Đến năm 2015, tốc độ đổi mới công nghệ đạt 10 - 15%/năm
Ngày 11/04/2012, Thủ tướng Chính phủ đã ban hành Quyết định số 418/QĐ-TTg phê duyệt Chiến lược phát triển khoa học và công nghệ (KH-CN) giai đoạn 2011 - 2020.
Nhằm mục tiêu tốc độ đổi mới công nghệ, thiết bị đạt 10 - 15%/năm giai đoạn 2011 - 2015, số lượng sáng chế đăng ký bảo hộ giai đoạn 2011 - 2015 tăng gấp 1,5 lần so với giai đoạn 2006 - 2010, tổng đầu tư xã hội cho KH-CN đạt 1,5% GDP vào năm 2015…, Thủ tướng Chính phủ đã đề ra một số giải pháp chủ yếu, như sau: Tập trung xây dựng và thực hiện các chương trình, đề án KH-CN quốc gia để huy động sức mạnh tổng hợp thực hiện những mục tiêu phát triển kinh tế - xã hội, KH-CN nêu trong Chiến lược; quy định rõ tỷ lệ phân bố ngân sách Nhà nước dành cho KH-CN theo các nhiệm vụ khác nhau; áp dụng một số cơ chế, chính sách đột phá nhằm thúc đẩy xã hội hóa đầu tư cho KH-CN; kiến nghị sửa đổi quy định về việc doanh nghiệp có thể trích trên 10% thu nhập tính thuế hàng năm đầu tư cho nghiên cứu phát triển và ứng dụng công nghệ; xây dựng đồng bộ chính sách thu hút, trọng dụng, đãi ngộ cán bộ KH-CN...
Bộ Kế hoạch và Đầu tư có trách nhiệm chủ trì, phối hợp với các Bộ, cơ quan ngang Bộ, cơ quan thuộc Chính phủ, UBND các tỉnh, thành phố trực thuộc Trung ương xây dựng kế hoạch, bố trí nguồn lực để thực hiện các mục tiêu, định hướng phát triển KH-CN của Chiến lược trong kế hoạch phát triển kinh tế - xã hội của cả nước, ngành và địa phương.
Quyết định này có hiệu lực thi hành kể từ ngày 11/04/2012.

DECISION
APPROVING THE STRATEGY FOR SCIENCE AND TECHNOLOGY DEVELOPMENT IN THE 2011-2020 PHASE
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government, of December 25, 2001;
Pursuant to the Law on Science and Technology, of June 9, 2000;
At the proposal of the Minister of Science and Technology,
DECIDES:
Article 1.To approve the Strategy for science and technology development in the 2011-2020 phase (hereinafter referred to as the Strategy) with the following major contents:
I. VIEWPOINTS ON SCIENCE AND TECHNOLOGY DEVELOPMENT
1. Development of science and technology together with education and training is the top national policy and a key motive for fast and sustainable national development. Science and technology must play a decisive role to make development breakthrough in productive force, innovate the growth model, to enhance the competitive capacity of the economy and to accelerate the progress of national industrialization and modernization.
2. To concentrate on the synchronous performance of three essential tasks: To continue innovating fundamentally, comprehensively and synchronously organizations, management mechanism and operation mechanism of science and technology; to enhance national science and technology potential; and to push up study and application, link science and technology development with socio-economic development at all levels and in all branches.
3. The State increases investment level of and prioritizes investment for national science and technology tasks and national products. Pushing up the socialization and mobilizing all resources, especially those of enterprises, to invest in science and technology development.
4. To develop the science and technology market linked with enforcing the law on intellectual property aiming to boost the commercialization of results of technological study, application and development, encourage scientific and technological creation.
5. International integration on science and technology is an objective and concurrently an important solution contributing for Vietnam’s science and technology to early gain international level. International integration on science and technology must be implemented in an active, proactive and creative manner, ensuring national independence, sovereignty and national security, equality and mutual benefit.
II. OBIECTIVES OF SCIENCE AND TECHNOLOGY DEVELOPMENT
1. General objectives
Developing synchronously social and humanism science, natural science, technical and technological science; bringing science and technology actually become a key motive force, satisfying the basic requirements of a modernity-oriented industrial country. By 2020, a number of science and technology sectors of Vietnam will reach the advanced and modern level of the ASEAN region and the world.
2. Specific targets
a/ By 2020, science and technology will contribute a significant part to economic growth and restructuring, the value of hi-tech products and hi-tech application products gaining for about 45% of the GDP. The speed of technological and equipment innovation will gain 10-15%/year in the 2011-2015 phase and over 20%/year in the 2016-2020 phase. The transaction value of the science and technology market will increase 15-17%/ year on average.
b/ The number of international announcements from study subjects with use of state budget will raise 15-20%/year on average. The number of inventions registered for protection in the 2011-2015 phase will increase by 1.5 times comparing to the 2006-2010 phase and the 2016-2020 phase will increase double comparing to the 2011 - 2015 phase, especially a fast increase in the number of inventions created from programs on priority science and technology at state grade.
c/ To strive for increasing of a total social investment in science and technology, which shall gaining 1.5% of the GDP by 2015 and over 2% of the GDP by 2020. To ensure the level of state budget investment in science and technology at least 2% or more of the total annual state budget expenditure.
d/ By 2015, the number of scientific study and technological development officers will be 9-10 persons per ten thousand people; training and examining under international standards 5,000 engineers, who are fully capable to manage and operate hi-tech production lines in the country’s sectors and areas prioritized for development.
By 2020, the number of scientific study and technological development officers will gain 11-12 persons per ten thousand people; training and examining under international standards 10,000 engineers, who are fully capable of managing and operating hi- tech production lines in the country’s sectors and areas prioritized for development.
dd/ By 2015, to form 30 basic study and application institutions reaching regional and international levels, which are fully capacity to solve important issues on science and technology be laid out by nation; 3,000 science and technology enterprises; 30 hi-tech and hi-tech enterprise incubators.
By 2020, to form 60 fundamental study and application institutions reaching regional and international levels, which are fully capacity to solve important national issues on science and technology be laid out by nation; 5,000 science and technology enterprises; 60 hi-tech and hi-tech enterprise incubators.
III. ORIENTATION OF SCIENCE AND TECHNOLOGY DEVELOPMENT TASKS
1. To continue innovation fundamentally, comprehensively and synchronously organizations, management mechanisms and operation mechanisms of science and technology.
a/ For science and technology organizations
To restructure and re-plan the system of science and technology organizations in a direction with focuses and priorities, avoiding scatteredness, overlapping and suitable to socio-economic development strategy of the country, branches, sectors and economic regions.
To concentrate investment in development of Vietnam Academy of Science and Technology and Vietnam Academy of Social Sciences into two science and technology organizations at the top of the nation and the ASEAN. To enhance capability of universities in regard of fundamental study. To build in each key economic region at least one strong science and technology organization linked with the regional potential and advantages and to closely link with universities in human resource training and science and technology tasks.
To encourage and support for the establishment and development of scientific study and technological development organizations within enterprises, especially within economic groups. To develop technology and science and technology enterprise incubators. To strongly develop science and technology enterprises, essentially from universities and study institutes.
b/ For science and technology management mechanism
To fundamental innovation in the science and technology management mechanism in conformity with the socialist-oriented market economy and the peculiarities of science and technology activities, satisfying the requirement of international integration, quickly enhancing investment efficiency and realistic contribution of science and technology to socio-economic development objectives.
To innovate the method of formulating science and technology tasks at all levels, including proposing, selecting and defining science and technology tasks, to ensure the practical, scientific nature and inter-branch. To clearly stipulate the competence and duties of the Government, ministers, heads of ministerial- level agencies, heads of government-attached agencies and presidents of provincial-level People’s Committee in defining and directing the performance of key science and technology tasks within their management scope. Increasing the percentage of science and technology tasks, that having ability of commercialization.
To innovate the method of organizing the performance of science and technology tasks at all levels toward ensuring publicity, transparency and competitiveness in selecting organizations and individuals performing science and technology tasks. Encouraging science and technology organizations to link and coordinate for implementation of scientific studies having national value and at international level. To conduct appraisal and evaluation under international standards in the assignment and performance of science and technology tasks.
To innovate the financial mechanism in the performance of science and technology tasks in conformity with the peculiarities of science and technology activities. To enhance the inspection, examination and supervision of the use of state budget funds for science and technology investment in ministries, sectors and localities.
To innovate mechanisms, policies on employing and using at an important position for science and technology officers to make motive force and practical interests, thereby liberalizing and promoting their creativity. To apply special incentive mechanisms and policies to science and technology officers who preside over the performance of science and technology tasks at national level. To ensure authors’ legitimate interests relating to their inventions and patents.
To innovate the system of state management on science and technology, in direction of streamlining and focusing on the formulation of strategies, mechanisms and policies; to enhance the capacity of inter-sector and inter-region dispatch, assurance ofassignmentand decentralization; to diminish specific operation functions.
c/ For science and technology operation mechanism
To carry out the public-private partnership model in science and technology; to develop forms of cooperation in study, technology innovation and human resource training and development between the public and private sectors.
To change from the mechanism of financial allocation for science and technology tasks to mechanism of fund establishment. To quickly and synchronously carry out a system of science and technology funds, including funds of the nation, ministries, branches, localities and enterprises.
To allow public science and technology organizations to operate under the autonomy and accountability mechanism as prescribed by law. To implement study and application of science and technology under orders of the Government, ministries, local administrative agencies, enterprises or other organizations.
To exercise democracy, respect and promote the freedom of ideology in study and creation activities of science and technology intellectuals for development of country.
2. To enhance the science and technology potential
To focus on investment in development of priority science and technology organizations; to link science and technology organizations of the same nature or in the same sector or inter-branch; to form strong study groups having fully capable of solving priority national tasks. To enhance the fundamental-studying capability of priority national universities. To develop potential young study groups in universities, study institutes.
To enhance the operational capability and efficiency of hi-tech zones, hi-tech application agricultural zones, concentrated information technology zones, national priority laboratories, incubators of technology as well as science and technology enterprise, science and technology information centers, scientific and technological advance application centers, central and local quality and measurement standard technical centers.
To enhance the capability, qualifications and quality of science and technology management officers in all branches and at all levels.
To develop system of technology transfer service organizations, marketplaces of technology and equipment. To ensure enforcement of the law on intellectual property, exploit and use efficiently inventions. To organize exhibitions, introductions on achievements in science and technology innovation and creation.
3. To synchronously develop social sciences and humanities, natural sciences and direction of priority technologies
a/ Social sciences and humanities
To study and forecast development trends of each region and world in the first half of the 21stcentury, the modern science and technology revolution, the development of the knowledge economy and impacts on the development path of Vietnam.
To summarize the practical process of national innovation, construction and development, and to study development theories in the new era in order to provide grounds for determining and clarifying the development path of Vietnam servicing the planning lines, strategies and policies for national development and defense.
To study scientific and practical basis for innovation of the political system, innovation of leadership method of the Party, innovation of state management, strongly promoting people’s master right, strongly boosting administrative reforms and judicial reforms, building and perfecting the socialist Vietnamese state ruled by law. To study the innovation, enhance the role and duty of organizations in the political system; to enhance the effect of law, socialist legislation; to ensure human rights and citizen rights.
To study and determine development models and economic structure, propose solutions for fast and sustainable development of the country, regions and localities; to perfect the institutions of a socialist-oriented market economy; to ensure the stability of macro-economic; to enhance the productivity, quality, effectiveness and competitiveness of products, goods and services as well as of the economy. To study the process of Vietnam’s international integration, aiming to seize opportunities, overcome challenges and enhance Vietnam s role in the settlement of regional and global issues.
To study the characteristics, structure and development trends of the Vietnamese society; to study, innovate methods of society management; to determine conditions and measures for and roadmap of building a Vietnamese society with prosperous people, strong country, discipline, democracy and civilization.
To study the characteristics of formation and development of cultures, ethnicities and religions in Vietnam, which servicing for the building of all-people great unity block, the advanced culture with strong national identity,absorbing cultural quintessenceof themankind.
To study Vietnamese people as social subjects who comprehensively develop and are characterized by humane values, good cultural values, having ability of creativeness, satisfying the increasingly high requirements of the career of accelerated national industrialization and modernization.
To formulate and carry out the program on social science and humanities development of Vietnam till 2020.
b/ Natural sciences
To combine fundamental study and applied study aiming to serve for objectives of socio-economic development, ensure defense and security of country.
To build scientific justifications to master rule and condition of nature, contributing in settlement of the country’s immediate and long-term important issues such as: food security, energy security, health of the people, environmental protection, rational use of natural resources, assurance of defense and security
To further boost study in a number of natural science sectors in which Vietnam holds advantages. To formulate and carry out the program on physical development of Vietnam till 2020. To deploy the national priority program on math development in the 2010- 2020 phase.
To attach importance to the development of some inter-branch areas between natural sciences and technical and technological sciences, social sciences and humanities, servicing for sustainable development. To study and identify the nature, causes and impacts of natural disasters and the process of climate change, using as scientific bases for proposal and implementation of solutions to mitigate, prevent and adapt to climate change, particularly phenomena of sea water rise.
c/ Priority technological directions
- Information and communication technologies
To further boost the development of information and communication technologies to reach international standards and level in some sectors in which Vietnam holds advantages, ensuring the increase of the annual turnover will be 2-3 times the GDP growth speed and contribution into the GDP will reach 8-10%.
To boost study to master and transfer technology in information technology and manufacturing products with Vietnamese brands such as: software and digital content technology; technologies of designing and manufacturing integrated circuit and high- capacity memory; multi-media technology; multi-access technology; artificial intelligence; network safety and security technology; to develop a system of high-performance computing centers.
To study and build operating systems for computers, tablets and mobile devices based on open-source code software. To study and develop technologies of designing and manufacturing equipment for telecommunications networks and subsequent-generation mobile networks, proceeding to develop the fixed and mobile convergence network technology. To study and develop systems of search engines in Vietnamese, processing Vietnamese texts, supporting translation and recognizing voices and scripts on the basis of Vietnamese language.
To study, develop and apply electronic confirmation in electronic transactions; to develop electric government of new generation; to boost supply of online services in Vietnam.
- Biological technology
To study and develop with focuses on base technologies of bio-technology: genetic technology, cell technology, micro-biological technology, enzyme-protein technology, bioinformatics technology, nano-biological technology, etc. in order to enhance the level of national biotechnology.
To study the effective application of biotechnology to some priority sectors: agriculture - forestry-fisheries, medicine-pharmacy, processing industry, environmental protection, contributing to building biotechnology into a hi-tech technical economy branch with greater and greater contributions to the economy.
To develop bio-technology, focusing on technologies to serve the following tasks:
Health care, disease diagnosis and treatment, attaching importance to the application of stem cell technology to treat dangerous diseases and diseases newly arising in people.
Production of vaccines, pharmaceuticals, veterinary drugs, diagnostic preparations; biological products for processing food, breeding food, functional fertilizers; biological insecticides; biological fuels; rapid development of disease- free plant varieties.
To create plant varieties, livestock, aquatic and marine breeds with high yield, quality and added value being suitable to Vietnam’s ecological conditions. Defining, preventing and anti dangerous diseases and epidemics newly arising in agriculture.
To master technological processes go along with the manufacture of synchronous equipment in the bio-industry development.
Conserving, preserving and rationally exploiting rare and precious genetic resources; protecting bio-diversity; environmental pollution treatment.
- New-material technology
To concentrate on the receipt and development of modern new-material technologies, attaching importance to materials with special properties used for industries, specifying as follows:
Technology of manufacturing some materials with special properties (alloy, polymer materials and composite materials) used in defense industry, manufacturing industry, construction, transport and environmental pollution treatment.
Technology of manufacturing electronic and optical materials in modules, equipment of telecommunications system, electrical techniques and saving energy, especially optical-cable materials.
Technology of manufacturing nano materials and medical-biological materials are used in industry, agriculture, construction, transport, medicine-pharmacy, environmental protection, national defense and security.
To study and develop technology of manufacturing advanced materials from domestic raw materials, especially biological raw materials, rare soil and other rare and precious minerals.
- Technology of machine manufacture and automation
To develop technology of machine manufacture and automation. To form systems of auxiliary industries aiming to enhance the localization rate, actively and proactively participating in the global supply chains and proceeding to manufacturing equipment wholly in some priority industries. To focus on some following priority technologies:
Technology of designing and manufacturing synchronous equipment and lines in petroleum, hydroelectric and thermoelectric, shipbuilding, mineral exploitation and processing; technology of manufacturing energy-saving equipment systems; technology of manufacturing systems which are complex, large-scale and highly reliable.
Information processing and measurement automation technology, automatic control of production processes.
Robot and super mini robot technology based on the micro electro-mechanical systems (MEMS) and the nano electro-mechanical systems (NEMS).
Technology of System emulation.
- Environmental technology
To develop wastewater, solid waste, hazardous waste and exhaust gas treatment technologies with properties and costs suitable to conditions of Vietnam. To apply clean production technology and environment- friendly technologies in production and business in order to minimize gas emissions causing greenhouse effect. To develop waste recycling technology.
To study and apply science and technology in trades, sectors, regions and localities
a/ Agricultural science and technology
Science and technology must contribute an important part to Vietnam become an agriculturally strong country and a world center of rice and tropical agricultural products.
To study and apply advanced technological solutions to service for planning on development of a modern agriculture and construction of new countryside.
To study science and develop technology in agriculture, focusing on plants and livestock that create large commodity output with high competitiveness, firmly ensuring the national food security.
To widely apply bio-technology for the creation of new plant varieties and livestock breeds having high yield, good quality, resisting to pests and adapting to climate change conditions. To apply bio-technological solutions to define, prevent and resist the newly arising dangerous diseases and epidemics, create bio-products for sustainable agricultural development.
To study and propose effective solutions on varieties and planting of forest trees suitable to specific conditions of each area; to enhance coverage of forest, headwater forests and protection forests, contributing to natural disaster prevention, resist and mitigation.
To study the conservation and rational exploitation with highly effective of genetic resources in agriculture, especially endemic genetic resources of Vietnam, servicing for making commodity products with high added value. To study scientific grounds for safe development of genetically modified food.
To study and apply advanced technology and proper solutions to process, preserve and diversify agricultural- forestry-fishery commodities, contributing to building strong brands for exports of Vietnam; to study the combination between advanced technologies and traditional experiences in the processing and preservation of some traditional specialties on an industrial scale, ensuring quality, food hygiene and safety.
To study the development of technologies and advanced and synchronous and instruments and equipment for the production of fertilizers, plant protection drugs, veterinary drugs and cattle feed.
To study and apply advanced technologies, equipment and materials in surveying, designing and building hydro-electric works to satisfy the demand for proactive irrigation and drainage, prevent and resist natural disasters and develop agriculture adapt to climate change.
b/ Medical - pharmaceutical science and technology
To study, apply and develop high technology in the field of medicine, approaching the advanced level of countries in the region and in the world. To master advanced techniques in diagnosis and treatment of diseases in human such as organ transplant, stem cell therapy, endoscopic surgery; techniques of molecular biology, nuclear medicine.
To master advanced technologies and techniques in the prevention of contagious and dangerous diseases and newly arising diseases. To apply advanced technologies in the production of preventive vaccines for human, ensuring the production of vaccines servicing for the expanding immunization program.
To attach importance to study on the production of pharmaceutical materials for pharmaceutical industry, gradually raising the rate of domestic pharmaceutical materials, promoting the advantage and potential of traditional pharmaceuticals and medicines. To plan a number of specialized cultivation zones for pharmaceutical production. To boost study and application of high technologies in the study and production of medicines from domestic pharmaceuticals and traditional medicines.
To focus on study and manufacture of medical equipment, particularly, of hi-tech medical equipment.
To combine medical and pharmaceutical science and technology solutions with other solutions for developing and maintaining a population with a reasonable scale and structure, enhancing the population quality, particularly the stature and physical strength of Vietnamese people.
c/ Science and technology of Energy
To study scientific grounds and practical for the formulation of a national energy development planning aiming to ensure a rational energy structure and satisfying the demand of socio-economic development and ensure energy security.
To study to master the technology of manufacturing wholly equipment for thermo- and hydroelectric plants with medium and large capacity, equipment of electricity transmission and distribution system.
To study the application of new energies and renewable energies such as: solar energy, wind energy, tidal energy, biogas and geo-thermal and biological fuels.
To study serving the development and application of nuclear energy, especially the construction and effective and absolute safe operation of nuclear power plants in Vietnam.
To study the technology of application of radiation energy and nuclear technique to serve in industry, agriculture, environment, health, national security and defense; to study the production of new radioactive isotopes and pharmaceuticals, manufacture some radiation and nuclear technical equipment.
To study scientific and technological solutions for saving and efficiency use in the stages of energy production, transmission and consumption; to gradually master the technologies of manufacturing energy saving equipment, building smart power grids.
d/ Science and technology in Transport
To study and build safe, smart and environment-friendly transport systems; to formulate standards and technical regulations for planning, surveying and designing activities; to master advanced technologies of construction, management, operation and maintenance of transport works, apply new materials to the construction of modern works such as: expressways, high-speed railways, urban railways, large-span pre-stressed concrete bridges, cable-stayed bridges, tunnels, deep- water ports and airports.
To master technologies of manufacturing important motors, details and detail assemblies in the manufacture and assembly of automobiles, ships, carriages and construction machines in order to product means of transport replacing imports and come to export.
dd/ Science and technology in construction
To study and formulate theoretical and practical grounds for urban and rural development planning, ensuring national identity, modernity and sustainable development.
To study and apply modern technologies in designing and building high-rise buildings and industrial works suitable to particularly conditions of foundation as well as disadvantage construction conditions.
To study and apply modern technologies in the production of advanced building materials (nano, ceramic and porcelain, composite, metal, special alloy) and environment-friendly materials to service for civil and industrial construction, especially some national projects such as nuclear power plants, petroleum works and wharves.
f/ Marine science and technology
To boost study on the sea and islands, deep-water and offshore areas for sustainable development of marine economy, protection of sovereignty over the seas and islands and assurance of national defense and security.
To study scientific arguments for island and marine space planning; to study the effective management and exploitation of marine product resources, tourist landscape, minerals and wave and tidal energy.
To study and apply new and advanced scientific and technological solutions in the supervision and survey of sea resources and environment; prevention of natural disasters and search and rescue at sea and on islands; to develop important sea economy industries such as shipbuilding, seaports, culture of, fishing and processing seafood and sea services.
g/ Science and technology in natural resource management and use
To apply modern technologies in fundamental survey, management and saving and efficient use of natural resources linking with environmental protection, inclusive of land, water and mineral resources, biological resources and marine resources. To enhance technological capability of forecasting, observing, preventing, responding to and remedying environmental incidents.
h/ Science and technology of universe
To study, receive and master technologies of designing and manufacturing small-satellite and ground-station; to master the technology of designing and manufacturing some types of missiles.
To study, receive the transfer of remote-sensing technology and global positioning technology to serve scientific study, fundamental survey, planning, management and use of natural resources; environment control technology, technologies of forecasting weather and natural disaster and responding to climate change; positioning technology for means of transport and serving national defense and security task.
To actively and proactively participate in international cooperation in space management and use, remote-sensing technology and universe technology.
i/ Science and technology in regions and localities
Regional science and technology activities should focus on exploiting the advantages and peculiar conditions of each region to boost the production of commodities being major products. To formulate science and technology development orientations of creating an environment for cooperation and link among localities.
To form in each region some models of link between science and technology and education and training as well as production and business directed at exploiting regional advantages in natural, historical, cultural and social conditions.
To build a system of organizations and technical infrastructure for science and technology activities in regions, such as study and development institutes, quality and measurement standard technical centers, scientific and technological advance application centers, etc.
With respect to key economic regions: To further support enterprises, particularly medium- and small-sized enterprises in localities, inaccelerating speed oftechnology innovation. To strive to achieve regional speed of technology innovation at average of 20-25%/year and an advanced-technology proportion of about 45%. To form a number of hi-tech application agricultural zones and concentrated information technology zones. To push up the application of bio-technology and technologies of post-harvest preservation and processing. To form concentrated commodity production zones. To attach importance to develop production of clean farm products with industrial scale for industrialization and modernization and building of a new countryside.
- With respect to the northern key economic region: To focus on developing some hi-tech industries into key industries such as mechanical manufacturing, shipbuilding industry, industry of software and informatics equipment industries, auxiliary industries, manufacture of automation equipment, robots, new materials and high-quality steel. To promote the leading role and widespread impact of Hanoi capital as a top science and technology center of whole country.
- With respect to the central key economic region: To focus on developing an science and technology capacity reaching advanced level in some key industries such as petrol-chemical industry, agricultural-forest- aquatic product processing industry, industry of mechanical engineering, electronic and construction material industry. To focus on investment in Da Nang and Hue cities to make it become science and technology centre complexes of the central key economic region.
- With respect to the southern key economic region: To focus on developing some hi-tech industries into key industries such as precision engineering, industry of food processing, electronic-informatics, manufacturing automation equipment, medical equipment , energy, manufacturing new-material, developing industry of shipbuilding, petroleum and software industry. To focus on investment in Ho Chi Minh City to make it become a science and technology center of the southern key economic region and whole country. To study and propose some special mechanisms for experimental application to Ho Chi Minh City aiming to facilitate for accelerating speed of science and technology development.
- With respect to the Mekong River delta key economic region: To focus on study development and application of science and technology servicing for key economic fields such as production of rice, fruit tree, aquaculture, agricultural produce processing and agricultural mechanization. To push up biotechnology study, application and transfer, supply of plant varieties and livestock breeds, technical services, processing and exporting agricultural products for the entire Mekong River delta region. To focus on investment in Can Tho city to make it become a science and technology center of the Mekong River delta key economic region.
5. Development of science and technology services
a/ Standard of measurement and quality
To develop a system of national measurement standards in harmony with international standards; to enhance the accuracy and expand the scope of measurement of the existing standard system. To invest in improving the calibration and testing capability of commodity for central and local measurement and quality standard technical centers, satisfying the regional and international integration requirement.
To study to enhance the capacity of the network of international standard conformity assessment organizations. Conformity assessment will be mutually recognized within the ASEAN by 2015 and recognized by the EU and big export markets (the USA, China, Japan, etc.) by 2020. To improve the technical barriers in trade to serve export and resist the trade deficit. To apply the quality control systems under international standards ISO, first of all to enterprises which manufacture main force products and commodities of the economy. To study to set up a system of databases on product, commodity and service quality; a domestic system of warning information on product, commodity and service quality, which is connected with the international warning system. To set up a databank of standard, measurement and quality supporting production, business, export and import activities.
b/ Intellectual property
To enhance the capacity and material facilities of the invention information system. To strengthen the socialization of invention information services in order to ensure the access to, search for and exploitation of invention information sources servicing the search for available inventions and technologies to apply them to production, business and orienting scientific study and technological development, attaching special importance to new inventions and technologies.
To set up and develop a network of support and consultancy service organizations of establishment, assessment, valuation, evaluation, exploitation and development regarding of intellectual property.
c/ Information and statistics of science and technology
To strongly develop services of supplying, synthesizing and analyzing science and technology information and statistics, which ensuring quality and satisfying the requirement of leadership, management, forecast and formulation of strategies and policies on production, business, science and technology market development.
To strengthen the update of, sharing and supplying information for the training of highly qualified science and technology human resources, scientific study and technology development in universities, study institutes and science and technology enterprises.
Toreplicateand strengthen models of dissemination of science and technology knowledge servicing socio-economic development, hunger elimination, poverty reduction and new-countryside building in localities.
IV. MAJOR SOLUTIONS
1. To focus resources for the implementation of national science and technology programs and projects and enhance the national science and technology capability.
To formulate and implement national science and technology programs and schemes in order to mobilize the synthetic power for performing socio-economic, science and technology development objectives mentioned in the Strategy.
In the 2011-2020 phase, to focus on the implementation of 2 groups of national science and technology programs and schemes: the group of national science and technology programs and schemes to serve socio-economic development and enhance the competitiveness of the economy; the group of science and technology programs and schemes to enhance the national science and technology capability.
2. To innovate the mechanism on use of state funds for science and technology, mobilize social resources for science and technology
To clearly prescribe the state budget apportions proportion for science and technology under tasks: To enhance science and technology potential; to fundamentally, comprehensively and synchronously innovate science and technology organizations, management mechanisms and operation mechanisms; to push up study and application; international integration on science and technology.
To execute the mechanism in which the State orders for science and technology tasks, first of all for national products and hi-tech products; to apply modes of buying and contracting products suitable to the characteristics of each type of science and technology activity.
To increase expenditures, supplement and expand spending contents, simplify invoice and financial voucher procedures suitable to the peculiarities of science and technology activities.
To apply policies on investment in science and technology organizations based on their operational efficiency and result of output.
To apply some breakthrough mechanisms and policies, aiming to boost the socialization of investment in science and technology, especially investment of enterprises in technological study and innovation. To propose amendments to the regulation on enterprises may deduct over 10% of their annual taxable incomes for investment in study of technology development and application.
To adopt policies to attract foreign investment resources in science and technology activities.
3. To synchronously formulate policies on attraction, employment into important positions, and preferential treatment with respect to science and technology officers
To formulate policies on training and employment of science and technology officers, particularly high qualified young personnel in social sciences and humanities, natural sciences, and technical and technological sciences. To set up a mechanism of assigning potential science and technology tasks to young scientists and good students’ groups in key universities and study institutes.
To promulgate policies on employment and promotion of science and technology officers to important positions, clearly defining the special financial autonomy mechanism, regime of special preference applicable to science and technology officers assigned to preside over the performance of national science and technology tasks.
To propose the supplementing titles of general engineer and chief engineer in the system of science and technology public employee ranks, and state honorable titles for science and technology officers.
To amend, supplement and finalize policies on attraction of Vietnamese overseas scientists and foreign scientists to participate in science and technology activities in Vietnam; to apply the mechanism of hiring domestic and foreign specialists by state budget funds.
To promulgate and enforce regulations on democracy in science and technology activities, especially in social sciences and humanities, aiming to promoting the creativeness and enhancing responsibility of scientists in activities of counseling and social argument and assessment of guidelines, policies and projects on socio-economic development.
To develop programs on training, fostering, enhancing qualifications of science and technology administrators. To carry out implementation of plans on training of science and technology specialists under orientations, in priority sciences and technologies.
4. To develop the science and technology market linking with the enforcement of intellectual property rights
To formulate and promulgate mechanisms and policies to facilitate maximally for domestic and foreign science and technology products being exchanged and traded on the market.
To set up mechanisms and policies to encourage enterprises to import modern technologies, primarily for leading and key branches and sectors for fast application to production and business, create new products with high added value.
The State invests in the construction of a number of science and technology service and technological transfer centers as the core in the system of technological brokerage, transfer, consultancy, evaluation, valuation, appraisal and assessment service organizations.
To push up the enforcement of the law on intellectual property. To formulate a national program on intellectual property. To study on supplement intellectual property institutions and formulate a system of administrative and civil courts on intellectual property.
5. Active and proactive international integration in science and technology
To formulate and implement general study programs, projects and tasks within the framework of bilateral or multilateral agreements. To encourage scientific study and technological development cooperation among enterprises, universities, study institutes, domestic individuals and foreign partners. To attract foreign funds through study projects in Vietnam.
To strengthen the organization and sponsorship of international scientific conferences and workshops in Vietnam and participating in scientific conferences and workshops overseas. To organize exhibitions of introducing new and advanced science and technology achievements of other countries and Vietnam.
To promote the operating efficiency of the network of Vietnamese science and technology representations overseas.
To attract foreign and overseas Vietnamese specialists and scientists into programs and projects of science and technology study and personnel training, form strong groups in Vietnam, attaching importance to groups of young scientific studiers.
To formulate and carry out contents of, plans on national science and technology cooperation with countries which are strong in science and technology, and being strategic partners of Vietnam. To form excellence scientific study centers based on long-term cooperation between scientific studying organizations of Vietnam and of foreign countries. To experimentally cooperate in building a number of advanced science and technology institutes with foreign capital in Vietnam.
6. To push up propagation and enhancing social cognition on the role of science and technology.
To push up communication activities and widely propagation in the society, especially in enterprises, the guidelines, policies and laws on science and technology, the key motive role of science and technology for the career of national construction and development, aiming to enhance the spirit of self-reliance, the consensus and strong support of the whole political system for science and technology activities; to make an impetus of emulation of creative labor, science and technology study and application in production and business activities and all fields of social life; to enhance responsible spirit of organizations and persons operating science and technology with respect to the career of national construction and defense.
Article 2.Organization of implementation
1. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with ministries, ministerial- level agencies, government-attached agencies and provincial-level People’s Committees:
a/ Organizing the implementation of the Strategy; guiding, inspecting, supervising and synthesizing the implementation situation of the Strategy and annually reporting to the Prime Minister; organizing a preliminary summing up of the nationwide implementation of the Strategy in beginning of year 2016 and a summary in beginning of year 2021.
b/ Reviewing the system of policies, laws, projects and programs related to science and technology development for proposal to competent authorities to amend, supplement, newly promulgate in conformity with the objectives, orientations and solutions laid out in the Strategy.
c/ Organizing the implementation of national programs and projects on science and technology, key state-level programs on science and technology, programs on application- oriented basic study and annual and five-year plans on science and technology which are suitable with the Strategy and plans on socio- economic development .
d/ Proposing a structure of state budget apportion for science and technology as a basis for the formulation of annual budget plans.
2. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, ministerial- level agencies, government-attached agencies and provincial-level People’s Committees, to formulate plans, arrange resources for the implementation of the science and technology development objectives and orientations of the Strategy in the socio-economic development plans of whole nation, branches and localities.
3. The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, ministerial-level agencies, government-attached agencies and provincial- level People’s Committees in, to make annually state budget balance for science and technology as prescribed by law; promulgate under its authority, or formulate and submit to competent authorities for promulgation regulations on innovation of the financial mechanism for science and technology activities in according to requirements of the Strategy.
4. Ministries, ministerial-level agencies, government-attached agencies and provincial- level People’s Committees have responsibilities for:
a/ Concretize the orientation of the Strategy’s science and technology development tasks into annual plans and development strategies of their branches, localities.
b/ Formulate and order for science and technology development tasks and direct the implementation of plans on science and technology application in their branches or localities.
5. Socio-political organizations, socio-political and professional organizations, social professional organizations, economic organizations, social organizations, other organizations, individuals shall, under their functions, rights and obligations, initiatively, actively participate in the implementation, propagation, inspection and supervision of the implementation of the Strategy.
Article 3.This Decision takes effect from date of signing.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees are responsible for implementation of this Decision.-
