- Deputy Prime Ministers;
- Ministers and heads of ministerial-level agencies and government-attached agencies;
- Chairmen of People"s Councils and presidents of People's Committees of provinces and centrally run cities
Pursuant to the Government's Work Regulation promulgated together with Decree No. 179/2007/ND-CP of December 3. 2007; based on the Government's program of action for the whole tenure, and direction and administration requirements, the Prime Minister has decided to re-assign some tasks of the Prime Minister and Deputy Prime Ministers defined in Decision No. 1120/QD-TTg of August 24. 2007. as follows: 1. Prime Minister Nguyen Tan Dung. Secretary of the Government's Party Caucus, shall:
a/ Lead and manage all activities of the Government and directly guide and run the following domains:
- National annual and long-term strategies and plans on socio-economic development, defense and security maintenance, external relations and state budget estimates (including plans to use land and state capital sources for development investment);
- National financial, credit and monetary strategies and policies;
- Long-term socio-economic development strategies, plannings and plans of regions, provinces, centrally run cities, ministries, ministerial-level agencies, economic groups and Corporations 91;
- Plans to use revenue amounts collected in excess of annual state budget revenue estimates; defense and security expenditures, Party funds, and expenditures from the central budget reserves;
- Use of the state foreign exchange reserve fund;
- Issuance and use of government bonds;
- Money printing and minting plans; annual plans to additionally put money into circulation;
- Defense and security maintenance;
- General policies and major issues concerning ethnicities and religious affairs:
- Administrative reform; legal and institutional building; organizational apparatus and personnel work; general issues concerning emulation and commendation work: the Government's work regulation and style; state administrative boundaries;
- Urgent, important and sensitive tasks in economic, cultural, social, external relations, defense, security, religious and ethnicity domains;
- Important breakthrough solutions in each period which the Prime Minister finds it necessary to personally direct and run;
- Coordination between the Government and agencies of the Party, the National Assembly and the Central Committee of Vietnam Fatherland Front and mass organizations.
b/ Personally act as the head of the Central Anti-Corruption Steering Committee.
c/ Monitor and direct the operation of the Government Office, the Ministry of Defense, the Ministry of Public Security, the Ministry of Home Affairs, the Ho Chi Minh National Politics-Administration Academy, Vietnam News Agency, Vietnam Television Station and the Voice of Vietnam Radio.
d/ Preside over national councils or head steering committees in relevant domains.
2. Deputy Prime Minister Nguyen Sinh Hung, Deputy Secretary of the Government's Party Caucus, shall:
a/Act as standing deputy prime minister and, on behalf of the Prime Minister, assume the prime responsibility for, and coordinate the Government's general activities in case of the Prime Minister's absence or authorization; preside over meetings of the Government's Party Caucus as authorized by the Caucus Secretary.
b/ Directly take charge of the following domains:
- Regularly monitoring and directing the settlement of specific issues on general economic affairs which fall within the Prime Minister's competence (other than those subject to the Prime Minister's direction), including planning, finance, pricing, customs, banking, securities and statistics; and personally act as the chairman of the National Council for Monetary Policies:
-Agriculture, rural areas and farmers;
- Labor, employment, social affairs and labor export;
- National reserves;
- Wage and social insurance policies;
- Hunger elimination and poverty alleviation;
- Reorganization and renewal of state enterprises and development of enterprises of different types;
- Emulation and commendation work:
- Acting as the head of the Steering Committee for the Southwestern Region and performing some other relevant tasks as assigned by the Prime Minister.
c/ Monitor and direct the operation of the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Vietnam, the Ministry of Agriculture and Rural Development, the Ministry of Labor, War Invalids and Social Affairs, the Nationalities Committee, the Ho Chi Minh President Mausoleum Management Board, Vietnam Social Insurance, Vietnam Development Bank, Vietnam Bank for Social Policies, and the State Capital Investment Corporation.
d/ Preside over national councils or head steering committees in relevant domains.
3. Deputy Prime Minister and Minister of Foreign Affairs Pham Gia Khiem, member of the Government's Party Caucus and Secretary of the Foreign Affairs Ministry's Party Caucus, shall:
a/ Personally act as deputy prime minister and the Minister of Foreign Affairs;
b/Take charge of the following domains:
- Foreign affairs and external relations (including external relations of the Party, the State and people);
- External economic relations, including:
+ Incentive mechanisms and policies to attract foreign direct investment (FDI), official development assistance (ODA) and nongovernmental aid;
+ International economic integration; fulfillment of bilateral, multilateral and World Trade Organization (WTO) commitments;
+ Relations with international and regional organizations and foreign non-governmental organizations;
- Border and East Sea-island issues:
- Human right-related issues:
- Other relevant tasks as assigned by the Prime Minister.
c/ Preside over national councils or head steering committees in relevant domains.
4. Deputy Prime Minister Truong Vinh Trong, member of the Government's Party Caucus, shall:
a/ Personally act as deputy prime minister and standing deputy head of the Central Anti-Corruption Steering Committee.
b/Take charge of the following domains:
- Anti-corruption:
- Inspection, and settlement of complaints and denunciations".
- Specific and regular issues concerning ethnicities and religious affairs;
- Prevention and combat of crimes and social vices; HIV/AIDS prevention and control:
- Judicial reform in association with enhancement of laws and discipline;
- Special amnesty:
- Act as the head of the Steering Committee for the Northwestern Region and perform other relevant tasks as assigned by the Prime Minister;
- Coordinate work between the Government's Party Caucus and the Party Central Committee's Secretariat; between the Government and the Supreme People's Court and the Supreme People's Procuracy.
c/ Monitor and direct the operation of the Office of the Central Anti-Corruption Steering Committee, the Ministry of Justice, the Government Inspectorate and government-attached agencies in relevant domains.
d/ Preside over national councils or head steering committees in relevant domains.
5. Deputy Prime Minister Hoang Thing Hai. member of the Government's Party Caucus, shall:
a/ Act as deputy prime minister and directly take charge of the following domains:
- Regularly monitoring and directing the settlement of specific issues on economic sectors which fall within the Prime Minister's competence (other than those subject to the Prime Minister's direction), including industry, trade and services
(domestic market, import and export, combat of smuggling and trade fraud, and protection of consumer interests), construction, transport, natural resources and environment, hydrometeorology. flood and storm prevention and combat, search and rescue:
- Monitoring and directing the implementation of strategies, plannings and plans on ensuring the supply of energy for the country;
- State budget-funded national key investment projects and group-A projects:
- Economic zones, industrial parks and export-processing zones:
- Marine economic issues:
- Development of cooperative economy and cooperatives:
- Other relevant tasks as assigned by the Prime Minister;
b/ Monitor and direct the operation of the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Transport and the Ministry of Natural Resources and Environment
c/ Preside over national councils or head steering committees in relevant domains.
6. Deputy Prime Minister Nguyen Thien Nhan. member of the Government's Party Caucus and Secretary of the Education and Training Ministry's Party Caucus, shall:
a/ Personally act as deputy prime minister and the Minister of Education and Training.
b/ Regularly monitor and direct the settlement of specific issues which fall within the Prime Minister's competence in the following domains:
- Education, training and vocational training;
- Medical work and public healthcare; population strategies;
- Science and technology: industrial property; high technologies;
- Information and communication (press, publication, post, telecommunications and information technology);
- Culture and tourism; physical training and sports;
- Other relevant tasks as assigned by the Prime Minister;
c/ Monitor and direct the operation of the Ministry of Education and Training, the Ministry of Information and Communication, the Ministry of Science and Technology, the Ministry of
Culture. Sports and Tourism, the Ministry of Health. Vietnam Science and Technology Institute, Vietnam Institute of Social Sciences, Hanoi National University and Ho Chi Minh City National University.
d/ Preside over national councils or head steering committees in relevant domains.
Cabinet members, heads of government-attached agencies, chairmen of People's Councils and presidents of People's Committees of provinces or centrally run cities shall implement, and join in implementing, their assigned tasks.
