Máy tính cá nhân phải được công bố hợp quy
Ngày 19/03/2014, Bộ Thông tin và Truyền thông đã ban hành Thông tư số 05/2014/TT-BTTTT quy định Danh mục sản phẩm, hàng hóa có khả năng gây mất an toàn thuộc trách nhiệm quản lý của Bộ Thông tin và Truyền thông.
Danh mục bao gồm 20 sản phẩm, hàng hóa chuyên ngành công nghệ thông tin và truyền thông (CNTT&TT) bắt buộc phải chứng nhận và công bố hợp quy như: Thiết bị vô tuyến điện; thiết bị điện thoại không dây (loại kéo dài thuê bao); thiết bị rađa; thiết bị vô tuyến dẫn đường... và 17 sản phẩm, hàng hóa chuyên ngành CNTT&TT bắt buộc phải công bố hợp quy, trong đó có: Máy tính cá nhân để bàn; máy tính xách tay; thiết bị định tuyến; thiết bị tường lửa; thiết bị truyền dẫn quang và máy thu hình có tích hợp chức năng thu tín hiệu truyền hình số mặt đất DVB-T2 (iDTV)...
Việc quản lý chất lượng các sản phẩm, hàng hóa thuộc các Danh mục nêu trên được thực hiện theo Thông tư số 30/2011/TT-BTTTT ngày 31/10/2011 quy định về chứng nhận hợp quy và công bố hợp quy đối với sản phẩm, hàng hóa chuyên ngành CNTT&TT.
Thông tư này có hiệu lực thi hành kể từ ngày 05/05/2014; áp dụng đối với tổ chức, cá nhân trong nước và nước ngoài có hoạt động sản xuất, kinh doanh các sản phẩm, hàng hóa thuộc Danh mục sản phẩm, hàng hóa nhóm 2 tại Việt Nam và tổ chức, cá nhân có hoạt động liên quan đến chất lượng sản phẩm, hàn hóa nhóm 2 tại Việt Nam.

Pursuant to the Law on Product and goods quality dated November 21, 2007;
Pursuant to the Law on Product and goods quality dated November 21, 2007;
Pursuant to the Government s Decree No. 132/2008/ND-CP dated December 31, 2008, detailing the implementation of a number of articles of the Law on Product and goods quality;
Pursuant to the Decree No. 25/2011/ND-CP dated April 06, 2011 by the Government providing guidance on the implementation of a number of articles of the Law on telecommunication;
Pursuant to the Decree No. 132/2013/ND-CP dated October 16, 2013 by the Government defining the functions, tasks, entitlements and organizational structure of the Ministry of Information and Communications;
At the request of Head of the Science and technology affair and the Director of the Vietnam Telecommunications Authority,
The Minister of Information and Communications promulgates the list of potentially unsafe products and goods under management of the Ministry of Information and Communications.
Article 1. Scope of regulation
This Circular provides the list of potentially unsafe products and goods under management of the Ministry of Information and Communications (hereinafter referred to as the List of group 2 products and goods).
Article 2. Regulated entities
This Circular applies to any domestic and foreign organizations/individuals performing the production and/or trade of products and/or goods included in the List of group 2 products and goods in Vietnam and any organizations/individuals performing the acts relating to the quality of group 2 products and goods in Vietnam.
Article 3. List of group 2 products and goods
1. List of group 2 products and goods and the form of management are specified in the following Appendixes:
a) “List of information and communication technology products and goods subject to certification and declaration of conformity” presented in Appendix I of this Circular
a) “List of information and communication technology products and goods subject to declaration of conformity” presented in Appendix II of this Circular.
2. The Ministry of Information and Communications shall periodically inspect, examine and modify the List of group 2 products and goods according to the management policy of the State.
Article 4. Principle of quality management
1.The management of quality of products and goods included in the List of group 2 products and goods specified in this Circular shall be conformable to the National technical regulations and standards.
2. The management of quality of products and goods included in the List of group 2 products and goods specified in Appendixes I and II of this Circular shall conform with the Circular No. 30/2011/TT-BTTTT dated October 31, 2011 by the Minister of Information and Communications on the certification and declaration of conformity applicable to information and communication technology products and goods.
Article 5. Implementation
1. This Circular takes effect on May 05, 2014.
2. This Circular replaces the Circular No. 20/2011/TT-BTTTT dated July 01, 2011 by the Minister of Information and Communications, the Circular No. 31/2011/TT-BTTTT dated October 31, 2011 by the Minister of Information and Communications and the Circular No. 32/2011/TT-BTTTT dated October 31, 2011 by the Minister of Information and Communications.
2.The Chief Officers, Head of the Science and Technology Affair, the Director of the Vietnam Telecommunications Authority, Heads of agencies and units affiliated to the Ministry of Information and Communications and relevant organizations and individuals are responsible for implementing this Circular.
3. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Information and Communications for consideration and solution./.
