Đến 2015, hình thành ít nhất 200 doanh nghiệp công nghệ cao
Ngày 22/02/2013, Thủ tướng Chính phủ đã phê duyệt Chương trình phát triển một số ngành công nghiệp công nghệ cao thuộc Chương trình quốc gia phát triển công nghệ cao tại Quyết định số 347/QĐ-TTg.
Chương trình này đề ra mục tiêu đến năm 2015, hình thành và phát triển ít nhất 200 doanh nghiệp sản xuất sản phẩm, cung ứng dịch vụ công nghệ cao thuộc Danh mục công nghệ cao được khuyến khích phát triển; ứng dụng công nghệ cao nhằm tăng giá trị sản xuất công nghiệp công nghệ cao đạt khoảng 30% tổng giá trị sản xuất công nghiệp; đẩy mạnh sản xuất công nghệ cao để đáp ứng khoảng 20-25% nhu cầu sản phẩm công nghệ cao thiết yếu cho sản xuất, tiêu dùng trong nước đồng thời đạt giá trị xuất khẩu khoảng 15% giá trị sản lượng…
Để đạt được mục tiêu trên, một trong những nhiệm vụ quan trọng được Chương trình này nhấn mạnh là nâng cao năng lực, hiệu quả, đổi mới công nghệ và tập trung đầu tư có trọng điểm để đẩy mạnh sản xuất một số ngành công nghiệp công nghệ cao như: công nghiệp công nghệ thông tin; công nghiệp sản xuất thiết bị tự động hóa; công nghiệp công nghệ sinh học; công nghiệp vật liệu mới.
Bên cạnh đó, các doanh nghiệp sản xuất các sản phẩm công nghệ cao, cung ứng dịch vụ công nghệ cao cũng được hưởng các chính sách hỗ trợ để có động lực phát triển. Cụ thể: các doanh nghiệp sẽ được hỗ trợ trong việc nghiên cứu thích nghi, làm chủ, hoàn thiện và phát triển công nghệ nhập khẩu, công nghệ được chuyển giao…; tìm hiểu thị trường, tiếp thị và quảng bá cho sản phẩm công nghệ cao…
Ngoài các ngành công nghiệp công nghệ cao, thì các ngành công nghiệp hỗ trợ phục vụ phát triển công nghiệp công nghệ cao như: linh kiện, phụ tùng, vật liệu chế tạo; thiết bị và dịch vụ cho công nghiệp công nghệ cao… cũng được ưu tiên phát triển.
Quyết định này có hiệu lực thi hành kể từ ngày ký ban hành.

THE PRIME MINISTER
Decision No. 347/QD-TTg dated February 22, 2013 of the Prime Minister approving the development program on high-tech industries directly under national program high-tech development program
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on High technology dated November 13, 2008;
Pursuant to the Decision No. 2457/QD-TTg dated December 31, 2010 of the Prime Minister approving the National program of high technology development by 2020;
Pursuant to the Decision No. 49/2010/QD-TTg dated July 19, 2010 of Prime Minister approving the list of prioritized high technologies, and the list of encouraged hi-tech products;
At the request of the Minister of Industry and Trade,
DECIDES:
Article 1.Approving the development program of some hi-tech industries (hereinafter called the Program), in particular:
I. TARGETS
1.By 2015:
- Apply high technology to raise the value of hi-tech industrial production to 30% of the total value of industrial production, and improve service quality.
- Improve the capability, efficiency, technological innovation, and boost the production of hi-tech products to satisfy 20% - 25% of the demand for hi-tech products essential to domestic production and consumption, and raise the export value to 15% of total value.
- Establish and develop at least 200 enterprises that provide hi-tech products and services in the list of encouraged hi-tech products.
- Concentrate on the production of some industrial products that support hi-tech industries, raise the proportion of domestic production of hi-tech products to 40% of total value.
2. By 2020:
- Apply high technology to raise the value of hi-tech industrial production to 40% of the total value of industrial production, and to create new services with high added value.
- Improve the capability, efficiency, technological innovation, and boost the production of hi-tech products to satisfy 45% of the demand for hi-tech products essential to domestic production and consumption, and raise the export value to 25% of total value.
- Establish and develop 500 enterprises that provide hi-tech products and services in the list of encouraged hi-tech products.
- Rapidly develop the production of industrial products that support hi-tech industries, raise the proportion of domestic production of hi-tech products to 50% of total value.
II. PRIMARY OBJECTIVES
1. Application of high technology in industry
Formulate and run the projects of possessing and adapting to high technology, based on the research findings or technology transfers, in order to create high technologies and hi-tech products; invest in experimental production to complete high technology and hi-tech product; focus on the application of high technologies in the List of prioritized high technologies to the following industries:
a) Mechanical engineering and automation
- Apply computer-based design and production technologies (CAD/CAM) to the manufacture of machines, completed equipment, power tools, agricultural machinery, heavy equipment, electrical equipment and machinery, cars, ships, medical equipment and machinery.
- Adopt and apply new materials, laser technology, accurate measuring technology to production and measurement devices made in Vietnam.
- Apply electromechanical devices and automated and smart control systems to the production lines of synchronizing equipment in construction, metallurgy, chemical industry, agricultural, forest, and aquaculture product processing, and transport.
- Design and devise automated equipment, information processing and measuring devices, system simulators, and robots to automate industrial production processes.
- Apply nanotechnology to the production of electronic products, electromechanical products in all production stages; intensify the application of technology to create potential electronic materials; laser technology, technology for semiconductor and electronic component production (integrated circuits, electronic chips); technology for designing and devising measuring devices, technology for devising biomedical equipment.
b) The energy industry
- Adopt and apply technology for designing and devising medium and large thermoelectric plants and hydroelectric plants, the controlling and measuring devices of the electricity transmission and distribution grid.
- Adopt and apply smart measuring and controlling systems to increase the reliability and contribute to the improvement of capacity of power plants, increase the reliability of the electricity transmission and distribution grid.
- Apply modern observation technologies to efficiently and safely run the reservoirs and hydroelectric dams, etc.
- Adopt the technology and conduct experimental production of some devices that use renewable energy, apply technology for generating renewable energy from sunlight, wind, biogas, biomass, minor hydroelectricity, geothermal energy, and bio-fuel.
- Apply technological solutions to save and efficiently use energy in the production, transmission, and consumption of electricity; step by step adapt the technology for devising energy-saving devices.
- Apply nuclear energy, radiant energy and nuclear technology to industry, conduct experimental production of some radiological equipment and nuclear technologies.
c) Metallurgy and chemical industry
- Apply technology to the automated control system of the metallurgy process from feeds to finished products; the integrated software programs to control the process; the equipment serving the automated adjustment and control.
- Step by step approach and adopt the technology for the production of eco-friendly specialized paint, technical rubber, and synthetic rubber specialized for mechanical engineering, electricity, electronics, National defense and security.
d) Food processing industry
- Approach, adopt and develop technologies to create new microorganisms with high quality, high and stable fermentation rate for industrial production.
- Adopt and complete the technological process and the devices that apply enzyme technology to produce and process foods, animal feeds, additives, chemicals, pharmaceutical and chemical materials, bio-fuel, and consumables in order to ensure the stable quality and competitiveness on the market.
- Apply biotechnologies to the experimental and industrial production of enzyme and protein products serving the food processing industry, the production of animal feeds, additives, chemicals, pharmaceutical and chemical materials, bio-fuel, and consumables in order to ensure the stable quality and competitiveness on the market.
- Widely and efficiently the enzyme and protein technologies that have been researched and created in Vietnam, or imported, in order to improve the quality, diversity, and competitiveness on the market, satisfy the demand for consumption and export, contribute to the development of the processing industry.
- Devise biological lines and equipment to serve the food processing industry.
dd) Mineral extraction and processing
Apply laser measurement technology, global positioning technology, holographic and aerial graphic technology in exploration geophysics, making accurate drawings and maps;
- Apply the integrated software, data modeling, observe and control natural processes;
- Adopt and apply clean coal, surface coal gasification, coal liquefaction, and coal slurry technologies;
- Apply cybernetic technology, mechanization, automatic mineral extraction and processing; underground coal gasification (UCG).
2. Improve the efficiency and development some services that apply high technology
Develop and improve the efficiency of the services that have high added value and quality, including:
- The development of commercial activities that apply mobile technologies, the digitization services provided via mobile terminal devices.
- Develop integrated services based on high technology.
- Apply technologies for embedding systems; handwriting, voice, and picture recognition; next-gen network, distributed computing, high-performance computing, Internet protocol version 6 (IPv6), technologies for ensuring network safety, security, and high security of information in electronic commerce.
- Establish and development some new services such as building technical infrastructure and satellite data transmission; satellite imagery processing services, cloud computing services; services of application of global positioning and geographic information technology to vehicle management; services of designing and integrating next-gen applications, IPv6; and mobile internet.
- Apply genetic technology to improve the efficiency of services of genetic testing and sequencing; services of quick tests for hazardous microorganisms and toxins.
3. Develop some hi-tech industries
Formulate and deploy projects and objectives to establish and development some hi-tech industries. In particular:
a) Increase the capability, efficiency, technological innovation, and focused investment to boost the production of hi-tech products in the list of encouraged hi-tech products, belonging to the following hi-tech industries:
IT industry
Invest in the production of computer operating systems for specialized computers, operating systems for mobile devices; the telecommunication networks and systems in the national telecommunication infrastructure; Vietnamese interfaces of computers and mobile devices; the software programs for ensuring network and information security at a high level; software programs for controlling 3G terminal devices and next-gen networks, soft phones and codec that support 3G-based services and next-gen network; software programs for Radio Frequency Identification devices; software programs for processing bio-medical information; multilingual translation software program, software programs for recognizing handwriting, images, sounds, gestures, movements, and thoughts; specialized software for measurement and control.
Automated equipment production industry:
- Support the investment in the projects of manufacturing and assembling digital controllers for power tools and processing machines; the production and assembly of medical optical equipment for producing laser refractive surgery devices; the production and assembly of medical imaging devices for producing digital medical equipment.
- Invest in the production of measuring devices, actuators, controllers, automatic monitors for synchronizing devices in oil refineries, power plants, cement factories, production lines of foods and pharmaceuticals; smart converters from wind energy and solar energy; smart solar panels connected to the power grid and the internet; power electronic converters; specialized chips for measuring and controlling; microelectromechanical systems (MEMS) and microelectromechanical devices, nanoelectromechanical systems, high-capacity batteries for communication devices; smart cards and smart card readers; RFID card printers RFID card reader; recorders, players, and converters for digital television and short-distance communication.
Biotechnology industry
- Research, development, and apply enzyme, protein, and microorganism technologies to the mass production of amino acids, protein, organic acids, organic solvents, and microorganism products serving the food processing industry, bio-fuel production, drugs production, and environmental pollution resolution.
- Invest in the production of recombinant DNA vaccines and recombinant protein vaccines for humans, livestock, poultry, and aquatic organisms; bio-fuel from seaweed, agricultural refuses, and wastes.
New material industry
Invest in the production of nanomaterials serving industry, agriculture, health care, biology, and environment sectors, nanocomposite for some industries, technical plastics with great tensile strength and elastic modulus, cogwheels and gearboxes made of technical plastics;
b) Establish and development the enterprises that produce hi-tech products and provide hi-tech services
Support domestic enterprises in adapting, mastering, completing, and developing imported technologies and transferred technologies; studying the designs of hi-tech products, the mechanism of hi-tech machinery and equipment; execute experimental production in order to complete high technology and hi-tech products before putting them into mass production.
Support the enterprises that produce hi-tech products in market surveying, marketing, and advertising hi-tech products.
- Establish a network of developing hi-tech products and services to satisfy the demand of the market, cooperation in researching – producing – marketing, and participate in the global value chain.
- Complete the system of statistical criteria of hi-tech industries and services, survey and assess the condition and potential for applying high technology in various industries in each period; the production and provision of hi-tech products on the market.
- Intensify the trade promotion and encourage foreign investment in hi-tech products; develop trademarks and images of Vietnamese hi-tech products.
c) Develop ancillary industries to serve the development of hi-tech industries
Formulate and execute the projects of production of industrial products that support hi-tech industries, focus on the production of the products in the list of encouraged ancillary industry products in the short term, including:
Components and parts
Invest in the production of mechanical details with high precision and special technical requirements; precise stencils, plastic casts; electronic components and circuits and microchips to develop peripherals, computers, electronic appliances, audiovisual devices, solar batteries, components for power generation systems from new energy and renewable energy; high-quality plastic details
Materials
Attract foreign investments in key projects of developing electronic materials, rare earth, and precious metals in each period; common chemical production for biotechnology industry, specialized chemical production for new material industry; focus on the production of steel, plastics, composite, ceramics, etc. serving the production of automated devices and IT industry.
Equipment and services for hi-tech industries
Develop the machinery maintenance system, consultancy services, and supports in technology transfers for hi-tech enterprises.
III. SOLUTIONS
1. Incentive policy’s adoption
a) Other projects and objectives belonging to the Program shall be provided with incentives as prescribed by the Law on High technology, and the Prime Minister’s Decision No. 2457/QD-TTg dated December 31st 2011, approving the National program of high technology development by 2020;
b) The funding for trade promotion and investment promotion programs of projects of experimental production and production of hi-tech products within the Program shall be shall be supported according to the regulation on the development, management, and execution of those programs.
c) The costs of technology transfers, copyright purchase, software purchase, and hiring foreign experts for projects of producing hi-tech products and applying high technology to industry within the Program shall be supported from science and technology funds.
2. Finance
The expenditure on running the Program shall be allocated from the State budget for science and technology, science and technology funds, capital sources of credit institutions, enterprises, and other lawful capital sources.
3. Raising social awareness
a) Intensify the propagation and popularization of the achievements of hi-tech dev and application in industries on the mass media.
- Create and broadcast some science programs about the application of high technology in industry, services, and the development of hi-tech industries.
- Create and operate the website of the Program in order to provide information, guide and manage the application of high technology in industry, services, and the development of hi-tech industries, and the development of some hi-tech industries.
- Produce materials and publications about the production of hi-tech products and the application of high technology in industry; disseminate the experience from successful models in Vietnam and abroad on specialized magazines.
b) Hold forums on the application and development of high technology in industries.
c) Organize visits and surveys at home and abroad, train the policymakers in the development of hi-tech industries at home and abroad.
4. International cooperation and integration
a) Hold and execute programs and projects of bilateral and multilateral cooperation, especially with developed countries.
b) Enhance international cooperation to raise the capability of officials working in hi-tech industries, advisory organizations, and service providers in the form of direct investment or science seminars.
c) Cooperate in development policies, regulations, and standards related to the development of hi-tech industries.
d) Cooperate with the ASEAN and international testing networks to test hi-tech products.
IV. IMPLEMENTATION ORGANIZATION
1. The Ministry of Industry and Trade shall
- Preside and cooperate with the Ministry of Science and Technology, relevant Ministers, agencies, People’s Committees of central-affiliated cities and provinces to implement the Program.
- Guide, inspect and summarize the progress of the Program annually, and send reports to the Steering Committee of the National program of high technology development by 2020; assess the result of the Program.
- Preside and cooperate with relevant Ministries and agencies in formulating documents guiding the implementation of the Program; formulate and present policies on supporting the Program to the Prime Minister.
- Integrate the Program with other parts of the National program of high technology development by 2020, presided by the Ministry of Science and Technology and the Ministry of Agriculture and Rural development.
- Request the Prime Minister to consider amending the Program where necessary.
2. The Ministry of Information and Communications and the Ministry of Construction shall cooperate with the Ministry of Industry and Trade in developing and fulfilling relevant objectives of the Program.
3. The Ministry of Planning and Investment shall preside and cooperate with the Ministry of Industry and Trade and other relevant Ministries in allocate budget for the Program.
4. The Ministry of Finance shall cooperate with the Ministry of Industry and Trade and other relevant Ministries in allocating budget for regular activities of the Program.
5. Other Ministries, agencies, and local governments:
- Cooperate with the Ministry of Industry and Trade in implementing this Program within their delegated functions and authority.
- Integrate the objectives of the Program with local development objectives and socio-economic development programs.
Article 2.This Decision takes effect on the signing date.
Article 3.The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, the Chairmen of People’s Committees of central-affiliated cities and provinces shall implement this Decision./.
