Thực hiện Nghị quyết số 11/NQ-CP ngày 30/01/2022 của Chính phủ về Chương trình phục hồi và phát triển kinh tế - xã hội; triển khai Nghị quyết số 43/2022/QH15 của Quốc hội về chính sách tài khóa, tiền tệ hỗ trợ Chương trình; Công điện số 513/CĐ-VPCP ngày 19/01/2022 của Văn phòng Chính phủ về việc xây dựng lộ trình mở cửa an toàn, khoa học, hiệu quả đón khách du lịch quốc tế; Thông báo số 28/TB-VPCP của Văn phòng Chính phủ về kết luận của Thủ tướng Chính phủ tại cuộc họp Ban Chỉ đạo quốc gia phòng chống dịch COVID-19 ngày 28/01/2022; trên cơ sở kết quả “Hội thảo thống nhất lộ trình, giải pháp mở cửa hoạt động du lịch quốc tế’’ do Bộ Văn hóa, Thể thao và Du lịch chủ trì tổ chức ngày 24/01/2022, Bộ Văn hóa, Thể thao và Du lịch đã xây dựng ‘‘Phương án mở cửa hoạt động du lịch đảm bảo an toàn, hiệu quả trong bối cảnh bình thường mới’’ và dự thảo Tờ trình Thủ tướng Chính phủ.

Bộ Văn hóa, Thể thao và Du lịch trân trọng đề nghị quý Bộ nghiên cứu, có ý kiến góp ý đối với dự thảo Phương án mở cửa hoạt động du lịch và Tờ trình (văn bản kèm theo) gửi về Bộ Văn hóa, Thể thao và Du lịch (qua Tổng cục Du lịch, địa chỉ: số 80 Quán Sứ, Hoàn Kiếm, Hà Nội. Tel: 0904157948 Email: minhque@vietnamtourism.gov.vn) trong ngày 14/02/2021 để kịp báo cáo Thủ tướng Chính phủ tại cuộc họp ngày 15/2/2022.

PHƯƠNG ÁN

MỞ CỬA HOẠT ĐỘNG DU LỊCH ĐẢM BẢO AN TOÀN, HIỆU QUẢ TRONG BỐI CẢNH BÌNH THƯỜNG MỚI

Thực hiện Nghị quyết số 11/NQ-CP ngày 30/01/2022 của Chính phủ về Chương trình phục hồi và phát triển kinh tế - xã hội; triển khai Nghị quyết số 43/2022/QH15 của Quốc hội về chính sách tài khóa, tiền tệ hỗ trợ Chương trình; chỉ đạo của Thủ tướng Chính phủ tại Công điện số 513/CĐ-VPCP ngày 19/01/2022 về việc xây dựng lộ trình mở cửa an toàn, khoa học, hiệu quả đón khách du lịch quốc tế; Thông báo số 28/TB-VPCP tại cuộc họp Ban Chỉ đạo quốc gia phòng chống dịch COVID-19 ngày 28/01/2022; trên cơ sở ý kiến của các Bộ, ngành (Bộ Y tế, Bộ Công an, Bộ Quốc phòng, Bộ Ngoại giao, Bộ Giao thông vận tải, Bộ Thông tin và Truyền thông), Bộ Văn hóa, Thể thao và Du lịch xây dựng Phương án mở cửa hoạt động du lịch đảm bảo an toàn, hiệu quả trong bối cảnh bình thường mới (sau đây gọi tắt là Phương án) với các nội dung chính như sau:

I. MỤC ĐÍCH, YÊU CẦU

1. Mục đích

- Khôi phục hoạt động du lịch trong bối cảnh bình thường mới với phương châm “thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19’’ theo đúng chỉ đạo của Chính phủ tại Nghị quyết số 128/NQ-CP ngày 11/10/2021.

- Quán triệt triển khai Nghị quyết số 11/NQ-CP ngày 30/01/2022 của Chính phủ về Chương trình phục hồi và phát triển kinh tế - xã hội và triển khai Nghị quyết số 43/2022/QH15 của Quốc hội về chính sách tài khóa, tiền tệ hỗ trợ Chương trình.

- Từng bước mở cửa hoạt động du lịch quốc tế sau thời gian triển khai chương trình thí điểm làm cơ sở để mở cửa hoàn toàn hoạt động du lịch quốc tế khi điều kiện an toàn cho phép.

- Xác định cụ thể trách nhiệm của các Bộ, ngành, địa phương trong việc triển khai Phương án, tạo sự thống nhất giữa các bên để phục hồi, phát triển du lịch thành ngành kinh tế mũi nhọn theo Nghị quyết số 08-NQ/TW ngày 16/01/2017 của Bộ Chính trị.

2. Yêu cầu

- Xác định cụ thể thời gian, đối tượng, yêu cầu mở cửa hoạt động du lịch.

- Hoạt động du lịch được mở lại sớm nhất có thể nhưng không ồ ạt, có tổ chức chặt chẽ và đảm bảo lộ trình, an toàn, khoa học, phù hợp, hiệu quả; không cầu toàn, không nóng vội và phải thực hiện đồng bộ, nhất quán.

- Sự vào cuộc đồng bộ, trách nhiệm, tích cực của các Bộ, ngành, địa phương trong việc triển khai Phương án đảm bảo an toàn, hiệu quả.

II. THỜI GIAN MỞ CỬA HOẠT ĐỘNG DU LỊCH

1. Từ nay đến 14/3/2022

Tiếp tục triển khai Chương trình thí điểm giai đoạn 2 đón khách du lịch quốc tế đến Việt Nam.

2. Từ 15/3/2022

Mở lại hoạt động du lịch quốc tế và nội địa trong bối cảnh bình thường mới bằng đường không, đường bộ, đường biển đảm bảo an toàn, phù hợp với thời gian triển khai Chương trình phục hồi và phát triển kinh tế - xã hội của Chính phủ.

Căn cứ tình hình, kết quả phòng chống dịch bệnh COVID-19 và đánh giá kết quả đón khách du lịch quốc tế trong các giai đoạn bình thường mới để mở cửa hoàn toàn hoạt động du lịch quốc tế và nội địa.

III. YÊU CẦU ĐẢM BẢO AN TOÀN MỞ CỬA HOẠT ĐỘNG DU LỊCH TRONG BỐI CẢNH BÌNH THƯỜNG MỚI

1. Đối với hoạt động du lịch quốc tế

a) Từ nay đến 14/3/2022: Quán triệt triển khai theo Hướng dẫn số…. về tạm thời thí điểm đón khách du lịch quốc tế đến Việt Nam do Bộ Văn hóa, Thể thao và Du lịch ban hành ngày…. tháng 02 năm 2022.

- Đối tượng: Người nước ngoài, người Việt Nam định cư ở nước ngoài, công dân Việt Nam được tham gia vào chương trình thí điểm đón khách du lịch quốc tế.

- Phạm vi: Thí điểm đón khách du lịch thông qua các chuyến bay thuê chuyến hoặc thương mại quốc tế thường lệ đến các địa phương đảm bảo bảo điều kiện đón khách.

- Yêu cầu đối với khách:

(1) Tham gia chương trình du lịch trọn gói của các doanh nghiệp kinh doanh dịch vụ lữ hành quốc tế, cơ sở kinh doanh dịch vụ được lựa chọn trong 3 hoặc 7 ngày đầu tiên (tùy theo điều kiện tiêm chủng vắc xin).

(2) Có chứng nhận tiêm đủ liều vắc xin phòng COVID-19 được cơ quan có thẩm quyền tại Việt Nam công nhận, liều cuối cùng tiêm trong thời gian ít nhất 14 ngày và không quá 12 tháng tính đến thời điểm xuất cảnh. Hoặc có chứng nhận đã khỏi bệnh COVID-19 hay các giấy tờ tương đương xác nhận đã khỏi bệnh Covid-19 do cơ quan có thẩm quyền tại nước điều trị cấp và được Việt Nam công nhận. Thời gian từ lúc xuất viện tính đến thời điểm xuất cảnh không quá 06 tháng.

(3) Đối với khách du lịch dưới 18 tuổi, người từ 65 tuổi trở lên, phụ nữ có thai, người có bệnh lý nền (nhưng không phải theo dõi, điều trị tại cơ sở y tế) chưa tiêm vắc xin hoặc tiêm chưa đủ liều vắc xin phòng COVID-19 được đi cùng bố mẹ, người giám hộ hợp pháp hoặc người chăm sóc đã tiêm đủ liều vắc xin phòng COVID-19 hoặc đã khỏi bệnh COVID-19; phải thực hiện nghiêm các yêu cầu về xét nghiệm và các quy định về phòng, chống dịch COVID-19 theo quy định.

(4) Có kết quả xét nghiệm âm tính với SARS-CoV-2 (bằng phương pháp RT- PCR/RT-LAMP) trong vòng 72 giờ trước khi xuất cảnh và được cơ quan có thẩm quyền của nước thực hiện xét nghiệm cấp chứng nhận (trừ trường hợp trẻ em dưới 2 tuổi).

(5) Có bảo hiểm y tế hoặc bảo hiểm du lịch có nội dung chi trả điều trị COVID-19 với mức trách nhiệm tối thiểu 20.000 USD.

(6) Đảm bảo các điều kiện về xuất cảnh, nhập cảnh theo quy định của pháp luật Việt Nam về xuất nhập cảnh.

- Quy trình đón khách du lịch quốc tế: Phụ lục 1

b) Từ 15/3/2022:

- Đối tượng: Khách du lịch quốc tế đến Việt Nam (inbound) và khách du lịch ra nước ngoài (outbound).

- Phạm vi: Khách đi du lịch nhập cảnh thông qua các cửa khẩu quốc tế đường không, đường bộ, đường biển và tuân thủ các quy định an toàn theo cấp độ dịch của Việt Nam.

- Yêu cầu đối với khách:

(1)) Tham gia chương trình du lịch của các doanh nghiệp kinh doanh dịch vụ lữ hành quốc tế.

(2) Có chứng nhận tiêm đủ liều vắc xin phòng COVID-19 được cơ quan có thẩm quyền tại Việt Nam công nhận, liều cuối cùng tiêm trong thời gian ít nhất 14 ngày và không quá 12 tháng tính đến thời điểm xuất cảnh. Hoặc có chứng nhận đã khỏi bệnh COVID-19 hay các giấy tờ tương đương xác nhận đã khỏi bệnh Covid-19 do cơ quan có thẩm quyền tại nước điều trị cấp và được Việt Nam công nhận đối với khách du lịch inbound và được các nước/lãnh thổ đến công nhận đối với khách du lịch outbound. Thời gian từ lúc xuất viện tính đến thời điểm xuất cảnh không quá 06 tháng.

(4) Có kết quả xét nghiệm nhanh âm tính với SARS-CoV-2 tại cơ sở lưu trú trong vòng 24h sau khi nhập cảnh.

(5) Có bảo hiểm y tế hoặc bảo hiểm du lịch có nội dung chi trả điều trị COVID-19 với mức trách nhiệm tối thiểu 20.000 USD.

(6) Đảm bảo các điều kiện về xuất cảnh, nhập cảnh theo quy định của pháp luật Việt Nam về xuất nhập cảnh.

- Quy trình đón khách du lịch quốc tế: Phụ lục 2

2. Đối với hoạt động du lịch nội địa

- Quán triệt triển khai Chương trình Phát động du lịch nội địa thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19 tại văn bản số 4698/BVHTTDL-TCDL ngày 16/12/2021 của Bộ Văn hóa, Thể thao và Du lịch ban hành.

- Quán triệt Hướng dẫn số 3862/BVHTTDL-TCDL ngày 18/10/2021 của Bộ Văn hóa, Thể thao và Du lịch thực hiện Nghị quyết số 128/NQ-CP ngày 11/10/2021 của chính phủ ban hành quy định tạm thời “Thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19” trong hoạt động văn hóa, thể thao và du lịch.

- Các địa phương công bố mở cửa du lịch, đón và phục vụ khách du lịch theo từng cấp độ dịch tại địa bàn gắn với các biện pháp bảo đảm an toàn dịch bệnh tương ứng.

- Các doanh nghiệp kinh doanh dịch vụ du lịch:

+ Xây dựng kế hoạch, quy trình đón khách an toàn theo Hướng dẫn tạm thời số 3862/HD-BVHTTDL , các quy định có liên quan của ngành Du lịch, ngành Y tế và địa phương. Chuẩn bị các điều kiện đón, phục vụ khách du lịch an toàn, dự phòng phương án sẵn sàng xử lý sự cố do dịch bệnh gây ra theo quy định.

+ Phổ biến, quán triệt, hướng dẫn người lao động thực hiện nghiêm các quy định phòng, chống dịch của ngành Du lịch và các cơ quan chức năng.

+ Hướng dẫn, hỗ trợ khách du lịch thực hiện quy trình, thủ tục hoạt động du lịch an toàn. Triển khai các hoạt động quảng bá, truyền thông, kích cầu du lịch bám sát nội dung thông điệp “Du lịch an toàn - Trải nghiệm trọn vẹn”, định hướng tái khởi động du lịch nội địa. Xây dựng, giới thiệu các gói liên kết kích cầu du lịch nội địa có ưu đãi, cam kết về chất lượng, phát triển các sản phẩm, dịch vụ du lịch mới, các chương trình du lịch tới các điểm đến mới.

- Khách du lịch, khách sử dụng dịch vụ du lịch:

+ Tự theo dõi sức khỏe và đảm bảo tuân thủ “Thông điệp 5K” và các biện pháp phòng ngừa, kiểm soát lây nhiễm theo quy định.

+ Tuân thủ các quy định của điểm đến, quy định, hướng dẫn của đơn vị cung ứng dịch vụ du lịch.

+ Có bảo hiểm y tế hoặc bảo hiểm du lịch có nội dung chi trả điều trị COVID-19, hợp tác trách nhiệm với đơn vị kinh doanh dịch vụ du lịch và các cơ quan chức năng về phòng, chống dịch trong hoạt động du lịch.

3. Căn cứ tình hình kiểm soát dịch bệnh thực tế và trên cơ sở đánh giá kết quả đón khách du lịch quốc tế trong các giai đoạn đầu để triển khai hoạt động mở cửa du lịch bình thường và xóa bỏ các điều kiện đối với khách du lịch. Đồng thời có thể xem xét ban hành một số chính sách để kích cầu, thu hút khách du lịch chất lượng cao đến Việt Nam để thúc đẩy phát triển thương hiệu, tăng cường cạnh tranh điểm đến.

IV. TỔ CHỨC THỰC HIỆN

1. Bộ Văn hóa, Thể thao và Du lịch

a) Chủ trì, phối hợp với các địa phương lựa chọn doanh nghiệp lữ hành quốc tế và thông báo danh sách đến Cục Quản lý Xuất nhập cảnh, Bộ Công an trong giai đoạn thí điểm mở cửa đón khách du lịch quốc tế từ nay đến 15/3/2022.

b) Chủ trì, phối hợp tổ chức các hoạt động truyền thông, xúc tiến, quảng bá du lịch.

c) Chủ trì, phối hợp với các Bộ, ngành, địa phương triển khai Phương án mở cửa hoạt động du lịch đảm bảo an toàn, hiệu quả.

2. Bộ Y tế cập nhật các hướng dẫn y tế đối với người nhập cảnh; hướng dẫn chuyên môn kỹ thuật về giám sát, điều tra, xử lý các ổ dịch phát sinh phù hợp với tình hình mới, đảm bảo tổ chức mở cửa đón khách du lịch quốc tế an toàn, hiệu quả.

3. Bộ Công an/ Bộ Quốc phòng

a) Tạo điều kiện thuận lợi cho khách du lịch, doanh nghiệp dịch vụ lữ hành quốc tế triển khai các thủ tục cấp thị thực, nhập xuất cảnh theo quy định; phối hợp hỗ trợ trong đảm bảo an toàn, an ninh, trật tự cho khách du lịch trong quá trình tham quan du lịch tại Việt Nam.

b) Chủ trì phổ biến hướng dẫn các đơn vị liên quan cách sử dụng mã QR để cài đặt ứng dụng IGOVN để phổ biến, hướng dẫn cho người nước ngoài.

4. Bộ Ngoại giao

a) Cập nhật, công bố mẫu Chứng nhận tiêm chủng hoặc “hộ chiếu vắc xin” các quốc gia, vùng lãnh thổ được Việt Nam công nhận.

b) Phối hợp với Bộ Văn hóa, Thể thao và Du lịch và các địa phương trong việc truyền thông, xúc tiến, quảng bá, thu hút khách du lịch quốc tế đến Việt Nam.

5. Bộ Giao thông vận tải

a) Chỉ đạo thực hiện công tác đảm bảo an toàn phòng chống dịch trên các chuyến bay; việc bố trí vị trí, địa điểm nhập xuất cảnh và thực hiện thủ tục kiểm soát dịch tễ; sàng lọc, phân luồng hành khách tại cảng hàng không quốc tế tiếp đón các chuyến bay thí điểm đón khách du lịch quốc tế đến Việt Nam.

b) Yêu cầu các hãng hàng không thông báo đến các doanh nghiệp lữ hành, khách du lịch về các quy định đối với vận chuyển hành khách bằng đường hàng không trong bối cảnh dịch COVID-19, hướng dẫn cho người nước ngoài cài đặt và khai báo thông tin tại ứng dụng IGOVN và ứng dụng PC-COVID.

c) Chỉ đạo các hãng hàng không tăng tần suất và phạm vi khai thác các đường bay quốc tế thường lệ, nhất là với các thị trường trọng điểm, đảm bảo công tác phòng chống dịch COVID-19 đối với khách nhập cảnh.

6. Bộ Thông tin và Truyền thông

Hướng dẫn sử dụng ứng dụng số về an toàn dịch bệnh sử dụng trong quá trình nhập xuất cảnh và di chuyển tại Việt Nam để tạo điều kiện thuận lợi cho khách du lịch quốc tế.

7. UBND các địa phương

a) Trong giai đoạn thí điểm từ nay đến 15/3/2022, các địa phương đón khách du lịch quốc tế căn cứ nhu cầu và các điều kiện tại địa phương, chủ động quyết định việc đón khách du lịch quốc tế và thông báo về Bộ Văn hóa, Thể thao và Du lịch. Các địa phương không đón khách du lịch quốc tế phối hợp cung cấp đầu mối tiếp nhận khách du lịch có nhu cầu ở lại thăm thân hoặc về nơi cư trú. Hỗ trợ tiếp nhận, giám sát y tế đối với du khách có nhu cầu ở lại thăm thân, trở về nơi cư trú tại địa phương theo đăng ký.

c) Các địa phương chủ động chuẩn bị các điều kiện để mở cửa hoạt động du lịch, phát triển các sản phẩm, dịch vụ du lịch mới, chất lượng; thống nhất quy trình đón khách bảo đảm an toàn phòng, chống dịch COVID-19, có phương án xử lý sự cố y tế phát sinh liên quan đến hoạt động du lịch; chỉ đạo các đơn vị trên địa bàn kết nối chặt chẽ với các đơn vị cung ứng dịch vụ, trong đó có các doanh nghiệp hàng không, vận chuyển, lữ hành./.

PHỤ LỤC 1

QUY TRÌNH ĐÓN KHÁCH DU LỊCH QUỐC TẾ GIAI ĐOẠN TỪ NAY ĐẾN 14/3/2022
(Ban hành kèm theo Phương án Mở cửa hoạt động du lịch đảm bảo an toàn, hiệu quả trong bối cảnh bình thường mới)

1. Đăng ký chương trình du lịch

- Khách du lịch lựa chọn và đăng ký tham gia chương trình du lịch. Doanh nghiệp lữ hành có trách nhiệm thông báo cho khách du lịch về các thủ tục cần thiết để đăng ký tham gia chương trình.

- Chương trình du lịch được thiết kế trong khu vực và các cơ sở dịch vụ được phép đón khách du lịch, với thời gian tối thiểu là 3 ngày.

- Khách du lịch có nhu cầu chuyển đổi mục đích nhập cảnh sau khi hết chương trình du lịch thì phải đăng ký trước với doanh nghiệp lữ hành để thông báo cho địa phương nơi khách đến lưu trú.

- Sau khi kết thúc chương trình du lịch, khách du lịch có thể đăng ký tham gia các chương trình du lịch khác.

2. Kiểm tra, xét duyệt nhân sự, cấp thị thực, cấp chứng nhận tạm trú

- Doanh nghiệp lữ hành quốc tế làm thủ tục mời, bảo lãnh người nước ngoài nhập cảnh tại Cục Quản lý xuất nhập cảnh (Bộ Công an) theo quy định của Luật Nhập cảnh, xuất cảnh, quá cảnh, cư trú của người nước ngoài tại Việt Nam. Trước khi làm thủ tục, doanh nghiệp thông báo tư cách pháp nhân kèm theo văn bản của Bộ Văn hóa, Thể thao và Du lịch về việc lựa chọn tham gia chương trình thí điểm; kèm theo hợp đồng xây dựng chương trình du lịch tại khu vực cho phép với đơn vị cung ứng dịch vụ đủ điều kiện đón khách du lịch quốc tế (trong 03 ngày hoặc 07 ngày đầu theo yêu cầu).

- Đối với trường hợp nhập cảnh vào Phú Quốc theo Nghị quyết số 80/NQ-CP ngày 25/5/2020 của Chính phủ hoặc sử dụng Giấy miễn thị thực, tại văn bản đề nghị kiểm tra nhân sự (mẫu NA2 ban hành kèm Thông tư số 04/2015/TT-BCA ngày 05/01/2015 của Bộ trưởng Bộ Công an), nêu rõ khách nhập cảnh vào Phú Quốc hoặc sử dụng Giấy miễn thị thực (nộp kèm bản chụp). Hồ sơ xin xét duyệt nhân sự của doanh nghiệp lữ hành gửi Cục Quản lý xuất nhập cảnh, Bộ Công an phải kèm theo hợp đồng bảo hiểm y tế hoặc bảo hiểm du lịch có nội dung chi trả điều trị COVID-19 theo quy định.

- Trong thời gian không quá 02 ngày làm việc kể từ ngày nhận được văn bản đề nghị, Cục Quản lý xuất nhập cảnh thông báo kết quả kiểm tra, xét duyệt nhân sự cấp thị thực nhập cảnh; nếu chấp thuận, văn bản trả lời sẽ có thêm mã QR code để tải ứng dụng IGOVN.

- Thị thực nhập cảnh có thời hạn phù hợp chương trình du lịch, nếu khách tiếp tục đăng ký chương trình du lịch tại các khu vực thuộc địa phương được cho phép đón khách du lịch quốc tế thì xem xét gia hạn tạm trú theo bảo lãnh của doanh nghiệp. Trường hợp hết thời gian du lịch, nếu có nhu cầu tiếp tục ở lại để thăm thân thì được Cơ quan quản lý xuất nhập cảnh giải quyết chuyển đổi mục đích nhập cảnh theo bảo lãnh của thân nhân.

- Người sử dụng Giấy miễn thị thực nhập cảnh sẽ được cấp chứng nhận tạm trú 06 tháng tại cửa khẩu (nếu giấy miễn thị thực còn thời hạn dưới 06 tháng thì cấp bằng thời hạn của Giấy miễn thị thực). Sau khi hoàn thành chương trình du lịch, người nhập cảnh bằng giấy miễn thị thực được phép tiếp tục ở lại thăm thân (nếu có nhu cầu), không phải làm thủ tục chuyển đổi mục đích.

- Đối với khách du lịch là công dân Việt Nam, doanh nghiệp lữ hành gửi danh sách về nhân sự nhập cảnh đến Cục Quản lý xuất nhập cảnh, Bộ Công an để làm các thủ tục theo quy định.

3. Chuẩn bị trước chuyến bay

- Trước khi nhập cảnh vào Việt Nam doanh nghiệp lữ hành cần khuyến cáo khách du lịch theo dõi sức khỏe, cân nhắc hủy/hoãn chuyến đi nếu tại thời điểm thực hiện chuyến đi có các triệu chứng nghi nhiễm COVID-19 hoặc được xác định có tiếp xúc gần với trường hợp nhiễm COVID-19.

- Khách du lịch tiến hành xét nghiệm RT-PCR trong vòng 72 giờ trước khi xuất cảnh (trừ trường hợp trẻ em dưới 2 tuổi).

- Khách du lịch cần lưu ý các biện pháp phòng dịch thích hợp trên phương tiện vận chuyển trước khi nhập cảnh.

- Khách du lịch cần chuẩn bị các giấy tờ cần thiết theo quy định, trừ các giấy tờ được cơ quan chức năng của Việt Nam chấp nhận bản điện tử, cùng với kết quả xét nghiệm RT-PCR âm tính được cấp không quá 72 giờ trước khi xuất cảnh để xuất trình cho hãng hàng không và các cơ quan xuất nhập cảnh khi được yêu cầu.

4. Thực hiện quy trình nhập xuất cảnh

- Khách du lịch tiến hành sàng lọc sức khỏe tại Cảng hàng không quốc tế nhập cảnh, bao gồm đo nhiệt độ và cài đặt ứng dụng PC-COVID để khai báo y tế, theo dõi sức khoẻ theo quy định của Việt Nam. Yêu cầu khách du lịch sử dụng ứng dụng trên trong suốt quá trình tham gia chương trình du lịch tại Việt Nam.

- Khách du lịch thực hiện các thủ tục để nhập cảnh tại Cảng hàng không quốc tế theo quy định. Cơ quan y tế tại sân bay kiểm tra các điều kiện về y tế, công an cửa khẩu thực hiện kiểm soát nhập cảnh, cấp chứng nhận tạm trú, cấp thị thực (nếu có) đối với người nước ngoài nhập cảnh sân bay quốc tế sau khi khách hoàn tất thủ tục về y tế.

- Khách du lịch tự theo dõi sức khoẻ và đảm bảo tuân thủ các biện pháp phòng ngừa, kiểm soát lây nhiễm theo quy định.

- Trường hợp có các dấu hiệu bất thường về sức khỏe như sốt, ho, đau họng, khó thở, đau người - mệt mỏi - ớn lạnh, giảm hoặc mất vị giác hay khứu giác, hoặc các biểu hiện khác theo khuyến cáo của y tế thì thông báo ngay cho cơ quan y tế tại sân bay để theo dõi và triển khai quy trình xử lý dịch bệnh theo quy định.

5. Quá trình tham gia chương trình du lịch tại Việt Nam

5.1. Yêu cầu chung

- Doanh nghiệp lữ hành tiếp nhận khách ra phương tiện vận chuyển và đưa khách về cơ sở lưu trú.

- Khách du lịch tham gia các hoạt động du lịch theo lịch trình đã được đăng ký trước trong kế hoạch do doanh nghiệp du lịch tổ chức hoặc có thể thay đổi chương trình du lịch theo nhu cầu, tuy nhiên không được rời khỏi khu vực đón khách đã được bố trí.

- Đảm bảo tuân thủ các biện pháp phòng ngừa, kiểm soát lây nhiễm theo quy định của cơ quan y tế có thẩm quyền trong mọi hoạt động của khách du lịch và của cơ sở cung ứng dịch vụ cho khách du lịch.

- Cơ quan chức năng tại địa phương tiến hành kiểm tra, giám sát để đảm bảo việc tuân thủ lịch trình du lịch và đảm bảo an toàn phòng chống dịch bệnh của doanh nghiệp lữ hành, cơ sở cung ứng dịch vụ và khách du lịch.

- Cơ sở lưu trú bố trí các Kit xét nghiệm nhanh tại phòng khách sạn hoặc cung cấp theo yêu cầu, khuyến cáo khách du lịch tự xét nghiệm khi có nhu cầu và thông báo kết quả cho cơ sở lưu trú. Cơ sở lưu trú theo dõi và lưu giữ kết quả xét nghiệm của khách du lịch theo quy định.

- Với khách du lịch chuyển đổi mục đích nhập cảnh, doanh nghiệp lữ hành phải có văn bản thông báo cho địa phương nơi khách đến lưu trú để phối hợp theo dõi sức khỏe, quản lý theo quy định.

5.2. Đối với khách du lịch đã tiêm đủ liều vắc xin hoặc đã khỏi bệnh COVID-19

- Tham gia chương trình du lịch của doanh nghiệp lữ hành với thời gian ít nhất 03 ngày kể từ ngày nhập cảnh.

- Khách du lịch tự theo dõi sức khoẻ trong vòng 03 ngày đầu kể từ ngày nhập cảnh, nếu có các biểu hiện sốt, ho, đau họng, khó thở, đau người - mệt mỏi - ớn lạnh, giảm hoặc mất vị giác hay khứu giác, hoặc có kết quả dương tính với COVID-19 trong quá trình tự xét nghiệm phải báo ngay cho doanh nghiệp lữ hành và nhân viên y tế để được xét nghiệm sàng lọc và quản lý kịp thời.

- Thực hiện xét nghiệm bằng phương pháp RT-PCR vào ngày thứ 3 kể từ ngày nhập cảnh. Trường hợp kết quả xét nghiệm dương tính thì thực hiện theo quy định của Bộ Y tế. Chi phí điều trị được chi trả bởi bảo hiểm hoặc doanh nghiệp lữ hành. Nếu kết quả xét nghiệm âm tính với SARS-CoV-2 thì tiếp tục theo dõi sức khoẻ đến hết 14 ngày kể từ ngày nhập cảnh.

- Sau khi nhận được kết quả xét nghiệm RT-PCR âm tính với COVID-19 vào ngày thứ 3, khách du lịch có thể thực hiện các hoạt động sau:

+ Tiếp tục tham gia chương trình du lịch theo chương trình du lịch đã đăng ký (trường hợp chương trình dài hơn 03 ngày).

+ Tham gia các chương trình du lịch và sử dụng các dịch vụ tại địa phương cho phép đón khách du lịch quốc tế.

+ Về các địa phương theo nơi cư trú, thăm thân đã đăng ký. Khách du lịch phải có văn bản đăng ký với doanh nghiệp lữ hành để thông báo với chính quyền địa phương nơi đến phối hợp theo dõi sức khỏe, quản lý theo quy định.

- Khách có thể xuất cảnh về nước trên các chuyến bay thương mại quốc tế thường lệ đang khai thác hoặc các chuyến bay thuê chuyến được cấp phép.

5.3. Đối với khách du lịch chưa tiêm vắc xin hoặc tiêm chưa đủ liều vắc xin COVID-19

- Tham gia chương trình du lịch của doanh nghiệp lữ hành trong vòng 7 ngày đầu kể từ ngày nhập cảnh.

- Khách du lịch tự theo dõi sức khoẻ trong vòng 07 ngày đầu kể từ ngày nhập cảnh, nếu có các biểu hiện sốt, ho, đau họng, khó thở, đau người - mệt mỏi - ớn lạnh, giảm hoặc mất vị giác hay khứu giác, hoặc có kết quả dương tính với COVID-19 trong quá trình tự xét nghiệm phải báo ngay cho doanh nghiệp lữ hành và nhân viên y tế để được xét nghiệm sàng lọc và quản lý kịp thời.

- Thực hiện xét nghiệm bằng phương pháp RT-PCR vào ngày thứ 3 và ngày thứ 7. Trường hợp kết quả xét nghiệm dương tính thì thực hiện theo quy định của Bộ Y tế. Chi phí điều trị được chi trả bởi bảo hiểm hoặc doanh nghiệp lữ hành. Nếu kết quả xét nghiệm âm tính với SARS-CoV-2 thì tiếp tục theo dõi sức khoẻ đến hết 14 ngày.

- Bố mẹ, người giám hộ hợp pháp, người chăm sóc đã tiêm đủ liều vắc xin phòng COVID-19 hoặc đã khỏi bệnh COVID-19 đi cùng với khách du lịch chưa tiêm vắc xin hoặc tiêm chưa đủ liều vắc xin COVID-19 phải tuân thủ các yêu cầu về xét nghiệm và các quy định về phòng, chống dịch COVID-19 như đối với khách du lịch chưa tiêm vắc xin hoặc tiêm chưa đủ liều vắc xin COVID-19.

- Sau khi nhận được kết quả xét nghiệm RT-PCR âm tính với COVID-19 vào ngày thứ 7, khách du lịch có thể thực hiện các hoạt động sau:

+ Tiếp tục tham gia chương trình du lịch theo chương trình du lịch đã đăng ký (trường hợp chương trình dài hơn 07 ngày).

+ Tham gia các chương trình du lịch và sử dụng các dịch vụ tại địa phương cho phép đón khách du lịch quốc tế.

- Khách có thể xuất cảnh về nước trên các chuyến bay thương mại quốc tế thường lệ đang khai thác hoặc các chuyến bay thuê chuyến được cấp phép.

- Với khách du lịch tham gia chương trình du lịch dưới 07 ngày, sau khi hoàn thành chương trình du lịch, khách du lịch trở về nước trên các chuyến bay thương mại quốc tế thường lệ đang khai thác hoặc các chuyến bay thuê chuyến được cấp phép theo các hướng dẫn và quy trình được công bố bởi quốc gia tương ứng.

QUY TRÌNH ĐÓN KHÁCH DU LỊCH QUỐC TẾ TỪ 15/3/2022

2. Chuẩn bị trước chuyến bay

- Khách du lịch cần chuẩn bị các giấy tờ cần thiết theo quy định, trừ các giấy tờ được cơ quan chức năng của Việt Nam chấp nhận bản điện tử để xuất trình cho hãng hàng không và các cơ quan xuất nhập cảnh khi được yêu cầu.

3. Thực hiện quy trình nhập xuất cảnh

- Khách du lịch tự theo dõi sức khoẻ và đảm bảo tuân thủ các biện pháp phòng ngừa, kiểm soát lây nhiễm theo quy định.

4. Quá trình tham gia chương trình du lịch tại Việt Nam

- Có kết quả xét nghiệm nhanh âm tính với SARS-CoV-2 tại cơ sở lưu trú trong vòng 24h sau khi nhập cảnh.

- Khách du lịch không yêu cầu cách ly hay xét nghiệm lại sau thời gian lưu trú tại Việt Nam nhưng phải tham gia các chương trình du lịch do doanh nghiệp lữ hành tổ chức tại Việt Nam./.

In the implementation of the Government's Resolution No. 11/NQ-CP dated January 30, 2022, on the Program for socio-economic recovery and development; the National Assembly's Resolution No. 43/2022/QH15 on fiscal and monetary policies supporting the Program; the Government Office's Official Telegram No. 513/CD-VPCP dated January 19, 2022, on developing the safe, scientific and effective roadmap for welcoming international tourists to Vietnam; the Government Office’s Notice No. 28/TB-VPCP on the Prime Minister's conclusion at the meeting of the National Steering Committee for COVID-19 Prevention and Control held on January 28, 2022; on the basis of the result of the “Meeting on a roadmap and solution for international tourism resumption” chaired by the Ministry of Culture, Sports and Tourism on January 24, 2022, the Ministry of Culture, Sports and Tourism develops the Draft “Plan for safe and effective resumption of tourism in the new normal” and Proposal to the Prime Minister.

Concerned ministries are requested for studying and sending opinions on the Draft Plan for resumption of tourism and Proposal (attached herein) to the Ministry of Culture, Sports and Tourism (via the Vietnam National Administration of Tourism, Address: No. 80, Quan Su Street, Hoan Kiem District, Hanoi; Tel: 0904157948; Email: minhque@vietnamtourism.gov.vn) on February 14, 2022 at the latest for timely reporting the Prime Minister on the meeting held on February 15, 2022.

DRAFT PLAN

For safe and effective resumption of tourism in the new normal

In the implementation of the Government's Resolution No. 11/NQ-CP dated January 30, 2022, on the Program for socio-economic recovery and development; the National Assembly's Resolution No. 43/2022/QH15 on fiscal and monetary policies supporting the Program; directions of the Prime Minister in the Official Telegram No. 513/CD-VPCP dated January 19, 2022, on developing the safe, scientific and effective roadmap for welcoming international tourists to Vietnam; the Notice No. 28/TB-VPCP at the meeting of the National Steering Committee for COVID-19 Prevention and Control on January 28, 2022; on the basis of opinions from ministries and sectors (the Ministry of Health, the Ministry of National Defense, the Ministry of Foreign Affairs, the Ministry of Transport and the Ministry of Information and Communications), the Ministry of Culture, Sports and Tourism develops the Draft “Plan for safe and effective resumption of tourism in the new normal” (hereinafter referred to as the Plan) with the following principal contents:

OBJECTIVES AND REQUIREMENTS

Objectives

- To resume the tourism in the new normal with the “safe and flexible adaption to, and effective control over the COVID-19 pandemic” motto according to the Government's directions provided in the Resolution No. 128/NQ-CP dated October 11, 2021.

To thoroughly grasp and implement the Government's Resolution No. 11/NQ-CP dated January 30, 2022, on the Program for socio-economic recovery and development and the National Assembly's Resolution No. 43/2022/QH15 on fiscal and monetary policies supporting the Program.
To gradually reopen the international tourism after the pilot period to full resumption of international tourism when safe conditions are fully met.
To determine responsibilities of ministries, sectors and localities in implementing the Plan, creating the consensus among parties in order to make tourism becoming the key industry in accordance with the Political Bureau's Resolution No. 08-NQ/TW dated January 16, 2017.

Requirements

The time, subjects and requirements for tourism resumption must be specified.
The tourism resumption shall be carried out carefully and consistently as soon as possible with strict organization and roadmap in a safe, scientific, appropriate and effective manner; avoiding seeking for perfection or haste.
Ministries, sectors and localities must synchronously and actively coordinate and show their responsibilities in safely and effectively implement the Plan.

PERIOD OF TOURISM RESUMPTION

Until March 14, 2022

To continue implementing the second phase of the Pilot program for welcoming international tourists to Vietnam.

From March 15, 2022

To reopen international and domestic tourism in the new normal by road, airway, and seaway in a safe manner in compliance with the time of implementing the Government's Program for socio-economic recovery and development.

The situation, results of COVID-19 prevention and control, and assessment of results of the welcoming international tourists in new normal periods shall be used as a basis for full resumption of international and domestic tourism.

REQUIREMENTS FOR SAFE RESUMPTION OF TOURISM IN THE NEW NORMAL

For international tourism

a) Until March 14, 2022: To follow the Temporary Guidance No. ... on piloting welcoming international tourists to Vietnam promulgated by the Ministry of Culture, Sports and Tourism on February 2022.

Subjects: Foreigners, overseas Vietnamese, and Vietnamese citizens who are allowed to participate in the Program for piloting welcoming international tourists.
Scope: To pilot to welcome tourists through charter flights or regular international commercial flights to localities where conditions for welcoming tourists are satisfied.
Requirements for tourists:

Participating the package tours of the selected international tourism enterprises, service providers within the first three or seven days (depending on the vaccination requirements).
Having a certificate of full COVID-19 vaccination recognized by a Vietnam-based competent agency, with the last dose given within 14 days and not more than 12 months from the date of exiting the country. Or obtaining a certificate of recovery from COVID-19 or equivalent papers proving the recovery from COVID-19 which is granted by the competent agency of the country where the treatment is provided, and recognized by Vietnam. The duration from hospital discharge to the date of exit must not exceed 6 months.
Unvaccinated tourists who are under 18 years old, aged 65 years or more, pregnant women or persons with underlying medical conditions (without being monitored or treated at health establishments), or those who have not received full doses of COVID-19 vaccines are allowed to enter Vietnam, provided that they accompany with their parents, legal guardians or caregivers who are fully vaccinated or have recovered from COVID-19; and must strictly comply with testing requirements and regulations on COVID-19 prevention and control according to regulations.
Having a negative SARS-CoV-2 test result (by RT-PCR/RT-LAMP method) within 72 hours before exiting the country which is certified by the competent agency of the country where the test is conducted (except children under 2 years old).
Having a health insurance or travel insurance that covers COVID-19 treatment with the minimum liability of USD 20,000.
Fully meeting conditions for exit and entry in accordance with Vietnam's law on entry and exit.

Procedures for welcoming international tourists: Appendix 1

b) From March 15, 2022:

Subjects: Inbound and outbound tourists.
Scope: Tourists shall enter Vietnam through the border gates of airway, land, seaway and comply with Vietnam's regulations on safety according to pandemic risk levels.
Requirements for tourists:

Participating tours provided by international tourism enterprises.
Having a certificate of full COVID-19 vaccination recognized by a Vietnam-based competent agency, with the last dose given within 14 days and not more than 12 months from the date of exiting the country. Or obtaining a certificate of recovery from COVID-19 or equivalent papers proving the recovery from COVID-19 which is granted by the competent agency of the country where the treatment is provided, and recognized by Vietnam (for inbound tourists) or recognized by the destination country/territory (for outbound tourists). The duration from hospital discharge to the date of exit must not exceed 6 months.
Unvaccinated tourists who are under 18 years old, aged 65 years or more, pregnant women or persons with underlying medical conditions (without being monitored or treated at health establishments), or those who have not received full doses of COVID-19 vaccines are allowed to enter Vietnam, provided that they accompany with their parents, legal guardians or caregivers who are fully vaccinated or have recovered from COVID-19; and must strictly comply with testing requirements and regulations on COVID-19 prevention and control according to regulations.
Having a negative rapid test result with SARS-CoV-2 conducted at the place of residence within 24 hours after entering the country.
Having a health insurance or travel insurance that covers COVID-19 treatment with the minimum liability of USD 20,000.
Fully meeting conditions for exit and entry in accordance with Vietnam's law on entry and exit.

Procedures for welcoming international tourists: Appendix 2

For domestic tourism

To follow the Program on domestic tourism promotion for safe and flexible adaptation to, and effective control over the COVID-19 pandemic provided in the Document No. 4698/BVHTTDL-TCDL dated December 16, 2021, by the Ministry of Culture, Sports and Tourism.
To follow the Guidance No. 4698/BVHTTDL-TCDL dated October 18, 2021 of the Ministry of Culture, Sports and Tourism, on implementation of the Government’s Resolution No. 128/NQ-CP dated October 11, 2021, promulgating the Interim Regulation on “safe and flexible adaptation and effective control over the COVID-19 pandemic” in the field of culture, sports and tourism.
Localities shall announce the reopening of tourism, welcome and serve tourists according to each pandemic risk level at their localities in association with corresponding measures for safety.
Tourism service providers shall:

+ Develop plans and procedures for safely welcoming tourists according to the Interim Guidance No. 3862/HD-BVHTTDL and relevant regulations of the tourism, health sectors and localities. Prepare conditions for safely welcoming and serving tourists, have a backup plan to handle incidents caused by epidemics according to regulations.

+ Disseminate, thoroughly gasp and provide guidance for employees for strict implementing regulations on pandemic prevention and control provided by the tourism sector and functional agencies.

+ Guide and support tourists in carrying out procedures and processes for safe tourism. Deploy activities for tourism promotion, dissemination and broadcasting in line with the “Safe tourism - Full experience” message, orientation to restart domestic tourism. Develop and introduce domestic tourism stimulus packages with incentives and commitments on quality, develop new tourism products and services, and tours to new destinations.

Tourists and tourism service users shall:

+ Self-monitor their health and comply with the 5K messages and measures for infection prevention and control according to regulations.

+ Comply with regulations of the destinations, instructions and provisions of tourism service providers.

+ Have a health insurance or travel insurance that covers COVID-19 treatment, take joint liability with tourism service providers and functional agencies for pandemic prevention and control in tourism.

Based on the actual pandemic control and assessment of results of welcoming international tourists in the first phrases to reopen tourism and remove conditions for tourists. At the same time, consider promulgating a number of policies to stimulate demand and attract high-quality tourists to Vietnam to promote brand development and enhance destination competition.

IMPLEMENTATION ORGANIZATION

The Ministry of Culture, Sports and Tourism shall

Assume the prime responsibility for, and coordinate with localities in selecting international tourism enterprises and notifying the list of destinations to the Immigration Department under the Ministry of Public Security during the period of piloting welcoming international tourists until March 15, 2022.
Assume the prime responsibility for, and coordinate in organizing tourism communication, promotion and dissemination activities.
Assume the prime responsibility for, and coordinate with ministries, sectors and localities in implementing the Plan on safe and effective resumption of tourism.

The Ministry of Health shall update health instructions for people on entry; professional and technical guidelines on surveillance, investigation and handling of outbreaks according to the new situation, organize the safe and effective welcoming of international tourists.
The Ministry of Public Security/the Ministry of National Defence shall

Create favorable conditions for international tourism enterprises and tourists in carrying out procedures for grant of visas, procedures for entry or exit according to regulations; coordinate in supporting to ensure the safety, security and order for tourists when visiting Vietnam.
Assume the prime responsibility for guiding relevant units to use QR codes to install the IGOVN application for disseminating and guiding foreigners.

The Ministry of Foreign Affairs shall

Update and publicize the forms of vaccination certificate or vaccine passport of countries and territories that are recognized by Vietnam.
Coordinate with the Ministry of Culture, Sports and Tourism and localities in disseminating, promoting and attracting international tourists to Vietnam.

The Ministry of Transport shall

Direct to ensure the safety and pandemic prevention on flights; arrangement of locations for entry and exit, carrying out of procedures for epidemiological control; the screening and separation of passengers at the international airports where pilot flights carrying international tourists to Vietnam land.
Request airlines to notify tourism enterprises and tourists regulations on transporting passengers by aircrafts amidst the COVID-19 pandemic, guide foreigners to install and make declarations on the IGOVN and PC-COVID applications.
Direct airlines to increase the frequency and scope of operation of regular international routes, especially to key markets, ensuring COVID-19 prevention and control for incoming people on entry.

The Ministry of Information and Communications shall

Provide guidance on using digital applications on pandemic safety during entry, exit and travel in Vietnam to create favorable conditions for international tourists.

Local People's Committees

a) In the period duration until March 15, 2022, localities welcoming international tourists shall, based on the local conditions and demand, actively decide on welcoming international tourists and notify the Ministry of Culture, Sports and Tourism. Localities not welcoming international tourists shall coordinate to provide focal points to receive tourists who wish to stay in Vietnam to visit their relatives or return to their places of residence. Support in receiving and conducting medical surveillance for tourists wishing to stay in Vietnam to visit their relatives or return to their places of residence in localities as registered.

Localities shall actively prepare conditions for resumption of tourism, development of new quality tourism products and services; reach an agreement on procedures for safely welcoming tourists while ensuring COVID-19 prevention and control, develop a plan on response to medical incidents related to tourism; direct local units to closely connect with service providers, including airlines, transport and tourism enterprises./.

APPENDIX 1

Procedures for welcoming international tourists until March 14, 2022

(Attached to the Plan for safe and effective resumption of tourism in the new normal)

1. Tour registration

- Tourists shall choose and register to join the tours. Tourism enterprises shall notify tourists procedures necessary to register for joining the tours.

- Tours shall be designed in the areas and service establishments permitted to welcome tourists within at least 3 days.

Tourists wishing to change the entry purpose after their tours must register in advance to the tourism enterprise for notifying localities where they shall reside.

After the tours, tourists may register to join other tours.

Inspection and approval of personal information, grant of visas or temporary residence certificates

- International tourism enterprises shall carry out procedures for inviting, guaranteeing foreigners on entry at the Immigration Department (the Ministry of Public Security) in accordance with the Law on Foreigners’ Entry into, Exit from, Transit through and Residence in Vietnam. Before carrying procedures, enterprises shall notify their legal status, enclose with the Ministry of Culture, Sports and Tourism's documents on options to participate in the pilot program; contracts of developing tours at permitted areas with service providers eligible for welcoming international tourists (within the first three or seven days as requested).

- For people entering Phu Quoc in accordance with the Government's Resolution No. 80/NQ-CP dated May 25, 2020, or those who have visa exemption certificates, such entry to Phu Quoc or use of visa exemption certificates (enclosed with copies) shall be clearly stated on the application for inspection of personal information (made according to Form NA2 attached to the Minister of Public Security's Circular No. 04/2015/TT-BCA dated January 05, 2015). Dossiers of application for approval of personal information sent by tourism enterprises to the Immigration Department under the Ministry of Public Security must be enclosed with the health insurance or travel insurance contract that covers COVID-19 treatment according to regulations.

- Within 2 working days after receiving the application, the Immigration Department shall notify the personal information inspection and approval result. In case of approval, the written reply shall contain QR codes for installing the IGOVN application.

- The visa’s validity duration shall be suitable to the tour, if the tourist continues registering tours in the localities permitted to welcome international tourists, their temporary residence duration shall be considered extending according to the enterprise’s guaranty. If the travel duration is expired but the tourist wishes to stay in Vietnam to visit his/her relatives, the Immigration Department shall change the entry purpose according to his/her relatives’ guaranty.

- Tourists using the visa exemption certificates shall be granted a temporary residence certificate with a validity duration of 6 months at the border gate (if the visa exemption certificate’s validity duration is less than 6 months, then the temporary residence certificate’s validity duration shall be equal to the remaining validity duration of the visa exemption certificate). After the tour, the tourist entering Vietnam with the visa exemption certificate may continue to stay in Vietnam to visit his/her relatives (if wishing) without carrying out procedures for change of entry purpose.

- For Vietnamese tourists, tourism enterprises shall send the list of people on entry to the Immigration Department under the Ministry of Public Security for carrying out procedures as prescribed.

Preparation before the flights

- Before tourists entering Vietnam, tourism enterprises must recommend tourists to monitor their health, consider canceling/postponing if they show any suspected symptoms of COVID-19 or are determined to be in close contact with confirmed cases at the time of travel.

- Tourists shall conduct RT-PCR tests within 72 hours before exiting their countries (except children under 2 years old).

- Tourists should take appropriate measures for pandemic prevention on transport means before entry.

- Tourists must prepare necessary papers as prescribed, except papers whose electronic versions are accepted by Vietnam's functional agencies, and the negative RT-PCR test certificate granted within 72 hours before exiting the countries for producing airlines and immigration agencies at their requests.

Implementation of the immigration process

- Tourists shall undergo health screening measures at the international airport upon their entry, including checking body temperature and installing the PC-COVID application for their health declaration and health monitoring in accordance with Vietnam’s regulations. Tourists are required to use the above application during their whole tours in Vietnam.

- Tourists shall carry out immigration procedures at the international airport in accordance with regulations. Health agencies at the airport shall check their medical conditions and border police forces shall control the entry as well as grant temporary residence certificates and visas (if any) to foreigners entering the international airport after they complete the medical procedures.

- Tourists shall self-monitor their health and adhere to infection prevention and control measures as prescribed.

- In cases of detecting unusual symptoms such as fever, cough, sore throat, shortness of breath, body pain - fatigue - chills, decrease or loss of taste or smell or other according to health agencies’ recommendations, tourists shall immediately notify the health agency at the airport to monitor and implement disease handling procedures in accordance with regulations.

Process of participating in tours in Vietnam
1. General requirements

- Tourism enterprises shall receive tourists, bring them into means of transport and transport them to accommodation establishments.

- Tourists shall participate in tourism activities under the registered schedule in the plan organized by tourism enterprises. They may change the tours under their demands, but shall not be allowed to leave the arranged tourist pick-up areas.

- The compliance with infection prevention and control measures in accordance with competent health agencies for all activities of tourists and service providers must be ensured.

- Local authorities shall conduct the inspection and supervision to ensure compliance with tour schedules and safety in disease prevention and control of tourism enterprises, service providers and tourists.

- Accommodation establishments shall arrange rapid test kits in hotel rooms or provide them upon request, and recommend tourists to test by themselves for SARS-CoV-2 upon tourists’ demands and notify the results to the accommodation establishments. Accommodation establishments shall monitor and keep tourists’ test results according to regulations.

- In case tourists change the purpose of entry, their tourism enterprises must notify in writing the localities where the tourists come for residence to coordinate in health monitoring and management of tourists in accordance with regulations.

For tourists who are fully vaccinated against COVID-19 or have recovered from COVID-19

Participate a tour of a tourism enterprise for at least 3 days from the date of entry.
Tourists shall self-monitor their health for the first 03 days from the date of entry; if detecting symptoms of fever, cough, sore throat, shortness of breath, body pain - fatigue - chills, decrease or loss of taste or smell or having positive test results for COVID -19 during their self-testing, they must immediately notify their tourism enterprises and health staff for timely screening test and management.
They shall be tested for SARS-CoV-2 by RT-PCR technique on the third day from the date of entry. In case their test results for SARS-CoV-2 are positive, the regulations of the Ministry of Health shall be complied with. The expenses for treatment are covered by insurance or their tourism enterprises. If their test results for SARS-CoV-2 are negative, they shall continue to monitor their health until the end of 14 days from the date of entry.
After receiving a negative test result for COVID-19 by RT-PCR technique on the third day, tourists may:

+ Continue to participate in the registered tour (in case the tour duration is longer than 3 days).

+ Participate tours and use services at localities eligible for welcoming international tourists.

+ Go to the place of residence or the localities to visit relatives as registered. Tourists must give a written registration to their tourism enterprises so that the latter notify the local authorities of destination to coordinate in health monitoring and management of tourists in accordance with regulations.

Tourists may leave Vietnam on exploited regular international commercial flights or permitted charter flights.
1. For tourists who have not been vaccinated or have not received full doses of COVID-19 vaccine
Participate a tour of a tourism enterprise for at least 7 days from the date of entry.
Tourists shall self-monitor their health for the first 07 days from the date of entry; if detecting symptoms of fever, cough, sore throat, shortness of breath, body pain - fatigue - chills, decrease or loss of taste or smell or having positive test results for COVID -19 during their self-testing, they must immediately notify their tourism enterprises and health staff for timely screening test and management.
They shall be tested for SARS-CoV-2 by RT-PCR technique on the third day and seventh day. In case their test results for SARS-CoV-2 are positive, the regulations of the Ministry of Health shall be complied with. The expenses for treatment are covered by insurance or their tourism enterprises. If their test results for SARS-CoV-2 are negative, they shall continue to monitor their health until the end of 14th day.
Tourists’ parents, legal guardians or caregivers who are fully vaccinated or have recovered from COVID-19 accompanying tourists who have not been vaccinated or have not received full doses of COVID-19 vaccine must comply with testing requirements and regulations on COVID-19 prevention and control like the tourists who have not been vaccinated or have not received full doses of COVID-19 vaccine must adhere to.
After receiving a negative test result for COVID-19 by RT-PCR technique on the seventh day, tourists may:

+ Continue to participate in the registered tour (in case the tour duration is longer than 7 days).

+ Participate tours and use services at localities eligible for welcoming international tourists.

Tourists may leave Vietnam on exploited regular international commercial flights or permitted charter flights.
For tourists participating under-7-day tours, after completing the tours, they may leave Vietnam on exploited regular international commercial flights or permitted charter flights under guidance and process announced by the corresponding country of destination.

APPENDIX 2

Procedures for welcoming international tourists from March 15, 2022

(Issued together with the Plan for safe and effective resumption of tourism in the new normal)

1. Inspection and approval of personal information, grant of visas and temporary residence certificates

- International tourism enterprises shall carry out the procedures for inviting and guaranteeing foreigners entering Vietnam at the Immigration Department (of the Ministry of Public Security) in accordance with the Law on Foreigners’ Entry in, Exit from, Transit through and Residence in Vietnam.

- With regard to cases entering Phu Quoc under the Government’s Resolution No. 80/NQ-CP dated May 25, 2020 or using a certificate of Vietnamese visa exemption, stating that tourists enter Phu Quoc or use the certificate of Vietnamese visa exemption (attached with a photocopy) in the written request for inspection of personal information (made according to the form NA2 issued together with Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Minister of Public Security). A contract on health insurance or tourism insurance with the content of payment for COVID-19 treatment as specified must be attached to the tourism enterprise’s dossier of approval of personal information sent to the Immigration Department, Ministry of Public Security.

- Within no more than 02 working days from the date of receiving the written request, the Immigration Department shall notify the results of the inspection and approval of personal information for granting entry visas; In cases of approval, the written reply will have a QR code to download the IGOVN application.

- Validity duration of visas is suitable with tours, if tourists continue to register for tours in the areas of localities that are allowed to welcome international tourists, they may be considered for extending temporary residence duration under the guarantee of tourism enterprises. After completing the tour duration, if tourists wish to stay longer for visiting relatives, the Immigration Department shall handle to change the purpose of entry according to their relatives’ guarantee.

- Persons using a certificate of Vietnamese visa exemption shall be granted a certificate of 6-month temporary residence at the border gate (or a certificate of temporary residence with the validity period being the remaining one of the certificate of Vietnamese visa exemption, if the latter is valid for less than 6 months). After completing the tour duration, the tourists using a certificate of Vietnamese visa exemption to enter Vietnam may stay longer for visit their relatives (upon their demands) without performing procedures for changing the purpose of entry.

- With regard to tourists being Vietnamese citizens, tourism enterprises shall send a list of persons entering Vietnam to the Immigration Department, the Ministry of Public Security to carry out the procedures as specified.

2. Preparation before the flights

- Before tourists enter into Vietnam, tourism enterprises shall advise tourists to monitor their health and consider canceling/postponing the trip if detecting symptoms of COVID-19 infection or being confirmed to have been in close contact with a confirmed case of COVID-19 at the time of departure.

- Tourists shall pay attention to appropriate disease prevention and control measures on means of transport before entering into Vietnam.

- Tourists shall prepare necessary documents as prescribed, except for documents of which electronic versions are accepted by Vietnamese authorities for presentation to the airline and immigration agencies upon request.

3. Implementation of the immigration process

- Tourists shall self-monitor their health and adhere to infection prevention and control measures as prescribed.

4. Process of participating in tours in Vietnam

- A negative rapid test result for SARS-CoV-2 at accommodation establishments within 24 hours after entry is required.

- Tourists are not required to comply with a quarantine or re-testing after their stay in Vietnam, but must participate in tours organized in Vietnam by tourism enterprises./.
