DIRECTIVE

On imposition of social distancing measure in the City for COVID-19 pandemic prevention and control

In the face of the complicated development of the pandemic in the capital and other localities, along with the fast, complicated and dangerous spread of the Delta strain, in recent days, Hanoi has recorded newly infected cases in the community in which sources of infection have not yet been identified, showing the high risk of pandemic spreading in the locality if strong measures are not promptly taken. In the spirit of thoroughly grasping the directions and viewpoints of the Politburo, the Secretariat, the Government, the Prime Minister and the National Steering Committee for COVID-19 Prevention and Control and conclusions given in the meeting of the municipal Party Standing Committee on July 23, 2021, in order to ensure the capital safety and health of the people, the Chairman of the People's Committee of the City issues the Directive on imposition of the social distancing measure on the principle provided in the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 as follows:

1. Social distancing shall be imposed within 15 days from 6:00 on July 24, 2021 in the entire City on the principle that each family, neighborhood, village, commune - ward, urban - rural district, city and province shall be isolated from one another; and essential service business establishments, workshops and factories must ensure safety in pandemic prevention and control in accordance with regulations.

All political systems and authorities at all levels shall identify the anti-pandemic tasks as the top priority; stop all non-urgent activities and meetings; in case of necessity, online meetings should be held; inspect and supervise the timely and effective implementation of this Directive and strictly handle violations.

The City, Departments, agencies and the People's Committees of districts, towns and communes shall publish their hotlines for pandemic prevention and control for the people to contact; organize 24/7 on-duty to timely handle urgent issues in any situation.

Political and foreign affair activities at the State level in the locality shall be carried out according to the approval of the competent authority and in conformity with the regulations on the prevention and fight against pandemic.

2. Requirements for citizens

Citizens are requested to stay at home, only leave home in case of really necessary, such as buying foods, foodstuffs, medicines, medical emergencies, medical examination and treatment, vaccination and other emergency cases; official duties, working at agencies, offices, factories, production establishments, establishments trading or providing essential goods or services, which are permitted to operate. Gatherings of more than 02 people in public places or outside of offices and hospitals shall be banned, and a minimum distance of 02 meters between two people shall be maintained.

They also are requested to make daily health declaration on the website www.tokhaiyte.vn or Ncovi, Bluezone apps. Immediately contact local authorities and health facilities when showing symptoms of fever, cough, dyspnea, loss of taste, etc.

Anyone moving to the City for official duties, pandemic prevention, production must make health declaration and comply with medical surveillance and quarantine measures as prescribed by the City.

To deeply grasp the spirit of the Prime Minister’s directions: “every citizen is a fighter; each family is a fortress against the pandemic". At this time, the awareness and responsibility of each citizen play an extremely important role in controlling and preventing the pandemic, together with the community and authorities at all levels.

 Citizens are requested to calm down, trust and support anti-pandemic measures. The City directed to prepare adequate food, foodstuffs, necessities, therefore all citizens should not store goods. It is not necessary to leave home at this time because there is a high risk of infection in the community. At the same time, households, management boards of apartment buildings, factories and production establishments are requested to intensify the inspection of electric equipment and fire-fighting equipment to prevent electricity incidents and fire or explosion.

3. Requirements to be satisfied by trading and service providers

Trading and service providers shall be closed or suspended from operation, except shopping malls, supermarkets, convenience stores, mini supermarkets, grocery shops, florist, greengrocer’s shops and agro-food business chains in areas where essential commodities are sold, ensuring to provide sufficient necessities for citizens in localities; stores selling drugs, medical equipment and consumables for medical examination and treatment and pandemic prevention and control; and health care service establishments, banks, treasuries, service providers directly related to banking activities and business assistance (such as public notaries, lawyers, registry and security transaction registration, etc.), securities, post and telecommunications, services supporting transportation, export and import of goods, detoxification establishments and social protection establishments. Funeral is only allowed to be held within the family, with the maximum number of attendees of 20; funeral visitation is not allowed.

Establishments licensed to provide services and essential goods must satisfy prescribed anti-pandemic conditions and their owners shall ensure safety for employees and the community; they also are required to take measures to control people coming to purchase/use their services and require them to make health declaration with QR codes.

4. Requirements for urgent key factories, production establishments and construction works

4.1. Factories and production establishments outside industrial parks/clusters: must register their production activities with the People's Committees of communes, wards or townships (the number, lists of employees, plans to ensure safety in pandemic prevention and control, the time of production) and strictly observe regulations on pandemic prevention and control; and take responsibility before local authorities for their pandemic prevention and control.

4.2. Factories, workshops and production establishments in industrial parks/clusters

Chairpersons of People's Committees of districts and towns shall preside over and cooperate with Heads of Management Boards of Industrial Parks and Export Processing Zones located in Hanoi, Director of the Department of Industry and Trade in taking comprehensive responsibility for the implementation of pandemic prevention measures in the industrial parks/clusters in order to ensure the safety in pandemic prevention and control, to ensure the continuous production of goods; manage the places of residence of workers and employees in the industrial parks/clusters in the area.

Workshops, factories and production establishments in industrial parks/clusters shall work out plans on safe production of "3 on-site: on-site production, meal and rest" or "one road, two destinations" as approved by the People's Committees of districts and towns and strictly comply with the approved plans. To prepare plans and scenarios for maintenance of safe production in cases where the factories are under lockdown, isolation or used as an isolation places while maintaining production stabilization.

The People's Committees of districts and towns shall assume the prime responsibility and coordinate with the Fatherland Front, the grassroots labor federations and enterprise owners in regularly paying attention to and ensuring the sufficient provision of necessities for workers.

4.3. Regarding urgent key construction works: The Department of Transport and the Department of Construction shall cooperate with relevant units in requesting the Municipal People's Committee to consider to allow such urgent key construction works to be built to ensure the construction schedule but must satisfy the requirements for pandemic prevention and control.

5. Requirements for agencies, offices, enterprises and corporations

Agencies, offices, companies, enterprises and corporations (except for urgent and important political and foreign affair activities permitted by competent agencies; forces and activities in service of pandemic prevention and control) shall allow cadres, civil servants and public employees to use information technology to work from home; only cases of absolutely necessity, such as performing combat duties or standing agency watches, providing essential goods and services, processing confidential documents and other necessary tasks as required, shall be allowed to work at office. Heads of above-mentioned agencies and units shall take responsibility for their employees’ infection due to the failure to strictly comply with regulations on pandemic prevention and control.

6. Requirements for transport

Passenger transportation by road (using cars) or waterway such as buses, taxies, contract vehicles, tourist cars, inter-provincial passenger vehicles, river-crossing passenger terminals and public passenger transportation inland wharves s, public passenger transportation by motorbikes (including app-based and traditional motorcycle taxis) shall be halted; except for the services of pandemic prevention and control, diplomacy, transport of workers and experts.

The transport of goods must ensure the pandemic prevention and control requirements as guided by the Department of Transport (essential goods are prioritized for transportation into the City).

7. For trading and supply of essential goods and raw materials and fuels for production

To enhance the exploitation of sources of goods and ensure the smooth traffic in order to sufficiently and punctually supply the essential goods for the people as well as the raw materials and fuels for the continuous production.

8. Municipal Command, departments, sectors and localities

To establish the Municipal Command located at the Municipal People's Committee to direct the pandemic prevention and control through the 24/7 online supervision system and the information and reporting regime.

The Municipal Command shall be comprehensively directed by the Chairman of the Municipal People's Committee; Vice Chairmen of Municipal People's Committee shall direct and manage by sector, field and assigned tasks.

Directors of Departments, Chairpersons of People's Committees of districts and towns; communes, wards and townships shall establish and direct the Commands in their respective fields and localities to direct the pandemic prevention and control and organize the implementation of this Directive and timely and fully report to the Municipal Command according to regulations.

The Commands at all levels, agencies and localities shall send the issued plans for implementation of this Directive and assign members, focal points and report to the Municipal Command before 12:00 on July 24, 2021.

9. Information and reporting regime

The Heads and Directors of the departments, agencies and sectors of the City; the Chairpersons of the People's Committees of districts, towns, communes, wards and townships shall be responsible for daily reporting according to 3 time frames: 6:00; 12:00; 18:00 and irregular reports.

The Propaganda Department of Municipal Party Committee is requested to cooperate with the Department of Information and Communications in actively advising and sending reports to the Deputy Secretary of the Municipal Party Committee in directing the entire dissemination of information, statements and provision of relevant information for press agencies, organizing and directing the implementation of this Directive as assigned by the Municipal Party Standing Committee.

10. Directors, heads of departments, agencies and sectors of the City shall promptly formulate plans to implement and guide the implementation of this Directive in accordance with the requirements and assigned tasks, report them to the Vice Chairman of the Municipal People's Committee who is in charge of approval and direction of implementation before 10:00 on July 24, 2021.

10.1. The Health Department:

- Organize epidemiological surveys and testing to take samples in the shortest time to promptly zone off and stamp out the pandemic.

- Direct, conduct medical separation and ensure the absolute safety of pandemic prevention and control at the medical examination and treatment establishments in the City.

- Preside over and cooperate with the People's Committees of districts and towns in reviewing, adjusting and deploying the vaccination under the plan in according to the pandemic development.

- Provide sufficient medical equipment for tests and be ready to run the test on a large scale; cooperate with central and sectoral hospitals in the City in order to increase the testing capacity in all levels.

- Coordinate with the Capital High Command and the Department of Construction to activate the plans to expand centralized quarantine establishments for F1 cases and other cases as directed by the Municipal People's Committee; establish field hospitals to receive and treat mild and asymptomatic patients; assign hospitals to receive and treat serious patients.

- Guide districts and towns in implementing the COVID-19 vaccination strategy, ensuring the publicity, transparency, safety in vaccination and safety in pandemic prevention and control.

10.2. Municipal Police Department:

- Assume the prime responsibility for, and coordinate with the Department of Transport in, maintaining checkpoints in order to supervise the observance of anti-pandemic measures according to the principles mentioned in Section 1; to supervise people and vehicles from other provinces to Hanoi; all cases of violation shall be strictly handled.

- Direct the Police Departments of districts, towns, communes, wards and townships to launch solutions for social distancing according to the direction of the City; cooperate with other functional forces to control the compliance with pandemic prevention and control measures in the area.

- Enhance the direction of the maintenance of security and order and crime prevention in the City; apply pandemic prevention measures in detention centers under the management of the police.

10.3. The Capital High Command:

- Coordinate with the medical forces to continue managing the concentrated quarantine areas in the area, separate quarantined people by time of quarantine with appropriate density, avoiding cross-infection in the quarantine area and community.

- Preside over and cooperate with the Department of Construction, the Department of Health, the Department of Finance and People's Committees of districts and towns in, establishing and arranging equipment for concentrated quarantine areas of the City to meet the quarantine capacity of50,000 persons.

- Organize and direct the army forces to take part in the pandemic prevention and control upon request, and cooperate with chemical army forces to carry out disinfection spraying when necessary.

10.4. The Department of Industry and Trade:

Assume the prime responsibility for ensuring the supply of food, foodstuffs, necessities and essential goods to serve the People; have reserve plans for cases of extending the social distancing period.

- Closely cooperate with provinces and cities in strengthening the connection between supply and demand, summarization and provision of information about essential goods and agricultural product sources to distributors, supermarkets, markets, and grocery stores in the City in order to organize the exploitation and reserve of goods for pandemic prevention and control.

- Make a list of vehicles and a schedule for transportation of essential goods and raw materials and fuels in service of production and send it to the Department of Transport for coordination in assuring uninterrupted traffic.

- Publish Lists of suppliers of goods, markets, supermarkets, convenience stores, mobile business locations (when put into use) that sell necessities.

- Inspect and supervise the observance of regulations on pandemic prevention and control in industrial production and business activities.

10.5. The Department of Transport:

- Reorganize transport activities to ensure the requirements set in this Directive.

- Coordinate with the Department of Industry and Trade, the Department of Health, Management Boards of industrial parks and export processing zones located in Hanoi, Municipal Police Department in formulating the plan for arranging "green lane" for vehicles transporting essential goods, workers, experts

- Coordinate with the Municipal Police Department to control at the quarantine checkpoints.

- A number of workers are allowed to continue the repair the expansion joints of the bridges and roads, ensuring that there are no more than 10 people in the construction site; workers must have enough labor protection, take measures to prevent pandemic during their working shifts.

10.6. The Department of Construction:

- Direct the temporary suspension of civil construction works in the area.

- Direct companies trading clean water and units providing environmental sanitation and drainage services to ensure to fully meet the people’s demand in the City.

- Preside over and cooperate with the Department of Health, the Department of Finance in reviewing and sending reports to the People's Committee of Hanoi City on the requisition of construction works that have not been put into use for the purpose of completing and supporting the pandemic prevention and control.

10.7. The Department of Agriculture and Rural Development shall direct and maintain the agricultural production, irrigation services for agricultural production, activities for raising livestock and poultry, aquaculture, harvesting of agricultural products, capacity to supply agricultural products for the City; ensure the safety for pandemic prevention and control such as wearing masks and keeping the minimum distance of 2 m from each person involved in the production.

10.8. The Department of Labor, Invalids and Social Affairs shall ensure social security for policy beneficiaries, the poor and unemployed people that do not have unemployment insurance according to the Decision No. 3642/QD-UBND dated July 21, 2021 of the Municipal People's Committee; cooperate with the Social Security of the City in ensuring unemployment insurance for workers. Strictly direct the prevention of COVID-19 pandemic in detoxification centers, social protection establishments, nursing centers for people with meritorious services.

10.9. The Department of Finance shall advise and propose funds for the COVID-19 pandemic prevention and control upon request.

10.10. The Department of Information and Communications shall cooperate with the Propaganda Department of the Municipal Party Committee to instruct press agencies to continue disseminating information about the COVID-19 pandemic prevention and control; disseminate and support the policies on protection of people's health; strictly handle cases of disseminating and posting information that causes confusion affecting the pandemic prevention and control in the City.

10.11. Management Boards of Industrial Parks and Export Processing Zones located in Hanoi

Direct enterprises in industrial parks to take measures to prevent and control the COVID-19 pandemic under the Prime Minister's direction.

Make a list of vehicles and schedule of transport of workers and experts working in industrial parks, and send it to the Department of Transport for traffic coordination.

11. Chairpersons of People's Committees of districts and towns shall promptly develop the Plans for implementation of this Directive in accordance with the requirements, tasks and reality of localities, report and consult members of the Municipal Party Standing Committee in charge of the area to review, direct the approval and implementation before 10:00 on July 24, 2021:

- Assume the prime responsibility for directing the implementation of social distancing measure in the area. Direct communes, wards and townships to develop the plans for implementation of this Directive and assign to inspect and monitor, and based on the actual situation in the locality to consider and set up the checkpoints to monitor the compliance with quarantine measure; ensuring security and order in the area.

- Actively make plans for supply and transport of necessities for blockaded areas.

- Comply with the 4 on-spot principle in the pandemic prevention and control in the locality. Cooperate with the Department of Industry and Trade in ensuring the provision of food, foodstuffs and necessities when necessary.

- Drastically and urgently apply measures to prevent and control the COVID-19 pandemic in the locality under the direction of the Municipal Party Committee, the People's Committee and the Municipal Steering Committee for cOVID-19 Prevention and Control, as well as the guidance of the Health sector and other Departments and sectors.

- Promptly review and thoroughly verify the people who have travelled to the pandemic areas, close contacts, people in close contact with close contacts, and other relevant cases in order to isolate, collect specimens as prescribed.

- Take measures to ensure social security and provide social welfare for policy beneficiaries, the poor and disadvantaged people, not letting anyone lacking of food or foodstuffs. Direct the organization of one-time pension payment for 2 months (August, September, 2021) and organize salary payment via ATM card or at home.

The Vietnamese Fatherland Front Committee of Hanoi City and the socio-political organizations of the City, Directors and Heads of Departments, sectors, mass organizations, agencies in the City; Chairpersons of People's Committees of districts, towns; communes, wards and townships, and relevant organizations, units and individuals are requested to strictly implement this Directive.

12. Ministries, Departments, branches, central agencies, embassies, diplomatic offices and international organizations in the City and concerned provincial/municipal People's Committees are requested to coordinate in implementing anti-pandemic measures mentioned in this Directive./.
