quyền lãnh thổ, biển đảo, bảo đảm an toàn cho ngư dân. Phối hợp với các địa phương có biện pháp tuyên truyền, hướng dẫn, ngăn chặn ngư dân khai thác, mua bán hải sản trái phép khu vực biển nước ngoài.
- Bộ Thông tin và Truyền thông chỉ đạo các cơ quan thông tấn, báo chí tăng cường công tác thông tin, tuyên truyền về đổi mới sáng tạo, nhân rộng các điển hình tiên tiến, mô hình mới trong phát triển, bảo vệ sản xuất, tiêu dùng trong nước, góp phần củng cố niềm tin cho nhân dân và toàn xã hội. Phối hợp với Bộ Công an đẩy mạnh tuyên truyền, nâng cao nhận thức của người dân về công tác phòng cháy, chữa cháy.
- Chính phủ đã nghe báo cáo đề xuất của Ủy ban nhân dân thành phố Hà Nội về việc điều chỉnh quy hoạch xây dựng dự án 148 Giảng Võ, Hà Nội và việc triển khai lập quy hoạch xây dựng Trung tâm Hội chợ triển lãm quốc gia tại Đông Anh, Hà Nội và ý kiến của các bộ, ngành liên quan. Chính phủ giao Thường trực Chính phủ xem xét, xử lý theo thẩm quyền.
- Các bộ, cơ quan, địa phương chủ động phối hợp chặt chẽ với Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam và các tổ chức thành viên triển khai hiệu quả các chương trình giám sát.
- Các bộ, cơ quan chuẩn bị tốt các nội dung phục vụ kỳ họp thứ 5 Quốc hội khóa XIV. Bộ trưởng, Thủ trưởng cơ quan ngang bộ chủ động rà soát các nội dung liên quan thuộc lĩnh vực, ngành phụ trách để giải trình trước Quốc hội những vấn đề Đại biểu Quốc hội và cử tri quan tâm.
2. Về báo cáo đánh giá bổ sung kết quả thực hiện kế hoạch phát triển kinh tế - xã hội năm 2017 và tình hình triển khai kế hoạch phát triển kinh tế - xã hội năm 2018
Bộ Kế hoạch và Đầu tư tiếp thu ý kiến thành viên Chính phủ, hoàn thiện báo cáo đánh giá bổ sung kết quả thực hiện kế hoạch phát triển kinh tế - xã hội năm 2017 và tình hình triển khai kế hoạch phát triển kinh tế - xã hội năm 2018. Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ trình Ủy ban Thường vụ Quốc hội, Quốc hội theo quy định.
3. Về Báo cáo đánh giá bổ sung tình hình thực hiện ngân sách nhà nước năm 2017, tình hình triển khai dự toán ngân sách nhà nước năm 2018
Bộ Tài chính tiếp thu ý kiến thành viên Chính phủ, hoàn thiện báo cáo đánh giá bổ sung tình hình thực hiện ngân sách nhà nước năm 2017, tình hình triển khai dự toán ngân sách nhà nước năm 2018. Giao Bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ trình Quốc hội Báo cáo này và chịu trách nhiệm về số liệu và nội dung báo cáo.
4. Về Báo cáo quyết toán ngân sách nhà nước năm 2016 và Báo cáo kết quả việc kiểm điểm trách nhiệm, xử lý các tổ chức, cá nhân có hành vi vi phạm pháp luật trong quản lý, điều hành NSNN năm 2014 - 2015 và năm 2016
a) Chính phủ thống nhất với Báo cáo quyết toán ngân sách nhà nước năm 2016 do Bộ Tài chính trình. Giao Bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ trình Quốc hội Báo cáo này và chịu trách nhiệm về số liệu và nội dung báo cáo.
b) Bộ Nội vụ hoàn thiện và chịu trách nhiệm về nội dung, số liệu của Báo cáo kết quả kiểm điểm trách nhiệm, xử lý các tổ chức, cá nhân có hành vi vi phạm pháp luật trong quản lý điều hành ngân sách nhà nước năm 2014-2015 và năm 2016 theo quy định tại Nghị quyết số 37/2017/QH14 ngày 19/6/2017 của Quốc hội và văn bản số 944/UBTCNS14 ngày 20/3/2018 của Ủy ban Tài chính - Ngân sách của Quốc hội; gửi Bộ Tài chính tổng hợp thành một Phụ lục của Báo cáo quyết toán ngân sách nhà nước năm 2016 để trình Ủy ban Thường vụ Quốc hội, Quốc hội.
5. Về dự thảo Nghị quyết của Chính phủ về cơ chế, chính sách đặc thù hỗ trợ tỉnh Ninh Thuận phát triển kinh tế - xã hội, ổn định sản xuất, đời sống nhân dân giai đoạn 2018-2023
a) Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, ngành liên quan và Ủy ban Nhân dân tỉnh Ninh Thuận tiếp thu ý kiến thành viên Chính phủ, hoàn thiện nội dung về cơ chế, chính sách đặc thù hỗ trợ tỉnh Ninh Thuận phát triển kinh tế - xã hội, ổn định sản xuất, đời sống nhân dân giai đoạn 2018 - 2023; gửi Bộ Tư pháp có ý kiến về nội dung và hình thức văn bản, bảo đảm phù hợp với quy định pháp luật; trên cơ sở đó, hoàn thiện văn bản trình Thủ tướng Chính phủ ký ban hành trong tháng 5 năm 2018.
b) Chính phủ ghi nhận các đề xuất của Ủy ban nhân dân tỉnh Ninh Thuận, tiếp tục quan tâm, tạo điều kiện phát triển tỉnh Ninh Thuận. Giao các bộ, ngành liên quan theo chức năng, nhiệm vụ được giao nghiên cứu, xem xét xử lý theo quy định; đối với những vấn đề thuộc thẩm quyền của Ủy ban thường vụ Quốc hội, Quốc hội, giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với các bộ, cơ quan liên quan báo cáo Ủy ban thường vụ Quốc hội xem xét, quyết định.
6. Về ưu đãi đầu tư của Tập đoàn NDDEC tại Khu Công nghệ cao Hòa Lạc
Chính phủ đồng ý chủ trương về các điều kiện và ưu đãi đầu tư đối với Tập đoàn NIDEC (Nhật Bản) tại khu Công nghệ cao Hòa Lạc nêu tại Tờ trình số 818/TTr-BKHCN ngày 30/3/2018 của Bộ Khoa học và Công nghệ.
Giao Bộ Khoa học và Công nghệ chỉ đạo Ban quản lý Khu công nghệ cao Hòa Lạc khẩn trương xem xét để cấp Giấy chứng nhận đăng ký đầu tư cho 02 Dự án đầu tiên của Tập đoàn NIDEC tại Khu công nghệ cao Hòa Lạc (Dự án Nidec Techno Mô-tơ Việt Nam và Dự án Nidec Shimpo Việt Nam).
Giao Bộ Tư pháp chủ trì, phối hợp với Bộ Khoa học và Công nghệ và Ủy ban nhân dân thành phố Hà Nội rà soát về thẩm quyền quyết định việc áp dụng cơ chế đặc thù trong chính sách hỗ trợ, ưu đãi của Ủy ban nhân dân thành phố Hà Nội đối với các Dự án của Tập đoàn NIDEC tại Khu công nghệ cao Hòa Lạc theo quy định của pháp luật, báo cáo Thủ tướng Chính phủ.
7. Về dự án Luật sửa đổi, bổ sung một số điều của Luật xây dựng, Luật nhà ở, Luật quy hoạch đô thị, Luật kinh doanh bất động sản
Bộ Xây dựng chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm tra của Văn phòng Chính phủ, chỉnh lý, hoàn thiện dự án Luật. Giao Bộ trưởng Bộ Xây dựng thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, ký Tờ trình của Chính phủ và báo cáo Quốc hội dự án Luật này.
8. Về dự án Luật sửa đổi, bổ sung một số điều của Luật đầu tư công
Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp, ý kiến thẩm tra của Văn phòng Chính phủ, chỉnh lý, hoàn thiện dự án Luật, báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội.
9. Về dự án Luật Công an nhân dân (sửa đổi)
Bộ Công an chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ; cơ quan liên quan tiếp tục hoàn thiện thủ tục, hồ sơ theo quy định; tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp, ý kiến thẩm tra của Văn phòng Chính phủ, chỉnh lý, hoàn thiện dự án Luật; phối hợp với Văn phòng Chính phủ gửi xin ý kiến thành viên Chính phủ để tổng hợp, báo cáo Thủ tướng
Chính phủ trước khi trình Quốc hội. Đồng thời, báo cáo xin ý kiến Bộ Chính trị về những vấn đề lớn còn có ý kiến khác nhau.
10. Về dự án Luật sửa đổi, bổ sung một số luật có quy định liên quan đến quy hoạch gồm: Luật hóa chất, Luật sử dụng năng lượng tiết kiệm và hiệu quả; Luật điện lực, Luật dược, Luật phòng, chống tác hại thuốc lá, Luật an toàn thực phẩm, Luật công chứng, Luật trẻ em, Luật khoa học và công nghệ, Luật đầu tư
Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm tra của Văn phòng Chính phủ, chỉnh lý, hoàn thiện dự án Luật. Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ ký Tờ trình của Chính phủ và báo cáo Quốc hội dự án Luật này.
11. Về tình hình thực hiện nhiệm vụ Chính phủ, Thủ tướng Chính phủ giao và kết quả kiểm tra tháng 3 năm 2018
Giao Tổ công tác tiếp tục đôn đốc, kiểm tra việc thực hiện nhiệm vụ Chính phủ, Thủ tướng Chính phủ giao các bộ, cơ quan, địa phương, tập đoàn, tổng công ty; tập trung kiểm tra việc thực hiện các nhiệm vụ, giải pháp về tăng trưởng, xây dựng, hoàn thiện thể chế, nhất là việc khắc phục tình trạng nợ đọng văn bản quy phạm pháp luật, báo cáo tại phiên họp Chính phủ thường kỳ.
Yêu cầu các bộ, cơ quan thực hiện nghiêm túc các kiến nghị của Tổ công tác; trong đó tập trung thực hiện một số nội dung sau:
- Tiếp tục rà soát danh mục sản phẩm, hàng hóa, thủ tục kiểm tra chuyên ngành, các điều kiện kinh doanh thuộc ngành, lĩnh vực phụ trách để đơn giản hóa, cắt giảm hoặc bãi bỏ điều kiện kinh doanh không cần thiết, bất hợp lý, bảo đảm mục tiêu của Chính phủ đã đề ra.
- Khẩn trương xây dựng, báo cáo Chính phủ dự thảo Nghị định sửa nhiều Nghị định quy định về điều kiện kinh doanh, thủ tục kiểm tra chuyên ngành thuộc phạm vi quản lý.
12. Về các Báo cáo: tình hình thực hiện các quyết nghị của Chính phủ, chương trình công tác trong quý I năm 2018; tình hình thực hiện Nghị quyết số 36a/NQ-CP của Chính phủ về Chính phủ điện tử; về công tác thanh tra, giải quyết khiếu nại, tố cáo và đấu tranh phòng, chống tham nhũng quý I năm 2018; tình hình thực hiện Chương trình xây dựng luật, pháp lệnh của Chính phủ và tình hình ban hành văn bản quy định chi tiết thi hành luật, pháp lệnh quý I năm 2018; về công tác cải cách hành chính quý I năm 2018; tình hình thực hiện Nghị quyết số 19-2017/NQ-CP của Chính phủ về những nhiệm vụ, giải pháp chủ yếu cải thiện môi trường kinh doanh, nâng cao năng lực cạnh tranh quốc gia; tình hình thực hiện Nghị quyết số 35/NQ-CP của Chính phủ về hỗ trợ và phát triển doanh nghiệp đến năm 2020
Giao các bộ, cơ quan chủ trì xây dựng các báo cáo: Văn phòng Chính phủ, Thanh tra Chính phủ, Bộ Tư pháp, Bộ Nội vụ, Bộ Kế hoạch và Đầu tư theo chức năng, nhiệm vụ được giao tiếp thu ý kiến thành viên Chính phủ, hoàn thiện Báo cáo, ban hành theo thẩm quyền để tiếp tục tổ chức thực hiện hiệu quả.
13. Về việc xử lý hiệu lực các văn bản quy phạm pháp luật do Chính phủ, Thủ tướng Chính phủ ban hành không còn được áp dụng trên thực tế nhưng chưa có văn bản xác định hết hiệu lực
Chính phủ yêu cầu các bộ, cơ quan ngang bộ trong phạm vi chức năng, nhiệm vụ được giao thường xuyên rà soát, đề xuất việc chấm dứt hiệu lực các văn bản thuộc thẩm quyền ban hành của Chính phủ, Thủ tướng Chính phủ (nếu có), định kỳ 6 tháng gửi Bộ Tư pháp tổng hợp.
Giao Bộ Tư pháp chủ trì, phối hợp với các bộ, cơ quan liên quan xây dựng văn bản quy phạm pháp luật để chấm dứt hiệu lực các văn bản do các bộ, cơ quan ngang bộ đề xuất theo trình tự, thủ tục rút gọn; định kỳ 06 tháng trình Chính phủ, Thủ tướng Chính phủ xem xét, ban hành (nếu có)./.

Resolution No. 23/NQ-CP dated April 08, 2018 of the Government on the Government’s Regular Meeting – March 2018
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in March 2018, held on April 02, 2018
DECIDES
1. On the socio-economic situation in March and the first quarter of 2018, the implementation of Resolution No. 01/NQ-CP on major tasks and solutions to guiding the implementation of the socio-economic development plan and State budget plan in 2018.
The Government unanimously agreed: The socio-economic situation in March and the first quarter of 2018 continued to maintain positive development trajectory. Macroeconomic situation was stable. Inflation was kept under control. Interest rate and foreign exchange market were stable. Foreign exchange reserves continued to rise. The stock market rose sharply. State budget revenues were relatively good. Total spending for new development investment increased by 10.4%. Export turnover in the first quarter increased by 22%. Trade surplus reached about US$ 1.3 billion. Positive import structure was observed. Economic growth rate in the first quarter was estimated at 7.38%, the highest in the last 10 years. Agricultural production recorded clear recovery and reached a growth rate of 4.05%, almost double compared to that of the same period last year. Industrial production grew at a high rate of 11.6%, in which processing and manufacturing continued to be the main drivers. Mining had rebounded after two consecutive years of decline. Aggregate demand and purchasing power continued to increase. International arrivals increased 30.9% over the same period last year. Business investment environment continued to improve. Social welfare, people s health care and food safety received due attention. Activities in the fields of culture, sports, education, training, science, technology, labor, employment, etc. were effectively implemented. National security and defense were maintained. Social security order was guaranteed. Political and foreign affairs of the Party and State leaders were well organized and successfully implemented, bringing many practical results. Viet Nam successfully hosted thesixth Greater Mekong Sub-region Summit and the 10th Cambodia-Laos-Viet Nam Development Triangle Summit 10 in Ha Noi.
Besides the above-mentioned achievements, the economy still faced a number of limitations, which include the number of newly-established enterprises increasing at a lower level than the same period last year, slow disbursement of investment capital from the central budget, complex developments in traffic, fire and explosion domains and the occurrence of a number of serious cases, causing damage to people and property, natural disasters and complicated weather creating negative impact on production and life, and the complicated and unpredictable global situation, with many risks and many impacts on our country.
The Government agreed to set an economic growth goal in 2018 of at least 6.7% and determined to strive to achieve higher growth to create momentum for 2019 and subsequent years, and at the same time, improve the quality of growth for the safe and happy life of the people, and ensure comprehensive development in economy, society, national defense, security and foreign affairs. The Government requested ministries, agencies and localities to continue to make their best efforts and actively carry out drastically, synchronously and effectively tasks and solutions according to Resolutions of the Party, the National Assembly and the Government, especially Resolution No. 01/NQ-CP and the Government s Resolutions on improving the business investment environment and improving competitiveness, support business development, proactively propose and have solutions and countermeasures in line with international and domestic economic developments, strengthen state management, acceleration, inspection, innovation and invention activities to create clear and substantial changes in each sector and each field. Attention should be paid to the implementation of the following contents:
- The Ministry of Planning and Investment shall regularly monitor the socio-economic situation and the execution of growth scenarios of each sector, each field, and the whole country, and quarterly report and propose to the Government and the Prime Minister specific directions and management solutions. The Ministry shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and concerned ministries and agencies in impact review and assessment, and the formulation of a national strategy on the 4th industrial revolution.
- Each ministry, sector and locality shall closely follow up with the actual situation, update growth scenarios of each sector, field, product and locality, regularly review and evaluate the possibility of development scenarios to take appropriate measures, consider this as an important political task of each Minister, Head of Ministerial-level agencies and Chairperson of Provincial- level People s Committees.
- Ministries and agencies managing prices of essential commodities and services shall take initiative in closely coordinating with the Ministry of Finance to propose a roadmap for price adjustment at a right level and in a right time and report it to the Prime Minister to ensure the achievement of the inflation control target.
- Ministries and ministerial-level agencies shall intensify discipline and order in the development and finalization of laws and regulations, pay attention to tackling obstacles and inadequacies in legislation to create an open and transparent legal environment for the mobilization of social resources to promote development. To speed up the development, submission and promulgation of legal documents to avoid delays. The Ministry of Justice and the Government Office were assigned to monitor and accelerate the implementation. Ministers and Heads of ministerial-level agencies were requested to closely direct, revise and finalize documents detailing effective laws and ordinances. And at the same time, to expeditiously develop documents detailing the implementation of laws which will take effect from July 1, 2018 for submission to the Government and the Prime Minister for promulgation or promulgate the documents according to their authority, not to create any delays in the promulgation of detailing documents.
- The State Bank of Viet Nam shall continue to effectively manage monetary policy, interest rate and exchange rate in alignment with fiscal policy and other macro policies to control inflation, stabilize macroeconomic situation and promote growth. To closely control electronic payment transactions. To utilize regulations to coordinate with relevant ministries and sectors to fight, prevent and stop activities taking advantage of the banking system, payment system for trading and exchange of virtual currency, using virtual money as a means of payment. To well manage credit growth, improve credit quality, reduce incurrence of bad debts. To strictly control credit for potentially risky areas such as real estate and securities. To step up the restructuring of credit institution systems in association with handling of bad debts and ensuring the system safety.
- The Ministry of Finance shall strengthen financial discipline and state budget, continue to restructure state budget and public debt, manage well budget collection and prevention of price transfer, tax evasion, expansion of tax base, extend the application of electronic invoices, strictly control regular expenditures, especially meeting expenses, purchase of equipment and means of transportation for business trips within and outside the country, and continue to coordinate with ministries, agencies and localities to propose cost reduction measures for businesses.
- Ministries, sectors and localities shall urgently accelerate the allocation of detailed capital plans and the implementation and disbursement of public investment funds, with priority given to accelerate the disbursement of capital construction in arrears and repayment of capital advance, focus on speeding up procedures related to construction, bidding, payment and settlement. Particularly for the budget plan to balance local budgets, localities were allowed to allocate budget capital to balance local budgets in 2018 to projects funded with capital from the state budget (domestic capital), which had the disbursement rate, until September 30, 2017, of 30% less than the budget plan in 2017 assigned from the beginning of the year.
- Deputy Prime Minister Truong Hoa Binh was assigned to direct relevant ministries and agencies to implement measures on traffic order and safety, fire and explosion prevention and measures to strengthen control, inspection, minimize traffic accidents, fire and explosion to ensure security and order in some areas in the Central Highlands.
- Deputy Prime Minister Vuong Dinh Hue was assigned to direct and urge ministries, agencies and localities to continue implementing the tasks and solutions to accelerate the disbursement of public investment capital as mentioned in Resolution No. 70/NQ-CP dated August 3, 2017 of the Government.
- Deputy Prime Minister Vu Duc Dam was assigned to lead the preliminary review of the program of creative start-ups and direct the inspection of food safety assurance.
- Deputy Prime Minister Trinh Dinh Dung was assigned to continue to remove difficulties and obstacles, and accelerate the progress of important projects and works, and boost production and business as well as economic growth.
- Ministries, agencies and localities shall continue to take drastic and synchronous measures to speed up economic restructuring in line with growth model renovation and improvement of labor productivity, quality, efficiency and competitiveness. To focus on the equitization of state-owned enterprises and divestment of state capital, ensuring to fulfil the 2018 plan approved by the Prime Minister. To intensify inter-sector coordination in removing difficulties and solving problems in the implementation of works and projects, especially infrastructure and energy works and key industrial production to open resources and improve production and business efficiency.
- The Ministry of Industry and Trade shall assume the prime responsibility for and coordinate with relevant ministries and agencies in settling and responding promptly to changes in countries’ trade policies which can affect export. To prepare contents to organize a conference on comprehensive solutions to promote export. To control import at an appropriate level. To study and take defensive measures in accordance with international commitments signed by Viet Nam in order to protect domestic production and consumption. To adopt solutions and policies to step up development and strictly control the domestic market, the retail distribution system and new forms of business and e-commerce.
- The Ministry of Agriculture and Rural Development shall strengthen forecasting and provision of recommendations for agricultural production, ensure the balance between supply and demand, and review the planning of each sector. To coordinate with localities in communication, awareness raising, and mobilization of farmers to join new-model cooperatives. To assume the prime responsibility for and coordinate with the Ministry of Industry and Trade, the Ministry of Foreign Affairs, and the Ministry of Finance (the General Department of Customs) in working out measures to boost export of main agricultural products, and gradually reduce the number of small-scale trade.
- The Ministry of Transport shall expeditiously develop a plan to accelerate the progress of important traffic infrastructure works which had already been promulgated. Attention should be paid to speeding up the construction of Trung Luong - My Thuan and My Thuan - Can Tho expressways.
- The Ministry of Natural Resources and Environment shall intensify the inspection, examination, and handling of violations and the prevention and control of projects and works which are likely to cause environmental pollution. To coordinate with provinces to thoroughly deal with establishments polluting the environment of residential areas. To assume the prime responsibility for and coordinate with the Ministry of Agriculture and Rural Development and concerned agencies in, preparing contents to organize a conference on land concentration mechanisms and policies, raising land-use efficiency and the conference on strengthening land management in state owned agro-forestry farms.
- The Ministry of Education and Training shall intensify education management, pay attention to directing to address specific issues related to the educational environment, ensuring school security and safety, strictly handling cases of violence, examine school facilities, especially food safety and sanitary conditions in schools.
- The Ministry of Culture, Sports and Tourism shall step up tourism promotion, focusing on a number of important tourist destinations and prominent tourist products with high competitiveness compared to regional destinations. To make good use of opportunities to attract international visitors to Vietnam, especially those from high-spending, long-stay markets. To step up the review, adjustment and assurance of accommodation service quality throughout the country.
- The Ministry of Health shall actively apply measures to prevent and fight epidemics, especially diseases that usually occur during the transition period between two seasons. - The Government praised the Ministries of Justice, Industry and Trade, Transportation, Health, Construction, Agriculture and Rural Development, and the Ministry of Labor, Invalids and Social Affairs for announcing their plans to reduce and simplify by 50% of the list of goods, products and procedures subject to specialized inspection and business conditions in the sector or area under their authority. - Ministries and agencies assigned to lead the organization of conferences shall urgently prepare contents and programs for implementation from April 2018.

- The Ministry of Public Security shall direct functional forces to intensify the inspection and review of all fire prevention and fighting activities at apartment buildings and high buildings, organize fire prevention and fighting exercises for the people, and promptly arrange and consolidate fire prevention and fighting forces to ensure their efficient operation.
- The Ministry of Defense shall strengthen the protection of territorial sovereignty, sea and islands and ensure the safety of fishermen. Coordinate with localities to take measures to communicate, guide and prevent fishermen from illegal exploitation and trading in marine areas.
- The Ministry of Information and Communications shall direct news agencies to intensify the information and communication of innovation initiatives, promote the up scaling of advanced models and new models in the development and protection of domestic production and consumption, contributing to strengthening belief among the people and the whole society. Collaborate with the Ministry of Public Security to promote communication and awareness raising activities among the people on fire prevention and fighting.
- At the Government meeting, the People s Committee of Ha Noi presented a proposal on the adjustment of construction planning of the land plot at 148 Giang Vo, Ha Noi and the implementation of planning for the construction of the National Exhibition Center in Dong Anh, Ha Noi and opinions of the relevant ministries.
- Ministries, agencies and localities shall take initiative in closely coordinating with the Central Committee of the Vietnam Fatherland Front and its member organizations to effectively implement supervision programs.
- Ministries and agencies shall well prepare contents for the 5th session of the 14th National Assembly. Ministers and Heads of ministerial-level agencies shall take initiative in reviewing contents related to the domains and sectors within their authority to report to the National Assembly of issues concerned by the National Assembly deputies and voters.
2. Regarding the report on additional assessment of the implementation results of the socio- economic development plan in 2017 and the implementation of the socio-economic development plan in 2018.
The Ministry of Planning and Investment shall collect comments from the Cabinet members and finalize the report on additional assessment of the implementation results of the socio-economic development plan in 2017 and the implementation of the socio-economic development plan in 2018. The Minister of Planning and Investment was authorized by Prime Minister to act on behalf of the Government to submit the report to the National Assembly Standing Committee and the National Assembly as stipulated by law.
3. Regarding the report on additional assessment of the implementation of the state budget in 2017, the implementation of the state budget estimates in 2018
The Ministry of Finance shall collect comments of the Cabinet members, finalize the report on additional assessment of the implementation of the state budget in 2017, the implementation of the state budget estimates in 2018. The Minister of Finance was authorized by Prime Minister to act on behalf of the Government to submit the report to the National Assembly and take responsibility for the data and contents of the report.
4. Regarding the Reports on state budget settlement of 2016 and review results of responsibilities and handling of organizations and individuals committing law-breaking acts in the management and administration of the state budget in 2014-2015 and 2016
a) The Government agreed with the Reports on state budget settlement of 2016 submitted by the Ministry of Finance. The Minister of Finance was authorized by Prime Minister to act on behalf of the Government to submit the report to the National Assembly and take responsibility for the data and contents of the report.
b) The Ministry of Home Affairs shall complete and take responsibility for the contents and data of the report on review results of responsibilities and handling of organizations and individuals committing law-breaking acts in the management and administration of the state budget in 2014- 2015 and 2016 in accordance with Resolution No. 37/2017/QH14 dated June 19, 2017 of the National Assembly and Dossier No. 944/UBTCNS14 dated March 20, 2018 of the National Assembly’s Finance and Budget Committee, to send the report to the Ministry of Finance to synthesize into a Report on state budget settlement of 2016 for submission to the National Assembly Standing Committee and the National Assembly.
5. Regarding the draft Resolution of the Government on special mechanisms and policies to support Ninh Thuan province on socio-economic development, production and people s life stabilization in the 2018-2023 period
a) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with relevant ministries, sectors and the People s Committee of Ninh Thuan province in collecting comments of the Government members, finalizing provisions on special mechanisms and policies to support Ninh Thuan province on socio-economic development, production and people s life stabilization in the 2018-2023 period. The Ministry shall send the document to collect comments from the Ministry of Justice on contents and forms of the document, ensuring its compliance with the legislation. On that basis, the Ministry shall finalize the document and submit it to the Prime Minister for signing in May 2018.
b) The Government acknowledged proposals of the People s Committee of Ninh Thuan province, and shall continue to pay attention and create favorable conditions for the development of Ninh Thuan province. Relevant ministries and sectors were assigned to, according to their assigned functions and tasks, study, review and apply them according to regulations. With regard to matters falling under the authority of the National Assembly Standing Committee and the National Assembly, the Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the relevant ministries and agencies in reporting to the National Assembly Standing Committee for review and decision.
6. Regarding investment incentives for NIDEC Group in Hoa Lac Hi-Tech Park
The Government agreed on the investment conditions and incentives for NIDEC Group (Japan) in Hoa Lac Hi-Tech Park stated in Report No. 818/TTr-BKHCN dated March 30, 2018 of the Ministry of Science and Technology.
The Ministry of Science and Technology was assigned to instruct Hoa Lac Hi-Tech Park Management Board to urgently review to grant investment registration certificates for the first two projects of NIDEC Group in Hoa Lac Hi-Tech Park (Nidec Techno Motor Viet Nam and Nidec Shimpo Viet Nam Projects).
The Ministry of Justice was assigned to take the prime responsibility for and coordinate with the Ministry of Science and Technology and the People s Committee of Ha Noi in reviewing the authority to decide on the application of special mechanisms in support and preferential policies of Ha Noi People s Committee for projects of NIDEC Group in Hoa Lac Hi-Tech Park according to the legislation and report to the Prime Minister.
7. Regarding the draft Law amending and supplementing a number of articles of the Law on Construction, the Law on Housing, the Law on Urban Planning, the Law on Real Estate Business
The Ministry of Construction shall assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and concerned Ministries and agencies in collecting comments of cabinet members, the Government Office s verification opinions, revise and finalize the draft Law. The Minister of Construction was authorized by the Prime Minister to act on behalf of the Government to sign the Government s Report and report to the National Assembly on the Law.
8. Regarding the draft Law amending and supplementing a number of articles of the Law on Public Investment
The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and concerned Ministries and agencies in collecting comments of cabinet members, the Government Office s verification opinions, revise and finalize the draft Law, and report to the Prime Minister before submitting it to the National Assembly.
9. Regarding the draft Law on the People s Police (revised)
The Ministry of Public Security shall assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and concerned ministries and agencies in completing procedures and dossiers according to regulations, collecting comments of cabinet members, the Ministry of Justice s appraisal opinions, and the Government Office s verification opinions to revise and finalize the draft Law, and coordinate with the Government Office in collecting comments of the Government cabinet members for synthesis and reporting to the Prime Minister before submitting it to the National Assembly. At the same time, the Ministry shall report and consult with the Politburo on major issues having different opinions.
10. Regarding the draft Law amending and supplementing a number of laws, which are related to planning, including the Law on Chemicals, the Law on Economical and Efficient Use of Energy, the Law on Electricity, the Law on Pharmacy, the Law on Tobacco Control, the Law on Food Safety, the Law on Notarization, the Law on Children, the Law on Science and Technology, and the Law on Investment
The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the Ministry of Justice, the Government Office and relevant ministries and agencies in collecting comments of the Cabinet members and the Government Office s verification opinions and finalizing the draft Law. The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to sign the Government s Report and report to the National Assembly on the Law.
11. Regarding the performance of tasks assigned by the Government and the Prime Minister and inspection results in March 2018
The Working Group was assigned to continue accelerating and inspecting the performance of tasks assigned by the Government and the Prime Minister to Ministries, agencies, localities, groups and corporations. To concentrate on examining the implementation of tasks and solutions on growth, institutional development and finalization, especially overcoming legal document backlogs and reporting at the Government s regular meetings.
Ministries and agencies were requested to seriously apply recommendations of the Working Group. Attention should be paid on the implementation of the following contents:
- Continue reviewing the list of products, goods, specialized inspection procedures and business conditions in their competence sectors and fields in order to simplify, reduce or abolish unnecessary and unreasonable business conditions, ensuring to achieve objectives set out by the Government.
- Expeditiously formulate and report to the Government on the draft Decree amending a number of Decrees on business conditions and specialized inspection procedures under their management authority.
12. Regarding reports on the implementation of the Government s resolutions and working programs in the first quarter of 2018, the implementation of the Government s Resolution No. 36a/NQ-CP on e-Government, the inspection and settlement of complaints and denunciations and fight against corruption in the first quarter of 2018, the implementation of the Government s Law- and Ordinance-Making Program and the promulgation of documents detailing the implementation of laws and ordinances in the first quarter of 2018, administrative reform in the first quarter of 2018, the implementation of the Government s Resolution No. 19-2017/NQ-CP on major tasks and solutions to improve the business environment and raise the national competitiveness, the implementation of the Government s Resolution No. 35/NQ-CP on business support and development till 2020
Ministries and agencies assigned to assume the prime responsibility for elaborating reports include the Government Office, the Government Inspectorate, the Ministry of Justice, the Ministry of Home Affairs, and the Ministry of Planning and Investment based on their assigned functions and tasks to collect comments of the Cabinet members and finalize the reports for promulgation according to their authority to ensure their effective deployment.
13. Regarding legal documents promulgated by the Government or the Prime Minister which are no longer applied in practice but no document has been issued to identify their annulment.
The Government requested Ministries and Ministerial-level agencies, within the ambit of their assigned functions and tasks, to regularly review and propose the annulment of documents under the promulgation authority of the Government or the Prime Minister (if any). Every 6 months, Ministries shall report to the Ministry of Justice for synthesis.
The Ministry of Justice was assigned to assume the prime responsibility for, and coordinate with concerned Ministries and agencies in, formulating legal documents to annul documents proposed by Ministries and Ministerial-level agencies according to the simplified order and procedures. Every six months the Ministry shall report to the Government and the Prime Minister for review and promulgation (if any)./.
