VỀ VIỆC ĐIỀU ƯỚC QUỐC TẾ CÓ HIỆU LỰC
Thực hiện quy định tại khoản 3 Điều 47 của Luật Ký kết, gia nhập và thực hiện điều ước quốc tế năm 2005, Bộ Ngoại giao trân trọng thông báo:
Bản ghi nhớ giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ nước Cộng hòa Ấn Độ về “Năm hữu nghị Việt Nam - Ấn Độ 2012”, ký tại Niu Đê-li ngày 12 tháng 10 năm 2011, có hiệu lực kể từ ngày 12 tháng 10 năm 2011.
Bộ Ngoại giao trân trọng gửi Bản sao Bản ghi nhớ theo quy định tại Điều 68 của Luật nêu trên./.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIET NAM AND THE GOVERNMENT OF THE REPUBLIC OF INDIA ON THE "VIET NAM - INDIA FRIENDSHIP YEAR 2012"
The Government of the Socialist Republic of Viet Nam (hereinafter referred to as the Vietnamese Government) and the government of the Republic of India (hereinafter referred to as the Indian Government);
Recalling the traditional friendship and the strategic partnership between Viet Nam and India, the foundation for which was laid and nurtured by President Ho Chi Minh and Prime Minister Jawaharlal Nehru and generations of leaders and peoples of the two countries;
With a view to further develop the traditional friendship and strategic partnership to new heights;
Based on the agreement reached by the two sides at the 14th Viet Nam -India Joint Commission Meeting on trade, economic, scientific and technological cooperation held in Ha Noi from 15-17 September 2011;
Agree to celebrate 2012 as the "Viet Nam - India Friendship Year" to commemorate the 40th anniversary of the establishment of full diplomatic relations (7 January 1972 — 7 January 2012) and the 5th anniversary of the establishment of the Strategic Partnership (6 July 2007 - 6 July 2012) with the following-activities:
ARTICLE 1
The Presidents, Prime Ministers, Presidents of the National Assembly and Ministers of Foreign Affairs of the two countries will exchange letters of congratulations on 7 January 2012. Efforts will be made to cover these exchanges in the mass media of the two countries. The Indian Ambassador in Ha Noi and the Vietnamese Ambassador in New Delhi will deliver a speech on the national televisions of Viet Nam and India respectively.
On the same day, the Viet Nam Union of Friendship Organisation (VUFO) and the Viet Nam - India Friendship Association (VIFA) will organize a meeting and an art performance in Ha Noi with financial support from the Indian side. Similar commemorative events will also be held in New Delhi.
ARTICLE 2
The two sides agreed to promote exchange of high level visits, working-level delegations of Ministries and agencies of the two countries. They will also hold regular meetings of the bilateral cooperation mechanisms that are in place.
ARTICLE 3
The Diplomatic Academy of Viet Nam and the Viet Nam Academy for Social Sciences, with the Indian Council of World Affairs (ICWA), will co-organize a seminar in Hanoi on "Viet Nam - India relations: future directions" with participation of scholars and experts from Viet Nam and India.
The Ministries and agencies of the two countries will also exchange delegations and organize seminars and events in various areas of bilateral cooperation.
ARTICLE 4
The Ministry of Industry and Trade and the Viet Nam Chamber of Commerce and Industry (VCCI) will coordinate with the business chambers of India to organize an Indian Trade and Investment Conference in Viet Nam. The Ministry of Industry and Trade and VCCI will work with business chambers of India to organize a Viet Nam Fair or Vietnamese Trade and Investment Conference in India.
Industry associations from the two countries will hold seminars and forums to exchange experience in promoting foreign investment. They will also carry out a market survey in a relevant area in each country.
ARTICLE 5
In 2012, leaders of the two Ministries of Foreign Affairs and the two Ambassadors will give interviews on the Viet Nam - India relations on appropriate occasions in print and audio-visual media of each country. Other dignitaries and experts in Viet Nam - India relations will also be encouraged to give interviews.
Efforts will be made to ensure that major newspapers, radio stations and televisions at the central and provincial levels and news agencies of each country will cover commemorative events, including cultural exchanges, art performances, sports competitions, exhibitions, film festivals and business seminars in the two countries. The two countries will also facilitate publication of articles, screen movies and documentaries on the land, people, culture of the two countries, on the socio-economic, cultural and diplomatic achievements of Viet Nam and India and on Viet Nam - India relations in the past 40 years. The Viet Nam - India Friendship Association (VIFA) will publish a special issue on the theme "A traditional friend and strategic partner," which will include articles by the Ministers of Foreign Affairs and Ambassadors of the two countries.
The two countries will create favorable conditions for visits by media persons for reporting and making documentaries.
ARTICLE 6
The Ministry of Culture, Sports and Tourism of Viet Nam and the Indian Council for Cultural Relations, India will coordinate to organize visits of dignitaries and cultural exchanges in 2012. A protocol to this effect will be signed by the two sides.
ARTICLE 7
VIFA will arrange a get-together of the Vietnamese who have studied and worked in India. It will also organize a delegation to attend the Viet Nam - India People's Friendship Festival in India in 2012.
ARTICLE 8
This memorandum will be implemented on the basis of their respective national laws, enters into effect upon the signing date and expires on 31 December 2012.
