Đây là một trong những nội dung được Chính phủ thông qua tại Nghị quyết 104/NQ-CP về phiên họp thường kỳ tháng 7 năm 2018.
Nghị quyết chỉ rõ, trong dự án Luật Giáo dục sửa đổi, Chính phủ thống nhất thông qua đề xuất của Bộ Giáo dục và Đào tạo về việc miễn học phí cho trẻ mầm non 5 tuổi; học sinh trung học cơ sở trường công lập. Đồng thời, hỗ trợ đóng học phí cơ sở ngoài công lập với trẻ em, học sinh diện phổ cập, đặc biệt là đối với các thôn, xã đặc biệt khó khăn, vùng dân tộc thiểu số.
Đáng chú ý, Chính phủ cũng đồng ý thông qua đề xuất của Bộ Giáo dục và Đào tạo về việc nâng chuẩn trình độ đào tạo đối với giáo viên mầm non từ trung cấp sư phạm lên cao đẳng sư phạm theo lộ trình quy định.
Chính phủ giao Bộ Giáo dục và Đào tạo lấy ý kiến nhân dân về dự án Luật này, nhất là việc tổ chức kỳ thi THPT quốc gia.
Nghị quyết 104/NQ-CP được ban hành ngày 08/08/2018.

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015;
Căn cứ Nghị định số 138/2016/NĐ-CP ngày 01 tháng 10 năm 2016 của Chính phủ ban hành Quy chế làm việc của Chính phủ;
Trên cơ sở thảo luận của các thành viên Chính phủ và kết luận của Thủ tướng Chính phủ tại phiên họp Chính phủ thường kỳ tháng 7 năm 2018, tổ chức vào ngày 31 tháng 7 và 01 tháng 8 năm 2018,
QUYẾT NGHỊ:
1. Về dự án Luật Giáo dục (sửa đổi)
Chính phủ thống nhất thông qua đề xuất của Bộ Giáo dục và Đào tạo về bổ sung chính sách nâng chuẩn trình độ đào tạo đối với giáo viên mầm non từ trung cấp sư phạm lên cao đẳng sư phạm theo lộ trình quy định tại dự án Luật Giáo dục (sửa đổi). Đồng thời, thống nhất chủ trương thực hiện chính sách miễn học phí đối với trẻ mầm non 5 tuổi, học sinh trung học cơ sở trường công lập và hỗ trợ đóng học phí cơ sở ngoài công lập đối với trẻ em, học sinh diện phổ cập, đặc biệt là đối với các thôn, xã đặc biệt khó khăn, vùng đồng bào dân tộc thiểu số, vùng sâu, vùng xa theo quy định của Hiến pháp năm 2013, Nghị quyết số 29-NQ/TW (khóa XI); Bộ Giáo dục và Đào tạo chủ trì, phối hợp với Bộ Tài chính và các địa phương xác định nhu cầu nguồn kinh phí thực hiện chính sách này theo lộ trình phù hợp.
Giao Bộ Giáo dục và Đào tạo tiếp tục lấy ý kiến Nhân dân, các chuyên gia, nhà khoa học về dự án Luật này, nhất là việc tổ chức kỳ thi trung học phổ thông quốc gia; phối hợp với Hội đồng Dân tộc, Ủy ban Dân tộc rà soát vấn đề cử tuyển; chủ trì, phối hợp với Bộ Tư pháp, Bộ Lao động - Thương binh và Xã hội, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, hoàn thiện dự án Luật Giáo dục (sửa đổi), báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội dự án Luật này.
2. Về dự án Luật sửa đổi, bổ sung một số điều của Luật Giáo dục đại học
Chính phủ thống nhất với đề nghị của Bộ Giáo dục và Đào tạo về việc rà soát, sửa đổi các Luật liên quan đến dự án Luật sửa đổi, bổ sung một số điều của Luật Giáo dục đại học theo hướng một luật sửa nhiều luật, bảo đảm tính đồng bộ, thống nhất trong hệ thống pháp luật, tháo gỡ vướng mắc trong triển khai cơ chế tự chủ đại học; bổ sung quy định về Hội đồng trường đối với cơ sở giáo dục đại học công lập tự chủ có chức năng thực hiện các nhiệm vụ của cơ quan chủ quản, giám sát các mặt hoạt động của trường đại học, tiến tới xóa bỏ cơ chế bộ chủ quản, Bộ Giáo dục và Đào tạo tập trung quản lý nhà nước về giáo dục đại học.
Giao Bộ Giáo dục và Đào tạo tiếp tục lấy ý kiến Nhân dân, các chuyên gia, nhà khoa học về dự án Luật sửa đổi, bổ sung một số điều của Luật Giáo dục đại học; chủ trì, phối hợp với Bộ Tư pháp, Bộ Lao động - Thương binh và Xã hội, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, hoàn thiện dự án Luật này, báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội.
3. Về dự án Luật Phòng, chống tác hại của rượu, bia
Bộ Y tế chủ trì, phối hợp với Bộ Tư pháp, Bộ Tài chính, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, ý kiến thẩm tra của Văn phòng Chính phủ, trong đó không thành lập quỹ phòng chống tác hại rượu, bia; chỉnh lý, hoàn thiện dự án Luật, báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội.
4. Về dự án Luật sửa đổi, bổ sung một số điều của Luật Thi hành án hình sự
Bộ Công an chủ trì, phối hợp với Bộ Tư pháp, Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến của các thành viên Chính phủ, ý kiến thẩm định của Bộ Tư pháp, ý kiến thẩm tra của Văn phòng Chính phủ, chỉnh lý, hoàn thiện dự án Luật sửa đổi, bổ sung một số điều của Luật Thi hành án hình sự, báo cáo Thủ tướng Chính phủ trước khi trình Quốc hội.
5. Về dự thảo Nghị định sửa đổi, bổ sung một số điều của các Nghị định số: 77/2015/NĐ-CP, 136/2015/NĐ-CP về hướng dẫn thi hành một số điều của Luật đầu tư công; 161/2016/NĐ-CP về cơ chế đặc thù trong quản lý đầu tư xây dựng một số dự án thuộc các Chương trình mục tiêu quốc gia giai đoạn 2016 - 2020
Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính, Văn phòng Chính phủ tiếp thu ý kiến thành viên Chính phủ, hoàn thiện dự thảo Nghị định, trong đó chỉ quy định các nội dung thuộc thẩm quyền của Chính phủ, trình Thủ tướng Chính phủ xem xét, ký ban hành trong tháng 8 năm 2018. Đồng thời, đề xuất các nội dung cần xin ý kiến Ủy ban Thường vụ Quốc hội, báo cáo Thủ tướng Chính phủ.
6. Về tình hình kinh tế - xã hội tháng 7 và 7 tháng đầu năm 2018; tình hình triển khai thực hiện Nghị quyết số 01/NQ-CP của Chính phủ về nhiệm vụ, giải pháp chủ yếu thực hiện Kế hoạch phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2018
Chính phủ thống nhất đánh giá: Tình hình kinh tế - xã hội tháng 7 và 7 tháng đầu năm tiếp tục xu thế tích cực, kinh tế vĩ mô ổn định, lạm phát được kiểm soát. Mặt bằng lãi suất, tỷ giá, thị trường ngoại tệ tương đối ổn định. Khu vực nông nghiệp tăng trưởng khá trong điều kiện chịu nhiều tác động bất lợi của tình hình thời tiết, nhất là ở khu vực phía Bắc và ven biển miền Trung. Khu vực công nghiệp tăng trưởng mạnh; trong đó chỉ số sản xuất toàn ngành công nghiệp tháng 7 tăng 14,3%. Khu vực thương mại, dịch vụ tiếp tục xu hướng tăng khá; tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng tăng 11,1%; lượng khách quốc tế đến Việt Nam tăng 25,4%. Kim ngạch xuất khẩu tăng 15,3%, trong đó khu vực kinh tế trong nước tăng 18,7%. Thu ngân sách tăng. Tổng số vốn đầu tư trực tiếp nước ngoài đăng ký và giải ngân khá. Môi trường kinh doanh tiếp tục được cải thiện; trong đó Chỉ số đổi mới toàn cầu (GII) của Việt Nam xếp 45/126 quốc gia và nền kinh tế, tăng 02 bậc so với năm 2017, thứ hạng cao nhất đạt được từ trước đến nay; Chỉ số phát triển bền vững của Việt Nam xếp 57/156 quốc gia và vùng lãnh thổ, tăng 11 bậc, đứng thứ 3 trong khu vực ASEAN; Chỉ số hiệu quả dịch vụ logistics của Việt Nam tăng 25 bậc so với năm 2016, xếp 39/160 quốc gia. Nhiều hoạt động kỷ niệm, tri ân, đền ơn, đáp nghĩa nhân kỷ niệm 71 năm Ngày Thương binh - Liệt sỹ 27 tháng 7 được tổ chức trang trọng, thiết thực, chu đáo. Các chính sách an sinh xã hội việc làm, giảm nghèo, y tế được quan tâm thực hiện tốt. Nhiều hoạt động thúc đẩy tiếp cận cuộc Cách mạng công nghiệp 4.0, đẩy mạnh ứng dụng công nghệ, hợp tác hỗ trợ đổi mới sáng tạo, hỗ trợ hình thành và phát triển hệ sinh thái khởi nghiệp đổi mới sáng tạo tiếp tục được đẩy mạnh. Quốc phòng, an ninh, trật tự an toàn xã hội được bảo đảm. Công tác đối ngoại, hội nhập quốc tế được chú trọng.
Bên cạnh những kết quả đạt được, nền kinh tế nước ta vẫn còn những hạn chế bất cập và đối mặt với nhiều khó khăn, thách thức. Giá các hàng hóa cơ bản trên thế giới biến động, có xu hướng tăng làm gia tăng sức ép lạm phát. Chiến tranh thương mại giữa các nền kinh tế lớn diễn ra căng thẳng hơn cùng với xu hướng bảo hộ thương mại và áp đặt hàng rào phi thuế quan của các nước ảnh hưởng tới xuất khẩu và sản xuất, kinh doanh trong nước. Tiến độ giải ngân vốn đầu tư nguồn ngân sách nhà nước và triển khai kế hoạch cổ phần hóa, sắp xếp doanh nghiệp nhà nước còn chậm. Tình hình thiên tai, bão lũ tiếp tục diễn biến phức tạp, tác động tiêu cực đến sản xuất và đời sống. Tình trạng ô nhiễm môi trường, phá rừng, tai nạn giao thông, cháy nổ xảy ra còn nhiều...
Chính phủ kiên định các mục tiêu, nhiệm vụ kế hoạch năm 2018 đã đề ra theo các Nghị quyết của Đảng, Quốc hội, trọng tâm là kiểm soát lạm phát, giữ vững ổn định kinh tế vĩ mô, phát triển kinh tế gắn với bảo vệ môi trường, đặc biệt là bảo đảm an toàn cho người dân, củng cố niềm tin xã hội, niềm tin thị trường, niềm tin doanh nghiệp; yêu cầu các Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương chỉ đạo thực hiện hiệu quả, đồng bộ các mục tiêu, nhiệm vụ, giải pháp được nêu tại các Nghị quyết của Đảng, Quốc hội, Chính phủ, nhất là các Nghị quyết số: 01/NQ-CP, 19-2018/NQ-CP, 35/NQ-CP và các Nghị quyết phiên họp Chính phủ thường kỳ; trực tiếp chỉ đạo sát sao, quyết liệt, triển khai hiệu quả các giải pháp, nhiệm vụ thuộc ngành, lĩnh vực, địa bàn phụ trách; tập trung tháo gỡ khó khăn, vướng mắc, tạo điều kiện thuận lợi phát triển sản xuất, kinh doanh; tăng cường đôn đốc, kiểm tra việc thực hiện nhiệm vụ; trong đó tập trung thực hiện một số nội dung sau:
- Tổ điều hành kinh tế vĩ mô và các Bộ: Kế hoạch và Đầu tư, Tài chính, Công Thương, Ngân hàng Nhà nước Việt Nam theo dõi sát diễn biến tình hình quốc tế và trong nước, phối hợp điều hành kịp thời, hài hòa, hiệu quả các chính sách kinh tế vĩ mô. Ban Chỉ đạo điều hành giá theo dõi diễn biến thị trường các mặt hàng thiết yếu, kịp thời xử lý các vấn đề phát sinh khi có biến động bất thường. Trong năm 2018, Chính phủ chưa xem xét điều chỉnh giá điện và giá một số dịch vụ công thiết yếu do nhà nước quản lý.
- Các bộ, ngành, địa phương tiếp tục cải thiện môi trường kinh doanh, đẩy mạnh cải cách hành chính để hỗ trợ doanh nghiệp phát triển; tạo niềm tin, thu hút đầu tư nước ngoài, đặc biệt là các doanh nghiệp đầu tư nước ngoài quy mô lớn và có chuỗi giá trị toàn cầu. Đẩy mạnh hỗ trợ doanh nghiệp trong nước, đặc biệt là các doanh nghiệp nhỏ và vừa, tạo điều kiện thuận lợi cho doanh nghiệp vay vốn, phát triển sản xuất, kinh doanh. Tăng cường phối hợp kiểm soát chặt chẽ, ngăn chặn việc nhập khẩu phế liệu, hàng hóa công nghệ lạc hậu, chất lượng kém vào Việt Nam; khẩn trương phân loại, giải tỏa, thanh tra, chấn chỉnh việc cấp phép nhập khẩu phế liệu thời gian qua. Từng Bộ trưởng, Thủ trưởng cơ quan tập trung chỉ đạo sát sao, giải quyết kịp thời các vướng mắc, rà soát không để tình trạng chồng chéo, không rõ trách nhiệm, cơ cấu lại các ban quản lý dự án hoạt động không hiệu quả, đẩy mạnh giải ngân vốn đầu tư công theo đúng kế hoạch.
- Ngân hàng Nhà nước Việt Nam tiếp tục điều hành chính sách tiền tệ chủ động, linh hoạt, phối hợp chặt chẽ với chính sách tài khóa và các chính sách vĩ mô khác; triển khai đồng bộ các giải pháp quản lý ngoại hối, ổn định thị trường ngoại tệ; tiếp tục điều hành linh hoạt tỷ giá, phù hợp với diễn biến cung cầu thị trường, cân đối vĩ mô và mục tiêu kiểm soát lạm phát. Có biện pháp quản lý thanh toán điện tử liên quan đến dịch vụ xuyên biên giới. Kiểm soát chất lượng dư nợ tín dụng tiêu dùng, đặc biệt là hoạt động của các công ty tín dụng tiêu dùng, các quỹ tín dụng nhân dân. Đẩy mạnh cơ cấu lại các tổ chức tín dụng gắn với xử lý nợ xấu, bảo đảm an toàn hệ thống.
- Bộ Kế hoạch và Đầu tư khẩn trương báo cáo Chính phủ tình hình sơ kết đánh giá 3 năm thực hiện Kế hoạch đầu tư công trung hạn 2016 - 2020 để hoàn thiện, báo cáo Quốc hội theo quy định. Thành lập Tổ công tác đôn đốc, kiểm tra tình hình giải ngân vốn đầu tư công.
- Bộ Kế hoạch và Đầu tư và Bộ Tài chính khẩn trương trình Chính phủ dự thảo Kế hoạch phát triển kinh tế - xã hội và dự toán ngân sách nhà nước năm 2019. Bộ Kế hoạch và Đầu tư chủ động xây dựng kịch bản tăng trưởng năm 2019.
- Bộ Tài chính phối hợp các địa phương triển khai thực hiện hiệu quả nhiệm vụ thu ngân sách nhà nước, bảo đảm đạt và vượt dự toán; tăng cường kỷ cương, kỷ luật tài chính, siết chặt quản lý chi ngân sách nhà nước, nhất là chi hội họp, đi nước ngoài; quyết liệt triển khai đồng bộ các biện pháp chống buôn lậu, gian lận thương mại, hàng giả, hàng nhái, hàng kém chất lượng. Khẩn trương báo cáo Chính phủ tình hình sơ kết đánh giá thực hiện Kế hoạch tài chính 5 năm quốc gia để báo cáo Quốc hội theo quy định. Triển khai thực hiện đồng bộ các giải pháp phát triển bền vững, hiệu quả thị trường chứng khoán. Nghiên cứu, đề xuất việc sửa đổi quy định pháp luật liên quan đến hoạt động kinh doanh dịch vụ đòi nợ.
- Bộ Công Thương tập trung cơ cấu lại thị trường xuất khẩu gắn với chú trọng phát triển thị trường trong nước. Chủ động giải pháp ứng phó trước những tác động bất lợi của chiến tranh thương mại giữa các nước, đối tác lớn. Khẩn trương kết thúc đàm phán, sớm ký kết các Hiệp định thương mại RCEP, EVFTA; đồng thời thúc đẩy hợp tác song phương để khai thác hiệu quả lợi ích của các hiệp định thương mại đã ký kết, mở rộng, đa dạng hóa thị trường xuất khẩu, khai thác tối đa các thị trường còn dư địa. Chủ động thực hiện các giải pháp bảo đảm cung cấp đủ điện cho phát triển kinh tế - xã hội và đời sống của Nhân dân, nhất là khu vực miền Nam; tập trung tháo gỡ khó khăn, vướng mắc đối với các dự án nguồn điện trọng điểm, đồng thời phát triển hợp lý các nguồn năng lượng tái tạo để hỗ trợ cung ứng điện trong giai đoạn tới; thực hiện bổ sung các dự án điện năng lượng tái tạo vào quy hoạch phát triển điện lực theo quy định. Chỉ đạo Tập đoàn Điện lực Việt Nam đầu tư, phát triển hệ thống truyền tải điện đồng bộ, hiện đại; đẩy nhanh tiến độ đầu tư xây dựng các dự án nguồn điện, đặc biệt là các nguồn điện gió, điện mặt trời. Khẩn trương báo cáo Thủ tướng Chính phủ giá mua điện với nước ngoài. Tăng cường kiểm soát tiến độ, tập trung tháo gỡ khó khăn, vướng mắc, thúc đẩy tiến độ triển khai, đưa vào hoạt động các công trình, dự án của ngành. Chủ trì, phối hợp với Bộ Xây dựng và các địa phương liên quan rà soát, kiểm tra an toàn, chất lượng hồ chứa, đập thủy điện, gắn trách nhiệm cụ thể trong quá trình vận hành, điều tiết, bảo đảm an toàn hồ, đập trong mùa mưa lũ, an toàn tính mạng và tài sản của người dân ở vùng hạ du; đánh giá tổng thể công tác bảo đảm an toàn các hồ chứa, đập thủy điện, báo cáo Thủ tướng Chính phủ trong tháng 8 năm 2018.
- Bộ Nông nghiệp và Phát triển nông thôn đẩy mạnh cơ cấu lại thực chất ngành nông nghiệp gắn với xây dựng nông thôn mới; triển khai thực hiện hiệu quả Nghị định số 57/2018/NĐ-CP, thu hút doanh nghiệp đầu tư, phát triển kinh tế nông nghiệp, nâng cao thu nhập cho nông dân. Theo dõi chặt diễn biến thời tiết, mực nước sông, suối, hồ, đập; kiểm tra an toàn các đê, kè, công trình thủy lợi, đặc biệt là các hồ đập lớn, kiên quyết không đưa các hồ yếu, có sự cố vào chứa nước; phối hợp chặt chẽ với Bộ Công Thương và các địa phương có quy chế quản lý hồ thủy lợi, đập thủy điện; chủ trì, phối hợp với các thành viên của Ban Chỉ đạo Trung ương về phòng, chống thiên tai rà soát, chủ động có các phương án phòng, chống, khắc phục hậu quả thiên tai; phối hợp với Bộ Tài nguyên và môi trường, các cơ quan và địa phương liên quan thành lập các đoàn kiểm tra công tác phòng, chống thiên tai, bố trí lại dân cư khu vực sạt lở nguy hiểm, bảo đảm an toàn cho người dân. Hướng dẫn người dân trồng bù diện tích lúa, rau màu bị thiệt hại do ảnh hưởng của bão, lũ; kiểm soát tốt dịch bệnh, cây trồng, vật nuôi tại vùng bị ngập lụt. Tiếp tục phối hợp với các địa phương có biển chỉ đạo quyết liệt, thông tin, tuyên truyền, kiểm tra, xử lý nghiêm các trường hợp vi phạm quy định của Liên minh Châu Âu (EU) về khai thác hải sản. Phối hợp với các địa phương liên quan có giải pháp quản lý vấn đề dân di cư tự do, nhất là khu vực Tây Bắc và Tây Nguyên. Hỗ trợ các địa phương triển khai hiệu quả các hoạt động xúc tiến thương mại, đẩy mạnh tiêu thụ nông sản cả trong nước và quốc tế.
- Bộ Xây dựng phối hợp với các địa phương kiểm tra, rà soát quy hoạch, có các giải pháp công trình nhà ở khu vực có nguy cơ sạt lở; có cảnh báo và giải pháp đối với nhà chung cư cũ, bị hư hỏng nặng tại các đô thị lớn; theo dõi chặt chẽ diễn biến thị trường bất động sản để có đối sách phù hợp, kịp thời; phát triển nhà ở xã hội; theo dõi, đôn đốc việc di dời các trụ sở cơ quan ra khỏi khu vực đô thị theo kế hoạch.
- Bô Tài nguyên và Môi trường phối hợp với các địa phương tăng cường giám sát, xử lý nghiêm các vi phạm pháp luật về bảo vệ môi trường, bảo đảm môi trường sống an toàn cho người dân; đánh giá 10 năm thực hiện Chiến lược biển Vệt Nam đến năm 2020, báo cáo Chính phủ và cấp có thẩm quyền; xây dựng chiến lược biển trong bối cảnh mới. Quản lý chặt chẽ việc chuyển mục đích sử dụng đất sản xuất nông nghiệp, đất có rừng, đất của các công ty nông lâm nghiệp. Hoàn thiện và nâng cao chất lượng, độ tin cậy công tác dự báo, cảnh báo thiên tai. Tiếp tục triển khai hiệu quả các Nghị quyết số: 120/NQ-CP ngày 17 tháng 11 năm 2017; 76/NQ-CP ngày 18 tháng 6 năm 2018 của Chính phủ. Phối hợp xử lý nghiêm các vụ phá rừng, khai thác tài nguyên khoáng sản trái phép.
- Bộ Giao thông vận tải phối hợp với Bộ Công an, các bộ, cơ quan liên quan và các địa phương tăng cường kiểm tra, kiểm soát, có chế tài xử lý nghiêm, chấn chỉnh hoạt động dịch vụ vận tải, tăng cường trách nhiệm của các nhà xe, lái xe; xử lý dứt điểm các điểm đen, điểm tiềm ẩn nguy cơ gây mất an toàn trong giao thông, bảo đảm trật tự an toàn giao thông. Đẩy mạnh triển khai các dự án giao thông quan trọng, phối hợp với địa phương liên quan tháo gỡ nút thắt về giao thông. Ủy ban An toàn giao thông Quốc gia xây dựng dự thảo Chỉ thị về bảo đảm trật tự an toàn giao thông, trình Thủ tướng Chính phủ trong tháng 8 năm 2018.
- Bộ Văn hóa, Thể thao và Du lịch tập trung công tác xúc tiến, quảng bá, chấn chỉnh chất lượng dịch vụ du lịch, thu hút khách du lịch, bảo đảm mục tiêu tăng trưởng của ngành du lịch. Nâng cao hiệu quả công tác gia đình tạo nền tảng đẩy mạnh giáo dục đạo đức, lối sống.
- Bộ Giáo dục và Đào tạo tổ chức rà soát, thống kê, đánh giá cụ thể hiện trạng đầu tư, cải tạo nhà vệ sinh, cung cấp nước sạch trong trường học trước năm học mới, đặc biệt là khu vực miền núi, vùng sâu, vùng xa. Rà soát, xác định rõ những hạn chế, thiếu sót trong công tác tổ chức kỳ thi trung học phổ thông quốc gia, hoàn thiện hệ thống quản trị của ngành giáo dục, quy trình kỹ thuật, đồng thời tiếp thu ý kiến của các chuyên gia và nhân dân, tổ chức tổng kết, nghiêm túc rút kinh nghiệm, khắc phục hạn chế, bất cập, bảo đảm giám sát chặt chẽ, khách quan, minh bạch tất cả các khâu của kỳ thi; phối hợp với Bộ Công an điều tra xử lý nghiêm các vi phạm trong kỳ thi vừa qua.
- Bộ Y tế phối hợp với các địa phương tăng cường công tác phòng, chống dịch bệnh theo mùa, nhất là sau mùa mưa bão, lũ lụt. Tiếp tục triển khai các giải pháp nâng cao chất lượng khám chữa bệnh phục vụ Nhân dân. Chấn chỉnh công tác vệ sinh các bệnh viện. Tăng cường phối hợp với bộ, cơ quan liên quan và các hiệp hội kiểm soát, bảo đảm an toàn vệ sinh thực phẩm.
- Bộ Lao động - Thương binh và Xã hội tiếp tục phối hợp với các địa phương thực hiện tốt các chính sách an sinh xã hội và giảm nghèo, nhất là đối với các địa phương bị ảnh hưởng bởi thiên tai, bão lũ. Phối hợp với các bộ, cơ quan, địa phương liên quan tập trung xử lý nghiêm các trường hợp trục lợi chính sách người có công. Nâng cao chất lượng công tác đào tạo nghề cho lao động nông thôn, chuyển mạnh đào tạo nghề theo đơn đặt hàng.
- Ủy ban Dân tộc chủ trì, phối hợp với Bộ Lao động - Thương binh và Xã hội và các bộ, cơ quan liên quan nghiên cứu, đề xuất giải pháp, chính sách đặc thù về giảm nghèo đối với đồng bào dân tộc thiểu số, nhất là đồng bào dân tộc thiểu số rất ít người. Chủ trì, phối hợp với các bộ, cơ quan, địa phương nghiên cứu, xác định thành phần dân tộc hiện có, đề xuất danh mục thành phần các dân tộc Việt Nam phù hợp với tình hình thực tế hiện nay, nhất là đối với các dân tộc ít người.
- Bộ Nội vụ hướng dẫn các địa phương sắp xếp, tinh gọn tổ chức bộ máy theo tinh thần Nghị quyết trung ương 6 (khóa XII). Tổ chức Hội nghị chuyên đề xin ý kiến về Đề án sắp xếp các đơn vị hành chính cấp huyện, cấp xã trước khi báo cáo Bộ Chính trị.
- Bộ Tư pháp chủ trì, phối hợp với các Bộ: Công an, Tài chính, Công Thương, Ngân hàng Nhà nước Việt Nam và các bộ, cơ quan liên quan đề xuất, hoàn thiện khung khổ pháp lý về quản lý, xử lý đối với tiền ảo.
- Bộ Công an chỉ đạo Công an các đơn vị, địa phương tăng cường nắm tình hình, bảo đảm an ninh, an toàn các mục tiêu, công trình trọng điểm, các sự kiện chính trị, văn hóa, xã hội, nhất là các hoạt động kỷ niệm 73 năm Cách mạng tháng Tám và Quốc khánh 2/9. Tích cực đấu tranh phòng, chống tội phạm, xử lý nghiêm theo quy định pháp luật tình trạng tín dụng đen, cho vay nặng lãi, nhất là khu vực nông thôn. Phối hợp với các lực lượng chức năng điều tra, đề nghị truy tố, xử lý kịp thời các đối tượng nhập khẩu phế liệu vào Việt Nam.
- Bộ Quốc phòng chỉ đạo lực lượng nắm chắc diễn biến tình hình khu vực, quốc tế; tham mưu đề xuất, xử lý kịp thời các tình huống, không để bị động bất ngờ. Phối hợp chặt chẽ với cấp ủy, chính quyền địa phương chủ động giúp đỡ nhân dân phòng, chống, khắc phục hậu quả thiên tai. Khẩn trương tập trung rà phá bom mìn, tìm kiếm, quy tập mộ liệt sỹ khu vực Vị Xuyên, tỉnh Hà Giang.
- Từng Bộ trưởng, Thủ trưởng cơ quan tập trung chỉ đạo đẩy nhanh việc thực hiện phương án sắp xếp các cơ quan báo chí, nhất là việc tiếp nhận báo chí của hội thuộc ngành, lĩnh vực quản lý theo Đề án Quy hoạch phát triển và quản lý báo chí toàn quốc đến năm 2025 đã được Ban Chấp hành Trung ương Đảng thông qua.
- Bộ Thông tin và Truyền thông tăng cường công tác quản lý nhà nước về thông tin báo chí. Chỉ đạo các cơ quan báo chí tăng cường thông tin về chủ trương, đường lối của Đảng, chính sách, pháp luật của Nhà nước và các chỉ đạo, điều hành của Chính phủ, Thủ tướng Chính phủ; tích cực thông tin chính thống từ các cơ quan quản lý nhà nước về những vấn đề dư luận xã hội quan tâm, kịp thời đấu tranh, phản bác những thông tin sai trái, thù địch, xuyên tạc để tạo đồng thuận xã hội; tăng cường thông tin, tuyên truyền gương người tốt, việc tốt, giá trị tốt đẹp, nhân văn, tinh thần lao động, sản xuất, kinh doanh tạo sự lan tỏa trong xã hội. Tăng cường công tác quản lý hoạt động viễn thông, nhất là quản lý thẻ cào viễn thông; đẩy mạnh triển khai Chương trình mục tiêu công nghệ thông tin giai đoạn 2016 - 2020; phối hợp với Văn phòng Chính phủ trong việc thúc đẩy xây dựng, tổ chức triển khai kiến trúc Chính phủ điện tử, ứng dụng công nghệ thông tin kết nối liên thông với các bộ, ngành, địa phương.
- Các bộ, cơ quan, địa phương tiếp tục đổi mới, sắp xếp tổ chức bộ máy tinh gọn, hoạt động hiệu quả; đổi mới hệ thống tổ chức và quản lý, nâng cao chất lượng và hiệu quả hoạt động của đơn vị sự nghiệp công lập theo tinh thần của Nghị quyết Trung ương 6 (khóa XII); quán triệt thực hiện nghiêm Nghị quyết Trung ương 4 (khóa XII) về tăng cường xây dựng, chỉnh đốn Đảng; ngăn chặn, đẩy lùi sự suy thoái về tư tưởng chính trị, đạo đức, lối sống, những biểu hiện "tự diễn biến", "tự chuyển hóa" trong nội bộ. Đẩy mạnh cải cách hành chính, siết chặt kỷ luật, kỷ cương hành chính; tích cực xây dựng Chính phủ điện tử, thực hiện kết nối liên thông các hệ thống thông tin, cơ sở dữ liệu và mở rộng cung cấp dịch vụ công trực tuyến ở mức độ 3, mức độ 4 phục vụ người dân, doanh nghiệp.
7. Về nguồn vốn xây dựng Nhà tưởng niệm Chủ tịch Hồ Chí Minh tại Khu di tích Kim Liên, huyện Nam Đàn, tỉnh Nghệ An
Chính phủ thống nhất triển khai dự án xây dựng Nhà tưởng niệm Chủ tịch Hồ Chí Minh tại Khu di tích Kim Liên, huyện Nam Đàn, tỉnh Nghệ An từ nguồn vốn 10% dự phòng của tỉnh Nghệ An.
Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, báo cáo Ủy ban Thường vụ Quốc hội về việc bổ sung danh mục dự án này vào Kế hoạch đầu tư công trung hạn giai đoạn 2016 - 2020 theo quy định.
8. Về phương án điều chỉnh kế hoạch vốn trái phiếu Chính phủ năm 2018 giữa các bộ, ngành, địa phương
Chính phủ thống nhất phương án điều chỉnh kế hoạch vốn trái phiếu Chính phủ năm 2018 còn lại chưa giao kế hoạch giữa các bộ, ngành, địa phương và bổ sung cho các dự án ODA.
Giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, báo cáo Ủy ban Thường vụ Quốc hội, Quốc hội phương án điều chỉnh kế hoạch vốn trái phiếu Chính phủ năm 2018 theo quy định.
9. Về việc sử dụng dự phòng chung vốn đầu tư công trung hạn 2016 - 2020 nguồn vốn nước ngoài cho Bảo hiểm tiền gửi Việt Nam
- Chính phủ thống nhất giao Bộ trưởng Bộ Kế hoạch và Đầu tư thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ, phối hợp với Thống đốc Ngân hàng Nhà nước Việt Nam khẩn trương báo cáo Ủy ban Thường vụ Quốc hội xem xét, quyết định việc sử dụng dự phòng chung Kế hoạch đầu tư công trung hạn 2016 - 2020 nguồn ngân sách trung ương vốn nước ngoài cho dự án “Hệ thống thông tin quản lý và hiện đại hóa ngân hàng’’ (FSMIMS) hợp phần Bảo hiểm tiền gửi Việt Nam (phần vốn Ngân hàng Thế giới (WB) chưa giải ngân 6.153.000 USD tương đương 139 tỷ đồng) bổ sung vào danh mục trong Kế hoạch đầu tư công trung hạn 2016 - 2020 làm cơ sở giải ngân nốt nguồn vốn WB còn lại để kịp tiến độ đã cam kết với WB.
- Việc xử lý nguồn vốn WB còn lại chưa giải ngân của hợp phần Bảo hiểm tiền gửi thực hiện theo quyết định của Ủy ban Thường vụ Quốc hội và pháp luật hiện hành. Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính, Ngân hàng Nhà nước Việt Nam theo chức năng, nhiệm vụ tổ chức thực hiện theo quy định pháp luật hiện hành.
10. Về bổ sung kinh phí mua bù hạt giống cây trồng đã xuất cấp năm 2017 và nguyên tắc ủy quyền báo cáo Ủy ban Thường vụ Quốc hội xem xét, quyết định việc bổ sung kinh phí mua bù hàng dự trữ Quốc gia hàng năm
Chính phủ thống nhất với đề xuất của Bộ Tài chính (Báo cáo số 9008/BTC-TCDT ngày 27 tháng 7 năm 2018) về việc báo cáo Ủy ban Thường vụ Quốc hội cho phép bổ sung dự toán 197 tỷ đồng từ nguồn dự phòng ngân sách trung ương năm 2018 cho Bộ Nông nghiệp và Phát triển nông thôn để mua bù hạt giống cây trồng dự trữ quốc gia đã xuất cấp trong năm 2017. Giao Bộ trưởng Bộ Tài chính thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Ủy ban Thường vụ Quốc hội nội dung trên theo quy định.
Chính phủ phân công Thủ tướng Chính phủ thay mặt Chính phủ xem xét việc bổ sung kinh phí mua bù hàng dự trữ quốc gia hằng năm theo đề xuất của Bộ Tài chính; quyết định việc ủy quyền báo cáo Ủy ban Thường vụ Quốc hội theo quy định.
11. Về việc xử lý thuế ô tô khu phi thuế quan
Chính phủ thống nhất với đề xuất của Bộ Tài chính (Báo cáo số 87/TTr-BTC ngày 30 tháng 7 năm 2018) cho phép các doanh nghiệp tại Khu kinh tế thương mại đặc biệt Lao Bảo và Khu kinh tế cửa khẩu quốc tế Cầu Treo được miễn thuế nhập khẩu cho số xe ô tô đã nhập khẩu và thực hiện đầy đủ chính sách quản lý hàng hóa nhập khẩu (tại thời điểm đăng ký tờ khai ban đầu), đáp ứng đủ điều kiện để đăng ký lưu hành theo quy định.
Giao Bộ Tài chính trình Thủ tướng Chính phủ quyết định việc miễn thuế nhập khẩu cho số xe ô tô nêu trên theo quy định khoản 1 Điều 28 Nghị định số 134/2016/NĐ-CP.
12. Về áp dụng phụ cấp không ổn định và xác định đơn giá nhân công xây dựng
Chính phủ thống nhất cho phép áp dụng phụ cấp không ổn định sản xuất vào đơn giá nhân công ngành xây dựng đối với các dự án sử dụng vốn nhà nước giai đoạn từ năm 2005 đến ngày 15 tháng 5 năm 2015; không hồi tố đối với các dự án, gói thầu không áp dụng khoản phụ cấp này hoặc các dự án đã được kiểm toán, thanh tra kết luận xuất toán và đã nộp ngân sách số tiền phụ cấp không ổn định sản xuất hoặc các dự án đã quyết toán xong theo kết luận của thanh tra, kiểm toán; các hợp đồng ký kết trong giai đoạn này thì việc thanh toán, quyết toán chi phí nhân công xây dựng thực hiện theo nội dung hợp đồng đã ký kết phù hợp với quy định của pháp luật liên quan áp dụng cho hợp đồng. Giao Bộ Xây dựng hướng dẫn thực hiện.
13. Về tình hình hoạt động và tái cơ cấu tài chính của Tổng công ty Đầu tư phát triển đường cao tốc Việt Nam (VEC)
Chính phủ đồng ý chủ trương cho phép VEC được tiếp tục thực hiện Quyết định số 2072/QĐ-TTg ngày 08 tháng 11 năm 2013 của Thủ tướng Chính phủ về tái cơ cấu nguồn vốn đầu tư 05 dự án đường bộ cao tốc của VEC. Bộ Giao thông vận tải rà soát, cập nhật và chịu trách nhiệm về số liệu báo cáo. Giao Bộ trưởng Bộ Giao thông vận tải, Bí thư Ban cán sự Đảng Bộ Giao thông vận tải, thừa ủy quyền Thủ tướng Chính phủ, thay mặt Chính phủ báo cáo Bộ Chính trị và cấp có thẩm quyền theo quy định.
14. Về dự thảo Nghị quyết thực hiện một số cơ chế, chính sách đặc thù hỗ trợ tỉnh Ninh Thuận phát triển kinh tế - xã hội, ổn định sản xuất, đời sống nhân dân giai đoạn 2018 - 2023
Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Văn phòng Chính phủ và các bộ, cơ quan liên quan tiếp thu ý kiến thành viên Chính phủ, trong đó cho phép tỉnh Ninh Thuận được hưởng chính sách giá điện theo Quyết định số 11/2017/QĐ-TTg ngày 11 tháng 4 năm 2017 của Thủ tướng Chính phủ đến hết năm 2020 đối với các dự án điện năng lượng mặt trời và hạ tầng đấu nối công suất thiết kế 2.000MW đã được Thủ tướng chấp thuận triển khai; hoàn thiện dự thảo Nghị quyết thực hiện một số cơ chế, chính sách đặc thù hỗ trợ tỉnh Ninh Thuận phát triển kinh tế - xã hội, ổn định sản xuất, đời sống nhân dân giai đoạn 2018 - 2023, trình Thủ tướng Chính phủ ký ban hành trước ngày 20 tháng 8 năm 2018.
15. Về tình hình ban hành văn bản quy định chi tiết và các văn bản cắt giảm, đơn giản hóa thủ tục kiểm tra chuyên ngành và điều kiện kinh doanh
a) Về tình hình ban hành văn bản quy định chi tiết:
Yêu cầu Bộ trưởng, Thủ trưởng cơ quan ngang bộ trực tiếp chỉ đạo, giải quyết kịp thời các vướng mắc trong quá trình xây dựng văn bản; đặc biệt là tăng cường phối hợp xử lý dứt điểm những vấn đề còn ý kiến khác nhau trong dự thảo văn bản. Khẩn trương chỉ đạo hoàn thiện các dự thảo văn bản quy định chi tiết thi hành luật, pháp lệnh còn nợ đọng, ban hành theo thẩm quyền hoặc trình Chính phủ xem xét, ban hành. Đồng thời, chủ động soạn thảo, hoàn thiện dự thảo văn bản quy định chi tiết thi hành luật, pháp lệnh sắp có hiệu lực thi hành, bảo đảm có hiệu lực thi hành cùng thời điểm thi hành của luật, pháp lệnh, không để tiếp tục phát sinh nợ đọng văn bản.
Bộ Tư pháp chủ trì, phối hợp chặt chẽ với Văn phòng Chính phủ theo dõi, đôn đốc việc xây dựng, ban hành văn bản quy định chi tiết; kịp thời tham mưu Chính phủ, Thủ tướng Chính phủ giải pháp tháo gỡ vướng mắc, đẩy nhanh tiến độ soạn thảo, trình ban hành các văn bản.
b) Về tình hình ban hành các văn bản cắt giảm, đơn giản hóa thủ tục kiểm tra chuyên ngành và điều kiện kinh doanh:
Việc cải cách hoạt động kiểm tra chuyên ngành và đơn giản, cắt giảm điều kiện kinh doanh phải thực chất, khắc phục triệt để những bất cập hiện nay, ứng dụng mạnh mẽ công nghệ thông tin, giảm tối đa chi phí cho người dân, doanh nghiệp và xã hội. Yêu cầu các bộ quản lý chuyên ngành và điều kiện kinh doanh quyết liệt thực hiện Chỉ thị số 20/CT-TTg ngày 13 tháng 7 năm 2018 của Thủ tướng Chính phủ về tăng cường cải cách hoạt động kiểm tra chuyên ngành và cắt giảm, đơn giản hóa điều kiện kinh doanh. Khẩn trương hoàn thiện để ban hành theo thẩm quyền hoặc trình cấp có thẩm quyền ban hành phương án đơn giản, cắt giảm danh mục hàng hóa kiểm tra chuyên ngành và điều kiện kinh doanh chậm nhất là ngày 15 tháng 8 năm 2018 để thực hiện.
c) Về tình hình thực hiện nhiệm vụ:
Yêu cầu các bộ, cơ quan, địa phương tích cực thực hiện các nhiệm vụ được giao; quan tâm xây dựng, trình các đề án trong Chương trình công tác của Chính phủ, Thủ tướng Chính phủ, bảo đảm đúng tiến độ và chất lượng.
Giao Tổ công tác tiếp tục theo dõi, đôn đốc, kiểm tra tình hình thực hiện nhiệm vụ Chính phủ, Thủ tướng Chính phủ giao các bộ, cơ quan, địa phương, trong đó tập trung kiểm tra, đôn đốc công tác xây dựng pháp luật, sắp xếp, cổ phần hóa, thoái vốn doanh nghiệp nhà nước, báo cáo Chính phủ tại phiên họp thường kỳ./.

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in July 2018, held on July 31, 2018
DECIDES
1. Regarding the revised Law on Education
The Government approved the proposal of the Ministry of Education and Training to raise the training standard for preschool teachers from pedagogic intermediate level to pedagogic college level according to the roadmap stipulated in the draft revised Law on Education. At the same time, the Government agreed with the policy on tuition exemption for 5-year-old children, junior high school pupils at public schools and tuition support at non-public establishments for children and pupils in extremely difficult villages, communes, ethnic minority areas, and remote areas in accordance with the Constitution 2013, Resolution No. 29-NQ/TW (of the 11th Party Central Committee). The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Finance and localities in identifying the funding needs for the implementation of this policy according to an appropriate roadmap.
The Ministry of Education and Training shall continue to collect comments of the people, experts and scientists on this draft Law, especially comments on the organization of the national high school examination; coordinate with the Council for Ethnic Minority Affairs and the Commissions of the National Assembly in reviewing nomination issues; assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Labor, Invalids and Social Affairs, the Government Office and concerned ministries and agencies in collecting comments from the Cabinet members, finalizing the draft Law on Education and reporting it to the Prime Minister before submitting it to the National Assembly.
2. Regarding the draft Law amending and supplementing a number of articles of the Law on Higher Education
The Government agreed with the proposal of the Ministry of Education and Training to review and amend the Laws relating to the draft Law amending and supplementing a number of articles of the Law on Higher Education in the direction of developing a law amending many laws so as to ensure uniformity and consistency in the legal system, remove obstacles in the implementation of university autonomy mechanism; add a provision on school council for autonomous public-tertiary education institutions performing the tasks of a managing agency to supervise the university s operations. The Ministry of Education and Training shall pay more attention to state management of higher education.
The Ministry of Education and Training shall continue to collect comments of the people, experts, and scientists on the draft Law amending and supplementing a number of articles of the Law on Higher Education; assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Labor, Invalids and Social Affairs, the Government Office and concerned ministries and agencies in receiving comments from the Cabinet members, finalizing the draft Law, and reporting it to the Prime Minister before submitting it to the National Assembly.
3. Regarding the draft Law on Prevention and Fight against Harms of Alcohol and Beer
The Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Finance, the Government Office and concerned ministries and agencies in receiving opinions of the Government members and the Government Office s verification opinions. It is essential not to establish alcohol and beer harm prevention fund. The Ministry shall revise and finalize the draft Law and report it to the Prime Minister before submitting it to the National Assembly.
4. Regarding the draft Law amending and supplementing a number of articles of the Law on Execution of Criminal Judgments
The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Government Office and concerned ministries and agencies in collecting comments of the Cabinet members, the Ministry of Justice s verification opinions and comments of the Ministry of Justice. The Ministry of Public Security shall revise and finalize the draft law amending and supplementing a number of articles of the Law on Execution of Criminal Judgments and report them to the Prime Minister before submitting it to the National Assembly.
5. Regarding the draft Decree amending and supplementing a number of articles of the Decrees No. 77/2015/ND-CP and 136/2015/ND-CP guiding the implementation of a number of articles of the Law on Public Investment; Decree No. 161/2016/ND-CP on the specific mechanism for managing investment in the construction of a number of projects under the National Target Program in the 2016-2020 period.
The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the Government Office in collecting comments of the Cabinet members and finalizing a draft Decree, which only regulates the contents under the Government s competence, and submits it to the Prime Minister for review and signing in August 2018. At the same time, the Ministry shall propose contents which need to be consulted with the National Assembly Standing Committee and report to the Prime Minister.
6. Regarding the socio-economic situation in July and the first 7 months of 2018; the implementation of Resolution No. 01/NQ-CP on major tasks and solutions guiding the implementation of the socio-economic development plan and State Budget Plan in 2018
The Government unanimously assessed that the socio-economic situation in July and the first seven months of the year continued to maintain a positive trend. Macro economy was relatively stable. Inflation was kept under control. The interest rate, exchange rate, and foreign exchange market were relatively stable. The agricultural sector had grown relatively well under adverse weather conditions especially in the Northern and Central coastal regions. Industrial sector showed a strong growth. Of which, industrial production rose by 14.3% in July. Commercial and service sectors continued to trend up. Total retail sales of goods and services increased by 11.1%. The number of international visitors to Vietnam increased by 25.4%. Export turnover increased by 15.3%, of which that of the domestic sector increased by 18.7%. Budget revenue also increased. The total amount of foreign direct investment registered and disbursed was relatively good. Business environment continued to improve. Viet Nam jumped two ranks on the Global Innovation Index (GII) to 45th place out of 126 countries and economies compared to 2017. This was the highest rank ever achieved. Viet Nam s sustainable development index ranked 57th place out of 156 countries and territories, up by 11 places, or the third in ASEAN. The logistics efficiency index of Viet Nam increased by 25 places compared to 2016, ranking 39th out of 160 countries. Many activities to celebrate the 71st anniversary of War Invalids and Martyrs Day were organized solemnly, practically and thoughtfully. Policies on social welfare, poverty reduction, health care were well executed. Many activities promoting access to the Industrial Revolution 4.0, fostering the application of technology, cooperation in support of innovation, supporting the formation and development of innovative start-up ecosystem continued to be amplified. National defense, security, social order, and safety were guaranteed. Foreign affairs and international integration received due attention. In addition to the above-mentioned achievements, the country s economy still faces many shortcomings, difficulties, and challenges. Price fluctuations of basic commodities in the world intensify inflation pressure. The trade wars between major economies are becoming more and more intense, along with the trend on trade protectionism and the imposition of non-tariff barriers of countries, affecting exports, production and trade activities of the domestic sector. The disbursement progress of the state’s investment capital and the equitization and restructuring of State Owned Enterprise was slow. Natural disasters, storms, and floods continue to evolve and become increasingly complex, negatively impacting on production and life. Environmental pollution, deforestation, traffic accidents, fire, and explosion remain rampant, etc.
The Government insists on the objectives and tasks of the 2018 plan set by the Resolutions of the Party, the National Assembly, with the focus on controlling inflation, maintaining macroeconomic stability and economic development associated with environmental protection, especially ensuring the safety of people, strengthening social trust, market confidence, and business confidence. Ministers, heads of the ministerial-level agencies and Chairmen of the People s Committees of the provinces and centrally-run cities were requested to direct the effective and synchronous implementation of the objectives, tasks, and solutions stated in Resolutions of the Party, the National Assembly, the Government, especially the Resolution No. 01/NQ-CP, 19-2018/NQ-CP, 35/NQ-CP and Resolutions of the Government s regular meeting. They were requested to directly direct closely, drastically and effectively the implementation of solutions and tasks in the sectors, domains and geographical areas under their authority; concentrate on solving difficulties and problems, creating favorable conditions for developing production and business; urge and inspect the performance of assigned tasks. Due attention should be paid to the implementation of the following contents:
- The Macroeconomic Steering Group and the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Viet Nam shall closely monitor developments in the international and domestic situation to timely, harmoniously and effectively provide macroeconomic policies. The Steering Committee for Price Management shall monitor the market of essential commodities and promptly handle problems arising in the event of abnormal fluctuations. In 2018, the Government shall not consider adjusting electricity prices and prices for some essential state-run public services.
- Ministries, sectors, and localities shall continue to improve the business environment, accelerate administrative reforms to support business development; build trust and attract foreign investment, especially attraction of large-scale foreign enterprises and having global value chains. It is requested to step up the support for domestic enterprises, especially small and medium enterprises, to create favorable conditions for enterprises to access capital, develop production and business. Ministries were requested to intensify the coordination in closely controlling and preventing the import of discarded and obsolete and poor-quality goods into Vietnam, urgently classify, address, inspect and adjust the granting of permits for import of scrap over the past period. Each Minister, head of agencies shall focus on closely directing to timely resolve impediments, reviewing to prevent overlapping and unclear assignment of responsibilities, and restructuring inefficient project management units to accelerate the disbursement of public investment capital as planned.
- The State Bank of Viet Nam shall continue to actively and flexibly manage monetary policies in close coordination with fiscal and other macro policies; synchronously deploy foreign exchange management solutions to stabilize the foreign currency market; continue to flexibly manage exchange rates, in line with the market supply and demand, macro-balances and targets on inflation control. The State Bank of Viet Nam shall have solutions to manage cross-border electronic payments; control the quality of consumer credit, especially activities of consumer finance companies and people’s credit funds; and promote the restructuring of credit organizations in association with resolving bad debts and ensuring system safety.
- The Ministry of Planning and Investment shall urgently report to the Government on the preliminary review results of the 3-year implementing the Mid-term Public Investment Plan in the 2016-2020 period to finalize the review and report to the National Assembly according to regulations. The Ministry shall establish a Working Group to accelerate and supervise the disbursement progress of public investment capital.
- The Ministry of Planning and Investment and the Ministry of Finance shall urgently submit to the Government a draft Socio-economic Development Plan and the State Budget Plan in 2019. The Ministry of Planning and Investment shall actively formulate growth scenarios in 2019.
- The Ministry of Finance shall coordinate with localities in efficiently implementing tasks of state budget revenue, ensuring to reach and exceed the estimates. The Ministry shall strengthen order and disciplines in finance, tighten the management of State budget expenditures, especially meeting and international travel expenses, drastically adopt measures against smuggling, trade frauds, trading of counterfeit goods, imitation goods, poor quality goods. The Ministry shall urgently report to the Government on the preliminary review results of the 5-year National Financial Plan to report to the National Assembly according to regulations. It is requested to comprehensively implement solutions to sustainably and effectively develop the security market. The Ministry was requested to review and propose on the revision of regulations related to debt collection services.
- The Ministry of Industry and Trade shall concentrate on export market restructuring in association with domestic market development. The Ministry shall take initiative in providing responses to the negative impacts of trade wars between big countries and big partners. The Ministry was requested to urgently finalize negotiation process, accelerate the signing of the Regional Comprehensive Economic Partnership (RCEP) and the EU-Viet Nam Free Trade Agreement (EVFTA); and at the same time, promote bilateral cooperation to effectively exploit benefits of signed free trade agreements, expand and diversify export markets, fully exploit markets which still have the potential for expansion. Due attention must be paid to implementing measures to ensure sufficient electricity supply for socioeconomic development and meeting the people s life demand, especially people in the South; focus on addressing difficulties and obstacles of key electricity supply projects, and at the same time, appropriately develop renewable energy sources to support electricity supply in the upcoming period; implement additional renewable energy projects and electricity development planning according to regulations. The Ministry shall direct the Viet Nam Electricity (EVN) to invest and develop asynchronous and modern transmission system and accelerate the investment in the construction of power projects, especially wind and solar power. The Ministry shall promptly report to the Prime Minister on prices of electricity purchased from foreign countries; strengthen the control of progress, concentrate on solving difficulties and obstacles to speed up the implementation and put into operation works and projects of the sector; assume the prime responsibility for, and coordinate with the Ministry of Construction and concerned localities in, reviewing and inspecting the safety and quality of reservoirs and hydropower dams, attaching specific responsibilities to the operation, regulation, and assurance of safety of lakes and dams in flood season, safety of lives and properties of people in downstream areas; conduct an overall assessment of the safety assurance of reservoirs and hydropower dams, and report to the Prime Minister in August 2018.
- The Ministry of Agriculture and Rural Development shall step up the restructuring of the agricultural sector in association with the construction of new rural areas; effectively execute Decree No. 57/2018/ND-CP to attract enterprises to invest in and develop agriculture and improve income for farmers. The Ministry shall closely monitor the weather, river water levels, streams, lakes, and dams; inspect the safety of dikes, embankments and irrigation work, especially big dam reservoirs, resolutely not to turn inadequate tanks or tanks causing incidents into water reservoirs. The Ministry was requested to closely coordinate with the Ministry of Industry and Trade and localities which have regulations on the management of irrigation and dam reservoirs; assume the prime responsibility for, and coordinate with members of the Central Steering Committee for Natural Disaster Prevention and Control in reviewing and taking initiative in proposing plans on natural disaster prevention, fighting and overcoming; coordinate with the Ministry of Natural Resources and Environment and concerned agencies and localities in setting up teams to inspect natural disaster prevention and combat and redistributing inhabitants of dangerous erosion zones to ensure safety for the people. The Ministry of Agriculture and Rural Development shall take the responsibility to guide farmers to replenish the area of rice and horticulture crops that were damaged due to storms and floods; control epidemics, plants, and animals in flooded areas. The Ministry shall continue to cooperate with local authorities to drastically direct, inform, propagate, inspect and strictly handle cases of violation of EU regulations on fishing; coordinate with concerned localities to solve the problem of free migration, especially in the North West and Central Highlands; and assist localities in effectively implementing trade promotion activities to boost the consumption of agricultural products both in the country and in the world.
- The Ministry of Construction shall coordinate with localities in inspecting and reviewing planning, and proposing solutions for housing projects in areas prone to landslide; provide warnings and solutions on old and badly damaged condominiums in big urban centers; closely monitor developments in the real estate market so as to have appropriate and timely measures; develop social housing; and monitor and urge the relocation of agencies offices outside the urban areas as planned.
- The Ministry of Natural Resources and Environment shall coordinate with localities to intensify the supervision and strictly handle violations of the law on environmental protection, ensuring a safe living environment for the people; conduct evaluation of the 10-year implementation of the Viet Nam Sea Strategy until 2020, and report to the Government and competent authorities; and develop a marine strategy in the new context. The Ministry shall strictly control the change of land use purposes of land for agricultural production, forest land and the land of agro-forestry companies; improve the quality, reliability of natural disaster forecasting and warning. The Ministry was requested to continue implementing Resolutions No. 120/NQ-CP dated November 17, 2017, No. 76/NQ-CP dated June 18, 2018, of the Government; and coordinate to strictly handle cases of illegal deforestation and exploitation of mineral resources.
- The Ministry of Transport shall coordinate with the Ministry of Public Security, concerned ministries and agencies and localities in intensifying the inspection, control and strict handling and rectification of transport services, enhancing responsibility of transport service providers and drivers; resolutely handle accident black spots, points of potential danger of unsafety in traffic to ensure traffic order and safety. The Ministry shall promote the implementation of important transport projects, coordinate with related localities to remove traffic congestion. The National Traffic
Safety Committee shall draft a Directive on ensuring traffic order and safety and submit it to the Prime Minister in August 2018.- The Ministry of Culture, Sports and Tourism shall concentrate on fostering, promoting and improving the quality of tourist services, the attraction of tourists, ensuring the growth of the tourism industry. The Ministry shall also focus on enhancing the effectiveness of family work to create a foundation for promoting moral and lifestyle education.
- The Ministry of Education and Training shall organize the review, census, and assessment of the current status of investment and renovation of toilets and clean water supply in schools prior to the new school year, especially in mountainous and remote areas. It was requested to review and identify shortcomings and drawbacks in the organization of the national high school examination, to improve the management system of the education sector, technical process, and to receive comments of experts and the people, organize the review, seriously draw experience, overcome limitations and inadequacies, ensure thorough, objective and transparent supervision of all stages of examinations. The Ministry of Education and Training shall coordinate with the Ministry of Public Security to investigate and strictly handle violations in the past examination.
- The Ministry of Health shall coordinate with localities in intensifying the prevention and control of seasonal epidemics, especially after the rainy and flood season. The Ministry shall continue employing solutions to improve the quality of medical examination and treatment in service of the people; reorganize the sanitation of hospitals; and strengthen coordination with relevant Ministries, agencies and associations to control and ensure food hygiene and safety.
- The Ministry of Labor, Invalids and Social Affairs shall continue to coordinate with localities in implementing social welfare and poverty reduction policies, especially for localities affected by natural calamities and storms. The Ministry shall coordinate with concerned ministries, agencies, and localities to strictly deal with cases of profiteering policy for people with meritorious services; and improve the quality of vocational training for rural workers, transform vocational training as per requested by employers.
- The Committee on Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and concerned ministries and agencies in, studying and proposing solutions and policies on poverty reduction for ethnic minority people, especially the ethnic minorities which have a very small number of population. The Ministry shall also assume the prime responsibility for, and coordinate with Ministries, agencies, and localities in studying and identifying the existing ethnic compositions and proposing lists of ethnic groups in Viet Nam to better reflects the current situation, especially the situation of ethnic minorities.
- The Ministry of Home Affairs shall guide localities to reorganize and streamline their apparatuses in the spirit of the Resolution of the 6th plenum of the 12th Party Central Committee and organize symposiums to collect comments on the Scheme on the reorganization of the district- and commune-level administrative units before reporting them to the Politburo.
- The Ministry of Justice shall assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Vietnam and concerned Ministries and agencies in proposing and improving the legal framework for management and handling of virtual money.
- The Ministry of Public Security shall direct police agencies and localities to intensify their monitoring of the situation, ensure the security and safety of key objectives and works, political, cultural and social events, especially activities commemorating the 73rd anniversary of the August Revolution and the National Day on September 2. It was requested to actively fight against crimes, strictly deal with legal regulations on black credit, usury loans, especially in rural areas; and coordinate with the functional forces in investigating and proposing the prosecution and timely handling of importers of scraps into Viet Nam.
- The Ministry of Defense shall direct forces to follow up with the regional and international situation; provide advice and proposals, timely take action in response to challenging situations, not sit by passively. The Ministry shall closely coordinate with the Party Committees and the local authorities in actively assisting the people in preventing, fighting and overcoming the consequences of natural calamities. It was requested to focus on the clearance of bombs and mines, search and grave the vestiges of martyrs in Vi Xuyen area, Ha Giang province.
- Each Minister and head of central agencies shall accelerate deployment of plans on restructuring press agencies, especially the reception of associated newspapers of branches or domains under their management as specified in the Proposal on National Press Management and Planning towards 2025 approved by the Central Committee of the Party.
- The Ministry of Information and Communications shall intensify the state management of press information; direct press agencies to increase their communication on the Party s undertakings and policies as well as the State s policies and laws, the direction and administration of the Government and the Prime Minister; actively communicate official information from the State management agencies on issues of social concerns, to promptly fight and counter false, hateful and distorted communication in order to create social consensus; strengthen the information and communication of good people, good deeds, good values, humanity, the spirit of labor, production and business to create spill-over effects in the society. The Ministry shall strengthen the management of telecommunications activities, especially the management of telecommunications cards; step up the implementation of the Program on information technology in the 2016-2020 period; coordinate with the Government Office in promoting the formulation and organization of e-government architecture and application of information technology in interconnection with ministries, sectors, and localities.
- Ministries, agencies and localities shall continue to renovate and rearrange to streamline the apparatus and improve their operation efficiency; renovate the organization and management system, raise the quality and efficiency of public non-business units in the spirit of the Resolution of the 6th Plenum of the 12th Party Central Committee; strictly deploy the Resolution of the 4th Plenum of the 12th Party Central Committee on strengthening the Party development and reorganization; prevent and repel the degeneration of political ideology, morality, lifestyles, "self-evolving", "self-transformation" within the Party. It was requested to accelerate administrative reforms, tighten administrative discipline and order; build up e-Government, fostering the interconnection of information systems, databases, and expansion of online public services at levels 3 and 4 in service of the people and enterprises.
7. Regarding capital sources for the construction of the Memorial House of President Ho Chi Minh at the Kim Lien Monument, Nam Dan District, Nghe An province
The Government unanimously agreed with the construction project of the Memorial House of President Ho Chi Minh at the Kim Lien Monument, Nam Dan District, Nghe An province using the 10% budgeted contingency budget of Nghe An province.
The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee on the addition of this project to the Medium-term Public Investment Plan for the 2016 – 2020 period as prescribed by laws.
8. Regarding adjustments to the Plan for Government bond issuance in 2018 among the ministries, sectors and localities
The Government agreed on adjustments to the Plan for Government bond issuance in 2018 which had not been assigned to ministries, sectors and localities, and additional plan to ODA projects. The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee on adjustments as prescribed by laws.
9. Regarding the use of the contingency budget of the Medium-term Public Investment Plan in the 2016-2020 period using foreign investment capital for Deposit Insurance of Viet Nam
- The Government unanimously agreed to assign the Minister of Planning and Investment to be authorized by the Prime Minister to act on behalf of the Government to coordinate with the Governor of the State Bank of Viet Nam to promptly report to the National Assembly Standing Committee for consideration and decision on the use of the contingencies of the Medium-term Public Investment Plan in the 2016-2020 period using foreign investment capital for the Project on "Financial Sector Modernization and Information Management System" (FSMIMS). Component on
Deposit Insurance of Viet Nam (the World Bank’s undisbursed funding of US$ 6.153 million equivalent to VND 139 billion) shall be added to the Medium-term Investment Plan in 2016-2020 period to formulate the foundation for disbursement of the rest of the World Bank’s funds to meet the scheme committed with the World Bank.
- The remaining undisbursed World Bank’s capital of the Deposit Insurance component shall be settled in accordance with the decision of the Standing Committee of the National Assembly and the current legislation. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the State Bank of Viet Nam in implementing their respective functions and tasks according to the current legislation.
10. Regarding supplementing funds for the purchase of plant seedlings issued in 2017 and the authorization report to the Standing Committee of the National Assembly for consideration and decision on the annual supplementary fund for the purchase of national reserve goods
The Government agreed with the proposal of the Ministry of Finance (Report No. 9008/BTC-TCDT dated July 27, 2018) on the report to the Standing Committee of the National Assembly to authorize the additional allocation of VND 197 billion from the contingencies of the Central budget in 2018 to the Ministry of Agriculture and Rural Development to purchase the national reserve seedlings issued in 2017. The Minister of Finance was authorized by the Prime Minister to act on behalf of the Prime Minister and report to the Standing Committee of the National Assembly of the above issues as prescribed by laws. The Government assigned the Prime Minister to act on behalf of the Government to consider providing additional funding for the purchase of national reserve goods as proposed by the Ministry of Finance, and the decision on the authorization of report duty to the Standing Committee of the National Assembly as prescribed by laws.
11. Regarding the handling of automobile tax in non-tariff areas The Government agreed with the proposal of the Ministry of Finance (Report No. 87/TTr-BTC dated 30 July 2018) to exempt enterprises in Lao Bao Special Economic - Commercial Area and Cau Treo International Border Gate Economic Zone from import tax on the automobiles that had been imported and fully enforce the policies on authority of imported goods (at the time of registration of the initial declaration) to fully meet the conditions for circulation registration as prescribed by laws.
The Ministry of Finance was assigned to submit to the Prime Minister for the decision on import tax exemption for the above-mentioned automobiles as stipulated under Clause 1, Article 28 of Decree No. 134/2016/ND-CP.
12. Regarding the application of allowances for unstable employment and determination of construction worker rate The Government agreed with the application of allowances for unstable employment in the labor rate of construction workers for projects funded by state capital for the period from 2005 to 15 May 2015. This requirement shall stay non retroactive with respect to projects or packages that did not apply for this allowance, or projects that had been audited or concluded for settlement and allowances for unstable employment had been remitted to the budget or projects which had been settled according to the conclusions of the inspection or audit. For contracts signed in this period, the payment and settlement of construction labor costs shall comply with the contents of the signed contracts in accordance with the relevant legislation applicable to the contracts. The Ministry of Construction was assigned to guide the implementation.
13. Regarding the operation and financial restructuring of the Vietnam Expressway Development Investment Corporation (VEC)
The Government agreed to allow VEC to continue implementing the Prime Minister s Decision No. 2072/QD-TTg dated November 08, 2013 on the restructuring of investment capital for 05 VEC expressway projects. The Ministry of Transport shall review, update and take responsibility for reporting data. The Minister of Transport and the Secretary of the Party of Ministry of Transport were authorized by the Prime Minister to report on behalf of the Government to the Politburo and competent authorities according to regulations.
14. Regarding the draft Resolution on the implementation of a number of preferential mechanisms and policies to support Ninh Thuan province in socio-economic development and stabilization of production and people s life in the 2018-2023 period
The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Government Office and relevant Ministries and agencies in collecting comments of the cabinet members, in which Ninh Thuan province shall be permitted to enjoy the electricity price policy under Decision No. 11/2017/QD-TTg dated April 11, 2017, by the Prime Minister until the end of 2020 for solar power and connecting infrastructure projects with the designed capacity of 2,000 MW, which had been approved by the Prime Minister; complete the draft Resolution on the implementation of a number of specific mechanisms and policies to support Ninh Thuan province in socioeconomic development, production and people s life stabilization in the 2018-2023 period and submit it to the Prime Minister for signing before August 20, 2018.
15. Regarding the promulgation of documents detailing and documents streamlining and reducing specialized examination procedures and business conditions
a) Regarding the promulgation of detailing documents Ministers and Heads of the ministerial-level agencies were requested to direct and promptly settle problems arising in the course of document formulation, in particular, the coordination to resolutely address issues causing controversies in the development of draft documents; urgently direct the finalization of draft documents detailing the implementation of laws and regulations which remained pending and had not been promulgated according to their competence or submit them to the Government for review and promulgation. At the same time, Ministers and Heads of the ministerial-level agencies were requested to draft and finalize the draft documents detailing the implementation of laws and ordinances which were about to take effect, ensuring the concurrent and effective enforcement of the same law and ordinance to avoid the continuation of legal document backlogs.
The Ministry of Justice shall assume the prime responsibility for, and closely coordinate with the Government Office in monitoring and urging the elaboration and promulgation of documents detailing the implementation thereof; promptly advise the Government and the Prime Minister on solutions to remove obstacles, speed up the drafting and submission of documents.
b) Regarding the issuance of documents on the reduction and simplification of specialized inspection procedures and business conditions:
The reform, simplification, and reduction of specialized inspection activities and business conditions must be substantial, thoroughly overcome the current inadequacies, strongly apply information technology, and minimize cost for the people, businesses and the society. Specialized management Ministries in charge of managing business conditions were requested to drastically adopt the Prime Minister s Directive No. 20/CT-TTg dated July 13, 2018 on intensifying the reform of specialized inspection and reduction and simplification of business conditions; expeditiously complete legal promulgation process according to their competence or report to competent authorities to approve promulgation plans to simplify and reduce the list of specialized inspection goods and business conditions latest by August 15, 2018 for earliest enforcement.
c) Regarding the performance of tasks:
Ministries, agencies and localities were requested to actively perform their assigned tasks; elaborate and submit proposals on working programs of the Government and the Prime Minister, ensuring their promptness and quality.
The Working Group was assigned to continue monitoring, urging and inspecting the performance of tasks assigned by the Government and the Prime Minister to Ministries, agencies and localities, in which attention should be paid to inspecting and urging the development and deployment of regulations, restructuring, equitization, and divestment of state-owned enterprises, and report to the Government at its regular meeting./.
