KẾ HOẠCH

TIẾP TỤC KHÔI PHỤC, PHÁT TRIỂN HOẠT ĐỘNG SẢN XUẤT, KINH DOANH AN TOÀN TRONG ĐIỀU KIỆN PHÒNG, CHỐNG DỊCH COVID-19 TỪ NGÀY 01 THÁNG 10 NĂM 2021.

Căn cứ Nghị Quyết số 105/NQ-CP ngày 09 tháng 9 năm 2021 của Chính phủ về hỗ trợ doanh nghiệp, hợp tác xã, hộ kinh doanh trong bối cảnh dịch COVID-19;

Căn cứ Chỉ thị số 18/CT-UBND ngày 30 tháng 9 năm 2021 của Ủy ban nhân dân Thành phố Hồ Chí Minh về tiếp tục kiểm soát, điều chỉnh các biện pháp phòng, chống dịch Covid-19 và phục hồi, phát triển kinh tế - xã hội trên địa bàn Thành phố Hồ Chí Minh;

Ủy ban nhân dân Quận 7 xây dựng Kế hoạch tiếp tục khôi phục, phát triển hoạt động sản xuất, kinh doanh an toàn trong điều kiện phòng, chống dịch Covid-19 từ ngày 01 tháng 10 năm 2021, như sau:

I. MỤC TIÊU:

1. Từng bước khôi phục và phát triển hoạt động sản xuất, kinh doanh của các doanh nghiệp, hợp tác xã, hộ kinh doanh một cách linh hoạt, hiệu quả, gắn với bảo đảm an toàn phòng, chống dịch Covid-19; từng bước thận trọng, chặt chẽ, chắc chắn theo phương châm “An toàn là trên hết”, “An toàn tới đâu mở cửa tới đó, mở cửa thì phải an toàn”.

2. Tăng cường ứng dụng công nghệ thông tin trong phòng, chống dịch Covid-19 và đẩy mạnh cải cách hành chính, tạo mọi điều kiện thuận lợi cho người dân và doanh nghiệp; giải quyết hiệu quả, không phát sinh thêm thủ tục hành chính không cần thiết đối với người dân và doanh nghiệp.

3. Triển khai đầy đủ, kịp thời các chính sách hỗ trợ của Trung ương vả Thành phố cho các doanh nghiệp, hợp tác xã, hộ kinh doanh gặp khó khăn do ảnh hưởng của dịch bệnh Covid-19.

4. Hỗ trợ, tháo gỡ kịp thời các khó khăn, vướng mắc, điểm nghẽn cản trở hoạt động sản xuất, kinh doanh, giảm thiểu tối đa số doanh nghiệp, hợp tác xã, hộ kinh doanh tạm ngừng hoạt động, giải thể, phá sản do tác động bởi dịch Covid-19.

II. ĐÁNH GIÁ THỰC TRẠNG GIAI ĐOẠN THỬ NGHIỆM:

- Căn cứ Kế hoạch 73/KH-BCĐ ngày 15 tháng 9 năm 2021 của Ban chỉ đạo phòng, chống dịch Covid-19 Quận 7 về khôi phục, phát triển hoạt động sản xuất, kinh doanh an toàn trong điều kiện phòng, chống dịch Covid-19 từ ngày 16/9/2021 đến ngày 30/9/2021, Ủy ban nhân dân quận 7 đã thành lập 04 Đoàn công tác để thẩm định điều kiện, tiêu chí hoạt động trong giai đoạn bình thường mới. UBND quận 7 đã lựa chọn và thẩm định 150 đơn vị (80 hộ kinh doanh và 70 doanh nghiệp, với 2.290 lao động; hoạt động trong các ngành nghề: kinh doanh dược phẩm (nhà thuốc); cửa hàng kinh doanh gas; xăng dầu; lương thực, thực phẩm (siêu thị, cửa hàng tiện lợi) và dịch vụ ăn uống (bán mang về)) thử nghiệm hoạt động kinh doanh, phải đảm bảo các tiêu chí hoạt động theo yêu cầu được nêu tại kế hoạch.

- Qua 15 ngày triển khai thực hiện thử nghiệm (từ ngày 16 đến ngày 30/9/2021):

+ Ngoài khu chế xuất: có 438 đơn vị hoạt động trở lại (DN: 278, HKD: 160), với 3.996 lao động.

+ Trong khu chế xuất: có 112 doanh nghiệp hoạt động trở lại, với 15.418 lao động.

- Từ ngày 16/9/2021 đến nay, phát hiện 02 ca F0 tại doanh nghiệp trên 21.472 lao động, chiếm tỷ lệ 0,009%.

- Người dân và doanh nghiệp phấn khởi với việc được chính quyền Thành phố và Quận 7 cho mở cửa hoạt động trở lại đối với một số ngành nghề; người lao động được tiêm mũi 02 vắc xin phòng chống dịch CoVid-19 giúp người lao động an tâm hoạt động sản xuất, kinh doanh gắn với việc đảm bảo thực hiện các quy định phòng, chống dịch Covid-19 của ngành y tế.

III. NỘI DUNG VÀ GIẢI PHÁP PHỤC HỒI KINH TẾ

1. Các loại hình được hoạt động, sản xuất kinh doanh:

1.1. Các cơ sở khám bệnh, chữa bệnh, cơ sở kinh doanh dược, mỹ phẩm, vật tư, sinh phẩm, trang thiết bị y tế:

- Nhóm 1: Bệnh viện, phòng khám đa khoa, phòng khám chuyên khoa

+ Bệnh viện đa khoa, chuyên khoa.

+ Phòng khám đa khoa.

+ Các loại hình phòng khám chuyên khoa (bao gồm cả phòng xét nghiệm, phòng chẩn đoán hình ảnh, phòng X-quang, phòng chẩn trị y học cổ truyền).

+ Phòng khám y học gia đình.

+ Nhà hộ sinh.

- Nhóm 2: Các cơ sở dịch vụ y tế:

+ Cơ sở dịch vụ tiêm (chích), thay băng, đếm mạch, đo nhiệt độ, đo huyết áp.

+ Cơ sở dịch vụ chăm sóc sức khỏe tại nhà.

+ Cơ sở dịch vụ cấp cứu, hỗ trợ vận chuyển người bệnh trong nước và ra nước ngoài.

+ Cơ sở dịch vụ kính thuốc.

+ Cơ sở dịch vụ làm răng giả (nha công).

- Nhóm 3: các cơ sở kinh doanh dược, mỹ phẩm, vật tư, sinh phẩm, trang thiết bị y tế.

1.2. Các hoạt động sản xuất, thương mại, kinh doanh, dịch vụ được hoạt động gồm:

- Doanh nghiệp, cơ sở sản xuất, kinh doanh trong khu chế xuất và các cơ sở sản xuất trên địa bàn quận.

- Doanh nghiệp, hộ kinh doanh, hợp tác xã, tổ hợp tác, hộ gia đình sản xuất, kinh doanh nông, lâm, ngư nghiệp, diêm nghiệp; dịch vụ hỗ trợ sản xuất nông nghiệp, cơ sở thú y, đối tượng hành nghề thú y.

- Công trình giao thông, xây dựng.

- Doanh nghiệp, cơ sở kinh doanh dịch vụ gồm:

+ Cung cấp lương thực, thực phẩm; dược phẩm; xăng, dầu; điện; nước; nhiên liệu, sửa chữa; thu gom, vận chuyển, xử lý chất thải; bưu chính, viễn thông; dịch vụ mua bán, sửa chữa, bảo trì các loại xe, máy móc, thiết bị dân dụng, công nghiệp; hoạt động đầu tư, kinh doanh bất động sản; dịch vụ quản lý, vận hành, bảo trì, sửa chữa, ứng cứu hệ thống hạ tầng, trang thiết bị của các cơ quan, tòa nhà, chung cư.

+ Dịch vụ công ích; dịch vụ bảo vệ; trạm thu phí sử dụng đường bộ; dịch vụ tư vấn xây dựng; dịch vụ vệ sinh môi trường; dịch vụ quan trắc và xử lý môi trường; dịch vụ giới thiệu việc làm; dịch vụ rửa xe; các dịch vụ tiện ích như: cấp thoát nước, công viên, cây xanh, hạ tầng kỹ thuật, giao thông vận tải.

+ Bưu chính, viễn thông; báo chí, xuất bản, in, lịch; hoạt động kinh doanh thương mại, điện tử, sử dụng dịch vụ giao hàng trực tuyến; cửa hàng sách, thiết bị văn phòng; đường sách; thư viện, phòng tranh, triển lãm mỹ thuật, nhiếp ảnh; đồ dùng, dụng cụ học tập; công nghệ thông tin; thiết bị tin học; cửa hàng điện máy; cửa hàng mắt kính; cửa hàng thời trang, may mặc; cửa hàng vàng bạc đá quý và đồ trang sức.

+ Kho dự trữ, điểm tập kết, trung chuyển hàng hóa, dịch vụ hỗ trợ vận chuyển, xuất, nhập khẩu hàng hóa.

- Trung tâm thương mại, siêu thị, siêu thị mini; cửa hàng tiện lợi, cửa hàng tạp hóa; chợ truyền thống; cơ sở kinh doanh dịch vụ ăn uống (chỉ được bán hàng mang đi; đối với nhà hàng trong các cơ sở lưu trú, cơ sở nghỉ dưỡng, tham quan du lịch chỉ được phục vụ tại chỗ cho khách lưu trú, tham quan, không tổ chức buffet).

- Cơ sở cắt tóc, gội đầu, thể dục - thể thao (gym, yoga,...) được hoạt động tối đa 50% công suất và tối đa 10 người tại cùng một thời điểm.

- Hoạt động của văn phòng đại diện và chi nhánh thương nhân nước ngoài tại Quận.

- Tổ chức tín dụng, chi nhánh ngân hàng nước ngoài, kho bạc, các cơ sở kinh doanh dịch vụ trực tiếp liên quan đến hoạt động tín dụng, chi nhánh ngân hàng nước ngoài, logistics; dịch vụ bổ trợ người dân và doanh nghiệp (công chứng, luật sư, đấu giá tài sản, thẩm định giá, kiểm toán, dịch vụ tài chính, bảo hiểm, điểm thu - đổi ngoại tệ, thừa phát lại, trọng tài thương mại, hòa giải thương mại, tư vấn pháp luật và các hoạt động tư vấn khác bổ trợ doanh nghiệp, giám định tư pháp, quản lý - thanh lý tài sản, đăng kiểm, đăng ký giao dịch đảm bảo, đăng ký biến động đất đai), chứng khoán; dịch vụ cầm đồ.

- Các hoạt động xúc tiến thương mại bao gồm hội chợ, triển lãm, hội nghị, sự kiện kết nối cung cầu, tiêu thụ sản phẩm:

+ Trong nhà: tập trung tối đa 10 người; trường hợp có ít nhất 90% người tham gia đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 được tập trung tối đa 60 người.

+ Ngoài trời: tập trung tối đa 15 người; trường hợp có ít nhất 90% người tham gia đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 được tập trung tối đa 90 người.

1.3. Cơ sở, địa điểm nghỉ dưỡng, khách sạn, nhà nghỉ, tham quan du lịch được hoạt động tối đa 50% công suất với điều kiện khách đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có kết quả xét nghiệm SAR-CoV-2 âm tính trong 72 giờ kể từ khi có kết quả xét nghiệm.

1.4. Các trường hợp khác phải được cơ quan có thẩm quyền cho phép.

2. Các hoạt động sản xuất, kinh doanh tiếp tục tạm dừng:

2.1. Hoạt động kinh doanh, dịch vụ: quán bar, beer clup, pub, spa, massage, dịch vụ làm đẹp, dịch vụ ăn uống tại chỗ, rạp chiếu phim, rạp xiếc, vũ trường, karaoke, trò chơi điện tử.

2.2. Hoạt động chợ tự phát, bán hàng rong, vé số dạo.

2.3. Hoạt động khác trừ các trường hợp được cho phép hoạt động quy định tại Mục 1, Phần III của kế hoạch này.

3. Điều kiện hoạt động:

Các doanh nghiệp, cơ sở sản xuất, kinh doanh chỉ được hoạt động khi:

- Đảm bảo Bộ tiêu chí đánh giá an toàn phòng, chống dịch Covid-19 của lĩnh vực tương ứng.

- Tất cả người tham gia hoạt động sản xuất kinh doanh (người chủ và người lao động) đã được tiêm đủ liều vắc xin theo quy định của Bộ Y tế hoặc đã khỏi bệnh Covid-19 dưới 6 tháng.

- Lập Tổ An toàn, phòng chống dịch Covid-19 (đối với doanh nghiệp, hợp tác xã); Tổ tự quản về y tế (đối với những hộ kinh doanh có từ 05 lao động). Tất cả doanh nghiệp, hộ kinh doanh phải cử đầu mối phụ trách Y tế để kết nối với Trung tâm Kiểm soát phòng chống dịch Covid-19 và phục hồi kinh tế Quận 7 (thông qua phòng Y tế).

- Thực hiện xét nghiệm sàng lọc đối với tất cả các trường hợp người lao động có biểu hiện nghi ngờ mắc Covid-19 như ho, sốt, khó thở... hoặc có yếu tố dịch tễ liên quan.

- Thực hiện xét nghiệm định kỳ cho người lao động theo hướng dẫn của Bộ Y tế tại Công văn số 8228/BYT-MT ngày 30/9/2021 của Bộ Y tế về hướng dẫn xét nghiệm SARS-CoV-2 đối với cơ sở sản xuất, kinh doanh.

- Phải đăng ký mã QR tại địa chỉ http://antoan-covid.tphcm.gov.vn. Các cơ sở sản xuất, kinh doanh, dịch vụ phải thực hiện quét mã QR (trên điện thoại di động thông minh hoặc được in trên giấy) của toàn bộ người đến liên hệ công tác, làm việc, giao dịch; sử dụng ứng dụng của Thành phố (hoặc ứng dụng PC-COVID) để kiểm soát và tổ chức hoạt động.

- Chủ doanh nghiệp, hộ kinh doanh ký Bảng cam kết với Ban chỉ đạo phòng, chống dịch Covid-19 quận về đảm bảo thực hiện các điều kiện hoạt động sản xuất, kinh doanh.

- Doanh nghiệp, hợp tác xã phải gắn camera giám sát việc thực hiện quét mã QR tại cửa vào/ra và kết nối về Trung tâm Kiểm soát phòng chống dịch Covid-19 và phục hồi kinh tế Quận 7.

- Khuyến khích hộ kinh doanh gắn camera giám sát việc thực hiện quét mã QR tại cửa vào/ra và kết nối về Trung tâm Kiểm soát phòng chống dịch Covid-19 và phục hồi kinh tế Quận 7.

- Doanh nghiệp, hợp tác xã, hộ kinh doanh phải treo biển “Doanh nghiệp Xanh”, “Hợp tác xã Xanh”, “Hộ kinh doanh Xanh” sau khi được Đoàn/Tổ kiểm tra liên ngành kiểm tra đơn vị thực hiện đúng và đầy đủ các điều kiện hoạt động nêu trên.

- Đối với việc thí điểm dịch vụ ăn uống được cơ quan nhà nước có thẩm quyền cho phép phục vụ tại chỗ (thực hiện khi UBND Thành phố đồng ý): ngoài các tiêu chí trên còn phải đảm bảo các tiêu chí: chỉ phục vụ cùng lúc tối đa 30% công suất nhưng không quá 20 người trong cùng 01 thời điểm; mỗi bàn chỉ phục vụ 01 khách và khách hàng phải tiêm đủ liều vắc xin theo quy định của Bộ Y tế hoặc đã khỏi bệnh Covid-19 dưới 06 tháng; diện tích kinh doanh tối thiểu 150m2; không sử dụng máy lạnh; ưu tiên khu vực ngoài trời, thoáng khí; có gắn camera giám sát và kết nối về Trung tâm Kiểm soát phòng chống dịch Covid-19 và phục hồi kinh tế Quận 7.

5. Triển khai các giải pháp hỗ trợ phục hồi kinh tế:

- Hỗ trợ về tín dụng và hỗ trợ tổ chức sản xuất, kinh doanh, giảm chi phí và chăm lo đời sống người lao động.

- Ứng dụng khoa học công nghệ trong quản lý hoạt động sản xuất, kinh doanh.

IV. PHÂN CÔNG THỰC HIỆN

1. Giao Chủ tịch UBND 10 phường:

- Chịu trách nhiệm thành lập Tổ kiểm tra liên ngành thường xuyên, đột xuất kiểm tra, giám sát công tác phòng, chống dịch tại các hộ kinh doanh hoạt động trên địa bàn, xử lý nghiêm đối với những trường hợp vi phạm.

- Tuyên truyền đến các doanh nghiệp, hợp tác xã, hộ kinh doanh trên địa bàn về các điều kiện, ngành nghề được hoạt động, ứng dụng công nghệ thông tin trong khôi phục sản xuất kinh doanh an toàn.

- Tuyên truyền, yêu cầu người dân thực hiện nghiêm thông điệp 5K (Khẩu trang - Khoảng cách - Khai báo y tế - Khử khuẩn - Không tụ tập đông người); luôn nêu cao tinh thần cảnh giác, chủ động, linh hoạt và động viên người thân cùng gia đình tự bảo vệ, chăm sóc sức khỏe và sống an toàn; quét mã QR (trên điện thoại di động thông minh hoặc được in trên giấy) khi đến liên hệ công tác, làm việc, giao dịch tại điểm đến (cơ quan, công sở, cơ sở khám chữa bệnh, nhà hàng, quán ăn, trung tâm thương mại, siêu thị, chợ, công ty, nhà máy,...).

2. Giao Trưởng phòng Kinh tế:

- Chủ trì, phối hợp phòng ban, đơn vị có liên quan hỗ trợ các doanh nghiệp thuộc lĩnh vực do đơn vị quản lý; tham gia các Đoàn kiểm tra liên ngành kiểm tra, giám sát công tác phòng, chống dịch tại các doanh nghiệp trên địa bàn quận.

- Xây dựng phương án thí điểm khôi phục hoạt động chợ truyền thống (chú ý các tiêu chí của thương nhân, các mặt hàng kinh doanh (có lộ trình), nguồn gốc hàng hóa, việc kiểm soát người đi chợ đảm bảo công tác phòng chống dịch,...).

- Thường xuyên theo dõi, nắm bắt tình hình hoạt động của các doanh nghiệp sản xuất, kinh doanh trên địa bàn; chủ động phối hợp với các phòng, ban, đơn vị kịp thời hỗ trợ, tháo gỡ khó khăn cho doanh nghiệp trong quá trình hoạt động.

3. Giao Trưởng phòng Y tế:

- Tổng hợp danh sách các Tổ An toàn, phòng chống dịch Covid-19 (đối với doanh nghiệp, hợp tác xã); Tổ tự quản về y tế (đối với những hộ kinh doanh có từ 05 lao động).

- Tổ chức tập huấn hoặc xây dựng clip hướng dẫn công tác phòng, chống dịch Covid-19 cho các Tổ An toàn phòng, chống dịch Covid-19 và Tổ Tự quản về y tế.

- Hướng dẫn về điều kiện đảm bảo phòng chống dịch khi khôi phục hoạt động sản xuất kinh doanh đối với doanh nghiệp, hộ kinh doanh và người lao động tham gia sản xuất, kinh doanh;

- Hướng dẫn và xử lý việc cách ly y tế đối với các trường hợp F0 trong quá trình sản xuất của các doanh nghiệp và hướng dẫn doanh nghiệp thành lập “Tổ an toàn phòng chống dịch Covid” nhằm chủ động chăm sóc sức khỏe ban đầu cho người lao động tại doanh nghiệp.

4. Giao Trưởng phòng Tài nguyên và Môi trường:

Chủ trì, phối hợp phòng ban, đơn vị có liên quan hỗ trợ các doanh nghiệp thuộc lĩnh vực do đơn vị quản lý; tham gia các Đoàn kiểm tra liên ngành kiểm tra, giám sát công tác phòng, chống dịch tại các doanh nghiệp trên địa bàn quận.

5. Giao Trưởng phòng Quản lý đô thị:

6. Giao Trưởng phòng Lao động thương binh và xã hội:

- Hỗ trợ các doanh nghiệp đang hoạt động thuộc lĩnh vực do đơn vị đang quản lý.

- Phối hợp UBND 10 phường trong công tác hỗ trợ chăm lo cho các đối tượng như: công nhân, người lao động gặp khó khăn do tác động của dịch Covid-19.

7. Giao Chánh Văn phòng UBND Quận:

- Tổ chức vận hành ứng dụng công nghệ thông tin trong phục hồi sản xuất kinh doanh.

- Truy xuất danh sách doanh nghiệp, hợp tác xã đăng ký mã QR tại địa chỉ http://antoan-covid.tphcm.gov.vn và chuyển các Đoàn kiểm tra liên ngành của quận để tiến hành kiểm tra, giám sát.

- Truy xuất danh sách hộ kinh doanh đăng ký mã QR tại địa chỉ http://antoan-covid.tphcm.gov.vn và chuyển Ủy ban nhân dân phường tiến hành kiểm tra, giám sát.

8. Giao Trưởng phòng Văn hóa thông tin:

- Xây dựng, tổ chức tuyên truyền về các điều kiện, ngành nghề được hoạt động, ứng dụng công nghệ thông tin trong khôi phục sản xuất kinh doanh an toàn.

- Chủ trì, phối hợp phòng ban, đơn vị có liên quan hỗ trợ các doanh nghiệp thuộc lĩnh vực do đơn vị quản lý; tham gia các Đoàn kiểm tra liên ngành kiểm tra giám sát công tác phòng, chống dịch tại các doanh nghiệp trên địa bàn quận.

- Xây dựng và định dạng file “Doanh nghiệp Xanh”, “Hợp tác xã Xanh”, “Hộ kinh doanh Xanh” để chuyển cho các đơn vị kinh doanh sau khi được kiểm tra đã thực hiện đúng và đầy đủ các điều kiện hoạt động nêu trên.

9. Giao Trưởng phòng Tài chính Kế hoạch:

- Tham mưu Ủy ban nhân dân Quận dự trù nguồn kinh phí thực hiện của kế hoạch.

- Chủ trì phối hợp với các đơn vị liên quan theo dõi tình hình giá cả thị trường, tổ chức kiểm tra, xử lý và báo cáo Sở Tài chính, Sở Công Thương các trường hợp biến động giá trong giai đoạn hiện nay; tham gia các Đoàn kiểm tra liên ngành kiểm tra, giám sát công tác phòng, chống dịch tại các doanh nghiệp trên địa bàn quận.

10. Giao Trưởng phòng Nội vụ:

Tham mưu Ủy ban nhân dân Quận ban hành Quyết định thành lập các Đoàn kiểm tra liên ngành kiểm tra, giám sát công tác phòng, chống dịch tại các doanh nghiệp, hợp tác xã trên địa bàn quận.

11. Giao Trưởng phòng Tư pháp:

- Tham mưu Ủy ban nhân dân quận các hướng dẫn việc xử lý vi phạm doanh nghiệp, hợp tác xã, hộ kinh doanh khi vi phạm các điều kiện phòng, chống dịch.

12. Đề nghị Chi cục Trưởng Chi cục thuế khu vực Quận 7 - Huyện Nhà Bè:

Triển khai các chính sách miễn, giảm thuế để hỗ trợ doanh nghiệp, hộ kinh doanh hoạt động sau dịch.

13. Đề nghị Đội trưởng Đội quản lý thị trường số 7 - Cục Quản lý Thị trường TP HCM:

Tăng cường tổ chức kiểm tra, kiểm soát thường xuyên, liên tục địa bàn để phát hiện và xử lý kịp thời các hành vi buôn lậu, mua bán hàng gian, hàng giả,... có biện pháp kiểm tra hoạt động phân phối, thu mua hàng hóa nhất là các mặt hàng nông sản, thực phẩm thiết yếu. Tránh tình trạng đầu cơ, găm hàng gây xáo trộn thị trường, không để xảy ra tình trạng thiếu hàng, tăng giá đột biến trên địa bàn.

14. Đề nghị các doanh nghiệp trên địa bàn quận:

- Xây dựng kế hoạch và tổ chức thực hiện tốt các quy định tại đơn vị mình theo điều kiện hoạt động được nêu tại Mục 3, Phần III của kế hoạch này, gắn với việc thực hiện nghiêm quy định tại Bộ tiêu chí đánh giá an toàn phòng, chống dịch theo lĩnh vực hoạt động của đơn vị.

- Gửi danh sách các Tổ An toàn, phòng chống dịch Covid-19 (đối với doanh nghiệp, hợp tác xã); Tổ tự quản về y tế (đối với những hộ kinh doanh có từ 05 lao động) về phòng Y tế và liên hệ phòng Y tế để được hướng dẫn các biện pháp phòng, chống dịch Covid-19 theo quy định của ngành y tế.

- Tổ chức treo bảng “Doanh nghiệp Xanh”, “Hợp tác xã Xanh”, “Hộ kinh doanh Xanh” theo file định dạng (theo loại hình hoạt động) sau khi Đoàn/Tổ kiểm tra liên ngành đánh giá đơn vị đã thực hiện đúng và đầy đủ các điều kiện hoạt động nêu trên.

Trên đây là Kế hoạch tiếp tục khôi phục, phát triển hoạt động sản xuất, kinh doanh an toàn trong diều kiện phòng, chống dịch Covid-19 từ ngày 01 tháng 10 năm 2021, Ủy ban nhân dân Quận 7 đề nghị các đơn vị có liên quan nghiêm túc triển khai thực hiện./.

PLAN

On continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 01, 2021

___________

Pursuant to Resolution No. 105/NQ-CP dated September 9, 2021 of the Government on supporting enterprises, cooperatives and business households in the context of the COVID-19 pandemic;

Pursuant to Directive No. 18/CT-UBND dated September 30, 2021 of the People's Committee of Ho Chi Minh City on continuing to implement and adjust measures to prevent and control the COVID-19 pandemic as well as to recover and boost the socio-economic development of Ho Chi Minh City;

The People's Committee of District 7 formulates a plan on continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 1, 2021, as follows:

I. OBJECTIVES:

1. To gradually resume and develop production and business activities of enterprises, cooperatives and business households in a flexible and effective manner, in association with ensuring safety for the prevention and control of the COVID-19 pandemic; to realize the plan step by step in a cautious, strict and secure manner with the motto "Safety is the top priority", "Safety must be ensure before resuming business activities, and the business activities must ensure safety after being resumed".

2. To strengthen the use of information technology in preventing and controlling the COVID-19 pandemic and promoting administrative reforms, creating all favorable conditions for people and enterprises; to effectively carry out administrative procedures for people and enterprises without unnecessary procedures.

3. To promptly implement all supportive policies of the Central and municipal government for enterprises, cooperatives and business households facing difficulties due to the impact of the COVID-19 pandemic.

4. To support and promptly remove difficulties, obstacles and bottlenecks hindering production and business activities, to minimize the number of enterprises, cooperatives and business households that are suspended or dissolved, or go bankrupt due to the impact of the COVID-19 pandemic.

II. ASSESSMENTS OF THE TRIAL PHASE:

- Pursuant to Plan No. 73/KH-BCD dated September 15, 2021 of the District 7 Steering Committee for COVID-19 Prevention and Control on resuming and developing safe production and business activities in the context of COVID-19 prevention and control from September 16, 2021 to September 30, 2021, the People's Committee of District 7 established 04 working groups to assess the conditions and criteria for operation in the new normal period. The People’s Committee of District 7 has selected and assessed 150 units (80 business households and 70 enterprises, with 2,290 employees in total; operating in the following industries: pharmaceutical enterprises (pharmacies); gas stores; gasoline stations; food and foodstuffs (supermarkets, convenience stores) and food services (takeaways)) that are allowed to conduct business activities on a trial basis but must ensure the operational criteria as required in the plan.

- After 15 days of conducting business activities on a trial basis (from September 16 to September 30, 2021):

+ Outside the export processing zones: 438 units have resumed their operations (Enterprises: 278, Business households: 160), with 3,996 employees.

+ In the export processing zones: 112 enterprises have resumed their operations, with 15,418 employees.

- Since September 16, 2021, 02 F0 cases have been recorded at the enterprises with over 21,472 employees in total, accounting for 0.009%.

- People and enterprises are excited when the authorities of Ho Chi Minh City and District 7 allowed the reopening of some business activities; As employees have been fully vaccinated against the COVID-19 pandemic, they feel secure to participate in production and business activities while strictly following regulations on the prevention and control of COVID-19 pandemic of the health sector.

III. CONTENTS AND SOLUTIONS FOR ECONOMIC RECOVERY

1. Types of production and business activities that shall be allowed to resume:

1.1. Medical examination and treatment facilities, establishments trading in pharmaceuticals, cosmetics, medical supplies, biological products, and equipment:

- Group 1: Hospitals, polyclinics, specialized clinics

+ General and specialized hospitals.

+ Polyclinics.

+ Types of specialized clinics (including laboratories, imaging rooms, X-ray rooms, and traditional medicine facilities).

+ Family medicine clinics.

+ Maternity homes.

- Group 2: Medical service providers:

+ Providers of injection, dressing change, pulse counting, temperature measurement, and blood pressure measurement services.

+ Providers of at-home healthcare services.

+ Providers of emergency services, transport of patients domestically and abroad.

+ Providers of medical glasses services.

+ Providers of denture-making services (public dental services).

- Group 3: Establishments trading in pharmaceuticals, cosmetics, medical supplies, biological products, and equipment.

1.2. Production, trading, business activities and services that are allowed to resume:

- Enterprises, production and business establishments in export processing zones and production establishments in the district.

- Enterprises, business households, cooperatives, cooperative groups, households producing and trading in agriculture, forestry, fishery, salt production; providers of agricultural production support services, veterinary facilities, veterinary practitioners.

- Traffic and construction works.

- Enterprises and establishments providing services, including:

+ Suppliers of food and foodstuffs; medicines; petroleum; electricity; water; fuel, repair services; waste collection, transportation and treatment; postal and telecommunication services; buying, selling, repairing and maintaining vehicles, machinery, civil and industrial equipment; real estate investment and trading; management, operation, maintenance, repair and rescue services for infrastructure systems and facilities of agencies, buildings and apartments.

+ Public services; security guard services; road tolls; construction consultancy services; environmental sanitation services; environmental monitoring and treatment services; job placement services; car wash services; utilities such as water supply and drainage, parks, trees, technical and transportation infrastructure.

+ Postal services and telecommunications; press, publishing, printing, calendar production services; electronic commercial activities via online order and delivery services; bookstores, office equipment providers; book streets; libraries, galleries, art exhibitions, photography services; school supplies and tools; information technology services; informatics equipment providers; electronics shops; eyewear stores; fashion and apparel stores; and jewelers.

+ Warehouses, zones for gathering and transshipment of goods, providers of support services for transporting, exporting and importing goods.

- Commercial centers, supermarkets, mini supermarkets; convenience stores, grocery stores; traditional markets; food service providers (only selling takeaways; restaurants in accommodations, resorts, tourist attractions shall only serve the guests staying in or visiting such places, shall not serve buffets).

- Hairdressing, fitness and sports establishments (gym, yoga, etc.) are allowed to operate at maximum 50% of their capacity and no more than 10 people at the same time.

- Operations of representative offices and branches of foreign traders in the district.

- Credit institutions, foreign bank branches, treasuries, providers of services directly related to credit activities, foreign bank branches, and logistics; support services for people and enterprises (notary, lawyer, property auction, valuation, audit, financial services, insurance, foreign currency collection and exchange, bailiff, commercial arbitration, commercial mediation, legal assistance and other consultancy activities to support enterprises, judicial expertise, asset management - liquidation, registration, secured transaction registration, land registration), securities services; pawn services.

- Trade promotion activities, including fairs, exhibitions, conferences, consumption promotion events:

+ Indoor: Gatherings of no more than 10 people are allowed; If at least 90% of participants have been fully vaccinated or recovered from the COVID-19 disease, gatherings of no more than 60 people are allowed.

+ Outdoor: Gatherings of no more than 15 people are allowed; If at least 90% of participants have been fully vaccinated or recovered from the COVID-19 disease, gatherings of no more than 90 people are allowed.

1.3. Hospitality facilities, resorts, hotels, motels, tourist attractions are allowed to operate at no more than 50% of their capacity provided that the tourists have been fully vaccinated, recovered from the COVID-19, or tested negative for SAR-CoV-2 within 72 hours.

1.4. Other cases must be permitted by the competent authorities.

2. Production and business activities continue to be suspended:

2.1. Business activities and services: bars, beer clubs, pubs, spas, massage services, beauty services, on-site food services, cinemas, circuses, discotheques, karaoke services, video game facilities.

2.2. Spontaneous markets, street vendors, lottery vendors.

2.3. Other activities, except those permitted in Section 1, Part III of this plan.

3. Operational conditions:

Enterprises, production and business establishments shall only be allowed to operate when:

- Satisfying the set of criteria for assessing the safety in terms of the COVID-19 pandemic prevention and control applicable to their respective fields.

- All people involved in production and business activities (owners and employees) have been fully vaccinated as prescribed by the Ministry of Health or have recovered from the COVID-19 for no more than 6 months.

- Setting up COVID-19 Safety Teams to prevent and control the pandemic (for enterprises and cooperatives); Self-managed Health Groups (for business households with 05 employees or more). All enterprises and business households must assign health staff to connect with the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery (via the District Health Division).

- Carrying out screening tests for all employees with suspected symptoms of COVID-19 such as cough, fever, shortness of breath, etc. or those who have relevant epidemiological factors.

- Conducting periodic tests for employees in line with Official Dispatch No. 8228/BYT-MT dated September 30, 2021 of the Ministry of Health providing guidelines for conducting SARS-CoV-2 tests at production and business establishments.

- Registering QR codes at http://antoan-covid.tphcm.gov.vn. Production and business establishments and service providers must scan QR codes (on mobile phones or printed on paper) of all people who visit, work or transact at the establishments; use the city's app (or PC-COVID app) in managing and organizing their activities.

- Owners of enterprises and business households shall sign written commitments with the District Steering Committee for COVID-19 Prevention and Control on satisfy the operational conditions for resuming production and business activities.

- Enterprises and cooperatives must install surveillance cameras to supervise the scanning of QR codes at the entrances/exits, which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

- Business households are encouraged to install surveillance cameras to supervise the scanning of QR codes at the entrances/exits, which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

- Enterprises, cooperatives and business households must hang the signs "Green Enterprise", "Green Cooperative", "Green Business Household" after being inspected and confirmed by the interdisciplinary inspection delegations/teams that they properly satisfy all abovementioned operational conditions.

- In addition to the above conditions, establishments that are allowed by competent State agencies to provide on-site food services (with the approval of the City People’s Committee) must also satisfy the following conditions: only serving no more than 30% of their capacity and no more than 20 people at the same time; one table is for only 1 customer, and the customers must have been fully vaccinated as prescribed by the Ministry of Health or have recovered from COVID-19 for under 6 months; the areas in use of the establishments must be at least 150 m2; air conditioning is not allowed; prioritizing serving customers in open spaces or well-ventilated areas; installing surveillance cameras which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

5. Deployment of solutions to support economic recovery:

- Supporting credits and organization of production and business, reducing costs and taking care of employees’ lives.

- Applying scientific and technological advances in managing production and business activities.

IV. ASSIGNMENT OF IMPLEMENTATION

1. The Chairpersons of People's Committees of 10 wards in the district are assigned to:

- Establish interdisciplinary inspection teams to regularly or irregularly inspect and supervise the pandemic prevention and control at business households located in the areas, and strictly handle violations.

- Disseminate information to enterprises, cooperatives and business households located in the areas about the conditions and activities to be allowed as well as requesting them to apply information technology in restoring safe production and business.

- Mobilize and request people to strictly follow the 5K message (in Vetnamese) (Khau trang (Facemask) - Khu khuan (Disinfection) - Khoang cach (Distance) - Khong tu tap (No gathering) - Khai bao y te (Health declaration)); always uphold their spirit of vigilance, initiative and flexibility while encouraging their relatives and families to protect themselves, take care of their health; and scan QR codes (on mobile phones or printed on paper) when visiting, working, or transacting at the establishments (agencies, offices, medical examination and treatment facilities, restaurants, cafeterias, commercial centers, supermarkets, markets, companies, factories, etc.).

2. The Head of the Economic Division is assigned to:

- Assume the prime responsibility for, and coordinate with relevant divisions and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control of enterprises located in the district.

- Develop a plan to restore operations of traditional markets on a trial basis (focusing on formulating the criteria for traders and goods (with a roadmap), origin of goods, control of market-goers in order to prevent the pandemic, etc.).

- Regularly monitor and grasp information related to the production and business activities of enterprises in the locality; proactively coordinate with departments, agencies and units to promptly support and remove difficulties for enterprises in the course of their operations.

3. The Head of Health Division is assigned to:

- Compile a list of COVID-19 Safety Teams (of enterprises and cooperatives); Self-managed Health Groups (of business households with 05 employees or more).

- Organize training courses or make videos to guide the COVID-19 pandemic prevention and control for the COVID-19 Safety Teams and Self-managed Health Groups.

- Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

- Guide the implementation of conditions on the pandemic prevention and control for enterprises, business households and related employees when restoring production and business activities;

- Guide and quarantine F0 cases recorded at enterprises as well as guide the enterprises to set up “COVID-19 Safety Teams" to initially take care of the health for employees at the enterprises.

4. The Head of Natural Resources and Environment Division is assigned to:

Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

5. The Head of Urban Management Division is assigned to:

6. The Head of the Division of Labor, Invalids and Social Affairs is assigned to:

- Support enterprises under their management.

- Coordinate with People's Committees of 10 wards in supporting and taking care of people such as workers or employees facing difficulties due to the impact of the COVID-19 pandemic.

7. The Chief of the District People's Committee Office is assigned to:

- Organize the application of information technology in restoring production and business activities.

- Retrieve the list of enterprises and cooperatives registered for QR codes at http://antoan-covid.tphcm.gov.vn and transfer it to the district's interdisciplinary inspection teams for inspection and supervision.

- Retrieve the list of business households registered for QR codes at http://antoan-covid.tphcm.gov.vn and transfer it to the People's Committees of the wards for inspection and supervision.

8. The Head of the Culture and Information Division is assigned to:

- Develop and organize the dissemination of the conditions and activities to be allowed, and apply information technology in restoring safe production and business activities.

- Design the format of the signs "Green Enterprise", "Green Cooperative", "Green Business Household" and ask the business establishments to make the signs in the right format and hang them after being inspected and confirmed that they properly satisfy all the above-mentioned operational conditions.

9. The Head of Finance and Planning Division is assigned to:

- Advise the District People's Committee to estimate the budget for implementing this plan.

- Assume the prime responsibility for, and coordinate with relevant units in monitoring the market prices, inspect and handle cases of price fluctuations in the current period, and report the results to the Department of Finance and the Department of Industry and Trade; participate in interdisciplinary inspection delegations to inspect and supervise pandemic the prevention and control at enterprises located in the district.

10. The Head of Internal Affairs Division is assigned to:

Advise the District People's Committee to issue the Decision on the establishment of interdisciplinary inspection delegations to inspect and supervise pandemic the prevention and control at enterprises located in the district.

11. The Head of Justice Division is assigned to:

- Advise the District People's Committee on guiding the handling of violations committed by enterprises, cooperatives and business households against the conditions for pandemic prevention and control.

12. The Director of the Regional Tax Sub-Department of District 7 - Nha Be District is requested to:

Implement tax exemption and reduction policies to support enterprises and business households to restore their operations after the pandemic.

13. The Leader of the Market Surveillance Team No. 7 under the Ho Chi Minh City Market Surveillance Department is requested to:

Regularly and constantly inspect and control the to detect and promptly handle acts of smuggling, trading in counterfeit goods and contrabands, etc. and take measures to inspect the distribution and purchase of goods, especially agricultural products and essential foods. Prevent the speculation and hoarding of goods that disturb the market as well as the shortage of goods and sudden increase in prices in the locality.

14. Enterprises located in the district are requested to:

- Work out plans and well implement the regulations at their establishments in line with the operational conditions mentioned in Section 3, Part III of this plan, while strictly following the criteria for assessing the safety in terms of pandemic prevention and control in their operational fields.

- Send their lists of COVID-19 Safety Teams (of enterprises and cooperatives); Self-managed Health Groups (of business households with 5 employees or more) to the District Health Division, and ask the District Health Division for instructions on implementing measures to prevent and control the COVID-19 pandemic as provided by the health sector.

- Hang the signs "Green Enterprise", "Green Cooperative", "Green Business Household" (based on their types of business) after the interdisciplinary inspection delegations/teams have inspected and confirmed that the establishments properly satisfy all abovementioned operational conditions.

The abovementioned plan is the plan on continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 1, 2021 which the People's Committee of District 7 requests all relevant agencies and units to seriously implement.
